Abstract

ABSTRACTThis Skription aper entitled "Political Recruitment Analyse: Studies on New MemberRecruitment of DPC PDI Perjuangan Semarang Year 2012-2013". Compiled byMuhammad Agam Ashari, NIM: 14010110130113, Social Science Program andPolitical Science under the guidance of Setiyono Budi, S. Sos, M.Pol.Admin, Ph.D.,and Dra. Rina Martini, M.Sc.Political Communication is the most important ones in every proses on sosialization of political party such as Campaign,etc. Every political party needed some of political communiation process. The research aims to determine how political communication strategy of the party, especially the Partai Demokrasi Indonesia Perjuangan (PDI-P) in the city of Semarang. In this 2014 legislative elections in the city of Semarang some unique phenomena related to the PDI-P. Semarang city has a head of government of the PDI-P but not able to win in 2009 has now managed to win with a cost that is high. PDI-P previously sizeable acquisition in 2004 sank in 2009 and now in 2014 they won an absolute. Therefore conducted research related to political communication strategies PDI-P in Semarang to mobilize voters in 2014.The research uses the theory of political communication from Maswadi Rauf, a process and activities shaping political attitudes and behavior that are integrated into a political system by using a set of symbols which means involving political messages and political actors, or associated with power, governance and government policy. Data collection techniques are observation and interviews were then processed and analyzed qualitatively. In the interview data collection conducted at PDI-P party functionaries Semarang, Legislative PDI-P Semarang, participants PDI-P Semarang.The results of this study are: (1) political communication strategy of PDI-P use strategy or method of face-to-face (2) actors who play an important role is the Chairman of the PDI-P, functionaries and party cadres, legislative candidates, and successful team of legislative candidates. (3) supporting factor is the party machine, big name party, social and political history of Semarang City community, regional cadre of behavioral effects of Semarang, Jokowi Effect. (4) Factor obstacle is lack of infrastructure, high levels of political apathy community Semarang.In doing political communication strategies PDI-P were pretty good, but in some sectors still needs to be improved is in the delivery of communication patterns. The high number of Abstentions in Semarang should be resolved with communication patterns and approaches are more varied with the aim of getting closer to the community, for example by holding a public market, the implementation of shadow puppets, and other social activities.3Expected with the implementation of the activities of the people will tend to change references and choose PDI-P.Keywords: Strategies of Political Communication, Political Party, PDI-P, legislative elections in 2014 in the city of Semarang, Semarang City Community Mobilization.

Abstract

Abstention phenomenon that occurs in the Pati Regional Head Election 2011 was ageneral election officer who has the highest number abstentions in Central Java at the time. Thestudy was conducted to analiyze the phenomenon of non-voters who happen to Pati Election2011 by using quantitative descriptive approach or talk about the frequency. This method is asurvey study in which the authors took a simple of the population and the use of questionnairesas the main data collection tool. Descriptive research is intended to careful measurement ofcertain social phenomena. Authors develop the concept and to compile fakt, but do not dopengjian hyphotesis, the result of the survey can also be used to hold a certain predictions aboutsocial phenomena.Abstensions of voter that occurs in Pati Election can be seen from the technical aspect,political aspect, ideological aspect and oersonal identity. This research found that the technicalaspect have to be main reason why Pati’s people unwilling to give vote. The technical aspect isconstraints that make people couldn’t voting, such as have other activities at the same timeelection day so could not come the polls. On the political aspects of behavior such as non-votershave no reason to believe the party, candidate/candidates or do not believe in change for thebetter. Meanwhile, if viewed from the aspect of one’s identity may be seen by religion, level ofeducation, age, gender and others. For example, if viewed in terms of religion for non-votersbecause someone decided that the party was not selected as candidate expected/ candidate, forexample in someone who is Christian tends not vote for a party that carried Islam as PPP, PKBwhile generally on the wing nationalist candidate or political party judged less respresentatif toaccommodate their asoirations, then the non-voters will be the final option is taken.

Abstract

AbstractThe essence of Forest Community Resource Management (FCRM) is giving space forest villagers to participate in the management of forest resources for the public welfare forest village. Thus of the theories that have been presented in the study show that the participation of forest villagers in FCRM have an influence on the public welfare forest villager The results of empirical tests on the effect of forest villagers participation BKPH Klumo Bangsri Jepara in Forest Community Resource Management (FCRM) on the welfare of forest villagers BKPH Klumo Bangsri Jepara shows that community participation in Forest Community Resource Management (FCRM) effect on the public welfare forest village. The results showed reject H0 and accept Ha which states "There is a significant effect influence the participation of forest villagers in the Forest Community Resource Management (FCRM) on the public welfare forest villager ". There is a positive relationship between the variables of forest villagers participation in Joint Forest Resource Management (CBFM) and the public welfare forest village included in the category of pretty or moderate and independent variables were able to explain the dependent variable of 33.8%, while the remaining 67.2% described other variables not included in this model (not examined). The coefficient of determination of test results provide meaning, that there are other independent variables that influence the public welfare forest villager.Keyword : Forest Community Resource Management (FCRM), the participation of forest villagers, and the public welfare forest villager.

