Abstract

Aplikasi SI D’Nok diciptakan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Semarang yang dimana diharapkan dapat memberikan kemudahan akses layanan administrasi kependudukan yang berbasis digital, dapat diakses dengan cepat dan mudah. Penelitian ini menjelaskan dan mengalisis implementasi kebijakan Peraturan Walikota Nomor 45 Tahun 2020 dalam aplikasi SI D’nOK pada Disdukcapil Kota Semarang. Dalam pelaksanaannya aplikasi SI D’Nok ini masih banyak masyarakat yang merasa kesusahan dan proses pengurusan dokumen berjalan lama. Penelitian ini berfokus pada Dinas Kependudukan dan Pencatatan Sipil Kota Semarang selaku pengelola dan pelaksana pada aplikasi SI D’Nok. Teori yang digunakan dalam penelitian ini menggunakan teori implementasi kebijakan menurut George C. Edwards III. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data wawancara dan observasi. Hasil penelitian menunjukkan, Dinas Kependudukan dan Pencatatan Sipil Kota Semarang sudah semaksimal mungkin melaksanakan kebijakan pada aplikasi SI D’Nok dengan selalu memonitoring aplikasi jika sewaktu-waktu terjadi kesalahan atau gangguan agar dapat cepat ditangani, terlepas dari itu masih banyak masyarakat yang merasa kesusahan dalam menggunakan aplikasi SI D’Nok ini. Untuk mengatasi hal tersebut diperlukan sosialisasi yang lebih luas dan menyeluruh khususnya kepada masyarakat yang sudah lanjut usia. Penambahan pegawai untuk mendukung pelaksanaan aplikasi SI D’Nok lebih efektif dan tidak terjadi penumpukan dokumen yang membuat pelayanan menjadi lama

Abstract

Tourism development, especially tourism villages in Semarang Regency, is related to the goal of supporting tourism development, equalizing job opportunities, and optimizing economic potential. In fact, Gogik Tourism Village has not yet become a developing tourism village, Pokdarwis and the Gogik Village Government have not carried out their role optimally with a small number of uploads on the Gogik Tourism Village Instagram managed by Pokdarwis and the Gogik Village Government. The existence of the role of actors who have not carried out their roles well shows that the network of actors is not optimal. The purpose of this study is to describe the network of actors formed in the tourism development of Gogik Tourism Village. This research method uses a qualitative descriptive approach, data collection using interviews, observations and documentation. The results of this study show that the network of actors formed in the development of tourism in Gogik Tourism Village is the Helix Quadruple Model consisting of 4 actors, namely the government (Tourism Office, Dispermasdes, Gogik Village Government, PLN, and DLH), academics (UNDIP and UNNES), the community (Pokdarwis, BUMDes, PKK, and Farmer Groups), and the media (Jawa Pos Radar Semarang and Instagram of Gogik Tourism Village). It was found that there were communication and coordination obstacles between government actors and community actors, as well as a lack of influence by community actors in the process of preparing the Gogik Tourism Village tourism development strategy. The suggestion conveyed is to increase the participation of community actors in the planning process by creating a collaborative decision-making process involving community actors and government actors, and communication and coordination obstacles can be faced by holding regular meetings to discuss progress, challenges, and decisions to be taken.

