Abstract

The success of Government Policy is not only based on the role of localgovernment alone, but is a collaborative collaboration between various stakeholders and the community . Full community involvement influences thesuccess of government programs . Through annual activities, namely theBanyuwangi Ethno Carnival with the aim to encourage the Banyuwangi Regencycommunity initiatives to harmonize and form a collaboration between the governmentand the community or cultural groups. In this study presents evidence of the strengthof social capital in an activity through basic ideas by Robert Putnam. The researchmethod used is descriptive qualitative with data collection techniques in the form ofinterviews and documentation. The data obtained were then analyzed usingTriangulation Methods, Theory and Data Sources . The findings of this study are through the tradition of mutual cooperation to build Banyuwangi Ethno Carnival involving the role of various parties in theimplementation of the event . Society, culture and art studio work together to buildrelationships in accordance with their capacity. To facilitate the flow of coordination,the Banyuwangi District Culture Office provides space for the community toparticipate and be active as a committee or technical implementer of BEC events. Thisis based on the participation of Cultural Groups in BEC . The conclusion that can be drawn from this study is that the first Social Capital starts from the community through three forms of social capital, namelyBonding , Bridging and Linking which are forms of community cooperation throughvarious parties in it . In the form of bounding is a form of interaction or communitycollaboration with local group. Second, the form of bridging is the interaction orcollaboration between the community and the community, community or othercultural groups. Third in the form of linking is the interaction or collaborationbetween the community and formal institutions such as the government. Based on theconclusions, the suggestions that can be given are that the implementation of culturalfestival activities through Banyuwangi Ethno Carnival is expected not only during theterm of office of Abdullah Azwar Anas, but will continue to be a continued annualactivity . Abstract

Poverty in Indonesia is one of the complex problems which seems to be the cause ofother problems. One way to tackle poverty is through community empowerment. Communityempowerment is a development process where the community takes the initiative to start theprocess of social activities to improve the situation and condition of oneself. The problemraised in this study is Cultivation Based Community Empowerment in Developing CatfishVillage in Tegalrejo Village, Sawit District, Boyolali Regency.The purpose of this research is to find out how the process of empowering thecommunity based on cultivation in developing the Catfish Village in Tegalrejo Village, SawitDistrict, Boyolali Regency. The method used in this research is descriptive qualitative methodby conducting data collection techniques such as interviews, observation and documentation.The informants in the study were the chairperson of the Karya Mina Utama group, the chair ofthe Karmina group, business actors, the Community Empowerment Office and the BoyolaliDistrict Village.The results of this study indicate that community empowerment that takes place isbased on three empowerment approaches, namely participatory approach which is carried outby increasing competence through training and outreach related to the fish cultivation process,sustainability approach which is carried out through institutional development empowermentactivities with the formation of Karya Mina Utama cultivators and sub-groups Karminaprocessing group, as well as environmental development activities through management ofpond control as a medium for fish cultivation, welfare approach carried out through businessdevelopment empowerment activities where through this activity the community has additionalincome from the fisheries sector.Lele Village as a cultivation-based community empowerment media is expected to bemanaged by Village-Owned Enterprises (BUMDES), so that the presence of BUMDES ownedby Lele Village can increase the existence and local potential that they have. The Departmentof Animal Husbandry and Fisheries is expected to be able to provide solutions to problemsfaced by catfish farmers, namely the limited local catfish seeds originating from BoyolaliRegency.Keywords : Empowerment, Cultivation, Village Catfish