Abstract

Cultural heritage is an invaluable legacy for the region. Willem II Ungaran Fortress is a regional cultural heritage that can make an identity Ungaran preservation Semarang District as an area of cultural heritage and regional assets. The need for conservation with the maintenance and care by the local government got a problem regarding the ownership of the building. Then the revitalization effort has failed. The need for evaluation to measure the starting shortcomings in the implementation of a heritage revitalization. The method used in this research is the Qualitative Research Methods that use descriptive analytical research type. Object of this study is Semarang Regency / City Ungaran related benchmarks / evaluations Fort Willem II Ungaran in revitalization efforts by the District Government of Semarang.

Abstract

AbstractRecall is one of institutionalization forms of political party as an existence, supervision and control from a party to its members. The implementation will be executed by a political party against its member for violating the provisions of law and dismissal by the political party. Sunarwi in carrying out his duty has clearly been against his political party instructions. His resistance was performed when his political party mandate wasn’t handed to him in the election process of Regent and Vice Regent of Pati region 2011. PDI Perjuangan as his party has suspended the management of DPC PDI PerjuanganPati and has recalling Sunarwi trough the PDI Perjuangan fraction in DPRD Pati. This research holds a purpose to describe and analyze the recall process that has been performed by PDI Perjuangan to Sunarwi as a member of DPRD Pati 2009-2014. The method used in this research is qualitative which is descriptive analytics kind of research. The main source of the data will be obtained through interview with respondents and another data will be obtained from reports and books. Data that has been earned will be analyzed so does the field-gathered information, they will be evaluated and deduced to attain the Sunarwi recall process. Basically every Parliament members in carrying out their duties will be using the representation principle while Sunarwi is the representative of the people who use the delegate principle on legislative elections. But when he became a Member of Parliament, he is using the trustee principle. It can be seen when the recall process is carried out by the political parties supporting him. The clear mechanism is; political party will send a letter to the Chairman of Parliament. But once in Parliament, the Parliament Leader as the actor who supposed to do follow up with Bamus and Paripurna to approve the recall as the next step never conduct the action instead. It makes the Commission (KPU) as the subsequent party is unable to submit and verify the replacement name in the recall process. Not far different from the Regent (Bupati) who is supposed to submit and approve such recall to the Governor; he is unable to do his duty either, even though the role of Chairman of Parliament and the Regent in this recall process is only a procedural formality. It means political party which is the element of the people who had elected him formally through elections has been ignored in the recall process. So it reinforces the reason that Sunarwi is representative of the people who use trustee principle and he is different with the other representatives who use the delegate principle. Abstract

Today, measuring employee performance becomes very important for management toevaluate the performance of the company and planning purposes in the future. Variousinformation has been compiled in order to do work that can be controlled and accounted for. Thisis done in order to achieve efficiency and effectiveness in all business processes. Demands ofsociety and the Government's commitment to conduct better service to the community has ledthe Ministry of Finance in particular the Directorate General of Customs and Excise (DJBC) toimplement bureaucratic reform program. Abstract

ABSTRACT             The study is titled "Public Perception of Rokan Hilir Against Accountability Leadership Annas Maamun and Suyanto in period 2006-2014". This research is motivated by the problem of accountability and transparency is one of the problems in the implementation of local government, which until now kept under implementation by the government. To realize the government accountable to its citizens one way to use the principle of transparency (openness). Through the transparency of governance, public policy given the opportunity to know who will and have been taken by the government. Accountability as one of the good corporate governance principles related to leadership accountability for decisions and results achieved, in accordance with the delegated authority in the implementation of the responsibilities of managing the organization. (Quoted from Nico Andrianto, Transparency and Public Accountability through e-Government). Miftah Thoha (1990:4) gives the definition, perception of cognitive processes experienced by every person in understanding the information about its environment, either through sight, hearing, appreciation, feeling, smell. From the definition of Miftah Thoha seen that the human senses play an important role in the emergence of perception. The research method used is a survey research methods. Survey research by Singarimbun (1989:33), namely, the study took a sample of the population and the use of questionnaires as the main data collection tool.            Accountability the public perception of "Leadership Annas Maamun and Suyanto in the period served as Regent and Vice Regent of Rokan Hilir between 2009 s / d 2014". Based on the results of the study respondents, in terms of "Infrastructure (97%)", "Public Welfare (99%)", "Health (41%)", "Education (99%)", "Policy (96%)" the perception of the respondents stated that government accountability Rokan Hilir transparent. Keywords: Perception, Rokan Hilir, Accountability, Annas Maamun and Suyanto.