Abstract

Kemajuan dan perkembangan masyarakat di suatu wilayah dipengaruhi oleh berbagai sektor kehidupan global, salah satunya yaitu dampak kualitas sumber daya manusia yang dipengaruhi oleh stunting berupa ketidakoptimalan produktivitas seseorang karena rendahnya kemampuan kognitif akibat malnutrisi pada masa awal pertumbuhan. Konteks penanganan masalah publik dengan collaborative governance biasanya berupa kendala yang sulit diselesaikan oleh satu pihak saja. Unsur utama proses collaborative governance yaitu keterlibatan peran multi-stakeholder dalam pengaturan pengentasan suatu permasalahan publik. Tujuan penelitian ini mendiskripsikan collaborative governance dalam upaya penanganan stunting di Kelurahan Tanjung Mas, Kota Semarang agar memajukan kualitas masyarakatnya. Penelitian ini memiliki metode kualitatif dengan pendekatan deskriptif. Penelitian ini berfokus pada implementasi collaborative governance pada upaya penanganan stunting yang solutif. Teknik pengumpulan data menggunakan Teknik wawancara, observasi, dan studi dokumentasi. Penelitian inimenggunakan empat fenomena, yaitu kondisi awal, desain kelembagaan, kepemimpinan, dan proses kolaboratif. Hasil penelitian menunjukkan bahwa sesuai dengan situasi masyarakat Kelurahan Tanjung Mas yang membutuhkan banyak bantuan, telah terdapat collaborative governance dalam upaya menangani stunting di Kelurahan Tanjung Mas dengan koordinasi, distribusi dan pengelolaan bantuan dari multi-aktor berupa pentahelix (pemerintah, perusahaan, akademisi, media, danmasyarakat) yang cukup baik. Salah satu bentuk solusi dalam penanganan stunting oleh collaborative governance yakni upaya pemberdayaan masyarakat sebagailangkah perubahan perilaku positif. Rekomendasi sebagai strategi dalam penanganan stunting di Kelurahan Tanjung Mas adalah penyediaan infrastruktur sebagai sarana optimalisasi Strategi Komunikasi Perubahan Perilaku dan penambahan pengawasan Posyandu untuk perbaikan kesenjangan pendataan sebagai langkah perbaikan kualitas sumberdaya manusia bagi keberlangsungan kemajuan dan perkembangan masyarakat.

Abstract

The "Mangan Mendoane Rini" innovation is one of the superior innovations of RSUD Prof. Dr. Margono Soekarjo Purwokerto. This innovation has succeeded in overcoming problems such as stopping the practice of collusion between health workers, increasing the accuracy of drug/AHP procurement planning, increasing operational cost efficiency from 37% to 26%, reducing the type and number of expired drugs from 0.15% to 0.08%, increasing recording accuracy from 22% to 0%, increasing doctor's compliance with the formulary from 80% to 95% and increasing the community satisfaction index from 61% to 89%. This success has resulted in this innovation receiving many awards both at regional and national levels. This research aims to find out how to implement the "Mangan Mendoane Rini" innovation program based on Prasojo's (2007) best practice concept, by analyzing the dimensions of impact, partnership, sustainability, leadership and transferability. Data collection was carried out using in-depth interviews, observation and documentation. The results obtained are that the "Mangan Mendoane Rini" innovation has fulfilled and shown positive results in all dimensions which are the basis of the analysis. With the success of this innovation, RSMS continues to carry out updates and develop innovations aimed at improving service quality. Developments carried out include drug restrictions, BPJS e-claim prescription bridging, and free drug delivery. This innovation has been replicated by many other hospitals with the existence of SPO (Standard Operating Procedures) regarding replication and comparative studies.

Abstract

Poverty is a problem that occurs in every country, especially in developing countries like Indonesia. The government has taken various policies to solve the problem of poverty, one of which is through empowering poor families, namely the Family Hope Program (PKH). The Family Hope Program (PKH) is the development of a social protection system which aims to alleviate and help poor families with the hope that this program can reduce poverty. The method used is a qualitative-descriptive approach with data collection techniques through observation, interviews and documentation. The theory used in this research uses Merilee S Grindle's Policy Implementation Model theory which consists of two large dimensions, namely Policy Content and Implementation Environment. The results of the research show that the implementation of the family hope program has gone well but there are still several obstacles found, especially in terms of the degree of change desired regarding targeting within a year period regarding the number of KPM who must leave the transition period to graduate while resources are involved related to the availability of resources. human resources in the field and supporting facilities are still found to lack facilities for assistance in the field. This is also influenced by inhibiting factors such as lack of awareness among the community itself, there is a lack of human resources in dealing with beneficiary families, Facilitators of the Family Hope Program experience difficulties because the workload is not commensurate with the number of beneficiary families in Gayamsari District.