Abstract

Pembangunan infrastruktur di Kabupaten Grobogan telah berjalan dengan baik Salah satunya seperti pada Desa Anggaswangi yang telah memiliki infrastruktur baik. Pembangunan yang terus menerus dilakukan di Desa Anggaswangi diantaranya pembangunan jalan, jembatan sehingga dapat berfungsi dengan baik sebagai penghubungan antar dusun yang terdapat di Desa Anggaswangi. Adapun pembangunan tersebut dilakukan dengan menggunakan anggaran dana desa (ADD). Sehingga bagaimana penggunaannya serta akuntabilitas ADD tersebut merupakan sesuatu yang penting untuk diteliti. Hal ini dikarenakan pemerintahan yang baik dapat dilihat dari akuntabilitasnya. Sehingga, tujuan dari penelitian ini yaitu untuk menjelaskan penggunaan ADD Desa Anggawangi.Berdasarkan penelitian yang telah dilakukan, menunjukkan bahwa tahap perencanaan Alokasi Dana Desa (ADD) pada peiode 2015-2018 telah menerapkan prinsip partisipasi dan transparansi. Hal ini dibuktikan adanya atusias masyarakat dan sikap terbuka pemerintahan Desa. Bentuk transparansi yang ditemukan di Desa Anggaswangi yaitu penyelenggaraan ADD Desa Anggaswangi yang disajikan dalam bentuk majalah dinding di kantor kepala Desa Anggaswangi. Sehingga masyarakat dengan mudah mengetahui bagaimana pelaksanaan ADD. Pelaksanaan ADD telah berjalan dengan baik, sesuai dengan indikator-indikator akuntabilitas serta telah menerapkan prinsip partisipasi masyarakat dan transparansi oleh pemerintah. Sehingga pelaksanaan penggunaan ADD Desa Anggaswangi telah berjalan dengan baik. Akan tetapi, bentuk transparansi laporan keuangan desa untuk masyarakat masih ada kekurangan. Abstract

The change of formation that occurs in candidate pair number 3 in the 2018 regionalhead election in Tegal Regency is a form of necessity. This change of formation occurredafter the incumbent candidate Entus Susmono died 47 days before polling day. Thereplacement has been regulated in KPU regulation No. 3 of 2017 so that one of the effortsmade by the bearer party then is to recruit a replacement candidate with a maximum timelimit of 7x24 hours or 7 days from the death of one of the candidates. This is interesting tostudy because cases of permanent absence due to death are very rare, so it is necessary tolook at how the bearer party chooses to replace the candidate. The purpose of this study is toprovide recommendations in the form of political studies to political parties regarding localelections.This study uses a qualitative method. This method aims to explore and understand thesituation that occurs so as to get an answer and produce descriptive data accurately. Datacollection techniques used were interviews and document review. Informants in this studywere the Chairperson of the Tegal Regency DPC PKB, the Chairperson of the Tegal RegencyDPC PKB Shura Council, the Chairperson of the candidate pair winning team number 3, theelected Vice Regent Sabilillah Ardie, the Chairperson of the Tegal Regency KPU, and theChairperson of the Tegal Regency PCNU.The results of this study indicate that the election of Sabilillah Ardie as a candidatefor Vice Regent after the death of Entus Susmono was carried out by the bearer party bylooking at various considerations, including political considerations, economicconsiderations and social considerations. The recruitment process carried out by the bearerparty in this case the PKB party in selecting candidates for vice regent candidates is to use aclosed model through rational choice of these considerations.The recommendation given is in the form of advice to the supporting party, namelyPKB in the future is expected to be able to expand supporters from various elements ofsociety, bearing in mind that currently the strong supporters of the Tegal Regency PKB areconsidered to only come from Nahdiyin which is sheltered by the Tegal Regency PCNU, andthen the role of political parties in party cadre, it is expected to be able to produce the bestcadre members so that in the future the party will no longer find it difficult to find areplacement candidate if unable to keep up.Keywords: Substitution of Candidates for Deputy Regent, PKB, Election of Regional Head

