Abstract

AbstractThe study was backed by the objective conditions which showed the low qualityof public services in Central Java Province. Ombudsman of Indonesian Republic CentralJava Province Representative on their survey has come across many SKPD in CentralJava Province have not meet the services standards yet. As a public service watchdogagency aimed to increase the quality of public services, Ombudsman needs to beoptimized. Therefore, the purpose of the research is to know how the implementation ofthe duties and functions of Ombudsman of Indonesian Republic Central Java ProvinceRepresentative, how patterns of cooperation with other institution, and how the productof Ombudsman manifested in improvements to public services.This study is a qualitative research, technique of data collection by observation,interviews, documentary, and literature. The research result was that Ombudsman ofIndonesian Republic Central Java Province Representative on doing their roles has yetbeen maximum, preventive efforts through society education or socialization has yet toreach all stratums. It affects the intensity of report and complaint coming in toOmbudsman. The functioning of Ombudsman product as means to handle case until nowhas been adequate, despite there still Ombudsman product which tends to be ignored bythe reported party during written clarification stage. On the PDAM Tirta ModalSemarang case, Ombudsman worked well to settle it by mediation. Ombudsman insupporting their performance employs cooperation with all public service institution andprivate institution LSM Pattiro Semarang, the cooperation pattern is socialization andparticipation. Ombudsman product is realized on the improvement of public services byobliging public service institutions which has done maladministration to offercompensation to victims, and also to give assurance of improved public services in thefuture.To support optimization of Ombudsman of Indonesian Republic Central JavaProvince Representative, there need to be a synergy between existing stakeholders, an2enhancement of intensity of socialization to the public society and also an enhancementof human resource quality in the Ombudsman of Indonesian Republic Central JavaProvince Representative.

STRATEGI KEMENANGAN PASANGANTATTO SUWARTO PAMUJI – AKHMAD EDY SUSANTODALAM PILKADA KABUPATEN CILACAP TAHUN 2012Oleh : M. Abdillah InsaniAbstraksiKabupaten Cilacap merupakan salah satu daerah di Jawa Tengah yang telahmelaksanakan even Pemilukada pada tahun 2012 yang lalu. Kemenangan pasanganTatto Suwarto Pamuji – A. Edi Susanto menarik untuk dicermati. Pertama, melihatlatar belangkang figur calon sebagai tahana, yang ingin melanjutkan kekeuasananya.berhadapan dengan Novita Wijayanti, Tokoh perempuan muda yang telah berkarir dipolitik hingga telah menjabat di DPRD Provinsi Jateng, didukung oleh ketokohansang Ayah Fran Lukman, sebagai politikus senior, yang ingin mengembangkanpolitik dinasti di kabupaten cilacap. Kedua, berdasarkan data agregat pada pemilulegislative tahun 2009 menunjukan bahwa peta politik di kabupaten cilacap lebihmengunggulkan pasangan Novita wijayanti – Mochamad Muslich, yang didukungoleh koalisi partai-patai besar di kabupaten cilacap, serta menguasai 66% kursi diDPRD kabupaten cilacap. Dari dua alasan diatas, menarik untuk mengetahui strategipolitik yang digunakan oleh pasangan Tatto Suwarto Pamuji – A. Edi Susanto,sehingga mampu tempil sebagai menjadi pemenang dalam pilkada di kabupatencilacap.Tujuan dari penelitian ini dimaksudkan untuk mengetahui strategi yangdigunakan oleh pasangan Tatto Suwarto Pamuji – A. Edi Susanto sehingga dapatmemperoleh suara mayoritas dalam Pemilukada Cilacap tahun 2012. Untukmemperkuat dan mencapai tujuan penelitian ini, peneliti menggunakan pendekatankualitatif-deskriptif. Penggalian data dilakukan dengan wawancara mendalam denganaktor-aktor yang terlibat langsung, dalam hal ini adalah, Figur Tatto Suwarto Pamujidan A. Edi Susanto sebagai akor utama. Kemudian, partai pengusung yaitu prtaiGOLKAR dan PAN serta, tim sukses pasangan Tatto Suwarto Pamuji – A. EdiSusanto. Selain itu, digunakan pula data dan dokumen untuk menunjang kelengkapaninformasi yang dibutuhkan.Berdasarkan hasil penelitian, strategi yang digunakan pasangan Tatto SuwartoPamuji – A. Edi Susanto, dapat diklsifikasikan dalam 2 strategi, pertama strategiyang dilakukan oleh pasangan Tatto Suwarto Pamuji – A. Edi Susanto sendiri,meliputi Figur kandidat yang merakyat, program kerja “bangga Mbangun Desa”, danadanya TIM Independen dari pasangan ini. Kedua, Strategi yang dilakukan olehpartai pengusung, meliputi, dukungan dari partai yang solid dan strategi yangdilakukan tim sukses, strategi marketing politik dan kampanye yang efektif. yangterakhir adalah kondisi masyarakat yang menginginkan perubahan juga menjadipengaruh besar dalam kemenangan yang diperoleh pasangan ini.Berpijak pada hasil penelitian maka, Sehingga kesimpulan utama yang dapatdi generalisasikan dari penelitian ini adalah dalam konteks kemenangan calon kepaladaerah dalam Pemilihan kepala daerah secara langsung. bahwa Figur, latar belakang,track record, serta program kerja dari sang kadidat ternyata menjadi faktor dominanyang mempengaruhi kemenangan dari pasngan Calon tertentu, di banding dengan Platform partai.Kata kunci: Strategi Pemenangan, Pemilukada

