Abstract

Pelayanan Perizinan Terpadu Office is an office that has duties and functions as from peoples giving service in the field licensing. Therefore, the peoples using KPPT service to licensing do it. Service quality in the Pelayanan Terpadu Satu Pintu Office Kudus regency, can be said to be less well, so that creates a feeling of the peoples not satisfied in receiving a service. This research be made analysis for service system used by Pelayanan Perizinan Terpadu office Kudus regency, which aims to evaluating the quality of service. This research use descriptive qualitative in the research type, the technique of collecting data through observation, interview guide, and the documentation study. Informant are taken is the peoples of doing field business licensing service, and some officers related with the business licensing.In the research, the author uses the indicators of service quote from Kepmenpan Nomor 63 Tahun 2004. In terms of those indicators, KPPT still experiences some obstacles, it comes from the principle of simplicity procedure which is less clear. Time is past in giving on the charter which is less clear. Infrastructure is completeness still of which not support. Knowledge in the peoples of service product is low.Result on the research at KPPT Kudus Regency is the poorly in service quality. Because, still experiences some obstacles. So that, filling on the peoples not satisfied in accepting the service provided by KPPT. Therefore, expected to be an improvement in the principles of service that it not optimal, on the first in the service of business licensing, improve the dissemination and promotion

Abstract

Pemenuhan kebutuhan merupakan salah satu indikator pencapaiankesejahteraan penduduk, namun peningkatan jumlah penduduk yang tinggitidak diiringi dengan peningkatan sumberdaya manusia sehingga menimbulkanpeningkatan angka pengangguran, atau dengan kata lain di tempat yang jumlahpenduduknya tinggi akan lebih sulit untuk mendapatkan pekerjaan. Salah satuprogram yang dapat dilakukan untuk memecahkan masalah tersebut adalahTransmigrasi. Adanya Transmigrasi masyarakat diharapkan lebih mandiri untukmeningkatkan kesejahteraan hidupnya. Berdasarkan Undang-Undang Nomor 15Tahun 1997 tentang Ketransmigrasian, bahwa penyelenggaraan transmigrasidilaksanakan sebagai upaya untuk lebih meningkatkan kesejahteraan dan peranserta masyarakat, pemerataan pembangunan daerah, serta memperkukuhpersatuan dan kesatuan bangsa melalui persebaran penduduk yang seimbangdengan daya dukung alam dan daya tampung lingkungan serta nilai budaya danadat istiadat masyarakat.Tujuan penelitian ini adalah untuk mengetahui hubungan kondisi sosialekonomi dan kemampuan implementor dengan implementasi kebijakantransmigrasi umum di Kota Semarang. Penelitian menggunakan teoriimplementasi kebijakan dari Van Meter dan Van Horn, serta Weimer danVinning. Tipe penelitian eksplanatori dengan sampel 48 responden, pengujianhipotesis menggunakan rumus Koefisien Korelasi Rank Kendall, KoefisienKonkordasi Kendall dan Koefisien Determinasi.Hasil penelitian menunjukan adanya hubungan yang positif dansignifikan antara kondisi sosial ekonomi dengan implementasi kebijakan yangdiperoleh dari perhitungan Zhitung (5,11) > Ztabel (1,96) pada taraf signifikan5%. Hubungan yang positif dan signifikan antara kemampuan implementordengan implementasi kebijakan yang diperoleh dari perhitungan Zhitung (4,57)> Ztabel (1,96) pada taraf signifikan 5%. Hubungan yang positif dan signifikanantara kondisi sosial ekonomi dan kemampuan implementor denganimplementasi kebijakan yang diperoleh dari perhitungan ƒÓ2hitung (78,817) >ƒÓ2tabel (5,99) pada taraf signifikan 5%.

Abstract

Land Office of Sukoharjo district is a vertical institution of the National Land Agency (BPN), which was and is directly responsible to the Head of BPN Regional Office of Central Java Province that serving community activities in soil sertification in Sukoharjo District. Land Office of Sukoharjo district is a land office by the number of applicants the second largest land title services in Central Java Province.This study aims to identify and analyze the support factors and hinder organizational performance in Land Office of Sukoharjo District, so as to know what needs to be improved and sustained performance.The supporting factors and inhibiting factors are identified and analyzed from the organizational structure, policies, management, human resource management, technology, environment, organizational culture and leadership.In this study, researchers used a purposive technique. Data collection methods used were in-depth interviews and documentation techniques. This study shows that the supporting factors of the organization's performance at the Land Office of Sukoharjo District, among other things, policies related to the vision and mission management, human resource management through the aspects of compensation, incentives, and education and training, appropriate technology, environmental organizations, cultural organizations, and leadership. Limiting factor is the organizational structure in the aspect of unit size that shows the number of employees that are not balanced by a large request and sentraisasi decision making which is often prolonged vacancy, then from their own community who do not understand the procedures and delay in completing service file so that it becomes hampered the process.

