Abstract

ABSTRACTPoverty is a phenomenon or a social phenomenon that is almost as old as the human civilization. In each area there is poverty in Indonesia name must always be there no matter how good the area is, because of poverty and well-being are like two sides of a coin that can not be liberated. Therefore, to address the problem of poverty that exist in Indramayu Regency, Regents and Local Government / agencies related to the problem of poverty has put together a strategy to address the problem of poverty in the district of Indramayu.Research approaches in Poor People Empowerment Program Year 2011 (Case Studies Business Group in the Village Mundak Jaya sub-district of Indramayu district Cikedung). This departs from the meaning of descriptive research approach itself, that an analytical descriptive method of gathering facts through the proper interpretation. This method is shown to study the issues that arise in the community in certain situations, including public relations, activities, attitudes, opinions, as well as ongoing processes and their effects on certain phenomena in the society.The fact shows that the implementation of the program in the field of KUBE FM in the village Mundak Jaya sub-district of Indramayu district Cikedung can not say success, is evident from the 8 (Eight) KUBE FM in the village Mundak Jaya. The program is now not active / running again, but the goats on the KUBE FM Desa Jaya Mundak from the year 2011 until now there are growing well and the goat, which is only 4 KUBE FM who still survive, thrive and breed goats that KUBE FM "Harapan Jaya, Tanjung Jaya Mulya Hope and Jaya Mulya" the goat still survive and thrive better than in 2011-until now. So failure KUBE FM program in the village Mundak Jaya starts from the number of goats that do not develop properly and die, so that members of KUBE FM getting lazy (pessimistic) to take care of the goats in the implementation of future programs KUBE FM. Therefore, not a few of the members KUBE FM out of the group, because goats are dying and not well maintained, so many goats were submitted / deposited to the people who breed goats personal (non-program) and there is also a goat deposited / submitted to be treated to Mundak Jaya Village residents who also receive assistance from government programs that cultivate other programs in the field of poultry rearing Mundak Jaya village with the intention that the goats stay healthy and breed well.Keywords: Problems, Poverty, social empowerment.

Abstract

ABSTRACTVillage elections for villagers is an important vehicle for them, because their fate is determined ahead of their chosen leader directly. Therefore, the villagers always expect the leader or head of the village who can lead well for the future. Political participation of the community is vital in a democracy. In the broad sense of political participation is citizen involvement in all stages of the policy, ranging from the time of making a decision until the assessment decisions, including the opportunity to participate in the implementation of the decision. The research method used in this study the quantitative research method is a systematic scientific research on the parts and phenomena and their relationships, which aims to develop and use mathematical models, theories, and hypotheses are mutually linked.In Batursari Village Head Election 2013, the participation of rural communities Batursari very high. This is not out of any money that is used as a political motivation in choosing the head of the village community. Political money itself has become a cultural village Batursari. Culture of money politics can not be separated from poverty, mentality, and culture of the village head is seen sorting event in getting the additional money. This suggests that the influence of money politics.Batursari rural community participation in Pilkades in 2013 Based on the study the majority of people make their choice by measuring the amount of value for money provided by the village head candidate. Not seeing the vision, mission and capabilities of the prospective head of the village. Of what is happening in the village Batursari Pilkades implementation in 2013 could be argued that the politics of education received by today's society is still lacking, especially for those in the middle to lower economic level. Abstract

AbstractThe tidal flood if no treatment were significant from the Government of Pekalongan, slums due to tidal flood in the coastal region Pekalongan will be getting bigger and spread to other areas due to sea water every year getting up to the land area would cause tidal flood that came from shoreline. For the Government of Pekalongan set tidal flood management policies as one of the main priorities of development Pekalongan. This study aims to determine the handling policy implementation tidal flooding in coastal areas Pekalongan, obstacles in the implementation of the tidal flood management policies and countermeasures.Based on observations and interviews, the implementation of policies to deal with the tidal flood Coastal Pekalongan by the Public Works Department of the City of Pekalongan is a task as local government agencies Pekalongan in the field of public works, namely the implementation of the development, supervision and maintenance of roads, bridges, irrigation, housing and building area. Based on the four critical variables in the implementation of public policy, the role of the DPU Pekalongan in handling flood Rob Coastal Pekalongan has been running well, namely the smooth communication, availability of resources (resources) enough, the attitude and commitment of the implementers (disposition) strong enough, and the structure of the bureaucracy (bureaucratic strucuture) coordinated. Constraints tidal flood management policy implementation, among others, the border region with other regions of the tidal flood causing tidal flood handling is not complete, there are people who are less concerned rob flood mitigation program, facilities and infrastructure water pump and budget constraints. Efforts are being made to overcome these constraints include coordination with local authorities whose territory borders the tidal flood affected areas, community empowerment in tidal flood management, the improvement of facilities and infrastructure, and increased budget.Keywords: Flood rob, Implementation