Abstract

Artikel ini merupakan penelitian mengenai pelaksanaan Program Pembangunan Embung untuk mengatasi kekeringan dan dalam meningkatkan kesejahteraan masyarakat di Desa Ngropoh, Kabupaten Temanggung. Menggunakan teori Manajemen Pemerintahan menurut Syafi’i Inu Kencana, maka Manajemen Pemerintahan dalam pelaksanaan pembangunan embung di Desa Ngropoh akan dibedah lebih jauh. Menggunakan metode penelitian kualitatif dengan pendekatan melalui wawancara dan studi pustaka, tulisan ini menjelaskan bagaimana program pembangunan embung di desa ngropoh dilaksanakan. Pelaksanaan Program Pembangunan Embung di Desa Ngropoh dilaksanakan melalui perencanaan, pengorganisasian, penggunaan sumber-sumber pemerintahan dan pengawasan serta evaluasi. Dengan dibangunnya embung hasil panen sektor pertanian di Desa Ngropoh meningkat karena tidak mengalami kekeringan yang berpengaruh pada meningkatnya pendapatan masyarakat secara signifikan dan meningkatnya kesejahteraan masyarakat. Pembangunan embung di Desa Ngropoh berdampak pada sektor lainnya selain pertanian yaitu sektor wisata dimana dibangun wisata embung dari biaya masuk dan retribusi parkir menjadi pemasukan bagi masyarakat.

Abstract

ABSTRACT Achmad Yusuf Roni was one of the candidates for members of DPRD Kabupaten Kudus legislative elections in 2014 were derived from the PDI Perjuangan . Electoral district (Dapil) for Achmad Yusuf Roni was Dapil IV, which includes Kecamatan Dawe and Kecamatan Jekulo in Kudus. Mannered known figure in the community and who are loyal to a political party which he joined, Achmad Yusuf Roni is pure cadre from the PDI Perjuangan Kabupaten Kudus. Structurally, Achmad Yusuf Roni was the Secretary of the Branch Council (DPC) PDI Perjuangan Kudus for the period 2010 to 2015. With a relatively young age, which is 31 years old in 2014, Yusuf Achmad get ordinal number 1 (one). The ordinal number of 1 that is identical to prospective members DPRD is expected to be won an election. This study has revealed what are the main factors that determine victory Achmad Yusuf Roni. With the vote total of 5,030 votes, the highest compared to other candidates who also came from the PDI Perjuangan and the same electoral district (Dapil). Victory of Achmad Yusuf Roni affected by his popularity in the middle of the voters and the role of Musthofa. Musthofa is the Chairman of PDI Perjuangan Kudus, and Regent of Kudus. With the support of Mustafa, the party's political machine was geared to help Achmad Yusuf Roni in this contestation. In accordance with the purpose of PDI Perjuangan Kudus, Achmad Yusuf Roni managed to get one seat in parliament Kudus. Although the vote gained much from the original target planned. Abstract

ABSTRACTThis research entitled The Function of DPRD Supervision Performance Against Regional Head in Klaten District in 2016. This research is based on the number of cases concerning corruption, collusion, and nepotism that occurred in local government which involves the Head of Region as the main actors in it, so the role of DPRD as executive partners in conducting surveillance into the public spotlight.This study was conducted with the aim to find out how the function of DPRD oversight performance against the authority of the Regional Head. Using the qualitative approach, this case study is then researched through data collection techniques in the form of interviews and in-depth discussions with existing informants, ie DPRD members from 2014-2019. The data analysis is descriptively qualitatively described through data processing techniques with reduction, display and data verification.The results of this study indicate that the DPRD Klaten District has not implemented the function of supervision effectively because it does not meet the existing indicators in the form of productivity, quality, and also the growth of the DPRD institution itself. Therefore, the researcher has summarized the things that become obstacles for the DPRD Klaten district to be able to work effectively.The suggestion for the DPRD of Klaten district in order to realize the stability of the government is to improve the member performance of the council through quality improvement and resolve problems related to existing obstacles in the form of human resources and also political dynasties in Klaten district.Keyword: agency, supervision, DPRD, Head of Region.

