Landslides occur in areas that exist in Indonesia, one in Central Java province. Purworejo Regency is a regency in Central Java province frequent landslides. In order to deal with the problem of landslides in Purworejo, Regional Disaster Management Agency (BPBD) Purworejo perform various disaster relief efforts including mitigation efforts. The focus and goal of this study is to formulate mitigation strategies landslides. Using the method of SWOT analysis (Strength, Weakness, Opportunities, Threats) analysis of existing strategic environment in disaster mitigation efforts landslides. This study uses qualitative descriptive type with collecting data through interviews, literature, and study the document. Informants were taken by investigators is BPBDs Purworejo. The results obtained that disaster mitigation land by BPBDs Purworejo not maximized. In practice there is no contingency plan documents landslides are used as a reference for action. The quality and quantity of human resources were inadequate. In addition, the low public knowledge and attitudes of society are apathetic towards mitigation efforts landslides hamper the implementation of mitigation efforts landslides in Purworejo. By analyzing the internal and external environment are obtained strategies are then tested using a litmus test to measure the level kestrategisan existing program based on the scores. Based on these results, it is suggested that the strategic programs that have been formulated can be implemented and applied consistently by BPBDs Purworejo. This is done to improvements in the implementation of disaster mitigation efforts landslides in Purworejo.

The policy of retributon for license building has been poured on regulation number 19 year 2011 about retribution for anyother license. This regulation are for increase the public license service, in particular for development. In addition, this regulation head for make supervision and control the buliding in the Magelang City and for increase the income of city. Altough there are regulation that regulate the retribution for license building in Magelang City. But in fact the regulation still not effective.This research aims at finding out how the implementation of the regulation abaiut retribution for license buliding in Magelang City and also to finding out the stimulation’s factors and the block’s factors. The methods that use in this resaerch is desciprtive-qualitative methode. In this research the writer use the five of regulatin exactness from Riant Nugroho to finding out the effectivisme of the implementation of regulation and implementation’s theory form Van Horn an Van Metter which influence the implementation of regulation. The result showed that the policy of retribution for license buliding in Magelang City still not maximal in the implementation. That proved by form total of the building in Magelang 35.312 just 22.55% that have the license buliding. It caused by the comunication beetwen public and government still less in order to make the license bulidng. The limit of human resource be a blocked this implementation and the social area that didn’t support the regulation. Therefor we need to increase the quality of human resource, the comunication beetwen public and government and repair the sosial area.

Illegal mining which often operate in the river sand mining in the Luk Ulo Kebumen often cause a lot of damage to infrastructure at this location. Many roads leading to the mine site into a corrugated perforated and caused frequent traversed by trucks transporting sand from the mine site. The new policy as stipulated in Law No. 23 of 2014 regarding licensing this pleases Excavation C today that the provincial party in all the licensing process and the district are no longer authorized to conduct the regulatory process again because it is already the direct supervisor of the center and very unfortunate again one district only get one supervisor and came from the province so that it can be concluded that the role of the supervisor in his knowledge of the area monitored very minimal and certainly can not be every day watching the mine site. The purpose of this study is to determine how the results of implementation of licensing Excavation C in Kebumen and to know what is the driving factor as well as an obstacle to the passage of the C Excavation licensing policy. The research method in this study is a qualitative research method with data collection technique that is by interview, documentation and observation. While the results of the research were obtained, namely the implementation of the licensing policy of excavation c many walked not in accordance with the Law no.23 of 2014 as well as the increasing number of illegal miners. Such policies should be supervised by the supervisor of the supervisors province has been replaced by the municipal police and with the role of the distribution of the results that have been handed back to the district bestowed on the BAPPENDA the withdrawal of retribution assisted by municipal police in the regulatory process in the field. Recommendations for the community in addressing these issues should people be obedient to the policies that have been prepared for the purpose of the government for the welfare of the community itself. As for the government should make policy decisions should be reviewing the policy in advance in order to minimize the people who will be harmed from the passage of the policy.

