Abstract

Supervision is an activity plan for monitoring an object in order to avoid distortions. As businesses karaoke, karaoke is an entertainment venue which is now starting to bloom and loved by the people in Grobogan the number of unlicensed karaoke higher than the licensed karaoke. So there are deviations of the policies that have been set by the government.Supervision of karaoke in Grobogan is important because to maintain the security environment in the community both in terms of morals, ethics and religion. In this study, researchers used a qualitative research method using descriptive methodsBased on the results it was concluded that the imbalance of supervision by the government. Where supervision is more emphasis on preventive contro l, ie the licensing mechanism. While on supervision repressive enough in enforcing the rules / policies.The recommendation that can be delivered include government and society should jointly supervise the presence of karaoke to maintain the security and comfort of the environment. In addition, the government should increase the level of supervision of the karaoke especially in repressive surveillance.

Abstract

AbstractThis research exemines the fiscal gap of the Revenue-Sharing on oil andgas resources exploitation in Block Cepu which located between two provinces ofCentral Java and East Java. The asessment used in this research is juridicalnormative method where using the law of Undang-Undang Nomor 33 Tahun2004 Tentang Tentang Perimbangan Keuangan Antara Pemerintah Pusat danPemerintah daerah and Peraturan Pemerintah Nomor 55 Tahun 2005 TentangDana Perimbangan as an approach. Regional Autonomy grants an opportunity forLocal Government to flourish each area. Because of this growth, can not beavoided, the resources generated by Local Government have different quantityand quality. The same thing occured in Block Cepu where the oil and gasresources is located between two provinces of Central Java and East java. Thefiscal gap arises when Blora regency, Central Java does not obtain the Revenue-Sharing because of the exploitation is located in Banyu Urip, Bojonegoro, EastJava but Blora has 34,66% of the oil and gas resources.Based on the research results, Blora regency does not abtain theRevenue-Sharing because of clash with the law Undang-Undang Nomor 33 Tahun2004 which states that the beneficiary of Revenue-Sharing is producing areaswhere the oil and gas are exploited and another regency are located in oneprovince.Keywords: Fiscal Gap, Revenue-Sharing

Abstract

Student’s as “agents of change”, in social life get a place as an elite thinker that has a function as a source of information, the source of knowledge, transfer of ideology, an indicator of national stability and political as well as agents of globalization, human rights enforcement, and democracy. The actions and activities taken by students can’t be separated from the background of the state of economic, social, cultural, family and the environment in which it is located. Political socialization also had a role in shaping the character of a students. Political socialization raises individual attitudes such as: allowing individuals to vote whether or not to vote in elections. This research was intended to understand the extent of the influence of political socialization agent’s that is: Family, Peer Group and Mass Media towards to Voting Behavior of FISIP UNDIP Student’s in the 2014 Presidential Election’s.This research uses quantitative explanatory methods. This research also studies in which the authors examine the verification is the causal relationship of the variables proposed. There are three independent variables (X), namely: the influence of family, peer group influence and the influence of the mass media to be searched influence on the dependent variable (Y) the voting behavior. Methods of data collection using the questionnaires poll then filled out by the respondent, namely FISIP UNDIP student’s many as 94 people. After data collected done then performed data analysis technique that is: multiple regression analysis, analysis of determination coefficient and hypothesis test using SPSS software.In the outcome of research found that the family, peer group and the mass media has an influence simultaneously or together 10.3% of the voting behavior of students FISIP UNDIP in the Presidential Election 2014. The influence of family, peer group and the media is positive so that if there is an increase will increase its influence on voting behavior of students FISIP UNDIP in the Presidential Election 2014. Variable families have a more significant influence than the variable peer group and mass media. Researchers are expected to further research can expand the scope of the object of study in order to obtain greater results, and can be used more and more results obtained could represent the situation of the actual conditions of society.

Abstract

The theme of entrepreneurship in the spotlight lately. Moreover, the industry is able to strengthen the local economy and reduce unemployment.This study aims to clarify the government's role in empowering the tile industry and identify the barriers tile employers and local governments in developing tile industry.           The variables used in this study the role and empowerment of the tile industry. The method used is descriptive research type. In this study used descriptive research type because it can portray the condition in a systematic, factual and accurate information on the facts, including the ongoing process and the influence of phenomena that exist on the tile industry in Kebumen regency.The role of local government is crucial in empowering especially the tile industry that declined. The role of government in the empowerment consists of training, support tools, and marketing.Entrepreneurs perceived barriers are financial and non-financial issues, while the perceived barriers that local government communication and resource issues.

