Abstract

                                        ABSTRACTThis Research was done with background that making of Public InformationOpenness Rights (UU KIP) was one of efforts to grant citizen’s rights on public informationand to optimize control of public to government thatalso encouraging Good Governance.Based on the reason the implementation of UU KIP need to be optimized in order to createtransparent, accountable, and participatory government as principals of Good Governance.On the Semarang City Government, the implementation of UU KIP has not yet runoptimaly. Because of that, in this research will reviewing many problems related to theimplementation of UU KIP, perceived problems, and supporting factors on DPKAD,Bappeda and Dinas Pendidikan KotaSemarang as SKPD whose have strategic and centralroles on development planning, budgeting, and education.This research was using qualitative research methodology refers on analyticdescriptive research. The subjects of this research were any involved groups on theimplementation of UU KIP on Bappeda, DPKAD, and Dinas Pendidikan Kota Semarang.Data collections through observations, interviews, documentations, literature studies, andthen analyzed through data reduction technique, data presentation, and verification/concluding.The Result of this research suggest that implementation of UU KIP and itssubordinate regulations, technically have not run effectively. Dinas Pendidikan is the mostready and perfect SKPD to implement UU KIP compared to Bappeda and DPKAD. Manyobstacles faced on implementation of UU KIP and its subordinate regulations were lack ofsocialization by public relation, in appropriate delegation on socialization, lack ofunderstanding on implementation of regulation by related officers, limitedness of personneland budget, and low level of participation and people’s understanding on UU KIP.To support the succeed of implementation of UU KIP were needed many factors, itwere optimized socialization so related officers get complete comprehension aboutregulation, personel and budget adjustment, and people’s understanding on UU KIP. Thusrecommendations of this research were importance of reviewing on local regulation relatedto public information openness, more detailed and comprehensive ruling regulations onoperational of UU KIP as District Regulation and people’s comprehension andconsciousness on UU KIP and the rights of public information need to be pushed and raised.Keywords: implementation, public information openness, good governance

Abstract

Pola-pola lama pemerintah yang selalu menempatkan diri sebagai badan yang paling dominan dan hierarkis serta menjadikan masyarakat dan swasta sebagai pihak kedua dibawah pemerintah, sudah tidak sesuai lagi dengan perkembangan zaman. Dimana dengan semakin berkembangnya zaman maka kompleksitas permasalahan dalam pembangunan dan pelayanan publik juga semakin meningkat, sehingga perlu adanya suatu upaya penyelenggaraan pemerintah yang tertuang dalam good governance, dimana didalamnya harus terdapat kesejajaran hubungan antara institusi negara, pasar, dan masyarakat. Disinilah peran dari manajemen network yang mengatur hubungan antar aktor/stakeholder dalam rangka mengelola kepentingan bersama dalam pencapaian good governance ini.Tujuan dari penelitian ini adalah untuk mengetahui dan menggambarkan bagaimanakah hubungan kerjasama/network antar aktor (pemerintah kota, pelaku usaha pariwisata, dan organisasi pariwisata) di dalam Semarang Tourism Board dalam mempromosikan Kota Semarang sebagai kota tujuan wisata serta untuk mengetahui kendala/hambatan apasaja yang terjadi dalam menjalin network antar aktor Semarang Tourism Board. Penelitian dilakukan melalui metode analisa kualitatif yang bersifat deskriptif analisis. Dengan sumber data utama yang diperoleh dari hasil wawancara yang mendalam dengan aktor yang terlibat dalam network Semarang Tourism Board.Dari hasil penelitian, Semarang Tourism Board adalah suatu langkah awal pemerintah Kota Semarang yang sangat inisiatif dan inovatif untuk mengatasi permasalahan pariwisata yang semakin kompleks. Namun tindakan yang inovatif dan inisiatif ini pada akhirnya menjadi kurang efektif dalam pelaksanaan pencapaian tujuan utama network karena tidak diimbangi dengan adanya pengaturan organisasi atau manajemen internal organisasi yang tersistem dan terstruktur secara jelas dan rinci sehingga berbagai kendala muncul dan menghambat network untuk mencapai tujuannya.Kata Kunci : Good Governance, Manajemen Network, Semarang Tourism Board, Promosi Pariwisata