This research was conducted to evaluate the strategic planning process held by Semarang city Department of Transportation, Communication, and Information and to identify the supporting factors and the obstacles of the strategic planning process. This research was conducted because the strategies and the policies of “Telecommunications Infrastructure Improvement Throughout The Region†are only written in the 2005-2025 RPJPD of Semarang City but not in the 2016-2021 RPJMD of Semarang City and 2016-2021 Strategic Planning of Semarang City Department of Transportation, Communication, and Information but only written in 2017 Work Planning Program of Semarang City Department of Transportation, Communication, and Information. This research is a qualitative descriptive study with data collection through interviews and document studies. The informants that were interviewed by the researcher is the strategic plan maker team of Semarang city Department of Transportation, Communications, and Information. In this study, the researcher evaluated using the stages of the strategic planning process. The result of this research is that the evaluation of the strategic planning process is still not optimal. The result is known through research that shows that the stages to identify the mandate of organizations lacked the needed depth aside from Semarang city RPJMD, which is Semarang city RPJPD. Moreover, in the stage of creating an effective organization vision, Semarang city Department of Transportation, Communication, and Information did not envisioned its own vision for the better future and instead opted to follow the vision of the head of the region without even looking at the strategic issue that is chosen by the organization based on the acts in effect. The advice given by the researcher is to conduct a closer look into all of Semarang city document of plans, perform a closer look into all of the acts and regulations on regional development planning with regard to Semarang city, conduct regular consultations with the Regional Development Planning Agency of Semarang city, and adding human resources to alleviate the overload of work for each employee with the applicable regulations. The writer advised another strategic planning researchers to take a deeper look on all the steps of strategic planning, especially the step that concerns the initiation of strategic planning and the steps that concerns the mandate of the organization because it involves third-party subjects and is under the authority of an organization.

Semarang is one of biggest city in Java Island, so have potential of substantial revenue, including charges for services from the public’s roadside parking. With the implementation and surveillance of parking service fees in the edge of public road at Semarang City aimed to explore the potential of the area by maximizing revenue as source of income to improve services for good regional development. One of the potential income derived from the retribution for public roadside parking service considering the number of vehicles in Semarang annually increased. For example the number of 2-wheel vehicles in 2010 about 119019 units and increased to 151286 in 2013. However the implementation are far from the current target because many found numerous violations. This study aims to describe how the implementation and surveillance of parking service fees in the edge of public road at Semarang and to investigate the inhibiting aspects of policy implementation. The method used is descriptive qualitative theory from Mazmanian and Sabatier also Van Meter and Horn. The results of the study in the location shows that the inhibiting aspects of policy implementation that is the attitude and communication. Based on the problems that found in the study, the authors giving out recommendations for improvements to existing problems such as: socialization and periodic supervision, increasing resolute sanctions and increasing the effectiveness of coordination between the implementing agencies.

Viewing from the reality that is happening in the bureaucracy in Indonesia, the image of public service which seems slow and cumbersome continues to be a particular concern in the bureaucratic reform program. It is closely linked to the conditions that occur in the service of licenses. BPPT and PM Salatiga is one of public service providers engaged in the licensing and investment sector. BPPT and PM Salatiga are apparently not capable to provide public services well. It is evidenced by the number of complaints from the public, not achieving the targets in the SPM, and there are still people who do not feel satisfied with the services provided. The purpose of this research is to describe the performance of public service providers in the BPPT and PM Salatiga and identify factors driving and inhibiting the performance of BPPT and PM Salatiga. This research uses descriptive type with qualitative approach. Data collection techniques used on this research is observation, interviews, documentation and triangulation. The results of this research indicate that the performance of public service providers in the BPPT and PM Salatiga is still needed to be increased. The indicators that are considered to be improved are the indicators of standard service, notice of service, complaint management and Public Service Information System (PSIS). Therefore, it is recommended to add training for employees, publish notice of service, provide a complaints management officer, implement the updating data and information related with the service held, and reactivate the website owned by BPPT and PM Salatiga.

