Abstract

ABSTRACTThis study was conducted to describe the evaluation of the effectiveness of the public service division of the District after the District of South Kaliwungu Kaliwungu. The purpose ofthis program is to increase the expansion of public services to the community as well as the close relationship between the people and the Government.In order to explain the evaluation of the effectiveness of the public service division of the District Subdistrict Kaliwungu after South Kaliwungu , then used a qualitative research method .Subjects in this study is the government represented by the Regional Secretariat of Governance Section , Southern District Government and society Kaliwungu Kaliwungu south. The datacollection method is through interview , observation , research and documents .Evaluation of the effectiveness of the District Kaliwungu expansion can be seen from several factors , namely the incumbent initiative kendal hendy boedoro to split the sub Kaliwungu which later became the Government's program to unzip the District Kendal Kaliwungu the District Kaliwungu and South Kaliwungu . District of expansion and aims to improve public services closer to the community . But the reality is happening in the field of infrastructure readiness office building becomes a major obstacle in the obstacle in providing public services to the community Kaliwungu south in particular.

Abstract

Creative economic players in Indonesia need to be empowered because a creative economy now plays a major role in improving the welfare of society. This empowerment can be done by existing business group in the area. Joint venture group (KUBE) Citra Mandiri is one group that was formed to empower the craftsmen creative industries in the Pucang village Secang District of Magelang regency. But after KUBE Citra Mandiri established Pucang rural welfare still increasing because they found the poor and the vulnerable poor and unemployed.By this research, the writer wants to explain the role of the joint venture (KUBE) Citra Mandiri in empowering craftsmen creative industries and factors that constrain KUBE Citra Mandiri in empowering craftsmen creative industries in the Pucang village Secang district of Magelang regency.By using interviews and observations in research methods, the writer found that the role of the joint venture (KUBE) Citra Mandiri in empowering craftsmen creative industries is not maximum. The writer also found that the factors that constrain KUBE Citra Mandiri in empowering craftsmen creative industries is organizational / institutional, human resources officials and the general public, and group management.Keywords : Creative Industries Pucang Village, KUBE Citra Mandiri, Craftsman Empowerment

Abstract

The reason why the writer focuses on this study is the political of Tionghoa in a structure of political party in kota Semarang period 2009 until 2014 there is an interesting phenomenon because Tionghoa joining in a political activities. Another condition, which tend to better in condition.The purpose of this study is that the writer would like to catch and to explain elite politics behavior of Tionhoa about the existence of this ethnic in managing Gerindra Party and PDI-P in Semarang. Beside, the writer would like to see the whether there is a correlation between political background of Tionghoa, its contribution and function in a political party, and also the problem found in organizing internal or external party of gerindra or PDI-P in SemarangThe method user by the writer is qualitative research, in term of snow ball method and structural interview guide as one of the technique in collecting data. The Writer gave his general poin of view as the result of the whole content of questionarries and analyzing interviewing as a method based on someone’s interpretation that give a real description of elite politic behaovior of Tionghoa in Semarang at this present reformation eraThe result of this study showed that Tionghoa elite politic joining in political party is a sociological base a the leader of those parties, family and friends support. The joining of political actor of tionghoa in social activity is still low. Tionghoa political actors in political structure are tend to economical side. Tionghoa polical actors should be able to see that politic is not only as someone’s side job but also a kind of serious duty and long term oriented to develop its potential function seriously when choosing the actors from their strategically position.Key word : elit Politic, Tionghoa, political party, political structure, gerindra and PDI-P

