Abstract

Kebijakan Pendafataran Tanah Sistematis Lengkap Berbasis Partisipasi Masyarakat (PTSL+PM) merupakan proses pendaftaran tanah untuk pertama kali yang dilakukan secara bersamaan untuk semua objek pendaftaran tanah yang berada di seluruh wilayah Republik Indonesia. Pada tahun 2022 dan 2023 Desa Geneng menjadi salah satu wilayah di Kabupaten Jepara yang mendapatkan Kebijakan PTSL+PM. Tujuan penelitian ini yaitu untuk menjelaskan dan menganalisis evaluasi pelaksanaan Kebijakan Pendafataran Tanah Sistematis Lengkap Berbasis Partisipasi Masyarakat (PTSL+PM) pada tahun 2022 dan 2023 di Desa Geneng Kecamatan Batealit Kabupaten Jepara, serta menjelaskan dan menganalisis faktor-faktor pendukung dan penghambat pelaksanaanya. Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif disertai bukti-bukti pendukung yang relevan. Hasil dari penelitian ini yaitu pelaksanaan PTSL+PM di Desa geneng telah dilakukan sesuai tahapan yaitu penyuluhan, pengumpulan data, penelitian data untuk pembuktian hak, pengumuman data, penegasan konversi, pengakuan hak dan pemberian hak, pembukuan, penerbitan sertifikat, pendokumentasian, dan pelaporan. Akan tetapi, belum berjalan secara optimal. Faktor pendukung pelaksanaannya yaitu adanya SDM yang telah ditetapkan; adanya regulasi terkait biaya persiapan sertifikat; dan penggunaan Aplikasi Sistem Kendali Mutu Program Pertanahan (SKMPP). Faktor penghambat pelaksanaannya yaitu Juknis PTSL tidak mengatur hasil revisi; kurangnya sarana prasarana; proses pengumuman data tidak melibatkan masyarakat; adanya respon negatif dari masyarakat; lambatnya kinerja puldatan; ketidaksinkronan data yuridis dan KTP; kendala sinyal saat pengumpulan data fisik. Rekomendasi yang diberikan adalah perlu adanya pengaturan penanganan revisi sertifikat hak atas tanah; penambahan metode penyuluhan secara eletronik menggunakan aplikasi video conference; melakukan upgrading pada volume printer; melakukan pengawasan pelaksanaan Kebijakan PTSL+PM di level desa; menghimbau masyarakat saat penyuluhan agar melakukan konfirmasi jika terdapat perubahan data yuridis selama proses pembuatan sertifikat; dan Melakukan peningkatan kualitas data, termasuk plotting buku tanah lama dan entri data dalam aplikasi KKP, serta pengukuran ulang.

Abstract

Local government capability in disaster management is something that must be prioritized. Boyolali Regency is crossed by Mount Merapi, disaster mitigation is needed to minimize loss of life due to the eruption of Mount Merapi. BPBD Boyolali designed a Sister Village strategy or sibling villages to anticipate the threat of Mount Merapi. Sister Village in Boyolali developed the Boyolali BPBD by imitating the Magelang Regency BPBD which has implemented Sister Village. The poor logistics information system and the absence of a special budget for this program are the reasons for the importance of this research. This research aims to analyze the capabilities of the Boyolali Regency Government in the Sister Village program as an effort to mitigate the disaster of the eruption of Mount Merapi. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The results of the research show that the institutional capabilities of Boyolali Regency in the Sister Village program have clarity in organizational tasks and functions. The human resource capability in implementing the formation of Sister Village has a sufficient number of personnel. Capability policies are seen from existing policies. Budget capability is still not optimal, seen from the lack of a Sister Village program budget. Technical capabilities can be seen from technical evacuation maps, logistics management but the information system is still simple. Leadership capabilities can be seen from the ongoing coordination and command functions. The government must develop information systems to make them more easily accessible.

Abstract

Tourism development is one of the effective strategies to improve the welfare of local communities through optimizing the potential of the region. Dieng Plateau area is one of the priority tourist destinations in Banjarnegara Regency. This research aims to identify stakeholders involved in tourism development in the Dieng Plateau Area of Banjarnegara Regency and analyze the roles of these stakeholders. The methodology used is a qualitative approach with data collection through interviews, observations, and documentation. Stakeholders involved in tourism development include the Dieng Kulon Village community, Pokdarwis Dieng Pandawa, Dieng Kulon Village Government, Banjarnegara Regency Tourism and Culture Office, UPTD Dieng Tourism Area, Ministry of PUPR, Central Java Cultural Heritage Conservation Center (BPCB), Perhutani, Bank Indonesia, Bank BTN, PT Geodipa Energi, Universities and the media. The results of the study indicate that primary stakeholders consisting of local communities and Pokdarwis Dieng Pandawa act as coordinators, facilitators, implementers, and accelerators. Key stakeholders consisting of village government and local government act as policy creators, coordinators, facilitators, implementers, and accelerators, while secondary stakeholders consisting of government, community, companies, academics and media act as facilitators, implementers, and accelerators. However, the role of these stakeholders is said to be not optimal because there are still problems that arise and the implementation of the program is not optimal.

