Semarang is the capital city of Central Java Province, Indonesia, consisting of various Kota District which in every agency has website in accessing information relating to main task and function of each agency. As in the Office of Education and Culture that has a website in providing information and services to the community. In a government in need of information network to improve public services in this case by utilizing Information Technology in the form of website (website). Utilization of Information Technology Communication in a government called the Electronic Government. Research aims to Know and analyze the development of e-Government (website) at the Department of Education and Culture of Semarang City, Knowing What are the obstacles encountered in the development of e-Government (website) at the Department of Education and Culture of Semarang City, Solutions to overcome the obstacles encountered in the development of e-Government (website) at the Department of Education and Culture of Semarang City. Techniques Data analysis using data reduction (data reduction), namely the selection process, concentration attention on simplification, abstraction, and transformation of rough data obtained in the field study. Data presentation (data display), namely the description of a collection of information is arranged that allows to make a conclusion And taking action. Conclusion drawing and verification. From the process of collecting data, the researcher looks for the meaning of every phenomenon obtained in the field, noting the possible explanation or explanation and configuration patterns, causality flow, and proposition. If the research is still ongoing, any specified conclusions will continue to be verified until a valid conclusion is reached. Research results The development of e-government is a development process through the stages of Preparation, Maturation, Stabilization, and Utilization in which there are supporting factors such as Government support, Resource Capacity, and Benefits provided that affect e-government development. Based on the results of observations and interviews with some informants, e-Government development in Semarang City still has some deficiencies that must be improved so that users like the community and other parties who use the official website of the Office of Education and Culture of Semarang City feel comfortable in accessing all information Has beenprovided by the official website of Semarang City.

Health is a human right and one of the elements of welfare that must be realized in accordance with the 1945 Constitution of the State of the Republic of Indonesia. The government is obliged to set standards and / or criteria on public health, ensure its implementation and facilitate every implementation of these standards and criteria. The nutritional status of children under five is one indicator that describes the level of community welfare. This research will be focused at Puskesmas Wonosalam I Kabupaten Demak. The purpose of this research is to know the implementation of nutrition improvement program of toddlers and the supporting and inhibiting factors in the implementation of the program. This research is a qualitative descriptive research. As informant is head of nutrition section at Demak District Health Office, nutrition practitioner of community health center wonosalam I, village midwife 2 person, village cadre 4 people and mother of toddler 2 people. The research was conducted by interview and observation of the research object. The results showed that in the process of the implementation of nutrition nutrition improvement program, there are 5 precision used. accuracy of policy based on Minister of Health Regulation no. 23 year 2014 article 7 in the form of the implementation of nutrition improvement of children under five through the distribution of PMT and vitamin A, weight monitoring of children under five, posyandu activities and socialization about nutrition of children from two villages have been on target. Second is the accuracy of implementing the nutrition improvement program for children under five from Mranak Village and Getas Village is appropriate and appropriate. Third, the target accuracy has not been achieved seen from the presence of malnourished toddlers in the village of Getas. Fourth is the accuracy of the environment here has not run well seen from the private parties who have not joined the government. The last is the accuracy of the process, the results are correct. Then the supporting factor in this implementation is communication and attitude of executor. Inhibiting factors were found, namely socio-economic conditions and resources. In the end, the government should plan the addition of nutrient in pusosmas wonosala I then allocate funds for the addition of facilities at posyandu in villages brittle, in addition it needs to increase the knowledge of the community about nutrition of toddlers

Complain is a part of service for the custumor when they found unpleasent experience when using the service. Most of the complain that usually stated to PT PLN (Persero) Rayon Gombong is about technical issue. The complain from the custumors usually use for success measurement for PT PLN (Persero) Rayon Gombong in giving service. This research will elaborate and analyse more on how PT PLN (Persero) Rayon Gombong to handle a complain. From research result it showed that PT PLN (Persero) Rayon Gombong had not optimally implement their service in handling a complain. This problem appeared because lack of transparancy in handling complain from PT PLN (Persero) Rayon Gombong to the customors. The other obstacles that appeared were weather and geographically bad location which influenced to the complain handling process. Thus, to handle the problem the recommendation for PT PLN (Persero) Rayon Gombong is to be more transparant to the customer so there will be more complain in the future.