Abstract

ABSTRACTIONEntering the era of globalization is rapidly growing industry. Industrial development in Indonesia makes the rate of economic growth increased. Unfortunately it is not accompanied by public awareness of pollution. One area that is facing the problem of environmental pollution is Pekalongan. Very interesting look at the phenomenan that occur in Pekalongan, where the majority of people there depend on the industry, especially batik industry, but on the other hand they face the threat of environmental pollution can disrupt the life of society itself. Given the vital role and function of river in daily life of man, Pekalongan city government implement the Clean River Program referring to the environment minister’s decision No.35 of 1995 on the Clean River Program. Purpose of this study is to see how the development of Clean River Program in the already executed and any obstacles encountered in the implementation.This study used qualitative research methods and design research is qualitative descripttive. Research site here is Pekalongan, while the research subject is the Environment Agency, industry, and the people living around the river. The primary daata sourcce was obtained through interviews and secondary data sources obtained from journals, archives, documents, and others. Quality of data in this study were obtained through analysis of credibility and authenticity of reality. It is also through context analysis of historical background, social, cultural, economic, and political.The results showed Clean River Program implementation in Pekalongan were nice but not maximized. So far the main target of three new to were achieved. That has been reached is the reduction of waste load and strengthening the institusional system, while not yet achieved is to increase the quality of river water. First is tchnical obstacle, namely lack pf public awareness and the housing industry in protecting the environment, especially rivers. Second is geographical constraints, availability of land to build Wastewater Treatment and land surface is too flat complicates waste disposal.Recommendations for The Environment Agency is improving monitoring inspection, perform law enforcement for violating the provisions industry, improving inter-agency coordination, seek development Wastewater Treatment evenly. Recommendations for the industry is often followed socialization, began to build his own Wastewater Treatment, in cooperation with other industries, forming an industry association. While the recommendation for people is often followed socialization, increasing environmental awareness, stop throwing garbage in the river, pften doing voluntary work to clean the river.Keywords: Clean River Program, Wastewater Treatment, River Pollution

Abstract

ABSTRACTThe purpose this research is to find out how the role of Semarang City Goverment ingiving protection and justies for victims of Domestic Violence ( KDRT ), in which theimplementation of government policy through the Institute of Semarang SERUNI,which stands on the grounds the urgents need for the existence of an integrated servicesystem for women and children victims of gender based violence in the city ofSemarang.The methodology used in this reserch is a qualitative reserch method, because by usingthis method researchers can facus on the actual issues throughh data collection, datapreparation, description of data and data analysis.The results proved that the presence of the Mayor SK 463/A.023 No. Dated February 2,2009 on the establishment of the integrated service team handled in and completedmany benefits such as creating a litigious sosiety. However, there are also obstaacles inthe implementation of programs such as the lack integrated service team and the lack ofinformationin the community about the existence of the institute received SERUNI.Recommendations that writer provide : 1. The addition of integrated services team. 2.Resetting the mayor SK 463/A.023 number or make the decree as the law.Keywords: SERUNI institution role as implementer assigment mentoring and protectingvictim of KDRT in the city of semarangABSTRAKSITujuan penelitian ini adalah untuk mengetahui bagaiman Peran Pemerintah KotaSemarang dalam memberikan perlindungan dan keadilan untuk korban kekerasandalam rumah tangga ( KDRT )., dimana implementasi kebijakan pemerintah KotaSemarang tersebut melalui lembaga SERUNI, yang berdiri atas dasar kebutuhan yangsangat mendesak akan adanya sistem layanan terpadu bagi perempuan dan anak korbankekerasan berbasis gender di Kota Semarang.Metodologi yang digunakan dalam penelitian ini adalah metode penelitian kualitatif,karena dengan menggunakan metode ini penelitian dapat memusatkan diri padapersoalan-persoalan aktual melalui pengumpulan data, penyusunan data, penjelasandata dan analisis data.Hasil penelitian menunjukkan bahwa adanya SK WaliKota terpadu penanganankekerasan terhadap perempuan dan anak berbasis gender., hingga tahun 2012 programprogramLembaga SERUNI telah berjalan dengan baik, hal ini terbukti semakinbanyaknya kasus yang masuk dan selesai ditangani oleh lembaga SERUNI dari tahunke tahun. Program ini juga telah memberikan banyak manfaat antara lain menciptakanmasyarakat yang sadar hukum. Akan tetapi terdapat hambatan-hambatan dalampelaksanaan program tersebut seperti masih kurangnya anggota Tim Pelayanan Terpadudan masih kurangnya informasi yang diterima masyarakat tentang keberadaan LembagaSERUNI.Rekomendasi yang penulis berikan : 1. Penambahan anggota Tim Pelayanan Terpadu.2. Abstract

