Abstract

ABSTRACTIn the current era of reform the system of government based on absolute good governance to be applied, especially in the implementation of public services. The implementation of public services no longer aims only to meet statutory or considers administrative matters alone, but about government accountability and promote community. Implementation of good governance should be applied at the One Stop Services (OSS) which is where the licensing services ranging from application stage to the stage of issuance of documents in one place. The purpose of this study is to see how far the application of the principles of good governance in the One Stop Central Java Province. In addition, to determine the factors of success and constraints faced in the implementation of the licensing service towards good governance. This research uses descriptive quantitative and qualitative approaches. The data were obtained from questionnaires, interviews with informants, observation, and documentation. This study uses a case study approach.The conclusion of this study indicate that the quality of the services contained in UPT PTSP Central Java province has been referring to the principles of good governance. There are success factors of the background for good governance are among others the implementation of information technology-based services, the absence of charge, PTSP staff who dared to act decisively reject the fraud, and procurement licensing outlets outside the area of the city of Semarang. In addition there are also constraints encountered include the completion of licensing is not timely, the lack of availability of employees, complexity of licensing online filing, and a lack of security or back up to the front office employee. Advice can be given that is more clarified the timing of licenses, in increased numbers of employees in UPT PTSP, online licensing restyled with in facilitates and shorten, and in perkuatnya security or backing up.Keyword : Evaluation, Public Service, One Stop Services

Abstract

Corruption is still rampant in Indonesia, one of the acts of corruption committed by certain persons are in the field of civil service, which is currently in the recruitment and selection of Indonesian civil servant. Therefore, the government made a bureaucratic reform in the field of personnel. CAT system is present to change the old recruitment system manually into a computer-based system. This study examines the computer assisted test system at the Ministry of Finance of the Republic of Indonesia in producing high quality human resources to realize a good governance in Indonesia. The method used is descriptive qualitative approach to data collection techniques are observation, interviews and document research. Informants in this study is the Head of Planning and Procurement Human Resources, Ministry of Finance, Head of the Division of Recruitment and Selection of Human Resources, Ministry of Finance, Head of the Division of Planning and Formation of Human Resources, Ministry of Finance, Head of Subdivision Placement Human Resources, Ministry of Finance, Head of Management of information technology Selection State Personnel Board, Chief PLT section Recruitment CPNS Ministry for Administrative and Bureaucratic Reform, ASN who pass in the Ministry of Finance in 2017, and employess who were not selected in the Ministry of Finance in 2017. The results showed that the CAT system is able to provide transparency and objectivity well. This had a positive impact in order to avoid the practices of corruption committed by certain elements. The use of a threshold value at the time of selection get SDM with good integrity. At the Ministry of Finance, HR produced has the responsiveness and alertness of the good, as evidenced by the achievements of the Ministry of Finance's risk management performance in 2018 had a rate of 120 percent, an increase compared with 2017 which only has a value of 100 percent is done by employees of non-CAT. This system successfully make changes to governance in the field of personnel.Keywords: Ministry of Finance, CAT Systems, Human Resources

