Abstract

Perkembangan teknologi memunculkan adaptasi cashless society di Indonesia yang didukung oleh program yang dikeluarkan oleh Bank Indonesia pada tahun 2014, yakni Gerakan Nasional Non Tunai (GNNT). Adanya Gerakan Nasional Non Tunai memunculkan inovasi yang bernama elektronifikasi transportasi. Salah satunya diimplementasikan pada BRT Trans Semarang yang nampak pada sistem pembayaran non tunainya. Tujuan penelitian ini adalah untuk menganalisis pengaruh sistem pembayaran non tunai (cashless) terhadap kualitas pelayanan dan kepuasan pengguna layanan BRT Trans Semarang. Metode yang digunakan adalah kuantitatif dengan pengumpulan data menggunakan kuesioner serta sampel penelitian sebanyak 100. Teknik analisis yang digunakan adalah analisis regresi linear sederhana. Hasil penelitian menunjukkan bahwa terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kualitas pelayanan serta terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kepuasan pengguna jasa BRT Trans Semarang. Saran yang diberikan adalah melakukan inovasi dan perbaikan terhadap seluruh instrumen cashless pada BRT Trans Semarang guna meningkatkan kualitas pelayanan dan kepuasan pengguna layanannya.

Abstract

Early marriage has developed into a multidimensional policy issue. West Lombok Regency is an area that has a high rate of early marriage in West Nusa Tenggara, but also has a commitment to preventing early marriage by issuing several policies. Regional Regulation Number 9 of 2019 concerning the Age of Marriage (PUP) is one of the policies issued early to reduce the rate of early marriage. This research aims to identify stakeholders and their roles, including factors that influence the implementation of stakeholders' roles in implementing policies to prevent early marriage in West Lombok Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The research results show that the identified stakeholders in preventing early marriage in West Lombok Regency consist of the Regent, DPRD, Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A), Education and Culture Service, Health Service, District Government, Village Government , Religious Affairs Office, NTB Child Protection Agency, SANTAI NGO (Yayasan Tunas Alam Indonesia) and Village Heads to the Community. Based on their influence and interests, these stakeholders are divided into Crowd, Context Setter, Key Players, and Subject. Meanwhile, the classification of stakeholders based on their roles is divided into Policy Creator, Implementor, Coordinator, Facilitator, and Acceletalor. Factors that influence the implementation of the stakeholder role include communication, resources, disposition and bureaucratic structure. The suggestions for this research are optimizing the role of regional governments, encouraging proportional budget allocations to prevent early marriage, and encouraging regional governments to build synergies with other stakeholders such as academics, the business world, and the media.

Abstract

Community empowerment through the Resik Apik Waste Bank is an effort made by the people of Brigif, Srondol Kulon Village, Banyumanik District to utilize household waste into useful items that can increase people's income and keep the environment clean and healthy. This research aims to analyze community empowerment through the Resik Apik Waste Bank in Srondol Kulon Village as well as the inhibiting and supporting factors. The data sources in this research were obtained from interviews, observations and documentation. The informant selection technique was carried out using purposive sampling and accidental sampling. This research uses the dimensions of empowerment success theory. The results obtained, aspects of access and participation have been fulfilled and support the implementation of empowerment. Dimensions that do not support empowerment, control and well-being. Control in the form of monitoring and assistance is not carried out by the supervisory team, which in this case is the sub-district office. In the welfare dimension, the people of Brigif, Srondol Kulon Village, Banyumanik District still have not experienced a significant increase in income and have not experienced easy access to education and health facilities. Factors inhibiting empowerment are limited managerial abilities and the absence of the ability to manage the market. The driving factor for empowerment is natural resources. Suggestions that can be given are the need for an approach between management and the community, control from the government is needed, increasing the intensity of Resik Apik Waste Bank activities more intensely, program innovation that improves community welfare, internal coordination to create clear communication, identifying opportunities and conducting research on competitors so that consumers can be interested in the products being sold.