Education is one of the most important aspect in human lives that helps making and improving a better life as a nation. Education is also a way to prepared students for their role in the future through guidance, teaching and training. The government has he main role in fulfilling the needs of education in society. The government has made a policy in educational field that is School Operational Assistance program. School Operational Assistance program has made to support 9- year compulsory education program. The government provides funds to schools so that students are exempt from all tuition fees. This program was started in July 2005 along with the beginning of 2005/2006 academic year. This research was conducted in SMP N 3 Semarang which is one of the best school in Semarang. This research is based on the reality of the implementation that there are several problems such as the limited use of School Operational assistance funds for schools as implementers. Based on the research, the implementation of School Operational Assistance program in SMP N 3 Semarang is still not optimal. Therefore the recommendation is by not limiting the use of School Operational Assistance funds for every schools, funding school based on the needs of each schools, and understanding the use of School Operational Assistance funds to avoid misperception in the implementation

Urban Land use Plan of Semarang need to be studied further to see location of demographic Semarang City which make Semarang City developed become city that focusing on trade and service, and density of population of Semarang City which increasingly dense every year, in order to make Semarang City as center of international trade and service that is safe, convenient, productive, and sustainable. However, various strategic issues that developed are the high land conversion, the illegal construction of illegal buildings and the placement of development status that is not in accordance with the spatial layout of Semarang City Government, as happened in Genuk Subdistrict, the development of industrial number in Genuk resulted in the increasing of industrial activity that have impact on environmental quality, industrial pollution cases can also be attributed to a lack of knowledge of waste treatment. Therefore, this study aims to find out the implementation of Urban Planning and Regional Planning of Semarang city as well as the driving factors and inhibiting factors faced by Semarang City Government in implementing Urban Plans and Regional Plans of Semarang City. Analytical techniques to obtain data through interviews with informants, observation, and supporting documents. This research uses the theory of George Edwards III (1980) can be seen that the implementation of the policy is influenced by four factors such as: communication, resources, position and bureaucratic structure. The results of this study indicate that the Implementation of Spatial Planning and Regional Planning of Semarang city seen from "five right" it is said that in the policy accuracy has been running effectively and very well; Accuracy of the implementer, the implementer is ready to implement the policy; Target precision, is very suitable; But in environmental preciseness there are still constraints because there is poor communication between government and society; And in the accuracy of the process, the implementation of the spatial plan of the program implementers is ready. The recommendations are to increase the intensity of information dissemination to the community, and to expand the media used in the delivery of information so that all levels of society can find out the latest info, improve performance and expand their insights and resources by conducting comparative studies.

The implementation of education for disabilities persons is carried out through special education and inclusion with specific curricula and learning processes and learning places, but the role of the Wonosobo regency government tackles this problem less than optimal. This study aims to describe how the implementation of Regional Regulation Number 1 of 2015 on the Protection and Fulfillment of the Rights of Disabilities Persons in extraordinary school of Wonosobo Regency, and to identify the supporting and inhibiting aspects of the implementation of the Regional Regulation. The theory used is the implementation model of George Edward III, Mazmanian and Sabatier, Mazmanian and Sabatier, as well as Meter and Horn theory. The research studied using descriptive research approach. Data collection techniques used in the form of interviews, obervasi and documentation, with qualitative descriptive data analysis. The results show that in general the government, school and community institutions have the same perception toward the principle, purpose and purpose of the law. Protection of persons with disabilities has not fully covered all types of persons with disabilities. Supporting the success of this policy is the environmental aspect with the high level of community support, the policy implementation aspect with the similarity of interests between the government and the community, the support of resources, and the good compliance and responsiveness of the implementers, and the characteristic aspects of the implementing agency with positive responses to policies and commitments the high of the executor. While inhibiting the success of the policy is the communication aspect by the local government and the communication from the community where many people with disability are shut down, the information about the existence of disabled people, and the environmental stagnant in the form of socioeconomic condition of the society which is low. The recommendation of the researcher is the need for better socialization by the government, as well as the effort to establish for Public Extraordinary School of Wonosobo Regency, so that children with disability can be accommodated in special schools that are designated for children with disabilities.

