Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

Public service is considered satisfying and brings satisfactory when the service comes to fulfill the society’s needs and demands. When the society doesn’t feel satisfy by the given service, it can be concluded that the given service doesn’t meet its quality and efficiency. To assess whether a public service provided in a good quality or not, the researcher uses the five dimensions measuring the quality of service by Zeithaml, et.al. The present research aims at describing and analyzing the BPJS public service opname patient at Tulip Room at Tulip Room in RSUD Temanggung Regency. The analysis can be seen from the dimensions of physical evidence, reliability, responsiveness, assurance, and empathy. The study deploys qualitative descriptive method by recruiting 7 informants. The informants are the BPJS opname patients. The result of the study showed that the quality of healthy public service at Tulip Room at Tulip Room in RSUD Temanggung Regency is optimal. It can be seen from the scheduled appropriate time of service, the responsive response to the patients by the staff, a good security service, and respecting the patients’ priority. From the research, it can be recommended that to increase the hospitality at Tulip Room in RSUD Temanggung Regency, the hospital is in need of a set of security cover to enhance the patients’ convenience by the noisy from inside and outside the Tulip Room that are in under renovation. In addition, to increase public participation, an information board is needed where the society can give complaints and suggestions to a better quality of the hospital and keep updating the information on the information board.

Abstract

Natural disasters are natural events that harm or threaten in human life. The potential occurrence of a disaster is always there all of the time and disasters can happened anytime and therefore needed handling with disaster preparedness. In responding to disasters Semarang make Semarang Regional Regulation No. 13 of 2010 on Disaster Management. Through the Regional Disaster Management Agency (BPBD) government involving the community by creating a Village Disaster Alert (KSB). The purpose of this study was to determine the role of KSB Muktiharjo Lor districtsof Genuk in response to floods in the Muktharjo Lor District of Genuk. This research uses descriptive qualitative approach. Data collection techniques used were observation, interviews, documentary studies and literature. Results from this study is the difference in point views of KSB with BPBD. The government saw that the establishment of the KSB to the public as subordinate of government in handling disaster and its members are volunteers. But KSB members found it hard to to be a volunteer and hopes to become members of KSB wages. Need better coordination in order in handling disasters can be more responsive.

Abstract

Pelayanan merupakan kebutuhan semua manusia bahkan tidak dapat dipisahkan salah satunya adalah pelayanan Administrasi Kependudukan. Hakikat pelayanan publik adalah pemberian pelayanan prima kepada masyarakat yang merupakan perwujudan kewajiban aparatur pemerintah sebagai abdi masyarakat. Penelitian ini bertujuan untuk menggambarkan pelaksanaan pelayanan publik dalam menciptakan pelayanan prima di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pemalang. Selain itu, untuk mengetahui faktor-faktor pendorong dan penghambat pelaksanaan pelayanan. Upaya menjawab permasalahan dan tujuan penelitian dilakukan menggunakan teori pelayanan prima dengan melihat indikator pelayanan prima. Hasil penelitian menunjukkan bahwa peyelenggaraan pelayanan sudah melakukan perubahan dan berjalan dengan prinsip pelayanan prima, namun hal tersebut belum optimal karena masih terdapat kendala-kendala. Faktor-faktor pendorong dan penghambat pelayanan antara lain sumber daya manusia, sarana prasarana, sistem informasi manajemen, dan alur pelayanan. Penyelenggaraan pelayanan publik masih menunjukkan adanya kekurangan sehingga belum terselenggara dengan optimal, hal tersebut menunjukan bahwa Pelayanan Prima belum sepenuhnya tercapai. Disarankan adanya peningkatan profesionalitas sumber daya manusia, pengoptimalan penggunaan sistem informasi manajemen, penyediaan sarana dan prasarana yang representatif, serta pembenahan alur pelayanan.

Abstract

Advertisement tax is a levies that local districts / cities on the implementation of the billboard. Advertising Tax convening aims to help improve the original income in order to carry out the development and care of the household own areas. In fact in the implementation of policy implementation have not been fully able to bring results in line with the target set. The focus of this research is the Implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang as the locus of research. This study uses theory implementation proposed by George Edward III, Meter and Horn theory and the theory of Grindle. This type of research is explanatory research that examines the influence between variables with hypothesis testing. The unit of analysis is the implementing agency personnel policy the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang related (Employee field of local taxes). A representative sample use Proportional Random Sampling technique by taking 30 respondents. Statistical testing to measure the accuracy of instruments questions using validity and reliability test. hypothesis testing using the formula Kendall Rank Correlation Coefficient with Z Significance Tests with SPSS method and coefficient of determination.. The research proves that there is a positive and significant relationship between attitudes to the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 11.4% relationship. There is a positive and significant relationship between communication with the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 16.4% relationship. These results indicate that the hypothesis proposed in this study received. Based on the research, in order to achieve the successful Implementation Regulation 6 of 2011 about the advertisement tax, DPKAD Semarang need to conduct more intensive training to officers and providing extension or a more intensive socialization to taxpayers.