Abstract

Penelitian ini Menganalisis Aksesibilitas Pelayanan Transportasi Publik Commuter Line Bagi Penyandang Disabilitas di Stasiun Manggarai Jakarta Selatan. Penelitian ini dilatar belakangi oleh tingginya tingkat animo masyarakat dalam menggunakan KRL Commuter Line yang tidak sebanding dengan kapasitas stasiun Manggarai sehingga menyusahkan bagi para disabilitas yang sering memilih KRL dalam berpergian. Tujuan penelitian ini adalah menganalisis aksesibilitas dan faktor pendukung terhadap pelayanan transportasi publik commuter line bagi penyandang disabilitas di stasiun Manggarai Jakarta Selatan. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian ini menunjukkan bahwa aksesibilitas pelayanan transportasi publik commuter line bagi penyandang disabilitas di stasiun Manggarai Jakarta Selatan dikatakan belum optimal Hal ini dinyatakan dengan 3 dari 4 dimensi yang belum optimal yaitu kemudahan, kegunaan, dan kemandirian. Untuk dimensi yang sudah optimal yaitu keselamatan. Hal berdasarkan teori yang dikemukakan oleh Jhon Black (dalam Endang Sri Wahyuni, 2016) menyatakan terdapat 4 indikator aksesibilitas yaitu kemudahan, kegunaan, keselamatan, dan kemandirian

Abstract

Dawuhan Tourism Village is a highland tourist destination located in Dawuhan Village, Wanayasa District, Banjarnegara Regency. Dawuhan Tourism Village has the potential for a natural tourism area in the form of beautiful mountains and the Panaraban River with its flagship tourist attraction being the Rengrang Market. However, during its development, the tourist village faced several problems such as the quality of human resources in Pokdarwis as managers which was still lacking, facilities and infrastructure that were not adequate and well maintained, and road accessibility which was still damaged. This research aims to analyze internal and external environmental conditions and formulate strategies for efforts to develop the Dawuhan Tourism Village. The research method used is descriptive qualitative with data collection techniques through observation, interviews, questionnaires, and literature study. This research uses the strategic planning theory proposed by John. M. Bryson with SWOT analysis techniques and litmus tests to formulate the right strategy. The results of the research from the SWOT analysis found that there were 11 strategic development issues and a litmus test had been carried out to obtain 6 issues with a strategic nature, 3 of which had the highest scores that could be applied in tourism development. To obtain the highest score, one of them is included in the Comparative Advantage group where the Dawuhan Tourism Village can maximize its strengths by taking advantage of the opportunities that exist in efforts to develop the Dawuhan Tourism Village. Suggestions from this research include utilizing Pokdarwis collaboration with various tourism stakeholders in planning to manage and build tourist attractions; establishing training and education; increasing investors to support budget availability for developing infrastructure; increasing cooperation with the community for maintenance of infrastructure; developing the concept of local wisdom-based tourist villages as tourist attractions, and increasing BUMDes participation in tourism activities.

Abstract

Komunikasi dalam pelaksanaan kebijakan Polri penting untuk mencapai tujuan dan meningkatkan kepercayaan publik. Penelitian ini bertujuan untuk menganalisis komunikasi kebijakan yang diterapkan oleh Polda Jawa Tengah dalam meningkatkan kepercayaan publik dan menganalisis faktor penghambat komunikasi kebijakan di Polda Jawa Tengah. Metode penelitian menggunakan metode kualitatif yang bersifat deskriptif. Hasil penelitian ini melihat proses komunikasi kebijakan Bidang Humas Polda Jawa Tengah ditinjau dari tiga kriteria, transmisi, kejelasan, dan konsistensi. Proses komunikasi kebijakan Bidang Humas Polda Jawa Tengah belum sepenuhnya dapat meningkatkan kepercayaan publik. Hal tersebut dilatarbelakangi oleh adanya penyimpangan dan perbedaan pemahaman terkait kejelasan informasi yang ditransmisikan Bidang Humas Polda Jawa Tengah. Faktor yang menghambat komunikasi kebijakan Polda Jawa Tengah pada kurangnya keterampilan teknis anggota Bidang Humas Polda Jawa Tengah serta adanya sikap menghindari tanggung jawab, adanya pandangan masyarakat yang sulit percaya terhadap kepolisian, serta terbatasnya kemampuan komunikator maupun komunikan dalam penyampaian dan pemahaman pesan. Saran dari penelitian ini adalah meningkatkan keterampilan dan kemampuan anggota kepolisian dalam komunikasi kebijakan, memperbaiki kualitas mutu anggota Polri untuk tidak lagi melakukan penyimpangan sehingga informasi yang disampaikan tidak terhalang citra buruk Polri, meningkatkan komunikasi dua arah supaya pemahaman informasi komunikan dan komunikator pada komunikasi kebijakan Polda Jawa Tengah dalam meningkatkan kepercayaan publik dapat optimal

