Abstract

             Necessity to get healthy and free from unhealthy condition is a right for each human. As following up from implementation of Law No. 32 of 2004 about Healthy which is autonomized to regional government, so Jepara Regional Government participate in increasing helathy quality of society by doing one of Healthy Department’s program that is Regional Healthy Assurance (Jamkesda). It is regulated in Jepara Regent Rules No. 14 of 2012 about Implementation of Jamkesda. This research is aiming to understand the implementation of Jamkesda Program in Jepara Regency in 2013 has been conducted well or not. The type of this research is quantitative research type. Technique of data collection  in this research uses Questionnaire which is distributed to the respondents and interviewing to program executor, Healthy Department Jepara Regency/City also supported by documents and archives. Technique of data analysis by using data reduction, data serving and concluding.            From the result of this research, it is known that Jamkesda progam in Jepara Regency is successful enough. This can be seen from the result of the assessment towards fifth indicators measurement according to William N. Dunn that are effectiveness, suffiency, equality, accuracy and responsiveness. Theimplementation of Jamkesda program in Jepara Regency also can reach its goal as assigned in Regent Rules No. 14 of 2012 and be able to give significances to government as program executor and society as Jamkesda program participants. Significances which have been perceived by society is the existence of healthy service assurance and the decrese of society’s burdens especially in healthy service costing so that people feel to be profited.            Suggestion which is recommended by researcher to government is government needs to increase program socialization which is inserted in the agenda of people acivity to accelerate information distribution and government is neccessary to validate the truth and uptate participant’s poverty status, in order to avoid misdirected of participants which can emerge social envy in society and impact to the less support from society towards implemented program run by government. Keywords: healthy, Jamkesda Program, Jepara Regency

Abstract

The development of technology also influences the running of governance and democracy, for example here is the emergence of e-ktp which then encouraged the emergence of the Election system using e-voting. The author here will examine the e-voting that has been carried out in Warungpring Village, Warungpring Subdistrict, Pemalang Regency in 2016, which in its implementation had a unique event, namely re-election because the DPT that was present did not fulfill the quorum in the Election validity requirements, so here the author will examine related to the cause of the event.To explain this research the author uses qualitative research methods by conducting in-depth interviews with relevant stakeholders such as the election village committee at that time and several urban village head in areas with high voter turnout and regions with low voter turnout. The method of data collection through literature study is by finding data in the place of the village election  archive, namely in the Pemalang District Secretariat, in the Governance section. To examine the causes of unique events above the author uses three factors, namely political factors, economic factors, and administrative factors.The results of the research found that there were residents of the local community namely Warungpring villagers who did not like the prospective village head who was advancing in the Pilkades. Another finding was that there were some candidates for village heads who failed to run for office, some failed administrative tests and some failed medical tests.The recommendation that the writer can convey is that in the success of a general election good public participation is needed, and to realize a good community participation, contributions from all parties are needed from the electoral committee, the government, candidates who advance in elections, political parties, to the community itself must also actively contribute to creating good participation.

Abstract

The issue of minimum wage is an interesting thing to study. At the end of each year the government issued a policy to set minimum wages that must be paid by the company to its workers. Surely this is not an easy thing to do. Consider that Parties unions demanding higher minimum wages because the wages have not been able to meet their daily lives. Meanwhile, the employer argued that the wage increase would increase the cost of production which led to the company becoming uncompetitive in the industrialized world.2In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with National Trade Union (SPN) Kota Semarang and Dewan Pengupahan Kota Semarang.SPN struggle to influence the process of determining the UMK Semarang carried through the political system and from outside the political system. The struggle through the political system is joined the Dewan Pengupahan Kota which had the authorities in determining the value of the Quality of Life (KHL) through a survey in five traditional markets in the city, namely Pasar Karangayu, Pasar Mangkang, Pasar Jatingaleh, Pasar Pedurungan and Pasar Langgar.Researchers recomend, for the creation of a favorable climate in the industrial world, governments need to make improvements from regulation to implementation. Because as the executor of a policy, the government should be able to act decisively. That way, the regulations that have been made can be implemented properly.

