Abstract

Jampersal is one of the breakthroughs a government that help to drive down AKI and AKB to reach the targets of MDG’s. Jampersal, covering the examination of pregnancy help births, service parturition including KB service after childbirth and for newborn infants done by health workers in a health facility. Reichsarzt through regulation minister for health (Permenkes) No.2562/menkes/per/12/2011 about the technical guidelines childbirth insurance signed and formally held per 1 january 2012. Now that is a problem, namely the delay of the process of a claim limited information, uneven services in the whole area and still lack of completeness advice and infrastructure support. And that becomes an objective in this research is to find out the process and to evaluate the implementation of the Program Jampersal in Puskesmas Ngesrep the city of Semarang. This research using a technique research qualitative with purposive and continued with the technique of snowball. An informer be sorted as many as seven men administrator, namely a midwife financial management and participants Jampersal. Done an interview as well as deep on the process of referring to the theory of William Dunn covering; the effectiveness, efficiency, sufficiency, flattening, responsiveness and precision. The result showed that evaluation of the jampersal is still relatively good. Still lack of supporting facilities and infrastructures into factors less at the results achieved by Puskesmas Ngesrep. The recommendations on program is to optimize the use of the media for the implementation of publications, the strengthening of the strategy and the program commitmen of an executor cooperate with private sector and the need for sensitivity and public awareness of government program for the sake of together.

Abstract

The Progress information technology as well as the potential for extensive use, opening opportunities for access, management and utilization of information in large numbers quickly and accurately. There is also the problem that this aspect of the barrier to the development of e- Government in terms of understanding the implementor of the presidential instruction No. 3 of 2003, the lack of financial resources and human resources, the lack of sharing of information between government agencies and the uneven condition of Semarang Regency environment political, economic and social technology. And the purpose of this research was to describe the implementation of presidential instruction No. 3 of 2003 and to identify aspects that hinder the development of e-Government in Semarang Regency. This research uses qualitative research with purposive technique. Informants are chosen as much as 4 with interviews. Implementation development refers to the theories of Donald Van Meter and Van Horn and Daniel A. Mazmanian Paul A. Sabatier include: implementation of presidential instruction No. 3 of 2003, the characteristics of the policy issues, and environmental policy. The results of this research show that the implementation of presidential instruction No. 3 of 2003 still relatively good. Still the limited financial resources, implementor understanding and human resources as well as unequal conditions of political, economic and social environment and the technology becomes less the maximum factor of results achieved by the Government of Semarang Regency. As for the recommendation on the implementation of this is the increased understanding of the implementor by doing socialization, increased quality and quantity of human resources with skills training in the field of information technology and the consciousness of every Government Agency (SKPD) giving information as up to date in the development of e-Government.

Abstract

Semarang City is one tourist destination in Central Java Province, which has the potential to invite many tourists to visit. One of the attractions of interest to tourists  visited Semarang is Wildlife Areas (TMS). Wildlife Areas Semarang is one place in the city of Semarang tourism and wildlife conservation that combines the concept of education (learning about animals and life). The function  and role of the park's wildlife is in the field of education, namely as a means of science and technology education. As well as a place for family entertainment that educates various groups. However, in the management of Wildlife Areas are still not optimal, it is shown by the low interest of tourists to visit the Wildlife Areas Semarang. The purpose of the study to describe the condition of the internal and external conditions faced by Wildlife Areas Semarang, and analyze the strategies that should be prioritized in tourism management Wildlife Areas Semarang. The results showed that the management of a tourist attraction Wildlife Areas Semarang not optimal. The cause of non-optimal management can be seen from the internal and external factors of  wildlife Semarang areas covering of the lack of means of infrastructures, the quality of human resources, lack of budget and lack of tourism awareness groups. It is recommended to do for tourism management strategies Wildlife Areas Semarang, such as : Supervision of Culture and Tourism Semarang more comprehensive, attractive existence promo for visitors, Conducting coaching and persuasive approach to the community about the environment in order to grow  the attitude attraction of tourism awareness and Improving the quality and quantity of human resources.

