Abstract

Semen Gresik (SG) plans plant establishment which will be established in the District Gunem Rembang already starting to sound since 2010. Plan the location of the factory of PT Semen Gresik is located in the village of Pasucen, village and village Tegaldowen Timbrangan Suntri Village, District Gunem, Rembang. This cement plant requires an area of 900 hectares in the district and Bulu.Lahan Gunem the area needed for the procurement of raw material limestone (520 acres), clay (240 acres), factory (105 acres), road mines (15 acres), and way of production (20 acres). The land for the plant and the procurement of raw materials will be focused on the village of Pasucen, Tegaldowo, Kajar, Timbrangan, and Suntri in District Gunem. Residents of communities affected by the development are not concerned with the construction of the cement plant. For land compensation has also been declared settled by agreement between the parties with citizens that Semen Gresik land affected by construction of the plant. Harapanya for the existence of the plant to improve their economy. From these results, it appears that citizens will dibangunya happy with this cement plant. Now the task for the government to monitor, supervise that the existence of this plant does not bring harm to the people around the project. Abstract

AbstractGender equality is a study that has long been of concern to the Government of Indonesia. Of the Legislature, there has introduced a quota system as a form of affirmative action for women to be able to occupy the parliament. But on the bureaucracy there is still no consistent effort from the government to help the female civil servants to occupy strategic positions in the bureaucracy. In this study, researchers focused the research in a district result of the expansion that is Lamandau District. This study is focused to see the opportunities of women civil servants in to occupy the structural positions in the Lamandau District and to know what supporting and inhibiting factors.Issues to be discussed here is the opportunity of women civil servants in filling structural possition in Lamandau District Government, Central Borneo. From the background mentioned earlier, the researcher wants to conduct research in order to obtain a deeper understanding of the issue, so that the research methods that will be used by researchers is a qualitative research method with descriptive type.From the results of research in the field, all informants agreed that the opportunities and access to filling the structural possition between men and women civil servants is the same. The imbalance amount of Structural Official based on gender because there is not many women civil servants fulfilling List Sort Ranks (DUK) condition. Supporting factors for structural occupation for a women civil servants is the notion that women are more conscientious, diligent, and tenacious. While the factors that are inhibiting more to reproductive factors, lack of support from family, and the technical factor such as access to Leadership Training places away and the duration of training.That needs to be addressed here is the consistency of government to regulate career civil servants coaching pattern because there isn’t detailed pattern to manage civil servants’ career. Promotion needs to be done such as the possition auction to ensure the continuity of career civil servants. In addition, should be instilled in every women civil servant is the awareness and willingness of women to be able to achieve the highest career in order to produce a gender prespective decisions.Keywords: Gender equality, structural position, career, women civil servants, bureaucratic.

Abstract

Non-Smoking Area was established by the government in order to provide effective protection for the people toward the dangers of cigarette smoke. Semarang City became one of the cities that apply on Non-Smoking Area through Local Government Regulation No.3 year of 2013, which is responsible for the Non-Smoking Area is a leader or manager of each region. In this case, the cooperation was needed from related parties in order to improve the performance of the apparatu sto the adoption and implementation of Non-Smoking Area both in hospitals and health centers as organizers of helath facilities. This studyusing qualitative research methods. The technique of collecting data through observation, interviews, and documentation. The purpose of this research are to know the evaluation of Local Government Regulation No.3 year of 2013 about Non-Smoking Area in health facilities(hospitals and health centers) of Semarang City and to know the driving and inhibiting factors performance of the apparatus hospitals and health centers Tembalang subdistrict of Semarang City in applying Non-Smoking Area. The data obtained is used to formulate are commendation as a form of input in the sustain ability of application and implementation of Non-Smoking Area. The findings in the field showed that the implementation of Non-Smoking Areain Hospital and Health Center Tembalang subdistrict is already running in accordance with what is stated in Local Government Regulation No.3 year of 2013, where hospitals and health centers have been put on bansigns at NonSmoking Area. On the other side, there are still some short comings during the passage of this policy, where the lack of responsibility of from hospital and health center toward Local Government as policy maker. Execution of punishment in the form of imprisonment and fine can’t running yet. This indicates that the implementation process of Non-Smoking Area in hospital and health venter regional district Tembalang isn’t effective yet. There commendations can be given in order to improve the performance of Public Health Office of Semarang City as bearers of Non-Smoking Area policy as well as the hospital and health center district Tembalang as implementers of NonSmoking Area policy are to empower the related parties such as Public Health Office of Semarang City, hospitals and health centers to be more active, accelerate the establishment and ratification Supervision Team, in cooperation with Satpol PP, manage the budgets of Non-Smoking Area independently and transparently, Diponegoro National Hospital is expected to more active responding the new regulation.Key Words: Non-Smoking Area, Local Regulation, Evaluation, Performance

Abstract

In this study, researchers wanted to know how the government's efforts to develop the city ofSemarang in Central Java tour of the grand mosque and Museum of Islamic development inCentral Java. And the researchers also wanted to know how the arrangement of tourismpolicy efforts against street vendors Semarang City Government located in the tourist area oftheGreatMosqueofCentralJava.This type of research is a qualitative descriptive study using a type. This study analyzes howpolicy structuring the grand mosque and museum java java development of Islam.After an examination of the efforts and policies, the result of research that says that theprocess of policy development is good, although still lacking, and the stage of thedevelopment process and evaluation of tourism management of the Great Mosque of CentralJava and Central Java, Islamic Development Museum itself, and others are running with quitewell despite some problems arise and deviations from post-relocation arrangement touristarea.

