To execute the public services, it requires the legal norms in the form of local law products intentionally made by the government as the basis of public policy implementation that can provide the explicit arrangements and ensure the provision of public services in accordance with the general principles of the good government. The Legal Bureau of Regional Secretariat of Central Java has a duty to prepare the local law products in Central Java Province with the Regional Apparatus Organization (OPD) in charge. Based on the Legal Bureau data, in 2013-2017 the local law products in the form of the Regulations and Decisions of Governor are not appropriate between the proposed products and produced products. The aims of this study are to analyze the formulation mechanism of local law products in the Regulations and Decisions of Central Java Province’s Governor and to understand the factors affecting the preparation. The method used in this study is the qualitative descriptive. The result of this study shows that the process of Regulations and Decisions preparation of Central Java Province’s Governor is in accordance with the mechanism of public policy formulation. The factors affecting the process of Regulations and Decisions preparation of Central Java Province’s Governor are the external pressure, the old habit, the personality traits, and the external groups. Some suggestions that can be given are the Legal Bureau should propose the employee addition, the Regional Apparatus should propose the provision of training and the certification for the regulation drafters, and the Legal Bureau and the Regional Apparatus need to improve their coordination and communication.

Local tax is dues/contribution that must be done by institution or individual without balanced reward to finance for local government organization and local development. Tax is imposed to people by government. It is a policy from government so it needs to maintain so that the policy can give fair charge in line with tax system of Indonesia. From the aspect of Locally-Generated Revenue, parking tax revenue is one of revenues or Locally-generated revenue of Semarang. As known that parking is type of service business that has close relation and mutual support with world trade that generates local revenue. Parking becomes one of means to support national budget, so that local government determines parking tax. This research aims to fine out effectiveness of parking tax revenue toward locallygenerated revenue in Semarang in 2016-2017. This research is conducted in Income Office Region of Semarang. Collecting the data is conducted by requesting report on realization of locally-generated revenue and parking tax of Semarang in 20162017.

A local government, who is organizing a public service, are required to improve the quality of rapidity, simplicity, and efficiency. By the implementation of free certificate service in Ungaran Hospital, it expected to fulfill those demands and increase public awareness to arrange the administration. The objectives of this research are to know the implementation of free certificate’s innovation service and to know the obstacle’s factors of implementation in Ungaran Hospital. This research is a descriptive qualitative research that used interview, observation, and documentation method as collecting the data. The innovation’s attributes are needed in this research. By using three indicators, they are benefit gained, people’s conformity to the needs, and facility of service provided, the result shows that the implementation of the innovation service runs pretty well. The obstacles of doing innovation service are: it is hard to people to understand what are the procedures of service and the hospital’s employees cannot make their own decision, they need to wait for the boss’s decision. For the recommendations, it would be better if the hospital does the evaluation of certificate’s innovation service, adding the guidelines like a banner in the waiting room and the hospital’s corridors, and the last increase the number of employee in the delivery room.

Kualitas pelayanan merupakan salah satu ukuran untuk menilai pelayanan publik. Puskesmas Rowosari merupakan unit pelaksana tingkat pertama dalam memberikan pelayanan kesehatan di wilayah kerjanya yakni tingkat kecamatan dan kelurahan. Tujuan dari penelitian ini untuk menilai sejauh mana kualitas pelayanan kesehatan di Puskesms Rowosari dengan menggunakan dimensi Tangibles, Reliability, Responsiveness, Assurance dan Emphaty serta untuk mengidentifikasi faktor yang menghambat kualitas pelayanan kesehatan di Puskesmas Rowosari Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa Puskesmas Rowosari telah memberikan pelayanan kesehatan yang baik kepada masyarakatnya. Selain itu, Puskesmas Rowosari masih memiliki hambatan dalam memberikan pelayanan yang dari berasal dari faktor kesadaran kurangnya kesadaran petugas untuk datang tepat waktu, faktor sistem prosedur dan peraturan yaitu banyaknya pasien yang tidak membawa persyaratan yang lengkap, faktor pengorganisasian yaitu adanya tumpang tindih pekerjaan bagi perawat poli gigi, dan faktor sarana pelayanan yaitu kurangnya jumlah kursi di ruang tunggu pasien.

Kemiskinan merupakan permasalahan yang tidak dapat terlepas dari kehidupan. Pemerintah Kota Semarang mengeluarkan Peraturan Daerah Kota Semarang nomor 4 tahun 2008 tentang Penanggulangan Kemiskinan di Kota Semarang. Salah satu program penanggulangan kemiskinan tersebut adalah program bantuan peningkatan keterampilan dengan mengadakan beberapa pelatihan. Kelurahan Meteseh merupakan salah satu kelurahan sasaran program pelatihan keterampilan dengan jumlah warga miskin yang mengalami penurunan. Pelatihan yang sampai saat ini masih dilakukan masyarakat kelurahan Meteseh dan yang paling menonjol adalah pelatihan membatik di Sanggar Batik Semarang 16. Penelitian ini menggunakan metode penelitian kualitatif bersifat deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Untuk mengetahui tingkat keberhasilan program pemberdayaan melalui pelatihan keterampilan membatik ini mengacu pada konsep pemberdayaan Alfitri dengan indikator evaluasi kebijakan menurut William N. Dunn yaitu efektivitas dan efisiensi serta mengkaji faktor pendorong dan penghambat pelaksanaan program. Konsep pemberdayaan yang digunakan adalah meliputi beberapa indikator yaitu penguasaan faktor produksi, penguatan sumber daya manusia, spesifik lokasi dan permasalahan, serta pemakaian sumber daya secara sadar dan terencana. Faktor pendorong yang mempengaruhi program ini yaitu sosialisasi yang sering dilakukan oleh masyarakat kelurahan dan adanya partisipasi masyarakat yang sadar akan tingkat kesejahteraan hidupnya. Sedangkan faktor penghambat yang terlihat dalam program ini yaitu kurangnya kesadaran pemakaian alat produksi batik yang baik dan benar, kurangnya pendamping untuk mengarahkan para penerima program dalam memproduksi, serta akses lokasi berupa transportasi dan jalan menuju sanggar batik yang kurang diperhatikan.