Abstract

Berbagai kebijakan yang telah dicanangkan oleh Pemerintah Indonesia dalam rangka menanggulangi kemiskinan salah satunya, yaitu Program Keluarga Harapan (PKH). Kebijakan PKH telah dilaksanakan di Indonesia sejak tahun 2007 dengan payung hukum Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. PKH merupakan suatu program kebijakan penanggulangan kemiskinan yang memberikan akses di bidang pendidikan, kesehatan dan kesejahteraan sosial termasuk di Kelurahan Rejosari sebagai salah satu wilayah yang dipilih oleh Pemerintah Kota Semarang sebagai wilayah prioritas penanggulangan kemiskinan. Penelitian ini bertujuan mengevaluasi pelaksanaan PKH serta mengidentifikasi hambatan yang terjadi pada saat pelaksanaan PKH di Kelurahan Rejosari. Menggunakan metode kualitatif deskriptif dengan pengumpulan data menggunakan wawancara dan studi kepustakaan. Hasil penelitian menunjukkan bahwa evaluasi pelaksanaan PKH di Kelurahan Rejosari berdasarkan kriteria indikator evaluasi Bridgman & Davis, yaitu input dalam pelaksanaannya sudah baik dari segi SDM maupun sarana prasarana. Kedua, process pelaksanaan sudah sesuai dengan pedoman pelaksanaan PKH mulai dari perencanaan hingga pendampingan tetapi terdapat kendala pada saat kegiatan validasi data. Ketiga, output sudah memberikan hasil yang diharapkan sesuai dengan tujuan program. Keempat, outcome yang dihasilkan belum maksimal. Rekomendasi yang dihasilkan dalam penelitian ini adalah peningkatan spesifikasi server pada aplikasi e-PKH, pelaksanaan kegiatan jemput bola guna membantu masyarakat lansia dalam mendapatkan dokumen kependudukan, Dinas Sosial Kota Semarang dapat menjalin kerjasama dengan LPMK guna menciptakan suatu inovasi dalam bentuk pemberdayaan kepada KPM PKH dan Pendamping Sosial PKH dapat berkoordinasi dengan tokoh masyarakat untuk melakukan sosialisasi secara masif terkait dengan bantuan PKH

Abstract

Demak Regency is one of the regions that is not spared from waste problems. The waste issues in Demak Regency consist of high population growth, lack of community participation, rampant use of single-use plastic in the form of packaged drinks, landfill sites still used for open dumping, limited human resources, limited budget, and limited fleet. Based on these issues, the central government has directed each region to formulate regional policies and strategies as guidelines for the implementation of household waste and similar waste management. This research aims to analyze the implementation of the regional policies and strategies, as well as identify factors that influence the implementation of these regional policies and strategies in waste management in Demak Regency. This research employed a qualitative descriptive method through interviews, observations, and documentation. The results demonstrate that the implementation of the regional policies and strategies in waste management in Demak Regency has not yet achieved the right policy, right implementer, right target, and right process. This is due to ongoing issues such as the increasing use of plastic in the form of packaged drinks, limited human resources, limited budget, limited infrastructure, lack of private sector involvement in waste reduction, and lack of community participation. The recommendation given is that the Environmental Agency needs to re-evaluate the implementation of the regional policies and strategies in waste management, improve work patterns, enhance cooperation between the government and the private sectors in waste reduction, and maximize community empowerment.

Abstract

One of the principles of sustainable development is the concept of tourism village development. Through the Decree of the Mayor of Semarang Number: 556/819 concerning the Designation of Semarang City Tourist Villages, Jatirejo Tourist Village is one of the tourist villages in Semarang City which has quite promising potential for development. Development certainly involves the contribution of various stakeholders involved. This research aims to identify the role of stakeholders and analyze the inhibiting and driving factors in the development of the Jatirejo Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews and documentation. The research results show that the roles of the stakeholders involved consist of primary stakeholders which include nongovernmental organizations, local residents, and visitors/tourists and secondary stakeholders which consist of the government and academics. Supporting factors consist of values (individuals, organizations, policies and professionalism), communication, trust and policies, while inhibiting factors consist of lack of competence and participation of Pokdarwis members, lack of participation of Pokdarwis members and local residents, less than optimal marketing of tourism products. Recommendations that can be given are to increase the capacity of development and training activities, build accountability regarding the operation of the bureaucracy so that it is easy for local residents to understand, develop infrastructure, and develop communication media for the promotion of tourist villages.

Abstract

Anak merupakan generasi penerus kepemimpinan bangsa. Mereka memiliki peran untuk membentuk dan mengarahkan masa depan bangsa. Di usianya yang masih sangat muda anak rentan terpengaruh oleh lingkungan sekitar. Oleh karena itu, perlu adanya upaya untuk bisa melindungi anak dari setiap perlakuan negatif agar mereka bisa tumbuh dan berkembang secara optimal. RW Ramah Anak merupakan fokus Kota Depok sebagai program untuk mempercepat proses terealisasinya ramah anak di lingkungan masyarakat. Fakta di lapangan menunjukkan bahwa angka kekerasan di Kota Depok masih cenderung tinggi. Berdasarkan pemarapan SIMFONI PPA menunjukkan angka kekerasan di Kota Depok tertinggi se-Jawa Barat pada tahun 2022. Penelitian dengan topik evaluasi program RW Ramah Anak ini dilakukan untuk menganalisis dan menilai keberhasilan serta faktor pendorong dan penghambat program terhadap pemenuhan hak dan perlindungan anak khususnya di wilayah Kecamatan Sukmajaya, sebagai wilayah dengan kasus kekerasan terhadap anak terbanyak di Kota Depok pada tahun 2022. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data yakni wawancara, observasi, dan dokumentasi. Informan yang dipilih menggunakan metode purposive sampling. Hasil penelitian menunjukkan bahwa terdapat beberapa faktor pendukung dalam penyelenggaraan program yakni para warga yang berprofesi mampu mendukung berjalannya kegiatan, mudahnya pembentukan susunan kepengurusan, dan kesediaan swadaya masyarakat, sedangkan faktor penghambat program berupa minimnya sosialisasi dari pemerintah, keadaan geografis serta fasilitas sarana dan prasaran untuk anak bermain dan belajar yang tidak mendukung, dan para pengelola program yang tidak memiliki kemampuan yang mumpuni.