Abstract

Public information disclosure is an aspect which is inseparable in the life of a democracy, where the rights of the individual over the public information must be fulfilled. To encourage the expansion of public information thoroughly, then every public institution is required to make asystem information which can be accessed quickly and easily by the public.Responding to the issue, Semarang City Education Office seriously launched management information systems education (SIMPENDIK) as a tool of information expansion, in cooperation with DINUSTEK and TELKOM Indonesia. This policy is Derivet (Derivative Policy), which is based on Act No. 14 of 2008 on public disclosure, as well as the regulation of the derivatives: Semarang Mayor Decree No. 821.29/265 on Information and Documentation Management Officer (PPID) in Semarang municipal government’s environment, and Perwal No. 26 in 2012on guidelines for information and documentation management. The purpose of this research is to find out the implementation and the driving factor, as well asthe inhibitor to the implementation of the public information disclosure through the education management information system (SIMPENDIK) in the Semarang City Education Office. Research methods used in this research are Descriptive-analytic methods. To answer the research problems, the author uses George c. Edwar III’s theory, i.e. communication, resources, disposition, and bureaucratic structure.The results of the research shows that the disclosureof public information through the education management information system (SIMPENDIK) in the Semarang City Education Office is already doing well, though there are still obstacles present, such as the lack of socialization to society, the limited number of personnel on Officer Functional information, the absence of a special room for the information manager, and the lack of a specific budget to support the implementation of the public information disclosure, as well.

Abstract

The school is one place to acquire science education, and special skills. In a joint life of the nation, political knowledge is absolutely necessary. Given fungsis school as the main educational institutions, political education should also be performed at the level of basic education to middle to provide sufficient political knowledge for students, giving rise to a patriotic attitude, love of the homeland, tolerance, and the nationalist spirit. In this study, researchers conducted research at Hidayatullah Islamic Senior High School of Semarang. reasons for choosing this school is based on Islamic religious schools will usually have hours of lessons associated with less religious are more than public schools. We aimed to determine how the value of political-use values are closely related to religious values.Issues to be addressed is how the role of the school in political education for students. The research method chosen this time is qualitative-descriptive type to illustrate how the role of the school in the political education of their students.From the research, it is known that political education at Hidayatullah Islamic Senior High School of Semarang more done by coaching characteror in other words is character that is supported by the enrichment of religious practices such as pra yer in congregation, dhikr, mentoring, and the Koran. Subjects that have the elements of Political Education Subjects include Civics, History, Islamic Education, Sociology, and Indonesian. Political education is also done through extracurricular activities and intra followed students as student council, MPK, Scouts, and Paskibra.Recommendations can be given by the researchers in this study is to increase the role of teachers in improving student understanding in politics. Teachers must be able to facilitate the students for discussion, role playing, demonstrating an election, political debate and so that learning becomes interesting, creative, innovative and effective. In addition, there should be a method or strategy in classifying students in the organization in accordance with the interests and talents of each.