Abstract

The issuance of Presidential Regulation Number 95 of 2018 concerning Electronic- Based Government Systems (SPBE) is a new challenge for the government to provide fast and accurate services because the use of information and communication technology (ICT) will make information systems within local governments connected online so that people can obtain services that are fast, precise, easy, and cheaper. Basically the implementation of using websites in government services aims to improve public services by being more responsive to the public through online-based websites. The problem in this study is the absence of a two-way feature and the government's lack of responsiveness in managing the Semarang One Data Portal which causes a lack of community participation in its development. The purpose of this study is to analyze Responsive Governance in the development of the Semarang One Data Portal and to find out the determinants of the success of Responsive Governance in the development process of Semarang One Data at the Office of Communication, Statistical Informatics and Encryption of Semarang City with reference to the theory of Responsive Governance by the Agus Dwiyanto, 2008. Methods This research is descriptive using a qualitative approach and the informants were taken from the Semarang City Communication Informatics and Coding Service.

Abstract

Implementation of the e-parking program on Jalan Depok, Semarang City faces several challenges. This starts with the large number of private vehicles which affects the parking sector. Depok Road itself was also affected because this road is a trade road and is crossed by 3 golden roads. Apart from that, illegal parking lots that do not officially deposit fees are also an obstacle in optimizing parking fee revenues. This research aims to look at the implementation of the eparking program on Jalan Depok, Semarang City and also the factors that influence the program implementation process. This research method is descriptive qualitative with data collection techniques through interviews, documentation and observation. The sampling technique is purposive sampling and data validity through source triangulation. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions. The results of this research were analyzed through organization, interpretation, and application based on Jones' theory. Fulfillment of organizational aspects such as standards and procedures needs to be optimized. Interpretation of the program is still limited in the community, even though there has been socialization. In the application, parking levy income has increased, but has not yet reached the PAD target. Supporting factors include adequate budget resources, while inhibiting factors involve a lack of public outreach and understanding, as well as obstacles in the bureaucratic structure. The recommendations of this research are the expansion and consistency of socialization through face-to-face meetings and social media, coaching for jukirs, regular training to increase understanding, and updating regulations and SOPs. Periodic evaluation is needed to improve program effectiveness.

Abstract

This research aims to analyze the implementation of tourism development policies at Pasir Putih Wates Beach by referring to the District Regulation. Rembang No. 12 of 2019. This research also identifies factors that influence policy implementation. Factors influencing policy implementation are presented by comparing four theories according to Van Horn and Van Metter, Edward III, Marilee Girdle and Mazmanian and Paul. The research method used is descriptive qualitative. Implementation of tourism development policies at Pasir Putih Wates Beach includes the development of public infrastructure, public facilities and tourism facilities. This research found problems in the implementation of District Regulations. Rembang No. 12 of 2019 covers the issue of budget limitations and management quality. The implementation of developing tourist accessibility for Pasir Putih Beach is not yet optimal because the management has not provided and has not developed a transportation system in the form of public transportation and supporting transportation facilities. Factors inhibiting the implementation of Pasir Putih Beach tourism development policies in Rembang Regency include standards and targets, resources and communication between organizations. The researcher's recommendation is that the management of Pasir Putih Wates Beach needs to collaborate with the private sector; Pasir Putih Sand Beach managers need to increase training so that the quality of managers increases; Pasir Putih Sand Beach management needs to collaborate with the Transportation Department to expand transportation routes to tourist attractions in Rembang Regency.

Abstract

DKI Jakarta is the province with the highest number of traffic violations in Indonesia every year, as seen in the 2022 National Police data (Pusiknas) reaching 655,176 above East Java, West Java, Central Java and Banten. The police, which has a big responsibility in handling traffic problems, has made a breakthrough, namely ETLE which is also the application of e-government in the ticketing system. ETLE itself is regulated in Law Number 22 of 2009 Article 272 on Road Traffic and Transportation. The purpose of implementing this ETLE policy is to increase public awareness in traffic and to always monitor traffic violations anywhere and anytime so that the safety and security of the public of motor vehicle users is guaranteed. This study aims to find out the implementation of the ETLE policy and what are the inhibiting factors in the process of implementing ETLE in DKI Jakarta by Polda Metro Jaya especially the Directorate of Law Enforcement Sub-Directorate. The method used in this study is a qualitative method where in collecting data using the interview and observation methods and the analysis is in the form of a descriptive form, namely in the form of describing the phenomenon of ETLE implementation in DKI Jakarta in the enforcement of traffic violations. Based on the results of the research, the implementation of ETLE in DKI Jakarta is carried out by recording traffic violators both using static cameras as well as mobile cameras, sending a confirmation letter of violation to the address of the traffic violator, as well as ticket payments that can be made online or offline. The obstacles faced in the implementation of ETLE in DKI Jakarta are the lack of resource facilities such as cameras where the procurement still receives grants from existing stakeholders, namely DISHUB and the lack of public awareness in traffic because the ETLE system itself is still inaccurate.