Abstract

Penelitian ini bertujuan mengkaji tentang implementasi kebijakan Rencana Tata Ruang Wilayah di Kabupaten Semarang. Kebijakan Pembangunan di Kabupaten Semarang dilakukan untuk meningkatkan kesejahteraan masyarakat. Penelitian ini menganilisis dampak yang terjadi dari implementasi kebijakan pembangunan, mengetahui dampak yang ditimbulkan dari pembangunan dan persepsi masyarakat sekitar yang merasakan dampak dari kebijakan pembangunan tersebut. Peneliti memilih Desa Banyukuning, Kecamatan Bandungan, Kabupaten Semarang sebagai studi kasus penelitian. Dimana akan diukur dampak yang terjadi dari implementasi kebijakan terhadap konversi lahan yang berpengaruh terhadap tingkat kesejahteraan petani serta mengetahui persepsi masyarakat tentang implementasi kebijakan Rencana Tata Ruang Wilayah Kabupaten Semarang. Metode yang digunakan dalam peneitian ini adalah metode penelitian kombinasi dengan pendekatan kualitatif dan kuantitatif dengan metode deskriptif. Dalam memperoleh data, peneliti menggunakan alat penelitian wawancara dengan informan penelitian adalah Badan Perencanaan dan Pembangunan Kabupaten Semarang, Dinas Pekerjaan Umum Kabupaten Semarang dan Pihak lain yang terlibat dalam implementasi kebijakan serta menyebar kuisioner kepasa masyarakat dan dianalisis menggunakan skala likert serta menguji pengaruh dengan analisis Chi-Square. Peneliti juga menggunakan data sekunder yang berasal dari Peraturan Daerah terkait serta sumber kepustakaan lain seperti buku dan jurnal. Hasil penelitian menunjukkan bahwa implementasi kebijakan masih kurang baik dari segi pengawasan. Hal tersebut dibuktikan dengan tingginya angka konversi lahan pertanian yang terjadi karna pengawasan yang kurang intensif. Selain itu dari hasil penelitian dari masyarakat bahwa konversi lahan yang dilakukan oleh pemilik lahan dilakukan dengan tujuan untuk dapat meningkatkan taraf hidup serta kebutuhan akan lahan rumah bagi masyarakat dari adanya pertumbuhan penduduk. Dari hal tersebut memperlihatkan angka kesejahteraan petani yang menurun melalui penghitungan Nilai Tukar Petani. Oleh karna itu, pemerintah harus lebih memperketat pengawasan guna tercapainya implementasi yang sesuai dengan tujuan kebijakan.Kata Kunci : Implementasi Kebijakan, Persepsi Masyarakat, Konversi Lahan,Kesejahteraan Petani

Abstract

This Reasearch discusses about how the realization of partnership that held by the City Government of Bandung and PT Telkom to build the Smart City program and any program as result from the partnership. This partnership is carried out by the Government of Bandung as a government effort to implement the principles of good governance at the local level by involving the business sector in regional development. The results showed that PT.Telkom is the one who takes a lead in the creation of programs of Smart City because of the resources they have are the most widely used than resources owned by the Government of Bandung. In regards to a form of partnership that was used is Build Operation and Transfer in the sense that PT.Telkom responsible for building facilities and infrastructures needed after creating such facilities operated and given ownership to the government as a grant, PT.Telkom was using CSR money to funded it. At the level of program implementation involves many government agencies in accordance with the program generated and therefore needs a decent supervision of the main actors of the partnership. in fact the Government of Bandung surveillance mechanism is so weak that the risk of poor performance of the program is still very possible. However this partnership has resulted programs of innovative public services as a support service improvements. It is expected that the government could improve the oversight function so that the continuity of the program can be guaranteed.Keywords: Partnership, Smart city, Public service

Abstract

The problem of poverty in Indonesia is a social problem that is relevant forcontinuous review and a solution is sought. Symptoms of poverty are increasing in line with the multidimensional crisis faced by Indonesia. Empowerment of village communities is an alternative in reducing poverty. In the Empowerment Program, cooperation from all stakeholders from the government, private sector and other institutions is needed. Private sector is obliged to contribute to the environment. Through the Corporate Social Responsibility Program, one of them is through community empowerment. One of the factors that support the success or failure of an empowerment program is social capital, with good social capital, undoubtedly the goal of empowermentcan be easily achieved. PT. Indonesia Power has conducted its Corporate SocialResponsibility program in Kampung Alam Malon through the Sentra Batik VillageProgram.In this study carried out using a descriptive qualitative research approach.Qualitative methods are used by the author to assess the image produced from the CSRactivities program. This study focuses on community empowerment activities run bycompanies, namely CSR programs aimed at contributing to society and the environmentand improving the economy and the welfare of the community.The results of this study found that the empowerment program was not maximalin the welfare of the community because of the lack of the role of social capital bridgingand social capital linking in the implementation of empowerment programs. this resultedin a high level of public interest in the beginning of the program along with theempowerment program.Key Word : Community Empowerment, Corporate Social Responsibility, SocialCapital