Abstract

This research describes the role of Indonesia as mediator Thailand-Cambodia border conflict while Indonesia as ASEAN Chair 2011. Conflict between Thailand and Cambodia a few years ago made ​​the other members of ASEAN advise both parties to resolve their conflict, because being bother  cooperation among ASEAN countries. Therefore, in order not expand, this conflict should be resolve. A failure of bilateral coopration in order to conflict resolution making interference by ASEAN and the UN. A decision had been delegated by United Nations to ASEAN to resolve this conflict. The Government of Indonesia as mediator had helped both meet and negotiate in Indonesia. Indonesia has offered a solution, but it has not been done because it is still awaiting approval from the cabinet and parliament Thailand. After mediation by Indonesia, relations between Thailand-Cambodia have already better, and also boundary conditions have been conducive. Although it has not achieve a peace agreement.

Abstract

Jaminan Kesehatan Nasional (JKN) program is the policy of Indonesian Government to fulfil the basic needs of Indonesian public. JKN program began implemented for the first time on 1st of January in 2014 in all regions in Indonesia , including the city of Pekanbaru , Riau Province. JKN's program is the new program from government that still needs more suggestions and improvements so that it can be maximal in use. It takes the evaluation and monitoring of JKN program so that the program can run well.The purpose of this research is to evaluate the Jaminan Kesehatan Nasional Program in Pekanbaru period 2014-2015. Beside that, this research will explain the impact of aspect of implementation, consequence, and effectiveness from Jaminan Kesehatan Nasional (JKN) Program in Pekanbaru. The research method that used is descriptive quantitative. The main source of this research is taken by sharing some of kuisoners to the certain respondents and the secondary data that taken from the archives and documents that relate with the research. The analysis technical is using descriptive statistic analysis by presenting the datas that has collected into tables, graphics, and diagrams.From the result of the research could be known that the implementation process of JKN's program in pekanbaru is performed very well generally. Which became a little note is needs a little improvement in terms of payment of dues per month by the participants JKN , because the results of the research mentioned that the participants JKN still lacking discipline in paying dues per month. In the consequence aspect program, the hospital has helped the government to do JKN's program and made it success in Pekanbaru. In the aspect of the effectiveness impact program , averagely JKN participants had been satisfied and feel helped by the program JKN of government.Improving the services to the public  is the suggestion that could be given to BPJS Kesehatan Pekanbaru as the organizer of the JKN program in Pekanbaru so that the program of JKN can run better. The hospitals which being the partner of BPJS Kesehatan should doing the health services well to JKN participant. ABSTRACTThis study was conducted to explain the results of an evaluation The Development Program ofJohar’s market, Bulu’s market, and jatingaleh’s market which held by Semarang Government’s city,Semarang city council market, UPTD johar’s Market, UPTD Bulu’s Market and UPTD Jatingaleh’sMarket within period of 2009-2011. The Program motivation start by increasingly the poor quality oftraditional market in Semarang. The purpose of this program is to restore the functions of traditionalmarket into a modern semi market that clean, safe, comfort, and tidy.In order to explain the evaluation of implementation, management, and accountability fromthis development program of Johar’s market, Bulu’s Market and Johar’s market, the research is usingqualitative method. The subject of this study is semarang city council market, UPTD johar’s Market,UPTD Bulu’s market, UPTD Jatingaleh’ market, as well as consument and the owner of the stall/ kioskin each market. The data collection method such as interviews, observation, document investigation,and questionnaires using random sampling method.The result of this Research explained in 2009, Goverment city together with Semarang citycouncil market, UPTD Johar’s Market, UPTD Bulu’s market, and UPTD Jatingaleh’s market formedthe Development program for various traditional markets such as Johar’s Market, Bulu’s Market, andJatingaleh’s Market. This Development program increase positive results including Building renovationto previous functions. In line with the holding of this program, there are some obstacles in theimplementation of this program, they are lack of interest from the owner to support and participationfor this development program, moreover the constrained funding allocations intended for theconstruction of Johar market. Meanwhile, The society strongly agrees with the Development Programfor Johar’s Market, Bulu’s Market, and Jatingaleh’s market.It is rerecommended for future research to prepare adequate funding before starting theimplementation of development program for Johar’s Market, Bulu’s Market, and Jatingaleh’s market .So that, the results achieve maximum point and to fulfill customers wishes for comfort, save, clean, andtidy’s traditional market.Kata kunci : The Development Program, Tradisional Market, Johar’s market, Bulu’s market, andJatingaleh’s market