Abstract

Availability of good rice is expected to maintain food security. However, riceavailability in Batang Regency decreases although the consumption of rice is always increases. When this occurs continuously, it is feared that there will be deficits that cause weak food security.Location of the research was in Badan Pelaksana Penyuluhan dan KetahananPangan Batang Regency. Selection of informants was done using a purposive sampling.To test the quality of the obtained data, technique of triangulation was employed. As the focus of study, implementation of the policy observed through results and process, based on the policy performance of observable indicators of effectiveness, efficiency, fairness, adequacy, responsiveness and accuracy. Based on theories of Edwards III, and Van Meter & Van Horn’s implementation model synthesis, acquired the factors that support and hinder the implementation of the policy, namely communications, disposition, bureaucratic structure and resources.Based on the results of this research, implementation of the policy on theavailability of rice on Batang has yet to pan out. There are still weakness in efficiency, fairness and effectiveness.The recommendations are (1) addition of equitable distribution and infrastructures; (2) equity of efforts increased production; (3) equitable socialization and counseling services; (4) monitoring during the production process; and (5) intensive socialization and counseling.

Abstract

Poverty is a complex problem that requires integrated and sustainable handling. In order to eradicate poverty in Semarang, the municipality government carries out a program called “Gerdu Kempling” which stands for Integrated Program on Health, Economy, Education, Infrastructure, and Environment.  The implementation of “Gerdu Kempling” program in Rowosari village includes surveying poor citizen, counseling with the local community, SKPD personnel, and university experts, identifying and mapping the problem(s), prioritizing programs and aims, carrying out programs, monitoring programs, and evaluating programs, as well as understanding factors that promote or hinder “Gerdu Kempling” program.   This research uses the qualitative descriptive approach as its analytical unit. The data are collected from questionnaires, interviews, documentations, and observations.  Results show that “Gerdu Kempling” program in Rowosari village is not optimum as there are many problem in its implementation, such as miss-matches between programs and their purpose in the community, and lack of synchronization between programs and their supporting activities. Factors that affect these include; lack of socialization, unverified number of poor citizen, and lack of commitment from program personnel to make the program successful.

Abstract

This study aims to assess the employee's performance Integrated Licensing Service Agency of Semarang with the ability to work and work discipline. The problems that exist in this study is still less than optimal employee performance seen from the lack of ability to work and work discipline. This study was conducted to determine how much the relationship between work ability variables (X1) and work discipline (X2) with employee performance (Y). In this study the method used is explanatory, that is the type of research that is used to examine the relationship between the variables studied. The data obtained by questionnaires given to 41 employees as respondents in the Integrated Licensing Service Agency of Semarang.The results of this study indicate that the hypothesis that there is a positive relationship between the variables work ability and work discipline to employee performance Integrated Licensing Service Agency of Semarang acceptable significantly by 82.44% coefficient of determination means the employee's performance changes by 82.44% as a result influence of ability to work and work discipline. While the remaining 17.56% is influenced by other factors such as motivation, leadership and work environment.The results showed a positive and significant relationship between the variables work ability and work discipline on employee performance. This means that in order to improve employee performance Integrated Licensing Service Agency of Semarang can be done by increasing the employability and self-discipline by giving an understanding of the work presented, provide training to employees, adherence to clock in and leave work and sincerity in completing work responsibilty.

Abstract

This study aimed to describe the performance of staff at the Department of Transportation, Communication and Information Semarang and to determine what aspects cause the performance of staff at the Department of Transportation, Communication and Information Semarang not optimal. Loci used in this study is in the Department of Transportation, Communication and Information Semarang. This study used a qualitative research method is descriptive. The subjects in this study consisted of four (4) key informantBased on the results of the study show that the performance of staff at the Department of Transportation, Communication and Information Semarang can be categorized Well although there are some dimensions are still unwell. Aspects that affect the performance of employees keoptimalan Department of Transportation, Communication and Information Semarang which aspects of competence and motivational aspects.The conclusion of this study is the overall performance of employees of the Department of Transportation, Communication and Information Semarang has been good, and aspects of competence and motivation keoptimalan indeed affect the performance of the Department of Transportation, Communication and Information Semarang. Based on these conclusions, the researchers recommend to the Department of Transportation, Communication and Information Semarang to correct dimensions is still considered less well so that optimal performance can be achieved more.