Abstract

Effort to improve the application of economic development model is to modernize in every aspect of community life that underlies every policy of development practice. The development-oriented model of economic growth, leads to the fragility of social society system. One of the component to support the development model is how to utilize the existing social capital in society. Most Indonesian people live in the rural areas with livelihood as farmer. The agricultural sector is a sector that has a large contribution in the national economy, the provision of road infrastructure is very supportive of the acceleration of economic growth. But in the provision of infrastructure facilities can never be separated from community involvement in every stage of activity itself. This research was conducted by using research method of mix method sequential exploratory sequence from qualitative descriptive approach as the dominant approach of quantitative approach as supporting approach. Data collection used in this research is interview, observation, documentation and questionnaire. The informant consisted of the head of development affairs of Kalimendong village, the head of Sido Makmur farmers, and the community, the questionnaire was given to the respondents of the Kalimendong village community. The results showed that the utilization of social capital in Kalimendong village done by Sido Makmur farmers which belong to social capital bridging that bringing of Kalimendong village community doing farming road construction with self-reliance. At each stage of development, the community is very enthusiastic to follow every activity although not supported by stimulant funds from the government. Activities are still carried out using self-reliance community to realize the activities. Farming road construction will be more optimal if the administration is in detail, and do not disappoint the community's trust.Keywords : Farming Road Construction, Self-reliance community

Abstract

Semarang has been well-known as the city with the highest poverty rate in Central Java, compared with the other cities from the same province. In order to solve that problem, in 2008, Semarang regional government had established its regulations, no. 4 of 2008 on handling the poverty. The purpose is to handle and solve the poverty rate in Semarang, which could be said as relatively higher than the other cities in Central Java. The problem in this research is about how the implementation of Semarang Regional Government Regulation No. 4 of 2008 and its barrier and enabler factors. This research’s purpose is to understand the implementation of Semarang Regional Government Regulation No. 4 of 2008, along with its barrier and enabler factors, in solving the poverty in Semarang.The method used on this research is descriptive qualitative method, focusing on the periods of 2010-2015 policies, as well as using George C. Edward’s theory regarding policy implementation. The data were taken from in-depth interview, photos, documents, and observations.The results of this research are as follows: Semarang Regional Government Regulation No. 4 of 2008 has been done by Specialized Team on Handling The Regional Poverty (TKPKD) which consisted of several SKPDs. BAPEDA has identified the poors for once per two years. Healthcare, education, and skill enhancement are extremely needed by the society. All programs in those three sectors had been done right on target based on the procedures. Healthcare programs had been implemented through Kartu Semarang Sehat, education programs through tuition free, and skill enhancement programs through training courses. The helps and services for the poor had been done properly.As a whole, the implementation of Semarang Regional Government Regulation No. 4 of 2008 did not give significant effects towards poverty in Semarang. The target, which is decreasing poverty by 2% per year, still could not be accomplished yet. For 5 years, Semarang regional government can only passed 6% of poverty rate, from 10% of its true goal.Therefore, Semarang Regional Government needs to prepare better implementation, as well as enhance its human resources by increasing the quality and the quantity of its officers.Keywords: Policy implementation, Poverty