Topik PelaksanaanPeraturan Daerah Kabupaten Tegal No.2 Tahun 2012 Tentang Penyelenggaraan Parkir DiTepi Jalan Umum Studi Kasus Kabupaten Tegal menarik perhatian peneliti untuk membahasmasalah Peraturan Daerah ini. Permasalah dalam penelitian ini adalah BagaimanaPelaksanaan Peraturan daearah Kabupaten Tegal No 2 Tahun 2012 Tentang PenyelenggaraanParkir Di Tepi Jalan Umum yang berada di Kabupaten Tegal. Dalam penelitian ini, tipepenelitian yang digunakan adalah tipe penelitian yang bersifat deskriptif-analisis, yaitu modelpenelitian yang bertujuan memaparkan dan menggambarkan suatu masalah yang ditelitidalam bentuk uraian naratif. Hasil penelitian menunjukkan bahwa Dalam pengelolaannyaPemerintah Kabupaten Tegal mewajibkan penarikan retribusi parkir ditepi jalan umum bagisetiap masyarakat pengguna jasa parkir ditepi jalan umum ini melalui Peraturan DaerahKabupaten Tegal No. 2 Tahun 2012 tentang retribusi daerah. Dari hasil penarikan retribusitersebut dapat dimanfaatkan untuk mendanai kegiatan yang berkaitan langsung denganpenyelenggaraan pelayanan retribusi parkir di tepi jalan umum. retribusi dipungut denganmenggunakan SKRD atau dokumen laen yang dipersamakan. Abstract

This study analyzes the political strategies used by the Golkar Party in the elections of regional heads in Karanganyar. In the regional head elections in 2008, which is carried by the Golkar candidate, namely Juliyatmono-Sukismiyadi, defeat of incumbent Rina Iriani-Paryono. In 2008, incumbent is more popular and higher electability than Juliyatmono. In the regional head elections in 2013, Golkar brought back Juliyatmono and accompanied by a cadre of the Partai Keadilan Sejahtera (PKS), Rohadi Widodo. Then, how the Golkar Party's political strategy in the elections of regional heads in 2013 to be able to win the vote? Moreover, the regional head elections in 2013 no incumbent Rina Iriani figure ever beat Juliyatmono. In this study, researchers used a qualitative approach that will yield descriptive data. The research was conducted in Karanganyar. The data were obtained through observation, interviews with Juliyatmono as Chairman of the Golkar Party Regional Leadership Council and elected Regent Karanganyar, winning team, and the Golkar Party’s cadres are able to provide information, and data from the document.Political strategies used Golkar Party in the elections of regional heads Karanganyar in 2013 done in the form of the election campaign strategy, career,2mass mobilization, coalition, development and empowerment of political parties, the public, approaches and political communication. The success of this political strategy capable of winning a couple Juliyatmono-Rohadi Widodo (Yuro) with 243 168 votes. Yuro pair beat a couple Paryono-Dyah Shintawati (Pasti) who obtained 197 316 votes and partner Aris-Wagiyo (Ayo) gained 32,212 votes. Abstract

The use of information technology encourages the realization of good public services in cities or in areas commonly known as the concept e-Government (Electronic Govrnment). One of the breakthroughs and innovations made by the Bogor City Government is the Normative Application for Structural Government Position - Clear. The first application in Indonesia is called (Anjas Go Clear) which was officially launched by the Civil Service and Apparatus Development Agency (BKPSDA). This policy innovation arises from a major problem related to the mismatch between employee competence and the position occupied. The distribution of employees that is not in accordance with the circumstances and conditions of the real needs of an organization caused by an intervention by a person or group of people to assign employees or officials who are not in accordance with their qualifications, competencies, and performance. In the Bogor City Government this is also an problems faced in job placement that lead to ineffective and inefficient organizational achievements. The research method that the author uses is descriptive qualitative using George C Edward III theory which focuses on important variables in the successful implementation of the program, namely, Size and Objectives, Resources, and, the Anjas Go Clear Model itself and is supported by triangulation theory to strengthen data. The results of this study indicate that the innovation of Anjas Go Clear (Nomative Application for Government Clear Structural Position) in Bogor City has gone well in placing employees according to organizational needs. So that the goal of placing employees in accordance with their qualifications, competence, and performance without political intervention from stakeholders can be achieved. The most profound obstacle is the data security aspect of the lack of data security to ensure the confidentiality of the draft structural appointment structure.
