Abstract

Health problems are one of the things that cannot be avoided from the life of the people of Wonogiri Regency. The geographical area that is outskirt of the provincial center and the low population makes Wonogiri's health quality score still low. Infant mortality rate, under-five mortality rate, and maternal mortality rate in Wonogiri Regency is ranked 20th out of 35 regencies/cities in Central Java Province. Efforts to improve the health quality of the Wonogiri people continue to be carried out by the Wonogiri Regency Government through the Panca Program of the Wonogiri Regent, one of which includes 'Sehat Rakyate' to pass Regent Regulation Number 9 of 2021 concerning the Formation of a Public Safety Center 119. The formation of this regulation is expected to be able to realize an Emergency Response System Integrated in Wonogiri Regency and increasing the number of Wonogiri public health quality. This study aims to analyze the process of implementing Public Safety Center 119 and analyze the driving and inhibiting factors in its implementation in Wonogiri Regency. The research method used in this research is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. . In this study it was found that the formation of the Public Safety Center 119 was appropriate with the problems faced by the Government of Wonogiri Regency. The implementation of the Public Safety Center 119 has also been going well although there are still problems regarding the implementation system. Positive acceptance from the people of Wonogiri towards the formation of the Public Safety Center 119 policy. In the implementation of this program there are also driving factors, namely facilities and convenience, as well as inhibiting factors, namely service procedures and scope

Abstract

BLU UPTD Trans Semarang has implemented non-cash or cashless payments since 2017. Since the enactment of this payment system, it is known that non-cash income that enters BLU UPTD Trans Semarang is no more than 11.05% of 100% as expected. Therefore, BLU UPTD Trans Semarang in organizing cashless payments needs to be analyzed further to assess the effectiveness of this organization. This study uses Duncan's theory to answer research problems with indicators of goal attainment, integration, and adaptation which aim to analyze the effectiveness of BLU UPTD Trans Semarang in implementing cashless at BRT Trans Semarang and to analyze factors that influence the organization, researchers use the Steers theory, namely organizational characteristics, environmental characteristics, worker characteristics and management policies and practices. In this study the research method used is descriptive qualitative. The results showed that BLU UPTD Trans Semarang in achieving goals, integration and adaptation had not fully run optimally. Factors that support BLU UPTD Trans Semarang in implementing cashless BRT Trans Semarang are organizational characteristics and management policies and practices. As for the factors that hinder BLU UPTD Trans Semarang in implementing cashless at BRT Trans Semarang are environmental characteristics and worker characteristics. The recommendations that can be given by researchers are that BLU UPTD Trans Semarang conducts socialization that is more communicative and can reach all groups and add wifi facilities to each BRT Trans Semarang fleet in order to get a more stable signal quality

Abstract

Changes in an increasingly advanced era require optimal development to be able to keep up with changing times. The development aims to realize people's welfare which is one of the goals of the Unitary State of the Republic of Indonesia. Decentralization makes it easy for each region to be able to carry out development based on the potential possessed by a region. However, infrastructure development in Karangwotan Village has not run optimally. This is due to the lack of community participation in infrastructure development in their area. Lack of community participation has an impact on infrastructure development that is not by community needs. This study aims to determine and analyze community participation in infrastructure development in Karangwotan Village, Pucakwangi District, Pati Regency, the inhibiting factors, and the driving factors for community participation in infrastructure development. This research uses a descriptive qualitative approach. Data collection techniques through observation, interviews, and documentation. The results of the analysis and discussion in this study indicate that community participation in Karangwotan Village has not run optimally. This problem is caused by factors inhibiting participation such as a lack of public awareness in attending development planning activities (MUSRENBANGDes) and a lack of outreach by the government regarding the importance of community participation in infrastructure development. There are also factors driving community participation in development such as the opportunity to participate, the willingness to participate, and the ability to participate in the implementation of infrastructure development. Suggestions or recommendations in this study are to increase socialization carried out by the government to the community so that they understand the importance of their participation in infrastructure development in their area.