Abstract

In Undang-undang Nomor 14 Tahun 2005 about teachers and lecturers, that produces some article among others; article 8 mention that teacher must have academic qualifications, competence, a certificate educator, spiritual and physical health, and have the ability manifesting purpose national education.Therefore, certification are mandatory teachers to improve their quality. Certification teacher is granting certificate educator to the teacher who meet the professional. Teacher virtually professional one is having certificate educator who signed college implementer certification. Professional teacher of decisive importance success learning and certificate because they can create learning active, creative, innovative, and fun.Students will be motivated attending school well if method, matter, the props, delivered he pulled and not boring.The fact, a lot of teachers lazy to continue to learn how to teach good.In fact, special development activities teacher many opened as education and training teacher, seminar teacher, financial report methodology of learning, etc. With the certification expected competence teachers are growing and the quality of education be good.After certification, expected teachers could meet in four competency in UUGD Pasal 10 and government regulation of national education standard Pasal 28. Competence are pedagogik competence, educator personality, professional, and socially. However, virtually a lot of teachers unable to meet four competence that.Besides, the fact indicates performance and the teacher is not increasing after joining certification, even inclined to each before certification.Hence, supposed to exist pattern management and supervision sustainable for teachers to boost their quality after certification. This study aims to describe factors in choosing Human Capital Competencies dimensions in the risk of teacher in SMK Negeri of Semarang City. This research used method descriptive qualitative. This subjects in this study consist of 5 (five) main informant. Based on the research result show to explain the phenomenon on Human Capital Competencies dimensions in the certified teacher with the determinant factor, that is: faith and values, skills, experience, the personality, motivation, the emotional, intellectual, and cultural organization. The eight factors are determining the competence of teacher, especially Human Capital Competencies dimensions. The research done to be said overall be eight (8) factors determine in dimension Human Capital Competencies teacher public SMK in the City of Semarang. Conclusions in this study is to know the factors that determine the competence of the teachers and give me a description of a Human Capital Competencies to a teacher, so it can be a study in the implementation of the efforts to improve competence teacher.

Abstract

Modern market such as minimarket and modern shop are now growing fast in Tembalang regency, Semarang. This condition would probably give negative effects so evaluation of retail policy is needed in that area. The purpose of this research are to examine the impact of modern retail policy and to know the possible effort the can be conducted to reduce the modern retail effect in Tembalang regency. Qualitative methodology is used to describe the phenomena as the focus of the research. The source persons of this research are Semarang government officials, traditional merchants, and the society surround Tembalang regency. The result of the research shows the development of modern market namely minimarket and modern shop in Tembalang regency is growing rapidly year by year. According to Trade and Industry Department of Semarang, in 2012 there were 39 modern shops in Tembalang regency. That data was considered incomplete considering to the fact since numbers of modern shops in several spots beside the street was not included within the list. The appearance of modern shop creates positive and negative effects. The positive effect, it can increase the PAD of Semarang as a city and ease the consumer. The negative effects are it can also depress traditional merchants profit and create resistance as well as social gap. The suggestion of this research is hopefully, the government of Semarang would improve traditional market as new public service paradigm which upholds public importance along with the conduct of supervision in order to reduce the effect of the policy.

Abstract

One of the government’s efforts to reduce poverty in Indonesia is giving health aid for poor citizens by giving Jamkesmas (Public Health Assurance) to them. Wonogiri Regency is one of poor regencies in Indonesia, shown by increasing number of people who receive Jamkesmas. There are some aspects that have to be improved in the data collection of Jamkesmas’ beneficiaries in Baturetno District. This is according to the incompleteness of the Jamkesma coverage. Based on this condition, this research is aimed at investigating how Jamkesmas can be enjoyed by poor people listed in Jamkesmas beneficiaries and investigating the achievements of the objectives of Jamkesmas towards poor people in Baturetno District. This research uses the criteria of policy evaluation by William N. Dunn: effectiveness, efficiensy, adequacy, responsiveness, dan accuracy. This research uses qualitative descriptive method. The data were obtained by interview, observation, documentation, and literary review. By using descriptive method, the researcher studied the problem faced by describing the situation of the subjects or the objects of the research based on facts found and based on the real condition. The sources of this research were authorities of Jamkesmas and the beneficieries of Jamkesmas in Baturetno’s Health Center (puskesmas)The results of this reserach were: (1) there is no annual verification or update of the data of Jamkesmas beneficiaries that caused the incompleteness of Jamkesmas beneficiaries, (2) the objectives of Jamkesmas were achieved well in Baturetno District, (3) the acces and quality of health service for poor community were improved, (4) poor neighbourhood had more understanding about the benefits of health service, (5) Jamkesmas program positively affected poorer community in Baturetno Distict, and (6) people felt it hard to complete the requirements of the referral and felt that the registration in the hospitals were convoluted.Based on the above results, it is recommended that the data of Jamkesmas beneficiaries are verified, authorities need to improve coordination so that any information obtained by society is true and complete. The weaknesses of Jamkesmas concluded in this research are expected to improve JKN (National Health Insurance) which is now being implemented by the government.
