Abstract

This study is structured to evaluate the implementation of technical training competency office management based ini information technology class II in 2014 at the Board of Education and Training of Central Java province using indicators of success, education and training, as well as the factors that influence the success of education and training. Qualitative descriptive study with data collection through interviews, observation, documentation, and literature study. Source of information is head of the technical areas, technical training field staff on the Board of Education and Training of Central Java Province, and alumni of training participants. The study used indicator of the successfull training of Michael Hariss. Indicators participants' reactions have not been good, less active and not enthusiastic follow the training. Changes in behavior has not been good, most participants still have the same pattern of work as it did before the training. Tangible results have not been good, there are still a lot of training participants who do not apply the knowledge gained on the job because it is not related with their field. Researchers also evaluated the factors that affect the success of the training from some experts. Training participants are not good, they are less enthusiastic participants and many of them who are join the training not match with the IT field or PDE. Coach is pretty good, the ability to transfer knowledge is good but there are lack practice for the participants. Materials provided has not been good, the participants felt the training was too theoretical and less practice which are related with IT. Good facilities and infrastructure, and wireless audio wasteful battery consumption, wifi unstable, as well as computer provided insufficient number for training participants. Time management isn't good, trainers and participants alike are still frequently late for training. Based on the results of this study we can conclude that the implementation of technical training competency office management based on information technology (IT) class II in 2014 at the Board of Education and Training of Central Java province has not been good. The recommendation given that need a selection for the participants to join to make the training usefull and on target. Need to complete the infrastructure to support the learning process and provide a firm training sanctions for both trainers and participants who are indicipliner.

Abstract

The era of globalization, the erosion of local culture in Indonesia, declining interest and public concern Semarang city of art and culture, and performance Cultural Affairs D.C.T Semarang into the background in this study. The research objective to analyze the performance of Cultural Affairs D.C.T Semarang and describe the factors supporting and inhibiting performance of Cultural Affairs D.C.T Semarang in dealing with the erosion of cultural values of the people in the city of Semarang. This study uses the theory of organizational performance with five dimensions of organizational performance namely productivity, quality of service, responsiveness, responsibility, and accountability, while also enabling and inhibiting factors are derived from the internal and external environments. The approach used qualitative descriptive. The technique of collecting data through interviews, documentation, and literature study with employees of Cultural Affairs D.C.T informant Semarang. The results showed that the performance of Cultural Affairs D.C.T Semarang in handling the erosion of cultural values of the people in the city of Semarang can be said is good, but not yet maximal because there are constraints on the dimensions of productivity and quality of service that is the lack of coordination and cooperation and the lack of community participation. Supporting factors such as the objectives in the Strategic Plan 2010-2015 D.C.T Semarang year, the organizational structure is very good, quality human resources, the attitude of discipline and mutual cooperation, RPJMD policy, economic conditions and their budgets, community participation when a big event, and public criticism and suggestions. While the inhibiting factors that limited human resources, regulations, central and local government is so strict about the grant, the absence of authority in the national film industry, certification of cultural heritage, and preservation of the Java language, limited budget, and lack of participation, interest and public awareness to conservation culture. Suggested of Cultural Affairs can improve productivity, maximize cooperation has been established, adding cooperation networks, and coordinate with the Central Government and R.E.A Semarang.

Abstract

Tourism sector is now being regarded as an important development program because of its position as a source of income. There are four travel destinations managed by Semarang Culture amd Tourism Department, each of which have a uniqueness. By utilizing a strategic place, Semarang Government designs a concept to increase tourism which consists of several stratehies. But the management of the tourism increasing strategy by Culture and Tourism Department is still not optimal. Therefore, this study is conducted to find out how is the tourism increasing strategy done by Semarang Culture and Tourism Department. This study used a qualitative descriptive method and SWOT analysis with documentation and interview as the means to collect data. The target of this study is government, specifically Semarang Culture and Tourism Department and people participating in the management of Semarang's tourist attractions. Strategy is defined as steps or methods done by the government in a long term to achieve an objective. Based on the result of this study, the problems faced by Semarang Culture and Tourism Department in general regarding the strategy to increase tourism include the facilities and infrastructure that had not been ideal, limited budget, the quality and quantity of HR that is still lacking, and the lack of events that can have a high value, and thus hamper an improvement in tourism. This study encourages tourism stakeholders to pay attention to the strategy discussed in this study. There is a need for government, private, and public’s involvement, improvement in HR quality and quantity, construction of facilities and infrastructures that are felt to be lacking, and also a good teamwork between the parties involved in improving the tourism sector in Semarang.