Abstract

RSUD Kabupaten Sukoharjo is refferal hospital for Jamkesmas patients. The implementasion of Jamkesmas based on the Ministry of Health Regulation No. 40 in 2012. The issue of outpatient Jamkesmas service is about difference Jamkesmas patient and general patient services. This research to describe and analyze the quality of outpatient Jamkesmas service and dimensions that support and obstruct it. This research use the qualitative descriptive methods. This research based on the six dimensions of Zheitmal et al, Salim & Woodward and Lenvinne theory. Tangibles, there was no difference in the use of infrastructure. Reliability, the ability of employe to serve adjusted the skill and training supports. Responsiveness, less respons to accept complaint and suggestion from patients. Courtessy, It has not shown friendly attitude, polite and responsive. Equity, there was still a difference service by the attitude, counter, drugs and procedures. Accountability, there was no evidence transparency of employe service. The Conclusion is quality of outpatient Jamkesmas service still unsatisfactory. The Advice is given to obstacle dimension of service by increasing the use of criticism and suggestion facilities , employe serve heartedly, there is no difference service and give the evidence of service.

Abstract

Rising youth unemployment is fluctuating from year to year increasing, this condition will be a time bomb if it does not immediately get serious attention from the government. The stigma that arise in public life have an impact on the youth in the various facets of youth. Coupled with the absence of local regulations that protect the rights of the youth. This condition is the background of this research.The purpose of this study to determine the cluster-based youth empowerment and entrepreneurship obstacles or barriers faced by Department of Social Welfare, Youth and Sports of Semarang. The data obtained is then used to formulate alternative strategies that can be used in an effort to empower youth entrepreneurship.To reveal the problems of the purpose of the study, researchers used a qualitative approach using the analytic theory of strategic management. Data analysis was done using SWOT matrix and the Litmus Test.The results showed that in the effort to empower youth entrepreneurship-based clusters can not be said to be optimal, so we need a strategy to minimize the condition. From the litmus test results, strategic issues in cluster-based empowerment youth entrepreneurship is to increase the role of each stakeholder (Office, community leaders, youth organizations and training centers) to achieve freedom from unemployment Semarang. In the effort to empower youth entrepreneurship-based clusters, namely optimization advice given budget through cooperation with the private sector, improve the quality and quantity of human resources, and create a regulatory or legal basis and to increase public support.

Abstract

Technical unit dept. parking surakarta city who acts as management parking surakarta should have a good performance in order the parking management surakarta city. It was because still many problems caused by the parking itself.Technical unit dept. parking city surakarta is agency which give responsibility to transportation agency head communication and informatics surakarta city.Research aims to tell performance transportation department communication and informatics uptd parking surakarta city and for identifies factors support and hinder performance transportation department communication and informatics Surakarta city.In this research researchers used method research qualitative spatially descriptive, thus data collected shaped words, its picture instead figures.The data covering transkip the interview, notes field, photos, personal document and others.The result of this research showed that performance transportation department communication and informatics technical unit basic parking surakarta city overall can be said to have went on quite well and in terms of factors support the performance of technical unit basic parking surakarta city among others management policies, management of human resources technology, culture organization, leadership.While factor that inhibits performance technical unit basic parking surakarta city is organizational structure, incentives given special for employees who for achievement and there is still employees who do not control science tehnologi.

Abstract

Implementation of the Rural Development Plan implemented through Empowerment, Participatory, in favor of the public, open, accountable, selective, efficient, accurate, sustainability, and through an iterative process in order to obtain effective results. Here is an opportunity for the implementation of bottom-up planning by promoting community participation (participatory society). Further Regulation of the Minister of Home Affairs Number 66 Year 2007 concerning Rural Development Planning, chapter 2 (paragraph 3) states that RPJMDes village contains financial policy, rural development strategy and work program villages. The purpose of research is to describe the development planning in Pingit village, District Rakit, Banjarnegara, describe and analyze the development strategy in Pingit village, District Rakit, Banjarnegara. Efforts to address the problem and the purpose of the research carried out by using the theory of strategic planning by using the SWOT analysis and the Litmus Test as a way to address concerns and goals of research conducted in the strategic planning of the construction village, in the village of Pingit, Subdistrict Rakit, Banjarnegara. The results showed that the development in the Village Planning Pingit starting from the lowest level of the RT level, which is then submitted at the time of execution Musrenbangdes.So it can be said Pingit village development planning using the planning system bootom up planning. This approach is an effort to involve all stakeholders from the beginning, so that any decision is taken in planning their decision together, and encourage the involvement and commitment to fully implement them.