Abstract

Eradicating poverty is one of the main case in Indonesian lifelihood. Sincethe independence day of Indonesia's republic. The exertions to increased life'squality and eradicating poverty always efforted by them till this recent time. Itsthroughed by PNPM urban private. Based on empowerement which has purposesas sustaiable development and can be synergized through societies withinpoverty's problem solving. This research is limited by limitation space and alsofactors which can be called as obstacle of implementation in Wonogiri regency.Particularly in Bulusulur village. This research uses descriptive qualitative bycollege data technique through interview. Its name preferencing informanpurposive sampling.The result of roll loan giving program PNPM urban private towards smalland medium enterprises in Bulusulur village, Wonogiri district, Wonogiri regencyshowed that this program was able to reached the purposes and targets throughedstandart dimension and policy's goal, implementation sources, communication,implementor agency characterictics, implementor disposition, and environmentalcondition towards sosial,economy and politics. The loan giving program has beenassisted the lowest societies in giving loan modal towards the small enterprisesand also assisted to improved the family's income. Yet in this case is still facedmany obstacles. Such as the less of loan or KSM within giving back of loan, andthere's no an available ingredients in that surrounding.Recomendation.this research is expected to be able keep along andincrease the same program, and build closer relationship between implementor,all target communities and founding the other new enterprises.Keywords : Program impelementation, Loan Revolving, Small and MediumEnterprises, Village of Bulusulur.

Abstract

Poverty in Indonesia, one of them comes from fishery sector because the fishermen are minimal in the fulfillment of clothes, foods, shelters, health and education altough Indonesia has a total sea area of about 3.544 million km2 and has a huge potential for fisheries. The Ministry of Maritime Affairs may overcome the poverty in fishery sector through the developing of Program Usaha Mina Perdesaan (PUMP). Therefore, the formulation of the problem in this research is "How does the evaluation of PUMP Bendar Village, Juwana Sub- district, District of Pati, in alleviating the poverty of fishermen communitiy?".This study aimed to describe the evaluation of the program implementation of PUMP in Bendar Village, Juwana Sub- district, District of Pati and problems that occur in the field with its solutions, thus it can be known how far PUMP program can alleviate poverty of fishermen community in Bendar village. The method used is descriptive qualitative. The primary data source is obtained through interviews with a purposive sampling and secondary data from documents, archives, internet, and other sources associated with the research. Analysis techniques are qualitative data analysis with data reduction, data presentation and drawing conclusion or verification .Based on results of the research, it is known that PUMP program (Program Usaha Mina Perdesaan) is implemented in Bendar village in 2011. This PUMP program overcomes poverty in the form of cash money assistance amount to 100 million rupiahs that must be spent in the form of fishing gear, repair nets, purchasing of machinery or repair the engine, so this program is expected to create prosperity. PUMP program had been implemented in Bendar Village, but the level of prosperity of its citizen has not changed significantly since its members had lacking awareness to develop KUB.Advises that can be given are increased quality of human resources involved, socialization to Bendar Village communities about PUMP program that should be enhanced and maximized. The improving of cooperation in all elements both leader and member of fishermen groups in Bender Village is aimed to lessen negative perspective of bureaucracy in fishery bureau, so the citizen ready to develop KUB which may bring prosperity for them.Keywords: PUMP Program, Poverty, Bendar Village

Abstract

In implementing a development, the government always involve the community in decision-making that will provide benefits and welfare for the people. Development aimed at achieving better conditions than before. Even so, the government should consider the rules for managing the resources used and the smallest effects arising for the smoothness of a development. Such as Reservoir Development Jatibarang aimed handlers flooding in Semarang which would require the materials to build a dam that is not little. Until eventually determined that the materials used are from Gunung Turun, located in the Village Mangunsari.This study aims to determine the socialization process between the government and the impacts arising from taking Gunung Turun of material in the process of implementation in village communities Mangunsari. The methodology used in this research is descriptive qualitative method, which seeks to describe the state of the real condition of the corresponding data collection was done by in-depth interviews of the informants are considered to know clearly seated problems. It also synthesize several documents that are considered important in this study.From the results obtained are socializing the government in the implementation of development Jatibarang Reservoir is intended to provide the public an overview of the goals and objectives of development and of the impacts that will occur regarding taking the material Gunung Turun. In the process of making the material more or less the same impact as the economic, social and cultural impacts, and environmental impacts that could affect people's lives either directly or indirectly.Keywords: Development, Jatibarang Reservoir, Gunung Turun