Abstract

Effectivity is essential as a form of accomplishment for what have been done by the stakeholders such as organization effectivity of Tourism Support Division in Tourism Business Registry services in Semarang. This study is conducted to describe and analyze whether the organization effectivity of Tourism Support Division in Tourism Business Registry service of Semarang has been effective, and to identify the hampering factors of Tourism Business Registry services in Semarang. The study is descriptive in which using qualitative approach. The data are collected by observation, interview, documentary studies, and library research. The result shows that the organization effectivity of Tourism Support Division in Tourism Business Registry services of Semarang has not been effective, as seen from the distant goal that is to provide a source of information about the regulation of Tourism Business for stakeholders. It is proved in amount of the number of stakeholders who do not own Tourism Business Registry. It is caused by several obstacles such as lack of human resources, inadequate facilities and infrastructure, minimum technology utilization, low awareness of entrepreneurs, and poor coordination in getting information. The suggestions given are holding regular and wide socialization to the businessmen about the importance of Tourism Business Registry, increasing the number of Human Resources (HR), and maximizing internet usage as an online based Tourism Business Registry.

Abstract

This research is aimed to identify the shape of a given social interventions and evaluate the stages of social intervention in order to obtain good performance of program and to identify whether there is result of the implementation of social interventions provided by Department of Marine Affairs and Fisheries Semarang through Fisheries Development Program in Tambakrejo Hamlet, Semarang. This research is a qualitative descriptive study with data collection through interviews and documentation. Informants were selected by researcher is employees of Department of Marine Affairs and Fisheries Semarang and fishermen communities in Tambakrejo Hamlet, Semarang. In this study, researcher used a phase of social interventions to see if the social intervention provided is in accordance with the stages of implementation and use phases of policy evaluation. The results showed that social interventions provided by Department of Marine Affairs and Fisheries Semarang has been running well and in conformity with the implementation phase. Results of the administration of the social intervention is fishermen awareness to use environmental friendly fishing gear, fishermen awareness of safety at sea, fishermen skill enhancement, and increasing fish catches. But the intervention provided also still has shortcomings, that is in terms of the implementation stages, the data collection phase, the contract negotiation phase, and termination phase. Termination stage or termination of intervention activities can not be done, it is because a given social intervention has not been fully able to resolve all problems in Tambakrejo Hamlet, Semarang. Furthermore, supervision and sanctions toward fishermen who still use dangerous fishing gear has not given explicitly. Social interventions is still not fully utilized by some fishermen. The advices can be given by researcher is to raise awareness to protect the environment, involving collaboration with the private sector, eliminating the lazy attitude of fishermen, apply strict supervision and sanctions to fishermen who commit violation. While the advice can be given to other researchers that will research the social intervention in order to pay attention to the excavation problems stage and establishing a system of action. Due to give an intervention need to be excavated and the main problems involve other parties for the implementation of a given intervention can run well.

Abstract

Bureaucratic reform in a whole of life caused the good governance from various side. The excellent quality of public services being a piority in public sector to fulfilling society needs. The service has impact on public satisfication to services provision. The procurement service of Driving Lisence of Motorcycle (SIM C) is one of task and function of public services that held by Polres Semarang. The purpose study of this research is to analyze the service quality the procurement of Motorcycle Driving License (SIM C) in Polres Semarang. The writer uses Serive Quality method to measure the quality of SIM C services based on principles of public services that refers to transparency, accountability, conditional, participatory rights equality and The balance of rights and obligations. The result show that service has not run optimally. Thus, it could not satisfy the recipient yet. The lacking of dimension is in participation and conditional aspect. The Service by using technology can facilitate the provision of driving license service to conduct Online Service that has not applied yet in Polres Semarang. According to the result, the research is conducted to revamp the complaints from public.