AbstractThe election of the village is a from of democracy party perfomed within the scope of the village. Leadrs directly elected by the public, so public can determine by choice in accordance with conscience them.The research was conducted using qualitative method with descriptive approach with the enrichment of material throught the study of librarianship (documentation) and in-depth interviews conducted with a range of informan-related in the field. Informant this research consisted of village chief candidates, religious figures from Muhammadiyah and Nahdlatul Ulama and other informant with the theme of research. The results of research shows, that in the election of the village chief ( pilkades ) in the village of gubug behavior choose masyrakat much influenced by the role of religious groups that compete to compete for the seat of the highest in the village of gubug.Religious groups that compete is of muhammadiyah and nahdlatul ulama.Many ways done from each side to get support from masyrakat, of muhammadiyah do start of the campaign, organize match futsal, the absorption of the aspirations of residents, until political money. So also from nahdlatul ulama negotiate with people by means of religious meeting until political money.In the end the election was won by a candidate from religious groups nahdlatul ulama who have less capital social as well as lacking in capital and financial.With these roles religious group nahdlatul ulama that has power patron-klien is strong.

Abstract

The nine dash line claim made unilaterally by the PRC in the South China Sea intersects with the Exclusive Economic Zone area in the northern sea of the Natuna Islands. This raises various problems not only for the two countries, but also with other ASEAN countries. Supervision of the territory is very necessary for Indonesia in maintaining the unity and integrity of the Unitary Republic of Indonesia, therefore it is necessary to have a relevant policy to maintain the sovereignty of the region. This study aims to determine the development of Indonesian national law in terms of policy making and the Government's efforts to maintain its regional sovereignty. The results showed that the efforts made by the Government in taking action to maintain the sovereignty of the Exclusive Economic Zone in the northern sea of the Natuna Islands were to use international instruments, bilateral instruments, National Legislation, and technical approaches based on A Manual on Technical Aspects of UNCLOS 1982 (TALOS) as a guideline in realizing UNCLOS 1982. Implementation of Indonesia's policy in maintaining its territorial sovereignty includes: infrastructure development, safeguarding and managing marine resources, as well as maritime cooperation with investor countries in order to gain recognition that the Natuna region belongs to Indonesia.

Abstract

 ABSTRACT The Pattern Of Partnership In Tourism Development In Karimunjawa  Archipelago Jepara RegencyKarimunjawa Subdistrict, Jepara regency has a key region in the tourism sector (eco) tourism-based nature is a Marine National Park Publications (TNKJ). Currently TNKJ has developed into a tourist area that became famous in the national and international arena. To realize the tourism area TNKJ more advanced and interesting course Jepara regency government should involve the cooperation of various parties. Based on these ideas, the authors conducted research on partnership in attraction Karimunjawa.This study aims to look at the fabric of partnerships between government, private and community in the management and development of the area TNKJ Tourism. In this study, researchers used a qualitative research method deskripstif by collecting data through observation, interviews and documentation. This research was conducted in the Department of Tourism and Culture of Jepara and the National Park Karimunjawa. Interviews were conducted with actors involved in the network of partnerships and competent in their respective fields.The theory explains the partnership activities performed by the actors involved. Partnership that exists in the management of tourist attraction TNKJ a collaborative partnership / multi namely the implementation of an activity or handling a problem in order to help improve the effectiveness of regional management and synergistic TNKJ jointly by the parties on the basis of understanding and mutual agreement in accordance with the legislation applies. To maximize tourism management TNKJ, then the manager in charge to coordinate cooperation and synergy, in addition to minimizing conflicts of interest that may be the case then you should lasting partnerships built on the principles of mutual respect, mutual respect, mutual trust and mutual benefits.