Abstract

Policies are always attached to every state life. A good policy is one that is able to solve problems carefully, including in waste management policies. The more the human population, the greater the amount of waste produced and if it cannot be managed properly, the problems will be more complex. The waste management policy in Banyumas Regency has yet to find a concrete solution to the waste problem both from the generation and follow-up problems. This research is an analysis of waste management policies in Banyumas Regency with the aim of analyzing and recommending policy alternatives. This research uses a qualitative descriptive method with snowball sampling technique in determining informants with the key informant being the Head of the Banyumas Regency Environmental Service. The theory used is the theory of policy analysis from Bardach (in Tumanggor, 2018), namely finding problem formulations, determining goals and objectives, identifying policy parameters, seeking policy alternatives, assessing policy alternatives, and recommending policies. The selected policy parameters in determining the assessment of alternative policies use Patton Sawicky's criteria (in Yuniningsih, 2015), namely technical feasibility, economic and financial capability, political feasibility, and administrative capability. Adequate TPST, lack of community commitment, and failure of waste management policies to meet targets. This study recommends that the Government of Banyumas Regency conduct outreach to the community regarding source-based waste management and recommends that the policy needed is the development of hangars and TPST at the sub-district level as a source-based waste management method.

Abstract

The Smart Indonesia Program (PIP) is a government program in the field of education as an effort to advance the quality of education in Indonesia. SMP Negeri 3 Satu Atap Bantarkawung is one of the schools in Brebes Regency whose students get PIP. This study aims to determine the implementation process and identify the supporting factors and inhibiting factors for PIP at SMP Negeri 3 Satu Atap Bantarkawung. This research uses descriptive qualitative method with purposive sampling technique. Sources of data through the results of interviews, observation and documentation. The results of this study indicate that PIP has been running well. The aim of PIP is to increase access to education, prevent children from dropping out of school due to economic difficulties and attract dropout students to return to education services. The characteristics of the implementing agency, communication, social, economic and political conditions are the driving factors. Discrepancies in the use of aid funds by the community, beneficiaries who were not fully on target, school delays in collecting files and delays in disbursement were the inhibiting factors. In this research, it was also found that cultural factors influenced the implementation of the Smart Indonesia Program policy, where people's perceptions of the reasons for dropping out of school were because people preferred to work outside the city to help their family's economy. Recommendations in the research are providing counseling to parents regarding the importance of education, efforts to monitor the use of PIP funds, updating and matching data to minimize inaccuracies in targeting recipients and encouraging a more role for BUMN in ensuring channeling banks to minimize delays in disbursement.

Abstract

The Covid-19 pandemic has had an impact on several sectors, one of them being the tourism sector. This is also felt by the Tourism Object in Boyolali Regency, namely the Pengging Umbul Tourism Object. The purpose of this research was to analyze the development of tourism management in the new normal era at the Umbul Pengging tourist attraction in Boyolali Regency and identify the driving and inhibiting factors in tourism development in Boyolali Regency in the New Normal era. This research method is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The results of research related to attractions, namely the building still has a royal nuance, original springs, the existence of kungkum customs and padusan ceremonies. The types of activities that can be carried out are swimming, culinary, therapy and outbound. Accessibility, namely the road network, geographical position, places to eat, access to ATMs, access to entertainment and availability of public transportation. Amenities, namely the facilities in Umbul Pengging. There are driving factors and inhibiting factors in the process of developing the Umbul Pengging tourist attraction. Recommendations that can be given are the need for additional types of public transportation, adding playgrounds and sports, the need to collaborate with local residents in the development process, the need for increased promotion, the need for activities such as shows or festivals held regularly and parties Managers need to pay attention to security in Umbul Pengging

Abstract

Tourism, which is one of the strategic sectors that encourage development and economic growth in a region, must experience problems due to the emergence of the COVID19 pandemic crisis in Indonesia. Umbul Ponggok, which is a source of wealth and tourism potential in Ponggok Village, has also been affected by the COVID-19 pandemic. This condition must be overcome immediately, it is hoped that the COVID-19 pandemic will not be a reason for the cessation of the tourism sector's contribution to the welfare of the people of Ponggok Village. The background of this research is to find out how tourism crisis management is carried out by the Umbul Ponggok management and changes to the 3A elements (Attraction, Accessibility, and Amenities) during the recovery of tourist destinations by adapting to new habits during the COVID-19 pandemic. Through a descriptive qualitative approach using primary and secondary data sources from direct observation, interviews with research informants who were determined based on the Purposive Sampling technique, with key informants determined namely the Director of BUMDes Tirta Mandiri and data from various documents processed directly by Owned Enterprises Desa Tirta Mandiri as well as from books, journals, articles and websites. The results of the study show that tourism crisis management at Umbul Ponggok in facing the COVID-19 pandemic crisis towards recovery with adaptation to new habits does not seem to have mature pre-crisis planning due to unpreparedness and limited management which in turn also triggers some laxity and indiscipline in its implementation.