Violence against women and children is a crucial issue because every year it always increases. Especially in Central Java Province, There are several areas that enter into violent zones of violence against women and children, one of them is Semarang Regency. To ensure the protection and handling of victims of violent acts that increase from year to year at Integrated Service Center for Women and Children Empowerment was established. This study aims to analyze effectiveness at the Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children in Semarang Regency and to know the inhibiting factor. The method used in this research is descriptive qualitative method. The results of the study show that the effectiveness of Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children in Semarang Regency has not been effective. This can be proved by three measures of effectiveness that is the achievement of goals, adaptation and integration that have not met the criteria. Inhibiting factors are not achieving effectiveness of Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children that is lack of infrastructure in handling violence, limited provision of information, lack of coordination with related parties and lack of counseling personnel. Recommendations for this study are Integrated Service Center for Women and Children Empowerment in Semarang Regency need to increase the victim's companion, maximize coordination between management teams, and increase the provision of complaint information on acts of violence

The Ombudsman of Republic of Indonesia (RI) is a state institution that serves to oversee the public services to ensure that people obtain excellent service. The Ombudsman of RI has a representation in each province. One of them is the Ombudsman of RI Central Java Province Representative. The performance of Ombudsman of Central Java Province Representative in completing the report is still not optimal because it has not yet reached the target completion of the report. This research uses quantitative approach. The samples are 12 respondents who are employees of Ombudsman of RI Central Java Province Representative. This research uses quota sampling. The analysis which is used is Rank Spearman correlation test and coefficient of determination. The result indicates that the performance of Ombudsman of RI Central Java Province Representative is good although it is not reached the specified target yet. The result of the hypothesis test shows that there is positive correlation but no significant between leadership style and performance of Central Java Province Representative. This is proved by sig (2 tailed)> α = 0,05 which is 0,068> 0,05 with the influence percentage of 29,4849%. Moreover, there is positive relationship but no significant between the ability of employees with the performance of Ombudsman RI Representative of Central Java Province as evidenced by the number sig (2 tailed)> α = 0.05 which is 0.890> 0.05 with the influence percentage of 0.2025%. Suggestions related to this study is the addition of assistants adjusted with the needs of each representative, providing training equally for assistants who have the same level, and providing advanced training and foreign language training to improve the competence of the assistant.

The policy of raising the ceiling of the village funds by the Central Government has an impact on the incomplete problem of village apparatus managing the huge amount of village funds, as for the problems in Sidorejo Village is the unregulated budget discipline and unaccountable namely the late disbursement of village funding phase 1 phase 2 of budget year 2016 and not yet a consolidated report, with alleged problems in the competence of village apparatus and organizational culture. This study aims to determine the practice of managing village funds in Sidorejo Village, District Sayung, Demak. The research approach is qualitative, there are 3 observed research phenomena which are about the performance of village fund policy, organizational culture and competence. The indicators of village fund management include: effectiveness, equity and responsiveness. Methods of data collection is direct observation and interview. The result of the research shows that the management of village fund in Sidorejo Village is still not good, it can be seen from indicator of effectiveness and equity which still not maximal. The practice of village fund management in Sidorejo Village that has not been well influenced by the competency factor of village apparatus includes the skills and knowledge of the village fund management system which is lacking, other factors that influence the organizational culture include the absence of reward system and the lack of training and development of village apparatus. The recommendation in this research is the existence of organized training and development and the existence of system of reward/intensive for apparatus having good competence.

Community empowerment is a process of improving the ability and attitude of community self-reliance, in which the previously powerless communities become empowered. Community empowerment is being intensively implemented in villages in Indonesia, such as in Jati Kulon Village, Kudus Regency. The empowerment form in Jati Kulon Village of Kudus Regency is community empowerment through waste management. Waste management in question is to recycle organic waste to be used as various kinds of handicrafts that have a high enough selling value. The government of Jati Kulon Village, Kudus Regency also created a Waste Management Community namely “Paguyuban Pengelolaan Sampah†to transport the garbage in the village area. This research uses descriptive qualitative research method that describes detailed description about observed phenomenon. Community empowerment through waste management in the village of Desa Jati Kulon, Kudus Regency is explained by looking at 3 (three) points in every community empowerment called “3 Bina†namely Human Train, Business Development and Environment Development. Support and good coordination from community, stakeholders, village institutions, and related parties will realize successful community empowerment and can prosper the community.

The key of success on the organization depends on interaction and coordination among employees when reach the organization’s goals. Human resources the movers of the other resources. When the human resources are working, it determines how the organization reach the goals. The problem on this research is how the influence of motivation and discipline to the employee’s performance in the Tradieng office of Semarang City. The aim on this research to know the influence between motivation and discipline to employee’s performance. This research used explanatory quantitative method and the respondents on this resarch are the employee’s on Trading Agency of Semarang Ciy. The method of collecting data are interview and questionnaire. The analysis technique on this research using Rank Kendall correlation. According to the result of the research, the employee’s performance are very good, motivation and discipline are good. The correlation test showing that motivation do not have any relation and influence to the employee’s performance, the discipline have a relation to the employee’s performance, while the motivation and the discipline have a relation to the employee’s performance but in a weak condition.