Abstract

Human is a social being who needs another people to interact with. Besides that, human grows older through a process. A nation is responsible for its peoples welfare, including the abandoned senior citizens, through a social security program. Social security program is given through a service for the seniors to improve their lives to a more decent one. The objective of the study is to describe how an social improvement program for senior citizens is conducted in Unit Pelayanan Sosial Lanjut Usia (Social Service Unit for Seniors) Wening Wardoyo in Ungaran, Central Java. The house is chosen because of the social conditions in this unit is relatively easy to observe, yet troublesome and it includes sufficient information for the study.The result of the study shows that the program of social welfare improvement for the seniors has been executed well and in accordance with Pedoman Pelaksanaan Peraturan Gubernur Nomor 53 Tahnu 2013 (the manuals of Governors Regulation number 53 year 2013) about organisation and technicals of social department of Central Java Province. Primary as well as secondary needs of the seniors have been fulfilled by the officers patiently and well.In accordance with this program for seniors, the writer recommends the welfare improvement program be conducted consistently as well as the addition to officers with medical backgrounds so that the health service can be conducted in day to day basis.

Abstract

From time to time Semarang experienced flooding and sea water overflowing. This is because in the north which also called Kota Bawah is located lower than the sea. Implementation Policy of government has tried various policies in addressing the flood and sea water overflowing through the polder system, elevating the road and installing drainage. But when it viewed from the conditions in the field that flooding and overflowing of sea water are increasingly venturing into the city, it can be said until now the problem cannot be resolved.The purpose of this study was to determine the efforts of Semarang City Government in the implementation policies and know the obstacles faced in addressing flood sea water overflowing. This research was conducted at the Department of Water Resources and Energy and Mineral Resources of Semarang. This study uses qualitative and descriptive type of analysis, while the method of data collection was conducted through interviews and observation.Based on the analysis of implementation policy by Donald S. Van meter and Carl E. Van Horn who has six indicators, namely; standards and objectives, resources, inter-organizational relationships, implementing characteristics, socio-economic and political conditions, implementers disposition yet also shows the effective and efficient results. The results of this study indicate that implementation policy of Semarang in addressing the flood and sea water overflow according to the Regional Regulation No. 14 Year 2011 about Spatial Planning of Semarang Year 2011-2031 not optimal due to the flood still happened in some parts of the city of Semarang like in Johar Market area of Semarang is always experienced flooding when the rainy season and suffered sea water overflows when the rising tide inundation that occurred in most of the area.Referring to the results of the study suggested implementation policy of Semarang Government to control the flood and sea water overflow in an integrated and sustainable thus produce a more optimal achievement.Efforts should be made by the Government such as constructing of the addition of water pumps, constructing of the addition of retention ponds and enhance cooperation with Japan International Corporate Agencies relevant parties to resolve the flood in the city of Semarang.Keywords: Implementation Policy; Floods; Sea water overflow

Abstract

On the edge of public street parking retribution revenue is the source of the lack of an effective semarang.The public street parking rates based on the region regulation no. 2 on next year ' s general service retribution to be able to provide a change in the distribution of income, that the contribution of public street parking retribution revenue of semarang could increase.These problems arise when the revenue target is not based on the previous year and tended to be stagnant.To uncover problems and objective approach diskriptif m a qualitative researcher on research.The analysis is use deskriptif-kualitatif.The aim of this research is to find meaning, the goal, and the market economy and the implementation of bylaw no 2 / 2009 about 2012 general service retribution income for an increase in public street of semarang.Data obtained used to formulate recommendations as a form of implementation of parking on the road side of the public.The results of research showing that, found in the field there was a policy rate hike parkir the edge of a public road because of this constitutional amendment no. 28 / 2009 on local taxes and retribution, and habit of parking attendats that has been raising rates dilapangan.It is in use the government to raise potential revenue from parkir the edge of a public road.But worse management plus the absence of the balance between the management of parking the edge of public roads and smooth traffic maketh cabuk the weakness of the management of parking in the city of semarang.In order to increase the raise of the edge of the parking fee public streets in semarang city , recommendation that can be given is: the government should be able to recalculating the parking the earning potential of the edge of a public road , and trying to increase facilities and infrastructures to the parking area for the harmony of the .Not only that , there must be balance the management and kelancarancaran traffic with the extra such an activity related institutions , repair mechanism the flow of charges for parking and renewal in a bylaw no 1 year 2004 on the implementation of and levies public parking on the street .