Abstract

Sektor pariwisata merupakan sektor penting dalam pembangunan ekonomi. Adanya pengaruh globalisasi akibat perkembangan teknologi informasi jadi lebih mudah untuk dapat di perkenalkan kepada calon wisatawan. Dalam penelitian ini berkaitan dengan strategi yang di lakukan oleh Pemerintah KabupatenSemarang dalam menangkap fenomena tersebut yang kemudian disusunlah serangkaian strategi yang digunakan untuk mengembangkan potensi pariwisata yang ada khususnya pengembangan Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulan data berupaObservasi, Wawancara dan Dokumentasi. Dasar peneliti menggunakan pendekatan kualitatif adalah penelitiingin mengetahui secara mendalam tentang strategi Pemerintah Kabupaten Semarang dalam pengembanganpotensi pariwisata di Desa Candi. Strategi yang dilakukan oleh Pemerintah Kabupaten Semarang dalam pengembangan potensi pariwisata di Desa Candi terbagi ke dalam beberapa tahapan yaitu Pertama, tahap perencanaan pengembangan. Kedua,tahap penganggaran. Ketiga, tahap pelaksanaan dan Keempat, tahap evaluasi pengembangan pariwisata.Faktor pendukung pengembangan pariwisata di Kabupaten Semarang adalah yaitu adanya Legal Standingyang jelas, dukungan Anggaran dari Pemerntah Pusat, Tingkat Partisipasi atau antusiasme Masyarakat DesaCandi yang cukup Tinggi. Faktor penghambat pengembangan potensi pariwisata di Desa Candi adalah LegalStanding yang belum berjalan maksimal dan Infrastuktur yang belum memadai. Terdapat tantangan dalampengembangan potensi pariwisata di Desa Candi yaitu belum adanya bentuk kerjasama tertulis antaraPemerintah Kabupaten Semarang dengan Investor/pengelola objek wisata di sekitar Candi Gedong Songo, Peningkatan sarana prasarana/ infrastuktur, Memperhatikan Kesejahteraan masyarakat, Penyerapan Tenaga Kerja, Peningkatan Promosipariwisata.

Abstract

Lawfully, an implementation of separated village is determined in the regent legal ofPacitan on 31, 2006 about village building of Wonosobo and Wonoasri of Ngadirjo at Pacitancity. Wonosobo and Wonoasri are derivation town from Wonokarto in which it has beendivided on three autonomous area, such us; Wonoasri, Wonosobo and WonokartoBasically separated area gives an opportunities for social Safety, which becomes oneof the aims of govermental existance. On the other hand, automatically it also facilitatesgovernment to increase an coordination effeciveness and management of village building.Based on the government regulation of 78, 2007 that unfoldment aims to develop aninfrastructure building.This research is done not only to undurstand the development of the villageinfrastructure building after it has been divided, to understand the positive and negativeeffects to infrastructure building, to understand the impeding factors to infrastructure villagebut also to know an effect evaluation success of separated village of Wonokarto forinfrastructure building in the unfoldment area—Wonoasri, Wonosobo and Wonokarto.The research method which uses here is mixed method integrating two approaches inall the process researches. Thera are three towns becoming a population and sample of thisresearch such us; Wonoasri, Wonosobo and Wonokarto and it utilizes an interview andqoesioner technique. There are 99 respondens; 36 communities of Wonoasri; 23 communitiesof Wonosobo; and 40 communities of Wonokarto. There are 9 informans who wereinterviewed; social figures and other comuunities.The result of this research shows the result of evaluation effect of separated village ofWonokarto influences to infrastructure building in the three separated viilages—Wonoasri,Wonosobo and Wonokarto. The obstacles of this iplementation are internal and externalfactors, the expends, the participation of govornment, geogaraphical factor and anothers.The recommendation that can be given is urgently an active role of government andcommunities in either the planning, implementation, or perputation of village infrastructure.Keywords: Separated village, infrastructure building