Abstract

Developing institutional capacity of local Government always contain an understanding of various efforts to improve service to the community. This research aims to find out and analyze developing institutional capacity in staffing agencies, education and training in Semarang. In addition, to know the driving factor and a barrier to developing institutional capacity in staffing agencies, education and training in Semarang. This research is descriptive using the type of qualitative approach. The results showed that lack of support from regulation, make the employees hardship to complete basic tasks and functions, especially in structuring the organization which has not been in accordance with the Government Regulations number 18 in 2016 about forming, and local regulations number 14 in 2016 on the establishment and composition of the regional city of Semarang can make the formation of the Officer has not been in accordance with duties and load. This factor is restricting institutional capacity building in the area of Staffing Agency in Semarang. Based on the results, it is recommended to the regional Staffing Agency in Semarang, associated with the regulations which are fluctuate, it is necessary to clarified about the rules that will be used, to avoid multiple interpretations of all parties, especially the regional Staffing Agency in Semarang.

Abstract

This research is to identify and describe the implementation of public service innovation in BP3TKI Semarang and the positive and negative factor that influence the implementation of public service in BP3TKI Semarang. This research is a qualitative descriptive study by collecting data through interview, library research, documentation and observation. Informants in this research was BP3TKI Semarang’s staff and Indonesia’s labor that comes from Central Java Province. This research uses the atrributes of innovation theory to identify the implementation of public service innovation in BP3TKI Semarang and the factors that influence the implementation of that public service innovation. The results obtained that the implementation of public service in BP3TKI Semarang can be said quite good. It is known through the results of the implementation of public service in BP3TKI Semarang based on several indicators, pleasure/ satisfaction, important component, balance of the needs, is unsuitable from the innovative’s attribut in a proper way, and there are several problems leave unsolved. Moreover, there also two obstacle that could obstruct the proceeding of innovation from public service in BP3TKI Semarang, such as the lack of management and the lack of Human resources and facilities or infrastructures. According to the result of this research, it can be concluded that the Innovation of public service in BP3TKI went well generally although, some indicators of research have to be fix and some obstacle factors have to be solved. The researcher proposed some suggestion such as recruiting employees, determining the institutional values, improve the management of facilities and infrastructure, providing technologyat Ahmad Yani Airport in Semarang and Soemarmo Adi Airport in Surakarta, and increasing network capacity in BP3TKI Semarang.

Abstract

Village Disaster Preparedness (Kelurahan Siaga Bencana) is a village that has ability to recognize threats in their area. It is also able to organize community resources to reduce vulnerability and to increase capacity of their community in order to reduce disaster risk. This ability is embodied in planning the efforts of prevention, preparedness, disaster risk reduction and increased capacity for post-emergency recovery. The purpose of this study is to describe how the implementation of the Village Disaster Preparedness Program in Ngaliyan, Semarang and to determine the supporting and resisting factors of Village Disaster Preparedness Program in Ngaliyan, Semarang. This research is a descriptive study by using a qualitative approach.The result shows that in its practical, there are some situations that resisting the implementation of program. This is caused by the weakness of the human resources, funds resource and facilities resources factors. The recommendations which can be given is related to human resources that can be improved in quantity and quality, financial resources in order to provide a special estimation to the implementation and improvement of the quality in facilities and infrastructure on the implementation of the program.

Abstract

The Government is working to improve the quality of public health with the use of social security. Social security is one form of social protection organized by the government of useful guarantee citizens or communities to meet the basic necessities of life. One of them is through the health security program which is organized by the organizer of the social security (BPJS). BPJS health is a government program to meet the basic needs of life of the community in the field of health. The program is expected to serve and provide protection so that all people get access health equally. Based on the background of this research aims to know the effectiveness of the program BPJS in Semarang and inhibiting factors in the effectiveness of BPJS Health Program in the city of Semarang. This study used quantitative descriptive research type with a total sample of 98 patients who use the services BPJS Health at Public Health Center Srondol. This study uses five indicators to measure the effectiveness of programs that socialization program, program understanding, precision targeting, program objectives and real change. Based on data analysis, conclusion that the effectiveness of BPJS Health program in Semarang can be said to be effective. Based on the five indicators, which have the lowest level of effectiveness is an indicator socialization program that scores of 1.83 (less effective). Factors that are considered obstacles in the effectiveness BPJS program is socialization programs, services and dues BPJS.