Abstrak:Meskipun Partai Keadilan Sejahtera berhasil di tingkat nasional, dan Partai Keadilan Sejahtera juga sering memunculkan kader-kader yang mempunyai kemampuan yang dapat membawa perubahan, di sebagian daerah juga partai keadilan sejahtera berhasil menjadikan seorang menjadi pemimpin di tingkat daerah, namun fenomena yang terjadi di Kabupaten Batang Provinsi Jawa tengah, Partai Keadilan Sejahtera tidak mempunyai keterwakilan di dprd Kabupaten Batang, sejak di adakanya pemilihan umum legeslatif Tahun 1999, 2004 dan 2009. Hal ini menjadi menarik perhatian penulis untuk menganalisis mengapa partai keadilan sejahtera tidak mendapatkan dukungan penuh dari masyarakat Kabupaten BatangDalam penelitian ini menggunakan metode kualitatif dengan menggunakan model diskriptif analisis yang sifat sifatnya menggambarkan kemudian menganalisa fakta yang ada, penelitian ini bertujuan untuk mendeskripsikan dan menganalisa “Kegagalan Partai Keadilan Sejahtera Dalam Meraih Kursi di DPRD Kabupaten Batang”, data yang di gunakan lebih dominan data sekunder, di lengkapi dengan interview kemudian data tersebut di analisis dan di ambil kesimpulannya.Berdasarkan dari hasil penelitian yang di lakukan, di peroleh kesimpulan bahwa partai keadilan sejahtera kurang mendapat dukungan dari masyarakat kabupaten batang karena adanya gap antara kader dengan masyarakat, selain itu juga kader Partai Keadilan Sejahtera tidak merata sehingga ada mayarakat yang belum mengetahui Partai Keadilan Sejahtera, adanya isu terorisme yang beredar di masyarakat, selain itu juga adanya faktof money politik di kubu lawan, sehingga kegiatan/sosialisasi yang dilakukan oleh partai keadilan sejahtera seperti pasar murah, pengobatan gratis, hal ini tidak mengena di hati masyarakat ketika pemilihan umum.Kata kunci : PKS, sosialisasi, money politikAbstract:Although Partai Keadilan Sejahtera was successful at the national level, and Partai Keadilan Sejahtera was also often creating cadres who have the ability to make changes, in some areas Partai Keadilan Sejahtera also managed to make someone be a leader at the regional level, however phenomena that occur in Batang District of Central Java province, the Partai Keadilan Sejahtera has no representation in the council of2Batang District, since the holding of the legislative elections of 1999, 2004 and 2009. It becomes interesting for the author's attention to analyze why Partai Keadilan Sejahtera did not get full support from community in Batang District.This study uses qualitative method with using descriptive analysis that describing and then analyze the facts. This study aimed to describe and analyze “The failure of Partai Keadilan Sejahtera (PKS) in reaching seats in the council of Batang District. Most of the data used are secondary data, supplemented by interviews and then the data is analyzed and taken conclusions.Based on the research results, it is concluded that the less Partai Keadilan Sejahtera has the support of the community in Batang District due to the gap between the cadres and community. In addition, cadres of Partai Keadilan Sejahtera are unevenly so there are society who not knowing the Prosperous Justice Party, there are issue of terrorism that circulating in the community and the factor of money politics in the opposite camp. So that activity / socialization that did by Partai Keadilan Sejahtera like cheap market, free medication does not touch the hearts of the people if there is money politics during the election.Keywords : PKS, socialization, money politic

Abstract

ABSTRACTThe development of Taman Margasatwa Semarang cannot be separated from the role of various parties stakeholders (community , private , and the government) in managing to become sights of interest and comfortable and supports the conservation of nature. As the operator of Taman Margasatwa Semarang, Office of Culture and Tourism Semarang city had been trying to develop Taman Margasatwa Semarang. However, it did not have a significant result. This research used qualitative descriptive methodology and using theory of tourism development strategy to analyze development strategy of Taman Margasatwa Semarang and SWOT analysis. The main source of this research are  depth interview , photos , documents and observation.The result shows that development strategy of Taman Margasatwa Semarang based on internal factor that is either by Office of Culture and Tourism or UPTD and external factor is status changed from UPTD to Local Government Owned Company. That development strategy analyzed by the motivation factors and the inhibiting factors. Development strategy was done to restore the Taman Margasatwa Semarang as a recreation site, education, research and conservation. Hence , the suggestion after becoming Perusda is have to doing improvement and added more support infrastructure in Taman Margasatwa Semarang and do more intense cooperate with private party and animal lovers NGO to hold events regularly and promotions in order to increase attractiveness of Taman Margasatwa Semarang.Keyword : Strategy Analisys, Tourism Development