Abstract

Abstract:Kudus Regency is the largest recipient of revenue sharing fund tobacco excise, in Central Java. However, the government of the Kudus Regency still having trouble in managing revenue sharing fund tobacco excise. This can be seen in the use of budget revenue sharing fund tobacco excise Kudus Regency that had suffered surplus budget from 2009 – 2013. This study used a qualitative research method, with descriptive research type. The results of these studies include, surplus budget revenue sharing fund tobacco excise Kudus Regency of the year 2009 - 2013 due to the regulatory aspects, auction factors process goods/services funded by revenue sharing fund tobacco excise, and the delay factor of revenue sharing fund tobacco excise allocation. The existence of surplus budget revenue sharing fund tobacco excise impact on the government's responsibility to manage surplus budget Kudus Regency revenue sharing fund tobacco excise in the next year. Because according to the Ministry of Finance Regulation No. 20/PMK.07/2009, surplus budget revenue sharing fund tobacco excise but not scorched into the local treasury and must be budgeted for the next fiscal year.Keywords: Fiscal Decentralization, Revenue Sharing Fund Tobacco Excise, Budget Surplus

Abstract

The attendance of national project’s plan of cement factory construction in Sukolilo, Pati, causes pro-contra reaction in a group of civil servant and in the society that located in the near with the factory location, limestone and clay soil mining. This research is to analyze the conflict between the company and society toward the politic, economic, social, cultural and environment impact that may arise caused by the cement factory construction.This research uses descriptive analysis approach, to illustrate a conflict phenomenon, and aimed to explain it specifically. In collecting data, the writer uses qualitative method by deepen interview. In choosing the informant the writer uses snowball technique or continually asking the information to the people that has interviewed or contacted before until the writer gets enough information.The result of this research shows that the conflict arise caused by the differences of opinion between pro and contra group toward the construction of cement factory’s plan in Sukolilo region, as one of the regions that prioritized in having the raw materials for cement with a good quality. Because of it, the investor interested to exploit the karst soil that contained in Kendeng mountain. In that conflict, not only caused by among the group of society and project initiator but also with the Pati government.Each of the attitude from pro or contra group is influenced by social, politic, economy and culture aspects. The contra group’s attitude appears because of the anxiety about the uncertainty of economy impact like work opportunity, business chance, and prosperity. Besides that environment issue become an important reason, the anxiety of water source missing, sound pollution (noisiness) and also air pollution that have an influence to the health. For it, the natural resource usage that managed by districtgovernment must do in fair and harmonious way. If not, conflict will be happen. In sociocultural way, the society don’t want a transition that influencing social and cultural systems. While, pro group will give support to the investor continuously so that the investor can build cement factory in Sukolilo sub-district that aimed to use Kendeng mountain’s karst soil as the cement raw materials and also can give a job opening to the citizens who live arround the applicant of factory, so that the positive impact from the region construction can make the prosperous society.Keywords: Conflict, Region Construction, Impact

Abstract

Indonesia has already implementing direct elections as many as four times since1999. Direct Election aims to choose the leaders of the country in accordancewith the will of the people through the system and the mechanism that has beendetermined. The political dynamics and non-state actors that participate in theelection on every few always changed. The changes occur is then affect the resultof votes at the General Election was held. As happened in the Pati District, theresult of the total votes for candidate for legislative election for members of theLocal Parliament of also experienced the movement since the Election 2004 untilthe election year 2014.The purpose of this research to know the image of a shift inthe attitudes of the mass political constituencies in the Pati District from theLegislative Election Year 2009 to the Legislative Election Year 2014, and to knowthe factors that cause a shift in the attitudes of the mass political constituencies inthe Pati District from the Legislative Election Year 2009 to the legislative electionyear 2014.The research method used in this writing qualitative research method.That is based on the primary data source the vote recapitulation data is thenanalyzed and supported by the secondary data which is derived from the interviewto voters in Pati district based on their experiences and knowledge.Based on the results of research can be known that in Pati is a shift in theattitudes of the mass political voter from one political party to the other politicalparties. A shift occurred from voice in the legislative year 2009 to the legislativeelection year 2014 almost happened in every sub-districts in Pati. The result ofthe existence of a shift in the sound affect the composition of the Legislativemembers of the DPRD Pati. While to know the factors that affect the changes inthe behavior of voters used the sociological approach, psychological, politicalrational, and dominant cognitive problems. Known factors that affect a shift in theattitudes of the mass political constituencies in the Pati district was divided intotwo factors namely common factors and special factors. Common factors consistof the influence of the mass media, Figure candidates and national leaders of theparty, the emergence of new parties, corruption cases that traps cadres ofpolitical party in the period of the reign of 2009-2014.Recommendations for further research, more deepen the cause of thephenomenon that is found in this research. Abstract