Abstract

Land acqusition is always a special concern for people whose land is acquired since it always carries impacts in any construction project.  Likewise the land acquisition of Waduk Logung construction project in Kudus district, it is also impacted on socio-economic condition of society in Kandangmas and Tanjungrejo village who are affected by construction project. The purpose of this research is to identify and analyze the impacts which are produced by land acquisition and its compensation value from the Waduk Logung construction project. The research used a mixed method which uses sequential explanatory method. Sequential explanatory mix method is characterized with data collection and quantitative data analysis for the first stage, and followed by data collection and qualitative data analysis for the second stage in order to support the result of first stage. In obtaining data, the researcher use questionnaire instrument which is distributed to the people affected by the construction plan in Kandangmas and Tanjungrejo village. Besides, the researcher also used interview data from interviewees which are connected and secondary data which are coming from documents, mass medias, and other literature sources such books and journals. The result shows that there is an effect of the land acquisition and compensation values from the Waduk Logung project which provides impacts to the socio-economic condition of people which are affected to the project plan. The effects of the land acquisition and compensation values are, 1) Society anxiety, 2) Negative perseption which make horizontal conflict  and vertical conflict 3) Economic Impact like decrease in revenues, livelihood change, wealth level decrease, and education guarantee for familiy members of land right owners, 4) Environment Impact like decreasing air quality, noise, road damage, and decreasing some component of river hydrology. Based from the research, the impact that happen is caused by the influence of the process or the role of policy makers who do not comply with the rules.

Abstract

There is a policy strategy from the Jepara Regency Government to help solve three classic problems that often hit MSMEs, namely market access, capital, and technology which have often been discussed at seminars or conferences. So that this study aims to analyze the government's strategy in the development of MSMEs and describe government obstacles in the implementation of MSME development strategies in Jepara District. For this reason, the author analyzes using the model theory and dimensions of Muhammad Suwarsono's governance strategy, as well as the theory of the government's role in developing MSMEs by Gede Diva. The results of this study are what are the strategies carried out by the Jepara District Government in developing MSMEs, as well as obstacles in the implementation of MSME development strategies in Jepara Regency.This study used descriptive qualitative method. This type of descriptive research is a problem solving procedure that is examined by describing the subject / object of research in accordance with the facts and about an ongoing process in the field. In obtaining data, researchers conducted interviews with the Office of Cooperative and Small and Medium Enterprises and Transmigration, and MSME actors. The results of the research that has been carried out are that the strategy is incremental (always increasing) aimed at pursuing high economic growth, employment, increasing competitiveness and poverty reduction and including developing environmentally friendly businesses. As well as the obstacles experienced are lack of human resources, budget, facilities and infrastructure.Suggestions from the authors for the Jepara Regency Government especially the UKM Cooperative and Transmigration Office are to increase the budget for the implementation of MSME development strategies and to add personnel or members of the SME Cooperative and Transmigration Cooperative Office field especially in the SME Sector so that the strategy can be maximized.Keywords: Jepara MSMEs, development strategies, business people, strategy implementation

Abstract

ABSTRACTAbstract. Empowering communities is an attempt to enhance the dignity of the community who are unable to escape from the trap of poverty and underdevelopment. The success of the community building definable as well from the community participation and the role of government related. Tyto Alba Program in Tlogoweru Village is one of the government’s efforts in Tlogoweru Village of empowering communities who have not been able to overcome the problem of crop failures due to a very tough mouse pest control.The research method used is the qualitative approach and the techniques of data collection through interviews and documents. Informants in this research are The Head of Tlogoweru Village, Tlogoweru Village Secretary, Chairman of The Tyto Alba Developer Team, and the community of Tlogoweru Village.The research results showed that community empowerment of farmers in Tlogoweru Village through Tyto Alba Program has successfully overcome the crop failures as well as making community could develop other business. Empowerment implemented through Empowerment of Human Development, Empowerment of Institutional Development, Empowerment of Business, and Empowerment of Environment.The recommendations could be made to The Government of Tlogoweru Village was able to manage The Quarantine Place Of Tyto Alba better as well as the development of physical infrastructure to support Tlogoweru Tourist Village.Keywords: Empowerment, Agriculture, Tyto Alba.