Abstract

This research is aimed at finding out the general description of resettlement program in Bengawan Solo riverbank area in Surakarta Municipality. Thegeneral description includes program background and purpose, resettlement process (from census to accountability presentation), and the resettlement committee membership. Another aim is to figure out the formation of work groups in Sangkrah and Joyosuran village and the performance of those work groups along with the government in dealing with the people who refuses to be relocated. Based on the method of data analysis, this research is qualitative and belongs to the descriptive-analytical category which aims to provide systematic, accurate, and factual on research data and its interrelation with the phenomenon being studied.Results show that people are participating in the resettlement process from the beginning (census) through the accountability presentation. The process of work group formation in Sangkrah and Joyosuran village in Surakarta Municipality is a model of deliberate participation that involves all related political entities (village chief and his/her staff, LPMK, community leaders, and the affected community). They sat together in a forum of dialog (RembugWarga) that facilitates ideas exchange, discussion, and consultation with and among the parties present. The hindrances that affect resettlement program are some part of the community that still refuses the program, the different abilities of each work group, and the limited budget set by the regional government. The attempts made by the work group along with the municipal government of Surakarta focus on persuasive approaches that put people empowerment first. These attempts were made easier by the trust of the community to the resettlement program. The result is 64% resettlement realization in Sangkrah village, and 91% resettlement realization in Joyosuran village during 2012 through 2014.Keywords: people’s partiipation, relocation, Sangkrah, Joyosuran, Surakarta

The essence of empowerment is a strategy to leverage thepower and independence of the community. Community empowerment at the village area ofSemarang district by LPMK (Institute for Village Empowerment) and BKM (Agency forCommunity Self-Reliance). LPMK oriented to empowering all people through the development /improvement of infrastructure neighborhoods. While BKM oriented towards empowerment ofthe poor.The result of this research are as follows. First, empowerment programs in the SubDistrict Tembalang done by LPMK (Institute for Village Empowerment) and BKM (Agency forCommunity Self-reliance) through three aspects: social aspects, environmental aspects,economic aspects and followed communities in need. Secondly, the provision of capital toexisting systems and processes group sharing between agencies beneficiaries withempowerment. Third, these institutions have a business as a source of income which is then usedfor the implementation of community development programs. Fourth, the empowerment programinvolves renovation of uninhabitable housing, construction of arthesian wells, making pavingroads and providing scholarships to poor students. Abstract

In accepting administration fund JAMKESMAS and Jampersal in basicservices year 2011, Grobogan Regency got Jampersal fund for the first phase Rp1.462.179.000,00 and second phrase Rp 1.949.572.000,00, while in 2012,Grobogan got Jampersal fund for the first phase Rp 2.375.331.000,00 and thesecond phase Rp 3.167.108.000,00.However, the infant mortality rate (IMR) had increased from year 2011amounted to 8,78 per 1.000 life birth, in 2012 amounted to 10,60 per 1.000 lifebirth, and in 2013 amounted to 14,4 per 1.000 life birth. Meanwhile, maternalmortality rate (MMR) increased significantly in year 2011 by 114,04 per 100.000life birth. This is a concern why there is no real evidence of Jampersal program.In study of Implementation of Jampersal Program, the writer uses qualitativemethod. The analysis method which is used is exploratory study based on in-depthinterviews, documents examination, and triangulation.The result of this analysis shows that Jampersal is not effective yet inreducing the infant mortality rate (IMR) in Grobogan Regency caused byinhibiting factors in implementing the Jampersal program. The inhibiting factorswhich come from the implementer are claim report problems, less effectivesocialization, poor communication in PPK, 25% funding cut in 2012, as well asthe delay in receiving fund claim. In addition, the inhibiting factors coming from2Jampersal users are people’s habit of not doing check up after child birth andexamination after baby newborn, expectant mothers’ habit of massaging theabdominal area, and the habit of using dukun beranak.Keywords: Jampersal, Program Implementation, Grobogan Regency