Abstract

AbstractGovernment policy to import salt in order to fulfill the national need has caused saltfarmers live in a poor condition, like the ones living in Kedungmutih village. This village hasbeen known as a hot spot area of poverty because its people, working as a fisherman and saltfarmer, only rely on salt production to fulfill their daily need. PUGAR program held in 2011 atKedungmutih village was hoped to be able to increase the salt farmers’ prosperity. This researchaims to investigate “How is the implementation of PUGAR program at Kedungmutih village,Wedung sub-district, Demak regency in 2011-2013?” and “What are the obstacles in theimplementation of PUGAR program in Kedungmutih village, Wedung sub-district, Demakregency in 2011-2013?”.The purpose of this research is to know how PUGAR program is implemented and itsobstacles when held at Kedungmutih village, Wedung sub-district, Demak regency in 2011-2013. This research used qualitative-explorative method. There were two kinds of data, theprimary data, collected from interview with the informant or key person using snowballsamplings and the secondary data, collected from documents, archives, and other sources relatedto the research. Technique of analysis used in this research was qualitative data analysisconducted in the form of description and conclusions of the researched phenomena.The result of the research showed that “PUGAR” program at Kedungmutih village heldin 2011-2013 is less optimal because there are unresolved problems. These problems are saltfarmers’ inability in applying technology in salt production, problems in marketing due to theexistence of middlemen, and salt farmers’ inability to produce the best quality salt (KW1). Therecommendations are that the Salt Farmers Assistant Team should assist salt farmers in applyingtechnology in salt farming and that it is necessary for the government to establish salt farmers’cooperative (KOGAR).Keywords: Implementation, Empowerment, Salt Farmers

Abstract

Procurement System in Tegal has implemented e-Procurement system. In the e-Procurement system of the whole process starting from the announcement of the auction, bidding, selection, until the announcement of the winner will be made online via the website (website). Internet access by the broader community, particularly in the construction business has made e-Procurement is flexibly applied and became a necessity for modern government. e-Procurement is believed to be an instrument for good governance and improved public services because it will increase cost efficiency, effectiveness, faster cycle times, improve government accountability. From the provider of construction services, the success in participating in the auction system soon is one of the factors determining survival.Of these problems can be answered with a descriptive qualitative research data collection techniques such as observation, interviews (interviews), and literature. Techniques of data analysis done by data reduction, organization and interpretation of data.This paper is the result of studies to recognize the characteristics of the implementation of e-Procurement program money is currently in the Department of Economic Development and Regional Secretary Tegal conclusions that can be drawn from this study regarding the implementation of an electronic auction system held in Government lingungan Tegal. Some problems were encountered, the recommendations can be delivered the lack of control of IT human resources, the availability of internet connections are limited. While the government is lack of human resources, There is improvement of the system that causes Audited interfere with the comfort of the e-Procurement system services to a standstill, most of the procurement committee still have not mastered the application of e-Procurement. And from the government's even harder training and development providers LPSE electronic goods, infrastructure improvements mainly problems of e-Procurement system is experiencing technical problems and technical center network.Keywords: e-Procurement, Manufacturers , Procurement of goods and services.

Abstract

ABSTRACKAccording to the law No 10 tahun 2008, the last general election in 2009 had used the reasonable open general selection system. In this system, every legislatif member candidates were given a heavy responsibility to succed winning the selection with the votting system. Work hard was necessary done to interest the society sympathy so that they ready come to the voting booth in selection day. The campaign method that was used to build image more various like Siti Rodliyah did as a midwife in Tegalsambi village the subdistrict of Tahunan the regency of Jepara. Having capital of social media as a midwife, Siti Rodliyah succed getting 3.227 voices and became the highest voive from DPP PPP Dapil 1 Jepara, her proponent party.            In this research, the type of the research used was descriptive research that has objective to describe about the situation and phenomenon systematically, factual and accurate about the facts, included the process that happened and the impact of phenomenon that existed. This research was used to find the knowledge and  information as widespread as possible based on the object of the research at the certain moment.            The result of the research showed that  the social media of Siti Rodliyah in the general election 2009 had an important role in getting her voive. Her job as a midwife made her easier famous by society and became the good opportunity to campaign getting the voice.            To keep the social media continuously is needed a hard work in order that the society feel as a served person and can meet their needs. However, it is deeply regretted if the hard effort to keep this constitution will be defeated by money politic. Therefore, every politic actors and all of involved people also have responsibility to give education in making the society smart in politic.