Abstract

Green open space (RTH) issue has been part of the municipal government of Kudus Regency policy. However, the policy had not been implemented effectively for there was only 8% of the total spaces available in the regency were used for the green open space. Participation of concerned stakeholders are necessary towards further development of the green open space (RTH). This research is a qualitative descriptive research which is aimed to know the commitment of leaders in developing Green Open Space in Kudus Regency and obstacle factors related to commitment of leaders in development of Green Open Space. This descriptive-qualitative study aimed to find out local leadership commitment in Kudus Regency to the development of the green open area (RTH). The study found that the local leaders did not have optimal commitment, as it might be evident from attitudes of leading by example, role in decision-making process, and promises to stipulate necessary local laws. The study also found some impending factors such as ineffective communiation in distributing information related to green open area, lacking competency among employees, and inadequate facilities. The study recommended improvement of some local leadership supporting indicators. Authorities in the municipal government of Kudus Regency must lead by examples, provide unused area for the green open space project, and improve competencies of the employees. Education and training programs, as well as seminars, are necessary to improve human resource development. In addition, local laws concerning the green open area must be enforced.

Abstract

This research is done to describe the performance of the organization in the Department of Transportation, Tourism, Culture, Communication and Information Blora using organizational performance measurement indicators and the factors that affect organizational performance. Blora has considerable potential to compete with other regions, but the maintenance of tourism destinations, transportation, and communication to the public has less impact on the lack of existence of Blora. This research was done to find out the reach of productivity, responsiveness, outcomes, quality of service, and the use of resource DPPKKI Blora. Researcher also describes the factors that support and obstruct the performance of the organization. This research is kind of descriptive qualitative research, that the data collection techniques through observation, interview, and literature research. Informants were taken by the researcher is head of department, head of the DPPKKI and some Bloras’ societies. In this research, researcher used indicators of organizational performance from Jerry Harbour, Dwiyanto, and the Institute of Public Administration that combined according to problems in the field. The targets are made do not fully reached. The research found that human resources be a big factor in supporting and obstruct the performance of DPPKKI. Another thing, the researcher assume that organizational cultureof DPPKKI affects organizational performance is incoreect, but the results of research in the field of technology which is a factor supporting and obstructing organizational performance. Based on the results of this research concluded that the performance of the organization in the Department of Transportation, Tourism, Culture, Communication and Information Blora is needs to be increased. Recommendations given by the researcher is to increase the amount of human resources, need for education and training in turism and transport, infrastucture and facilities also need to do the filing procurement of renewable techonogies is a data processor.

Abstract

This study was prepared for evaluating program performance of Unliveable Rehabilitation Home Program in Purbalingga using indicators based on AKIP which are the input, output, outome, benefit and impact. As in this program there are gaps or constraints that may affect the results of program performance of Unliveable Rehabilitation Home Program in Purbalingga derived from the input, output, outcome, benefit, and impact The results obtained are that the human resources lacking in terms of quantity, although the existing human resources are appropriate and optimal, overall target number of uninhabitable houses in the district Purbalinga are 27.533 homes, but new in rehab just 100 houses in accordance with appropriate housing ie roof pedestal and wall, this program can not be said to alleviate poverty, overall, the benefits are felt only to the 100 beneficiaries of rehabilitation home, this assistance has not been felt for alleviating poverty because the aid was stimulated and only include one measure, namely board. So, we may conclude that the performance of unliveable rehabilitation home program in Purbalinggawas good, based on the gains that have been achieved. This program was not the final solution to overcome poverty because it only resolve section of the board. Advice can be given by researcher are that the implementation of the program conducted during dry season, helping each other when collecting document, creating more leaders in society or making certain committee to do implementation on the field outside of the instrument.

Abstract

The implementation of child-friendly city program is a step to create an environment to ensure the fulfillment of the children rights which are implemented by stakeholders, which is the government, society, and the business industry. The objective of this study is to describe how the implementation of Child-Friendly City Program in fulfilling the rights of children in Bekasi that can be assessed through five indicators which are in the five clusters of the children rights. Researcher analyzed the factors that support and obstruct the programs with six factors were found in the field consist of internal and external factors. The factors are resource, the commitment of officials and policy implementers, communication, society and business industry. The result of this research in attempt to fulfill the rights of children in Bekasi is still encountering obstacles on several clusters. There must be an improvement in resources aspect both in quantity and quality. The communication between the policy implementers have not been good and the information has not been delivered to the target group. The commitment of the officials and all of the policy implementers is still weak.

Abstract

Tourism is one of the construction sector which is currently being promoted by the government into the background of this research. The problem that arises: Implementation of promotion policy of the government tourism potential Pemalang Objective To describe the implementation of the research for policy promotion of tourism potential in Pemalang. Efforts to address concerns and purpose of the study conducted using qualitative approach in addressing the issues contained in the Department of Culture and Tourism Pemalang. The results showed forms of promotion done by the Department of Tourism and Culture Pemalang include: promotion in the form Personal selling is done through exhibitions and events. Inhibiting factors include the readiness of the development gap between the attractions with incessant promotion that has been conducted by the Department of Tourism and Culture and related parties does not occur effectively. Advised the Department of Tourism and Culture Pemalang optimize all forms of promotion of tourism in the district of Pemalang district so as to attract visitors significantly through the cooperation of the tourism business.