Abstract

This research aims to examine the roles of stakeholdersiinitheimanagementiof green openispacesiin the Bekasi City Forest. Effective management requires cooperation and participation from various stakeholders with diverse interests and roles. Data collectioniwasiconductedithroughidocumentationistudies, interviews, and observations. Theiinformant selectionitechnique used purposiveisampling to select informants providing primary and secondary data. Informants included the Environmental Agency, the Department of Public Works and Water Resources, the Spatial Planning Agency, the Sub-district Office, and residents of Kayuringin Jaya Sub-district. Through thisiresearch, it is expected to reveal the roles of each stakeholder in the managementiof green open spaces in the Bekasi City Forest. The result of this study can provid a better understandin of the importance of stakeholder cooperation and participation in improving the effectiveness of green open space management. Issues were found within the Environmental Agency, indicating suboptimal performance due to inadequate communication analysis among stakeholders caused by existing SOPs within each agency. Theimanagement ofiithe Bekasi City Forestiihasiinot been fully implemented due to poor communication and lack of cooperation from non-governmental parties, thus failing to provide significant benefits to the community enjoying the area. Recommendations include the Environmental Agency improving communication among stakeholders involved in the management of the City Forest and fostering cooperation with non-governmental entities.

Abstract

The government and Pokdarwis Gendewa formulated and implemented a branding strategy as an alternative to increase tourist visits to Sojiwan Temple. The objectives of this study are, first, to describe and analyze the branding strategy to increase tourist visits to Sojiwan Temple. Second, describe and analyze the driving and inhibiting factors of branding strategies to increase tourist visits to Sojiwan Temple. This research uses qualitative methods with descriptive analysis accompanied by relevant supporting evidence. This research was conducted at the Central Java-DIY Region X Cultural Preservation Center; Klaten Regency Tourism, Culture, Youth and Sports Office; and at Kebondalem Kidul Village Hall. The results of this study are the branding strategy of Sojiwan Temple tourism through image formation by creating a slogan/tagline, namely sanjiwana, then the slogan is communicated through social media and cultural festivals. Supporting factors for the Sojiwan Temple tourism branding strategy are clear regulations, the government's vision and mission, clear targets and objectives, and an agreement through the MoU. The inhibiting factor of the branding strategy is the lack of communication between the government and related parties. The recommendations given are to create a visual design (logo) based on the tagline as the identity of Sojiwan Temple tourism, create personal social media so that branding communication is more effective, and collaboration between the government and related parties so that the implementation of branding can be done well.

Abstract

Pelayanan kesehatan di puskesmas adalah salah satu peran penting instansi pemerintah dalam memberikan layanan kesehatan kepada masyarakat. Puskesmas harus meningkatkan kualitas kinerja dan mutu pelayanan untuk memenuhi kebutuhan, keinginan, dan harapan masyarakat serta memberikan kepuasan. Sebagai fasilitas kesehatan terdekat dengan masyarakat, puskesmas adalah ujung tombak dalam menciptakan sumber daya manusia Indonesia yang sehat. Di Puskesmas Rembang 1, terdapat masalah dalam pelayanan dan pengelolaan rekam medis, seperti gangguan pada aplikasi SIMPUS dan penumpukan berkas dari luar kabupaten. Beberapa indikator mutu rekam medis yang belum terpenuhi termasuk ketidaklengkapan pengisian berkas seperti Riwayat Penyakit Sekarang (RPS), Riwayat Penyakit Dahulu (RPD), dan kode diagnosa. Penelitian ini bertujuan untuk mengetahui kualitas pelayanan kesehatan di Puskesmas Rembang 1 dan menganalisis faktor penghambatnya. Metode yang digunakan adalah deskriptif kualitatif dengan sumber data dari wawancara, observasi, dan dokumentasi. Informan dipilih dengan quota sampling yang melibatkan 8 orang, termasuk Kepala Puskesmas, Kasubag Tata Usaha, dokter umum, perawat, dan pasien. Kualitas pelayanan diukur dengan lima dimensi dari teori Zeithaml: Tangible (kenampakan fisik), Reliability (kehandalan), Responsiveness (daya tanggap), Assurance (jaminan), dan Empathy (empati). Hasil penelitian menunjukkan bahwa dua dimensi (Tangible dan Reliability) belum berjalan dengan baik, dua dimensi (Responsiveness dan Assurance) berjalan cukup baik, dan satu dimensi (Empathy) berjalan dengan baik. Dari enam faktor penghambat yang dikemukakan oleh Moenir, terdapat empat faktor yang menghambat kualitas pelayanan kesehatan: sumber daya manusia, sistem, prosedur dan aturan, kemampuan, serta sarana pelayanan