Abstract

One of the government’s efforts to reduce poverty in Indonesia is giving health aid for poor citizens by giving Jamkesmas (Public Health Assurance) to them. Wonogiri Regency is one of poor regencies in Indonesia, shown by increasing number of people who receive Jamkesmas. There are some aspects that have to be improved in the data collection of Jamkesmas’ beneficiaries in Baturetno District. This is according to the incompleteness of the Jamkesma coverage. Based on this condition, this research is aimed at investigating how Jamkesmas can be enjoyed by poor people listed in Jamkesmas beneficiaries and investigating the achievements of the objectives of Jamkesmas towards poor people in Baturetno District. This research uses the criteria of policy evaluation by William N. Dunn: effectiveness, efficiensy, adequacy, responsiveness, dan accuracy. This research uses qualitative descriptive method. The data were obtained by interview, observation, documentation, and literary review. By using descriptive method, the researcher studied the problem faced by describing the situation of the subjects or the objects of the research based on facts found and based on the real condition. The sources of this research were authorities of Jamkesmas and the beneficieries of Jamkesmas in Baturetno’s Health Center (puskesmas)The results of this reserach were: (1) there is no annual verification or update of the data of Jamkesmas beneficiaries that caused the incompleteness of Jamkesmas beneficiaries, (2) the objectives of Jamkesmas were achieved well in Baturetno District, (3) the acces and quality of health service for poor community were improved, (4) poor neighbourhood had more understanding about the benefits of health service, (5) Jamkesmas program positively affected poorer community in Baturetno Distict, and (6) people felt it hard to complete the requirements of the referral and felt that the registration in the hospitals were convoluted.Based on the above results, it is recommended that the data of Jamkesmas beneficiaries are verified, authorities need to improve coordination so that any information obtained by society is true and complete. The weaknesses of Jamkesmas concluded in this research are expected to improve JKN (National Health Insurance) which is now being implemented by the government.

Abstract

Regional Technical Implementation Unit (UPTD) in the park wildlife Mangkang Semarang City is the agency which manages one of attraction in Semarang City area. Management of this attraction as a form of Policy Implementation of Tourism Development in Semarang City based on District Regulation Semarang City Number 3 of 2010. The research was carried out using the theory of policy implementation George Edward III with several factors that influence that is communication, resource, attitudes so that can be obtained an exact description of the development implementation of the park wildlife as a form of implementation the tourism development. This study used qualitative descriptive approach as the unit of analysis, while the data collection techniques obtained through interviews with informants,documentation and observation.The result of this study indicated that the development of tourism by UPTD Wildlife Areas Mangkang have not been optimal. It looks from stil lack the number of visitors, the public complaints regarding the completeness of the existing facilities at the wildlife park until the issue of socialization and less intensified tourism promotion.The concluction that can be derived that the development of tourism by UPTD Wildlive Areas Mangkang have not been optimal. Therefore, there needs to be new techniques in the management and development tourism. For examples: improvement of animal enclosures in the accordance with the capacity of the number of animals, completing tourist facilities and informating of wildlife parks is more intense and effective.

Abstract

Semarang as the capital of Central Java province opens opportunities for communities and areas including employment opportunities for young people to work or a chance to employ children. Child labor is not just children running jobs with wages, but once attached to the exploitation, hazardous work, delays in access to education and hinder the development and protection of the laws governing the physical, psychological and social development and the fulfillment of children's rights.The research was conducted in the city of Semarang. methods used in this research is descriptive-qualitative. The data was collected by using interviews, observations, and a review of the literature.This study aims to: first describe the implementation of child labor reduction policies in the city of Semarang, second, determine the factors that affect the success of the implementation of the policy response to child labor.The results showed that: The cooperation between government agencies is not good, the benefits of the implementation of the perceived lack of resources, lack of budget support, social, economic and family influence.Recommendation the authors provide recommendations: expand the range of services and the handling of child labor, building studios for children, need to budget specifications, provide skills for working children.