Abstract

In this study, researchers wanted to know how tourism development policy efforts and the arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro as a site of pilgrimage tourism and heritage sites Demak kingdom imposed by local government Demak, and has the objective to know how tourism development policy efforts and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro is by Demak Regency. The study focused on policies owned by the government bureaucracy which is the vehicle of regional heads towards the expected results for the whole policy area in which these policies were later implemented by the concerned agencies namely the Department of Tourism and Culture of Demak District.In this study, using qualitative research methods of descriptive research that describes the properties of an individual, symptoms, circumstances, a phenomenon that can be words, pictures, and not a number. The goal is to solve a problem, said, analyze, classify and compare to the conclusion later. This study attempts to analyze how tourism development policy and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro period of 2007 conducted by the District Demak government. The results of research conducted on tourism development policies and structuring the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro can be concluded that the policy process is already well under development, although still lacking and the stage of the development and evaluation of tourism management Demak Mosque and the Tomb of the Sultanate of Demak Bintoro own. while the policy arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro not run well because of some problems and irregularities arise that appear after the relocation of the arrangement of tourist area, thus causing potential will not be optimal, not on target and expectations.Advice can be given is the government supposed to be more consistency maintenance and relocation of the post patrol arrangement is not a tourist area that requires more than just discipline the officer, but a careful and strategic arrangementsKeywords: Policy, Tourism Development, Structuring tourist area.

Abstract

Semarang as the capital of central java is one of big cities in indonesiawith a population of as many as 1.765.396 lives in 2015 area 373.67 km2 andthe more rapidly with the emergence of housing only , apartment , restaurantand hotel .The state of do not possible that would be triggered dispute andconflict land within the city of semarang .In 2010 legal aid institute ( LBH )noted be more than 10 thousand hectares land in central java contested.Covering land was split in 46 cases land dispute. In comparison further ,2009 there are 42 land conflicts with broad 10.587,18 hectares. While datafrom a consortium of agrarian reform ( KPA ) central java show , along thisyear there are 163 conflict of agrarian affairs in the city of semarang with thenumber of people or farmers who became the victims were killed by a bombthis conflict reached 22 people .From the data kpa , agrarian conflict thathappened in the year 2011 involving 69.975 heads of household by the area ofthe space conflict reached 472.04 hectares .Of 163 conflict of agrarian affairsin 2010 , the details are 97 cases in the plantation sector , 36 cases in theforestry sector , 21 cases in the infrastructure sector , 8 cases in the miningsector , and 1 case in the region of fish-ponds or coastal and it is notimpossible that will increase again if not addressed .The purpose of this study is to find the role and strategies nationalland agency ( BPN ) the city of semarang as one of government agency in adispute case , conflict and matter land .The data collected directly from theor source that deals with this research , obtained through direct interviewwith respondents .The interviews conducted by determining key person.Informants selected can provide informants relevant to this research is2pertaining to role of government in a dispute case of land the city ofsemarang the national land agency ( BPN ) the city of semarang.Based on the research done the role of bpn in a dispute case of land itcan be seen that they are implement accordance with the procedure that is.Can be seen from the way they resolve the case of between siti part withn.v.bow & amp; cultuur mastechappij karangaju now changed its name intopt .Construction company and plantation karangayu .The strategy took bybpn the city of semarang effective over the result of startegi it is there are thenumber of cases from year 2012-2014 there are 1039 a disputed case land inthe city of semarang .Of 1039 a disputed case land in the city of semarang ,that were settled by bpn the city of semarang as many as 646 a case or 62 %.Keywords: role , strategy , land conflict

Abstract

Social welfare is a state of fulfillment of living for the people , so that they can developthemselves and to carry out social functions that governments , local governments andcommunities in the form of social services that include social rehabilitation , social security ,social empowerment , and social protection ( Law No. 11 of 2009 article 1 and 2 ) .This study aims to examine the government's policy of Semarang in developingcommunity capacity through the construction of an abandoned orphanage. The orphanage is asocial welfare institution that has the responsibility to provide social welfare services toneglected children and various other social problem with implementing sponsorship and poverty, provide replacement services of physical , mental and social well in foster care , so as to obtainample opportunity , appropriate and adequate for the development of his personality as expectedas part of the next generation of the ideals of the nation and as individuals who will participateactively in the field of national development.In the development of child welfare orphanage children who mostly come from waif ,Semarang government provides assistance in two forms , namely in the form of materialassistance that may include money , goods , or groceries , and coaching support in order to createa special skill for both children to foster and orphanage administrators.Semarang City Government should be able to formulate specific local regulationsregarding the construction of the orphanage, both in physical development and educationaldevelopment. So the orphanage in Semarang has its own budget in the construction and built it,and orphanages can also have a clear standard under development goals. With the specialregulations of Semarang City Government can monitor and control the orphanage in the city ofSemarang by looking at the number of orphanages now too many and difficult to monitor.Keywords: Implementation, SocialWelfare, Orphanages