This research analyzes and explain implementation of National SingleWindow System (NSW) at Port of Tanjung Priok related to import license andmonitoring process undertaken by Directorate Customs and Excise in implementationof the system. In 2015 will officially formed ASEAN Economic Community, whereNSW System is one thing that support the community by using that system asinfrastructure to facilitating import licensing and improving supervision in importtraffic. Before NSW System applied, process of import license is manually and willspend time in days. The problem is how is the process of import license in NSWSystem? How DJBC monitoring the import traffic after NSW System in Port ofTanjungPriok applied?In this research, researcher used qualitative descriptive approach. ThisResearch was conducted in Directorate Customs and Excise Office, East Jakarta.The data was collected from interviewing with Yan Inderayana and Tri Wahyudi asofficial and interviewing with importer who use NSW System, moreover the datacollected from document.NSW System is electronic system that used one way for facilitate trading andinformation of import-export in ASEAN. Applying NSW System as effort to facilitatetrading in ASEAN in order to easier and speeding the trading traffic.Whilesurveillance under taken by DJBC for minimalize import smuggling and bribery isEarly Warning Systems and formed Employee Complaint Line. Abstract

Public services becomes one of a vision of the new Jakarta. Public services in case of public transportation in Jakarta is very important and need more improvements. The improvements that has made in this public services sector began from providing a policy that managing minimum services standart and will be given to the public through Governor regulation no. 34 of 2014 about minimum services standart management unit transjkt-busway. Therefore, it becomes a formulation policy analysis into transjkt services accordance to Governor regulation no 35 of 2014 in services of 9th corridor.The method of this research is descriptive analytical with qualitative approach with the goal of obtaining overview, summary of the situation in the field of various conditions, situations and phenomena that occur in all areas of service in 9th corridor and then will be the analysis of the data obtained in the field.The result showed that transjakarta services in the 9th corridor is basically refferring to Governor Regulation no. 35 of 2014. There are two appraisement about available and unavailable facilities: Some of the facilities in the bus stop and inside the bus already available such as lighting, informations, the ID of vehicles, safety equipment, air conditioner, handlers for standing passengers, sanitary, and facility for difable. However, there are some facilities contained in the policy but not available yet such as lack of security officers in the bus stop, carrying capacity is often forced when the bus full of passengers, light warning signal, arrival and departure information and bus' disruption information. It’s because the limitation of both sides, private and government sectors. Beside that there also, the condition in the field always changing and caused some indicators that target accuracy and regularity of the trip to be blocked. Associated with the efforts made by the government and private sector in improving transportation mode not rated as a significant efforts yet. But both have try to maximize the condition of the bus and the bus stop in case of public service. Research recommendation is in the next research was focused on providing facilities which not available yet to fix the services.

Abstract

Political party is one of democracy consolidation agent which replaces personal-authority based feodalistic system into people-authority based democracy system. Considering the success of democracy consolidation by political party can be measured from good recruitment system and cadre system, clear political party’s orientation, and political configuration which is based on principle and method of democracy. This analytical writing starts from the idea of PDI Perjuangan as a big political party in Indonesia which has militant supporter base since this party takes “Soekarnoisme Ideology”. PDI Perjuangan is identical with a leadership of Soekarno’s offspring by the emergence of Megawati and Puan Maharani within party’s leadership. PDI Perjuangan Kendal county is identical as well by the emergence of Hendy Boedoro’s family. Twice of governmental election in Kendal county that was held directly won by PDI Perjuangan. The purpose which is going to approach in this reaserch is to know recruitment pattern cadre process, and political institution which is run by PDI Perjuangan Kendal county. Reaserch result shows that it is a tendency into oligarchy culture in PDI Perjuangan Kendal county. This is caused by domination of party leadership by the family of Hendy Boedoro. Party’s dependence toward in-charge party’s elite to strengthen cultural oligarchy. Such thing can be inffered in party’s leader election and candidate election of regent which was held by PDI Perjuangan Kendal county dependent on figures Hendy Boedoro and Widya Kandi Susanti. PDI Perjuangan has centralistic tendency with full authority which is owned by central PDI Perjuangan for policy in county level such as having the right of declaring the chairman who will be advised by PDI Perjuangan.Keywords: recruitment system, cadre system, oligarchy culture