Abstract

Retribusi zona parkir yang diterapkan sesuai klasifikasi zona yang mengacu pada Peraturan Daerah Nomor 9 Tahun 2011 Tentang Retribusi Daerah dan Peraturan Daerah Nomor 10 Tahun 2022 Tentang Penyelenggaraan Perhubungan. UPTD Pengelolaan Perparkiran Dinas Perhubungan Kota Surakarta menetapkan 5 zona tetapi zona aktif yang saat ini dijalankan hanyalah zona C, D, dan E. Manajemen perparkiran hadir sebagai langkah strategis dalam menjawab permasalahan perparkiran khususnya pada kebijakan tarif retribusi zona parkir dimulai dari perencanaan, pengorganisasian, penggerakan, dan pengawasan. Tujuan penelitian ini untuk mengetahui dan menganalisis manajemen perparkiran yang diterapkan pada zona parkir tepi jalan umum dan kualitas pelayanan yang diberikan juru parkir dalam kebijakan retribusi zona parkir di Kota Surakarta menggunakan metode deskriptif kualitatif dengan pendekatan fenomenologi, pengumpulan data dilakukan dengan cara observasi, wawancara, dan studi dokumen. Berdasarkan hasil penelitian ini menunjukkan bahwa manajemen perparkiran belum berjalan optimal secara keseluruhan sehingga perlu kajian ulang dan dilihat dari kualitas pelayanan yang diberikan juru parkir belum sepenuhnya menjalankan kebijakan tarif retribusi zona tersebut. Penelitian ini merekomendasikan agar UPTD Pengelolaan Perparkiran meningkatkan sosialisasi terhadap pengelola parkir, juru parkir, dan masyarakat agar mempercepat pemahaman konsep tarif retibusi zona parkir serta evaluasi untuk melengkapi kekurangan zona parkir yang diterapkan.

Abstract

Local government capability in disaster management is something that must be prioritized. Boyolali Regency is crossed by Mount Merapi, disaster mitigation is needed to minimize loss of life due to the eruption of Mount Merapi. BPBD Boyolali designed a Sister Village strategy or sibling villages to anticipate the threat of Mount Merapi. Sister Village in Boyolali developed the Boyolali BPBD by imitating the Magelang Regency BPBD which has implemented Sister Village. The poor logistics information system and the absence of a special budget for this program are the reasons for the importance of this research. This research aims to analyze the capabilities of the Boyolali Regency Government in the Sister Village program as an effort to mitigate the disaster of the eruption of Mount Merapi. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The results of the research show that the institutional capabilities of Boyolali Regency in the Sister Village program have clarity in organizational tasks and functions. The human resource capability in implementing the formation of Sister Village has a sufficient number of personnel. Capability policies are seen from existing policies. Budget capability is still not optimal, seen from the lack of a Sister Village program budget. Technical capabilities can be seen from technical evacuation maps, logistics management but the information system is still simple. Leadership capabilities can be seen from the ongoing coordination and command functions. The government must develop information systems to make them more easily accessible.

Abstract

Dawuhan Tourism Village is a highland tourist destination located in Dawuhan Village, Wanayasa District, Banjarnegara Regency. Dawuhan Tourism Village has the potential for a natural tourism area in the form of beautiful mountains and the Panaraban River with its flagship tourist attraction being the Rengrang Market. However, during its development, the tourist village faced several problems such as the quality of human resources in Pokdarwis as managers which was still lacking, facilities and infrastructure that were not adequate and well maintained, and road accessibility which was still damaged. This research aims to analyze internal and external environmental conditions and formulate strategies for efforts to develop the Dawuhan Tourism Village. The research method used is descriptive qualitative with data collection techniques through observation, interviews, questionnaires, and literature study. This research uses the strategic planning theory proposed by John. M. Bryson with SWOT analysis techniques and litmus tests to formulate the right strategy. The results of the research from the SWOT analysis found that there were 11 strategic development issues and a litmus test had been carried out to obtain 6 issues with a strategic nature, 3 of which had the highest scores that could be applied in tourism development. To obtain the highest score, one of them is included in the Comparative Advantage group where the Dawuhan Tourism Village can maximize its strengths by taking advantage of the opportunities that exist in efforts to develop the Dawuhan Tourism Village. Suggestions from this research include utilizing Pokdarwis collaboration with various tourism stakeholders in planning to manage and build tourist attractions; establishing training and education; increasing investors to support budget availability for developing infrastructure; increasing cooperation with the community for maintenance of infrastructure; developing the concept of local wisdom-based tourist villages as tourist attractions, and increasing BUMDes participation in tourism activities.