Abstract

Diversity of the determinant factors of the triumph of the candidate encouraged to researchedof “ The Determinant Factors of the Triumph of Couple Candidate of Ridho Yahya andAndriansyah Fikri in Prabumulih’sDirect Local Election in 2013”. The desaign of thisresearch was qualitative descriptive with 99 respondents chosen by random sampling whichwas held in 2013.In 2013, Prabumulih rehold direct local election for the second that was to choose mayor andvice mayor during the period of 2013-2018 with 7 couples of candidate, and was winned byRidho Yahya–Andriansyah Fikri. This victory was determined by (a) sosiological factor (b)psychological factor (c) rational factor.The findings of this research is important for the political elite to study the dynamics andtendency of the voter behaviour. But, because of the method of this research was qualitative,so it will be a necessary for the further research to conduct quantitative research.  Key Words : Direct local election, determinant factor of the triumph of candidate,personality factor

Abstract

Penelitian ini bertujuan untuk mengidentifikasi political efficacy Penyandang Disabilitas dalam Pemilihan Gubernur dan Wakil Gubernur Jawa Tengah Tahun 2018 di Kabupaten Purbalingga. Penelitian ini ingin menjelaskan rendahnya partisipasi politik pemilih disabilitas melalui persepektif political efficacy. Peneliti berusaha mengkaji studi kasus tersebut dan mengangkatnya dengan judul Ketertarikan Politik Penyandang Disabilitas Dalam Pemilihan Gubernur Dan Wakil Gubernur Jawa Tengah Tahun 2018 Di Kabupaten Purbalingga.Jenis penelitian ini adalah penelitian kualitatif, dengan tipe penelitian adalah studi dokumen (study of document). Sumber data yang digunakan berupa data primer yang berasal dari wawancara responden, serta data sekunder dari arsip dan dokumen.Penelitian ini menemukan bahwa pemilih disabilitas dalam Pemilihan Gubernur dan Wakil Gubernur Jawa Tengah Tahun 2018 di Kabupaten Purbalingga, memiliki makna penting sebagai perwujudan dari demokrasi, serta sarana untuk menyalurkan aspirasi masyarakat penyandang disabilitas. Kemudian untuk tingkat partisipasi pemilih disabilitas masih cukup rendah, faktor yang mendasarinya adalah kurangnya pemahaman mereka terkait Pilgub tersebut, dan termasuk kurangnya ketertarikan politik mereka terhadap Pilgub Jawa Tengah Tahun 2018 di Kabupaten Purbalingga.Hasil penelitian ini merekomendasikan kepada partai politik untuk memberikan pendidikan politik terhadap pemilih disabilitas supaya partisipasinya dapat ditingkatkan, serta untuk KPU Kabupaten Purbalingga agar memberikan sosialisasi secara mendalam dan mudah dipahami bagi pemilih disabilitas, supaya target tingkat partisipasi memilih dapat tercapai. Selain itu, pemerintah dan para pemangku kepentingan lainnya harus memberikan kemudahan akses bagi para penyandang disabilitas, agar dapat mengakomodasi hak-hak dan kepentingan mereka.

Abstract

AbstractIndonesian migrant workers are still being a vulnerable group who facing a various problem, beside their contribution for the national budget income. Vulnerability situation became an implication of the unsafe labor migration processes, and also the un-fulfillment of the rights and interests of migrant workers which is being a responsibility of the state. In the age of democratization on Reformation-era, migrant workers issue and problems are being a public attention. Especially for the civil society organization that have a focus on struggle to advocates the rights and interest of Indonesian migrant workers, one of them is Migrant CARE. This research aims to see how the role of Migrant CARE as an entities of civil society in advocating the interests of Indonesian migrant workers in 2014 through 2016, and also to analyze for the supporting and obstacles factors for Migrant CARE in carrying their role.The type of research is qualitative analytical descriptive. Data was obtained from several sources such as primary data and secondary data that used as an instrument of analysis. Data collection techniques used were in-depth interviews, literature/documents study, and observation.The results showed that the role of Migrant CARE as civil society entities in 2014-2016 was effective to build a solutional efforts in advocating the interests of Indonesian migrant workers. This was manifested through the Migrant CARE's performances in their advocacy efforts, from law assistance to policy advocacy, developing a research, as well as empowering migrant workers by encourage the initiative of safe labor migration and sovereignty for migrant workers, through a social movements. Some of the supporting factors for Migrant CARE to carried their role such as the positive image, strategies and goals that were socially accepted, and support in financial and political aspects. Although, there are several obstacles factors such as the government's ray perspective to see migrant worker problems, corruption in the labor migration services, and also internal situation in the Migrant CARE’s organization. Recommendations from this research are addressed to Migrant CARE for giving more attention about their role’s sustainability, other recommendation addressed to Indonesian Government for giving more appreciation and bigger space of involvement to civil societies in policy-making processes.Keywords: Role of Civil Society, Migrant CARE, Migrant Workers