Market Utilization Policy in Semarang City which has formulated in local Regulation of Semarang City Number 9 of 2013 concerning traditional market arrangement is an effort of Semarang City Government to create tidy, safe, clean and healthy traditional market; intensify services to the community and make the traditional market as main revenue to the local economy. Aside from being the capital city in the province of Central Java, Semarang City is also the center of trading among small towns around it, such as Demak, Kendal, Kudus, Pati and others. So the city must manage the traditional market maximally. therefore The focus of this research is about the implementation of market utilization policy in Semarang City. This research purposes are describing the implementation of market utilization policy and also to know the determinant factors of successful implementation of market utilization policy in Semarang City. This research is descriptive qualitative research. Data collection is done by observation, documentation studies and in-depth interviews from informants who is involved in the implementation policy of market utilization in Semarang city. The result of this research is that the implementation of market utilization policy in Semarang City is not maximized, it is caused by several factors that obstruct the implementation policy, such as the existence of market traders who do not obey the regulation policy, limited budget and minimum number of agents compared with the masive market trader. Based on the reserach result, the researchers suggested that there must an inhancement in optimizing the determinants factors of the implementation of market utilization policy in the city of Semarang which still considered deficient. Suggestions given by researchers are expected to assist the government in the implementaton policy. So that the implementation of market utilization policy in Semarang City can run more effectively and efficiently. Keywords:

One indicator of the success of development in the health sector is the maternal mortality rate, this illustrates how the quality of maternal health. Maternal health quality issues are enhanced through maternal and child health programs. Puskesmas as primary health care unit must apply mother and child health program both promotive and preventive treatment based on Ministry of Health Regulation. 75/2014 on Puskesmas and supported by Central Java Governor Regulation No. 17 of 2016 on the implementation of Maternal and Child Health Services in Central Java Province. This study aims to obtain information about the implementation of the rogram as well as factors inhibiting and driving the implementation of Maternal and Child Health Programs in the Field of Antenatal Care Services and Childbed in the Public Health Center Bandarharjo City of Semarang. The method used in this research is descriptive qualitative method. The results of the study on program implementation indicate that antenatal care and postpartum services are good but there are some indicators of antenatal care services that are not optimal such as laboratory test services, pregnancy classes implementation, and counseling. The authors use the six obstacles and drivers of program implementation from Van Metter and Van Horn, which are the size and objectives of the policies, resources, the character of the implementing agency, the attitudes/trends of the implementers, inter-organizational communication and implementation activities, and the economic, social and political environment. Based on the result of the research, the inhibiting factors are the limited number of human resources and the social environment that are less supportive. Based on the results of this research, some efforts are needed to improve the antenatal care and postpartum services, among others, equalization of laboratory tests and pregnant women's classes for all pregnant women, Human resources, and commitment from the government to cooperate in conducting guidance to the community with certain social conditions through socialization and mentoring that can increase knowledge and awareness of the community.

The retribution of Market Services is a retribution charge as payment for the provision of traditional market facilities, such as the courts, stalls, kiosks, managed by the Regional Government, and specifically reserved for traders.Kembangsari market which is a first-class market in Semarang regency is a market that has achieved the lowest market retribution target in the last five years. The purpose of this study is to describe how the implementation of kembangsari market retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011 and to identify supporting factors and resisting factors of the implementation of kembangsari market retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011. This research is a descriptive study using a qualitative approach. The results showed that in the process of implementation of market service retribution policy based on Perda Kabupaten Semarang Nomor 8 Tahun 2011 there are phenomenon that considered not good enough such as accuracy of the policy, the accuracy of the implementor, accuracy in targeting,the accuracy of the process and accuracy of the process environment. In this study also found that supporting factors of the kembangsari market retribution policy is disposition and bureaucratic structure, whereas the resisting factors founded in communication factor and resources. Recommendation that can be given is to solve the problem concerning the ownership status of the market with attention to the clarity of the ownership letter, the certainty of government cooperation documents and administrative completeness in the process of buying and selling kiosks and los in kembangsari market.Adjustment of retribution targets with market environment conditions, increased intensity of socialization and addition of competent retribution staffing resources.

Blora is one of the areas in Central Java which is prone to disaster area. Potential disasters that may occur in Blora are drought, floods, landslides, whirlwinds and fires. This study aims to describe how the capacity of The Regional Disaster Relief Agency (BPBD) of Blora in regional disaster management area and know the constraints that exist in BPBD Blora in disaster management. This research use qualitative method, data source used is primary data and secondary data. The data will be analyzed by descriptive analysis method. The theoretical basis used is the theory of capacity assessment by Patton & Sawicky. Based on the analysis, it was found that The Regional Disaster Relief Agency (BPBD) of Blora deficient in terms of supporting infrastructure for disaster relief and infrastructure that is already available is need for rejuvenation, there is no human resources qualified in the field of disaster, there is no early warning system or often called the early warning system (EWS), which serves to provide warning of the hazard.