Management of Dengue Hemorrhagic Fever (DHF) is a prevention and mitigation activities to break the chain of infection dengue disease in a way to combat mosquitoes and mosquito larvae of Aedes aegypti and Aedesalbopictus. Dengue is one of endemic disease in Semarang City. District Tembalang, which is one of district in Semarang City, has the highest number of patients with dengue fever within the last five years. Seeing this, Semarang City Government published Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management. This study is aimed to describe how the implementation of Perda No. 5 tahun 2010 about Management of Dengue Hemorrhagic Fever (DHF) Management in district Tembalang and to identify supporting factors and resisting factors of Implementation Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management in District Tembalang. This research is a descriptive study using a qualitative approach. The result shows there are phenomenon that considered not good enough such as accuracy of the policy, accuracy of the implementer, accuracy in targeting, precision and accuracy of the process environment. In this study also found that supporting factors of the regulation implementation is bureaucratic structure, whereas the resisting factors founded in the communication factor, resources and disposition. Recommendations can be given by researcher are to increase the intensity of regulation socialization, community empowerment, strengthen of coordination between the implementers, enhance human resources quantity, cooperate with other implementers such as private implementers in order to support the lack of budget.

This research was to identify the level of outpatient satisfaction and what indicators needs to be prioritized to improving the services quality in Dr. M. Ashari Pemalang Hospitals. The author used a quantitative descriptive research type with a total sample of 100 patients who used outpatient services in Dr. M. Ashari Pemalang Hospital. This study used satisfaction measurement through 6 service dimensions such as tangible, reliability, responsiveness, assurance, empathy, and communication by comparing the performance of (X) and expectations (Y) which caused the satisfied or dissatisfied feeling. The results of this research indicated, there were two dimensions which were considered in determining of the patients satisfaction who had high expectation but in a low working performance level, so these could be said that less satisfied to unsatisfied. These two dimensions were: 1. Tangible, in which there are 4 sub dimensions, they are completeness of facilities and infrastructure, hospital cleanliness, comfort of the hospital, and the neatness of appearance employee; 2. Reliability, in which there are 4 sub dimensions, they are speed of services, appropriateness of care schedule,and the simplicity of services procedure. While of the sixth dimension that had a lowest level of satisfaction that were reliability dimension which got rated of performance level of 2,33 (unsatisfaction).

The Government of Semarang city publish the ordinance mayor of Semarang number 5 in 2013 about a regulation of modern shop or Minimarket in Semarang as One Effort to resolve proliferation minimarket problems in Semarang. The low level of protection toward Traditional markets, shops/stalls against the existence of modern shops minimarket in District Banyumanik, that be background of research. The research is aimed to evaluate Implementation the ordinance mayor of Semarang number 5 in 2013 about a regulation of modern shop or Minimarket in district Banyumanik, Semarang. the implementer in this policy is the Department of Trade and Investment Agency Services Integrated One Door Semarang. The research use Evaluation indikator by William N. Dunn like effectiveness, Adequacy, Equity, Responsiveness and Appropriateness. The Research method is qualitative and the data collection techniques are interviews, observation and documentation. The results of Evaluation that implementation of the Mayor Regulation No. 5 in 2013 about a regulation of modern shop or Minimarket in Semarang in Banyumanik district is not maximum with the goals. the distance is too close between minimarket and traditional market . then, the empowerment of traditional market, store / shop is limited and partnerships between minimarket with UMKM is not maximum. The synergies between traditional market, shops/stalls with minimarket is still bad.

Tourism Sector is a sector that assessed the potential to be developed in an effort to increase revenue for the region through tourist attraction. Kedungsepur region has a percentage of the number of tourists both from domestic and international amounted to 19.31% in 2013 and 20.34% in 2014, but its range is not evenly distributed. So that the tourism sector included in the priority scale Inter-regional Cooperation Kedungsepur area approved by the respective Regional Head in 2011. Research method uses descriptively qualitative research design with observation, interview, and literary review as the data collecting technique. The information source are Culture Division Head of Culture and Tourism Department of Semarang, Chief of Local Government and International relation of Semarang Municipality, and Destinations Section Staf Culture and Tourism Department of Central Java Province. The research result that implementation of Inter-regional Cooperation in tourism Kedungsepur region not fully accomplished, proven by the implementation of Inter-regional Cooperationin tourism Kedungsepur have found problems at every stage. When on interpretations phase, there are some issues because each area is not tourism as a major sector for each region, as well as at the application phase there are problems regarding the implementation is not accordance with the planning. Recommendation can be done to improve implemention for Inter-regional Cooperation of Kedungsepur region in tourism is need to increase the commitment of each parties that involved in cooperation, unify the understanding of each region on cooperation in tourism, also need some in-depth review of strategy to promote single destination.