Abstract

Nowadays,the level of citizens health in Indonesia is not good enough, that’shappened because difficulties of the access to get the health services. Thedifficulties of access are influenced by many factors, one of them is not having afinancials capability to pay the health services which are expensive. To cope thatproblem, the central government makes a program to allow the poor citizens toget health services free of charge through Nationals Health Assurance program(JKN). Although the Nationals Health Assurance program (JKN) has run well, inpractical it still has many weaknesses. The main weakness of the data of theprogram’s receiver isn’t precise and up to date, and it makes many region’scitizens who are proved that they don’t have the financial capability but they stillare not on the program receiver’s list. This research talks about the evaluation ofJepara Goverment’s program to cope the weakness of Nationals Health Service(JKN) implemented. Jepara region’s government has been implemented the PoorCitizens Health Service’s program or known as Regional Health Assuranceprogram (Jamkesda) which has a purpose to take care Jepara’s poor citizenswhose has not registered on National Helath Assurance Program (JKN).Therefore, Jepara’s poor citizens still get the health services for free. Thisevaluation used describtive qualitative method with George Edward III as a maintheory which focused on vital variables which have most influences for program’ssuccess, there are Communication, Resources, Dispotition, and BureaucracyStructure, also supported with Triangulation theory to make better data.Obstacles and settlements of the Regional Health Assurance program (Jamkesda)has also been explained. Result of this research shows that the implementation ofRegional Health Assurance (Jamkesda) is running quite well to give the freehealth service for Jepara’s poor citizens, so the purpose to make poor citizens feelsafe through health assurance’s program can be accomplished. The main obstacleof this program is the promotion hasn’t spreaded well through all citizens andbecause of that miss targeting of program’s participants oftenly happened, theweakness of monitoring also makes people who shouln’t get this free chargeservice can use this program. The advices from researcher for the main actor ofthis program Jepara Health Department (DKK) is DKK has to be more explicit inregulations to arrange people who deserve and who don’t get this healthassurance, and coordinate from the bottom to the top in order to that missedtargets never occurred again.

Abstract

Unemployment problem is a classical problem faced by the local government with no exception for Kudus Regency. The local Government of Kudus Regency has technical management unit of the vocational training center with many advantages compared to training center in the surrounding regency. In 2014, up taking level of training participants go up 11,25 % from 49,12 % to 60,37 %, so it has implications on decreasing unemployment 3,04 %. However, in 2015 up taking level of training participants decrease to 43,32 % and open unemployment level get up even if only 0,1% from 5,03 % to 5,04 %. This data show there is paradox,  unemployment level in surrounding Regency decrease but in Kudus Regency precisely increase. Kudus regency through Technical Implementation Unit of Training Center (UPTD BLK) also implement 3 in 1 program form Ministry of Employment for revitalization training center but until 2017 that program run into stagnation. Therefore, this research intend to analyze management of UPTD BLK for realize objective of Local Government to decrease unemployment and the factors can affect implementation 3 in 1 program. This research use natural qualitative method with observation, interview, and documentation technique then presented through analyze and interpret data. The result of research show open unemployment level in Kudus Regency fluctuate because it is brought on inconsistent performance from UPTD BLK Kudus Regency. It occur because short of alignment between planning, coaching, organizing, until monitoring. While the instability because of UPTD BLK in Kudus Regency doesn’t has visionable and concrete objective, there is no principle of good governance are excecuted, there is no road map the startegical are formed to carry out 3 in 1 program maximally. Based on this research show if performance management is undertaken carelessly, too flexible, and it doesn’t has vision in the future so it aren’t growth wellKeywords: UPTD BLK, Unemployment, Public Management