Abstract

Pelaksanaan pilkada langsung Kota Semarang dilaksanakan pada 18 April 2010menghasilkan kenyataan yang tidak sesuai dengan perkiraan banyak orang sebelumnya.Pasangan Marmo-Hendi mampu mengungguli keempat pasangan calon lainnya, walaupunselisih suaranya tidak terlalu signifikan dengan yang dibawahnya. calon yang diusungPartai Demokrat Mahfud-Anis dalam berbagai survei yang dilakukan Lembaga Survey Pilkada Independen (LSPI) dan LSI sebelum pemilihan dilakukan menunjukkanelektabilitas atau keterpilihan yang cukup tinggi dibandingkan dengan Soemarmo-Hendi maupun dengan kandidat calon yang lainnya.Hasil akhir pada pilkada kota Semarang tersebut tentunya menimbulkanpertanyaan faktor-faktor apakah yang membuat pasangan Marmo-Hendi (Marhen) dapat membalikan prediksi yang muncul sebelum pilkada/pilwalkot dilaksanakan. Penulismelihat bahwa ada sebuah fenomena menarik dalam kemenangan Marmo-Hendi yakniterdapat peran tokoh agama (kyai) dan tingkat pengetahuan dalam mempengaruhi perilakumemilih masyarakat pada umumnya dan kalangan santri pada khususnya.Penelitian ini adalah penelitian kuantitatif yang menggunakan sampel 100 responden dengan metode pengambilan data menggunakan teknik interview, observasi,kuesioner, dokumentasi, dan studi pustaka. Dalam menguji hipotesis penelitian, penulis akan menggunakan alat bantú Program SPSS. Teknik analisa digunakan teknik statistik non parametrik, arena penulis berasumsi distribusi data tidak normal dan skala ordinal, maka skala pengukuran ordinal dengan korelasi tunggal menggunakan Korelasi Rank Kendall sedangkan korelasi ganda menggunakan Koefisien Konkordansi Kendall. Dari hasil penelitian dapat disimpulkan bahwa pada variabel perilaku memilih terjadi perubahan sebesar 30,47% sebagai akibat adanya pengaruh dari tingkat kedekatan santri dengan kyai dan tingkat pengetahuan politik santri, serta pengaruh dari variabellainnya sebesar 69,53%. Artinya terdapat perubahan yang signifikan dari perilaku memilih santri akibat adnya pengaruh dari faktor kepemimpinan kyai dan faktor tingkatpengetahuan santri.

Abstract

The position of women who have tended to become the object of national development is unfair for women. Their space is limited in the domestic region, they are not given space to contribute and participate in public areas, moreover contribute and participate in the region to organize or even practical politics tend to be ignored or even marginalized. Indeed in statute of Indonesia 1945 was never discriminate between men and women, because there are values of justice and equality for men and women, even Political and Electoral Law clearly accommodate women could contribute and participate. The women will be participate not only in domestic areas but they are given space to be able to contribute and participate in public areas in this role and participate in the world of organization and practical politics. Because the law requires that 30% of the management of political party and candidate representatives in the legislature are women as well as in government. This study aims to determine: 1) To know the programs of KPI in Semarang city to support women's empowerment. 2) To determine factors of supporting and inhibiting the implementation of women's empowerment program implemented by KPI in Semarang. In this research use descriptive qualitative study. The aim using qualitative-descriptive methods to describe the role of NGO Koalisi Perempuan Indonesia (KPI) of Semarang in supporting the realization of public disclosure in the form of words or discourse through a proper and systematic interpretation. The results showed: 1) The role of KPI Semarang in empowering women through NGOs carried out through training and mentoring for joining develop independence. In here, the role of KPI Semarang are gathering to learn and motivator for women to know how to organize and politics. 2) Supporting factors in women's empowerment program KPI of Semarang: Cooperation between NGOs and public officials, as well as the support of stakeholders such as governments, NGOs and other private organizations. Inhabiting factors: a) Inhibiting factors are derived from the group is: the lack of awareness and willingness to apply knowledge of the organization and get to know the world of politics. Inhibiting factors from the external: The patriarchal culture is still high in Indonesia resulted in a lot of women are afraid of joining an activist and fight for their rights, they still tend to rely on the ability of men. Abstract

ABSTRACTIn this study, researchers wanted to know what are the policies revitalization andconservation of historic buildings in the old town area of the city of Semarang, and how itsimplementation, whether run smoothly or encounter obstacles or barriersThis type of research is a qualitative descriptive study using a type analitis.Penelitiananalyzing how the implementation of the policy of conservation and revitalization of theold cityAfter doing research on the sole discretion and analyze its implementation, the obtainedresults of research that says that in the sole discretion of Semarang city governmentestablished a body called the management board of the old city area, not only that, thegovernment also issued a grand design to handle the problems of the city lama.dan resultsstill less and not satisfactory, because a lot of the programs contained in the grand designis still a lot that has not been implemented and the results are not satisfactory.Advice that I can give Semarang city government should be more assertive in monitoringits implementation and provide strict sanctions for agencies or bodies which are lessserious in addressing this issue with the arrangement of the old city.Keywords: policy implementation, revitalization and conservation, the old city ofSemarang