Abstract

The increasing number of small-scale batik industry players in Pekalongan district resulted in increasing of liquid waste of production which has an impact on the decrease of environmental quality. Waste water management policy is a strategic policy in order to realize sustainable environmental development as an effort to maintain water quality, as well as to improve the quality of waste water to prevent impacts that can damage the environment. This study aims are to determine the results of government policies on waste water management and to examine the participation and compliance of small batik industry actors against local regulation no. 5 year 2014. The researcher used mixed qualitative and quantitative research methods involving philosophical assumptions and mixing the research in one study. Data collection techniques are conducted through documentation, interviews, questionnaires and then the data are analyzed with mixed models of qualitative and quantitative analysis. The program carried out by the Government is said to be successful by seeing a reduction in the level of complaints from the public regarding pollution of industrial waste and an increase in environmental quality. However, what affects the less than optimal outcome of this policy is the low level of participation and adherence of small industry players seen from participation in decision making with poor criteria and participation in implementation with poor criteria. For the development of this policy, there is a need for decisiveness from the government in its supervision program of small batik industry players as well as adherence from small-scale batik industry players to Regional Regulation No. 5 of 2014 concerning Management of Wastewater.Keywords: Policy, Management, Participation, Obedience

Abstract

MANAGEMENT OF POTENTIAL NATURE TOURISM  PEKALONGAN REGENCY YEAR 2012-2015 AbstractTourism is a service industry that is used as one of the sectors that can increase revenue domestic income. Pekalongan regency has the potential of tourism, especially eco-tourism. Location Regency Pekalongan near the northern coast line makes it easy to reach at the same time directly adjacent to the Java Sea and the mountain range makes this district has a natural charm of beaches and beautiful mountains. In this regard it is necessary to good tourism management of Youth, Sport and Tourism Pekalongan.This type of research is descriptive qualitative analytical approach, which is intended to present an overview of the situation or phenomenon in the study in detail. Source of data derived from primary data and secondary data. Determination of informants by using purposive sampling relevant Department and several locations of tourist destinations. The collection of data, researchers used three (3) methods, the method of interview, observation and document study. The number of existing attractions strategy requires the development of the tourism potential of all stakeholders such as government, private sector and share of the local community.The study found that Pekalongan has many natural tourism potential in Pekalongan. Barriers are found in tourism management include the limited facilities and infrastructure and the lack of cooperation involving the public and private sector to develop nature tourism potential in Pekalongan Regency. Keywords: Management, Cooperation and Tourism

Abstract

Adanya strategi kebijakan dari Pemerintah Kota Semarang melalui Dinas Pasar Kota Semarang untuk turut mewujudkan daya saing yang dibutuhkan pasar tradisional di kota Semarang ditengah menjamurnyapasar modern . Kota Semarang merupakan salah satu kota di Jawa Tengah yang sering dijadikan lahanbisnis oleh para investor, baik investor asing maupun investor local dibandingkan dengan kabupaten/kota diJawa Tengah. Penelitian ini menggunakan metode Deskriptif Kulaiitatif. Penelitian Kualitatif adalah penelitian yangbermaksud untuk memahami fenomena apa yang dialami oleh subjek penelitian misalnya perilaku,persepsi, motivasi, tindakan secara holistic, dan dengan cara deskripsi dalam bentuk kata-kata dan Bahasa,pada suatu konteks khusus alamiah dan dengan memanfaatkan berbagai metode alamiah. Penelitiandeskriptif digunakan untuk menggambarkan tentang apa yangs edang diteliti dan menjadi pokokpermasalahanan. Berdasarkan hasil penelitian yang telah dilakukan maka dapat ditarik kesimpulan mengenai strategiyang dilakukan Dinas Pasar Kota Semarang dalam meningkatkan daya saing pasar tradisional terhadapkeberadaan asar modern adalah dengan melakukan strategi intervensi fisik, rehabilitasi ekonomi, danrevitalisasi sosial. Pada strategi intervensi fisik, dinas pasar kota Semarang melalukan perbaikan struktur,infrastruktur, sarana maupun prasarana pendukung dari pasar tradisional untuk menciptakan lingkunganberbelanja yang nyaman bagi konsumen sehingga tetap memilih untuk daang dan berbelanja di pasartradisional yang fasilitas dan lingkungannnya tidak kalah dari pasar modern.