Abstract

AbstractThis study was conducted to explain the process of management of flats in the city of Semarang and to know the obstacles that occur in the process of managing these flats. Flats is one good program to be implemented in urban areas such as the city of Semarang. Which is the main target for the victims of natural disasters, and low-income people who do not have homes .The subjects of this study is City Planning and housing and as a manager UPTD Home Rent Flats. The method used is qualitative research methods. Researchers collected data through interviews and observation in flats and look for supporting data.From the results of research conducted in the shade DTKP UPTD Rental Homes . It can be seen that the process of managing flats starting with the opening of registration for the MBR renting flats that do not have homes , people do miss every 1 week 2 times / more , with the balance of the income factor . MBR occupying flats to rent between Rp.55.000 pay up to Rp . 110,000 per month and is based on the Decree of the Head DTKP . However, in relation to the implementation of the maintenance carried out by housing and settlement . In the system of payment of rent , there are two systems that are currently running. First , the staff UPTD came to visit residents in public housing , and Second people can immediately pay directly to the manager 's office . There are barriers that result in less than optimal management , among others , took to the field staff which is inadequate because less people and factors affecting age , weak regulatory system , triggering residents to sign and peddle copies of flats , unpredictable weather conditions and the overlap overlapping interests in the management of flats.To reduce such violations shall have full authority managers, personnel managers should be added and placed in each location flats , the need to cooperate with other agencies in order to maintain a sense of comfort for the citizens of towers , the manager should also have an attitude of firmness to prevent deviations often occur .keywords : process management , residential , flats

Abstract

Onion is one of competitive commodities in Brebes Regency and the largest production center of onions in Indonesia. Of the total of onions national needs, 23% of it is supplied from Brebes Regency. The entry of onions imported from Thailand and Vietnam to Brebes Regency becomes a problem. Prices of local onion in Brebes Regency are increasingly rising, while the prices of imported onions are cheaper than the local ones. Farmers must face the reality that the quality of imported onions is currently similar to the local ones. The following is the comparison of local and imported onions in 2009.             Brebes Regent Regulation Number 20 of 2012 is aimed at controlling the circulation of local onions in Brebes Regency. This study is aimed to describe any efforts made by local government to monitor the circulation of imported onions that can be detrimental to local farmers when selling local onions to the market. Due to the presence of imported onions, the prices of local onions will automatically be competed by the cheapness of imported ones.             The result of the study shows that the central and local governments have been doing good supervision by monitoring stalls or central markets bimonthly to check whether there are any imported onions sold. It is recommended that all regencies should be able to commit to protect local products by establishing rules and regulations that control the entrance of imported commodities to traditional markets. Keywords: Imported Onions, Supervision of Circulation of Imported Onions, Brebes Regency.

Abstract

This study was conducted to explain the results of the evaluation of Human Development Index (HDI) in Pemalang. Human Development Index is one measure of UNDP to determine the progress of development in an area especially of human development. The indicators for measuring the Human Development Index is the life expectancy index, education index and the income index. In Pemalang, the achievement that gained was 69.89% in 2010 with a ranking of 34 from all district / city in Central Java. When compared with Pekalongan District in ranking 23 and Tegal District in ranking 8, Pemalang very far behind. So the question is why the Human Development Index in Pemalang low? What the programs of increasing the Human Development Index was according to the target? Human Resources was available? Was the amount of budget also supporting?In order to explain the evaluation of Human Development Index in Pemalang, then used the evaluation method and descriptive analysis with using a quantitative approach. Where the source data obtained from secondary data sources. The coverage of analysis through a qualitative approach that aimed to relevant agencies namely Education, Health, Labor and Transmigration, Bappeda, public hospital, Economy, Doctors, Midwives and School principal.The results showed that when viewed from criteria of the Dunn evaluation, improvement programs of Human Development Index has been fairly good. Although in terms of funds allocated is also still an obstacle due to the increasing needs of the community. The low rankingof Pemalang also not free from the causes therein, the awareness factor of the community in accessing services from the government and the lack of investment development in Pemalang district. Moreover, with substantial funds in education sector reached 58%, medical of 13% and purchasing power of 7%. It showed that Pemalang District was seriously in the increase of Human Development Index. Although ranking that obtained still ranking of 34 but each year the percentage of Human Development Index showed an increasing of 67.4% in 2006 to 69.89% in 2010. This is also evidenced by the superiority of several indicators with Tegal district in education and health sector.Recommendations for this study are to develop an active standby village, improving healthcare, optimizing procurement scholarship, Packet, infrastructure and economic development, increasing local investment, and all that.