Abstract

The Covid-19 outbreak has affected the tourism sector and caused the closure of tourist attractions in Karangrejo Village. This causes the number of tourist visits to decrease, the PAD of Magelang Regency and people's income to decrease, some tourism actors lose their jobs, and tourist objects become less maintained because there are no tourist visits. This study aims to describe and analyze the implementation of tourism development policies in Karangrejo Village, as well as the supporting and inhibiting factors for the implementation of tourism development policies in Karangrejo Village during the Covid-19 pandemic. The method used is descriptive qualitative with data collection techniques using interviews, observation, and literature study. The implementation of tourism development policies in Karangrejo Village during the Covid-19 pandemic has been implemented correctly, although there are aspects that need to be reoptimized. The aspect that needs to be re-optimized is target accuracy. The aspects of policy accuracy, implementation accuracy, environmental accuracy, and process accuracy have been running optimally. The driving factors for implementation consist of policy standards and targets, implementing attitudes, and the social environment. The inhibiting factors for implementation are communication and resources. The advice that can be given is that actors need to socialize directly with the community, more massively and intensively. Actors can socialize through social media. Actors need to improve their capabilities and upgrade their skills and knowledge of tourism actors. This is done so that the services performed can be more professional with the Sapta Pesona program corridor.

Abstract

Permukiman kumuh adalah permukiman yang tidak layak dikarenakan ketidakteraturan bangunan, tingkat kepadatan bangunan yang tinggi, dan kualitas bangunan serta sarana dan prasarana yang tidak layak atau memenuhi syarat. Proses collaborative governance merupakan penanganan permasalahan yang berkaitan dengan permukiman kumuh. Penelitian ini bertujuan untuk menganalisis bagaimana proses collaborative governance dalam penanganan permukiman kumuh di Kelurahan Banjardowo, Kecamatan Genuk, Kota Semarang. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan melalui studi dokumen, wawancara dan observasi. Teknik penentuan informan menggunakan teknik snowball. Hasil penelitian ini menunjukkan proses collaborative governance dalam penanganan permukiman kumuh di Kelurahan Banjardowo, Kecamatan Genuk, Kota Semarang yang dianalisis dari aspek face to face dialogue (dialog tatap muka), trust buildings (membangun kepercayaan),dan commitment to process (komitmen untuk berproses) belum optimal, serta aspek shared understanding (berbagi pemahaman) dan intermediate outcomes (hasil sementara) sudah berjalan baik. Selain itu, juga ditemukan faktor yang mempengaruhi proses kolaborasi yaitu faktor kepentingan pemerintah, struktur sosial, kultural/kebiasaan, dan bencana alam

Abstract

The Covid-19 pandemic began to enter Indonesia on March 2020 and had an impact on the global economy, especially the MSME sector. Micro entrepreneurs experience decreased turnover, lack of capital, and lack of online sales knowledge. The Office of Cooperatives and Micro Enterprises in the City of Semarang as the agency responsible for the welfare of MSMEs in the City of Semarang carries out its role in overcoming MSME problems in the Covid-19 pandemic era. The purpose of this research is to analyze the role of the Cooperatives and Micro Enterprises Office of Semarang City through MSME driving programs in economic recovery during the Covid-19 pandemic era and to find out the driving and inhibiting factors of MSME driving programs in economic recovery in the Covid pandemic era -19 based on Ryass Rasyid's role model of the primary government function. The research method used is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. The results of the study show that the role of the Office of Cooperatives and Micro Enterprises in the City of Semarang through MSME driving programs is going well through the four governmental roles, namely the service function, the regulatory function, the development function, and the empowerment function. In the implementation of MSME driving programs there are driving factors, namely community participation and environmental conditions, as well as inhibiting factors, namely program characteristics. Suggestions from researchers are employees of the Semarang City Cooperatives and Micro Enterprises Office to optimize assistance to micro entrepreneurs during training and program sustainability. Coordination and collaboration with the Kopimi Outlet Community can help restore the economy of the Covid-19 pandemic.