Abstract

Website Vaksinasi COVID-19 Kota Semarang Terintegrasi (VICTORI) merupakan layanan publik yang diinisiasi oleh Dinas Kesehatan Kota Semarang yang memungkinkan warga Kota Semarang untuk melakukan pendaftaran untuk memperoleh vaksinasi di berbagai lokasi vaksinasi Kota Semarang. Namun demikian, masih terdapat beberapa masalah dengan implementasi Website Victori, seperti server yang lamban sehingga membuat pengguna menunggu lama dan tidak dapat mengakses situs web karena mengalami penolakan akses. Penelitian ini bertujuan untuk menganalisis faktor-faktor dalam implementasi Website Victori di Dinas Kesehatan Kota Semarang. Penelitian ini menggunakan Teori Indrajit tentang 3 Elemen Sukses Penerapan E-government (2016). Metode penelitian yang digunakan yaitu kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa pada elemen support, Dinas Kesehatan telah memberikan dukungan dalam hal anggaran dana dan tenaga , pengembangan website, serta sosialisasi kepada masyarakat. Pada elemen capacity, masih terdapat kendala yakni dalam penyediaan hosting dan domain website serta kendala pada sistem yang error. Kemudian, pada elemen value, Website Victori memberi manfaat kepada Dinas Kesehatan dalam hal efisiensi pengelolaan data vaksinasi serta memberikan manfaat kepada masyarakat hal pendaftaran vaksinasi dan penyediaan informasi seputar vaksinasi. Dari analisis yang telah dilakukan berdasarkan teori dan fenomena di lapangan, ditemukan faktor pendorong yakni kerja sama antar organisasi dan upaya sosialisasi yang menyeluruh, serta faktor penghambat yakni gangguan jaringan dan sistem error pada Website Victori. Rekomendasi yang dapat diberikan yakni memastikan keberlanjutan dukungan anggaran dan tenaga, pemeliharaan dan pembaharuan website serta melakukan evaluasi terhadap keluhan masyarakat.

Abstract

Child Identity Card is a program issued by the government through Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Card. Mijen Subdistrict is one of the most outlying subdistricts in Semarang City, so KIA monitoring is not carried out optimally. The purpose of this research is to determine the implementation of KIA policy in Mijen Subdistrict, Semarang City and it's supporting and inhibiting factors. This research method is a qualitative method using research subjects as many as 5 informants consisting of Semarang City Population and Civil Registration Dispendukcapil staff, Mijen District TPDK staff, and the Mijen District residents. The accuracy of the policy has not been optimal because the public does not yet know the purpose of creating KIA. The implementation was correct because the Semarang City and Mijen District Population and Civil Registry Services as program managers had carried out their duties and roles well. The accuracy of the target can be seen from determining who should carry out KIA is child aged 0-17 years old. Environmental accuracy is considered to be appropriate even though it is not optimal because the dissemination of information is only about the requirements and flow of making KIA, but the more important about KIA program partnership is not disseminated. The accuracy of the process can be seen from indications of the readiness of the public and program implementers in understanding, accepting and being ready to be part of the program. In this case, the accuracy of the program implementation process was not optimal, the process was slow due to the public feeling less enthusiastic due to the lack of socialization and promotion, especially about the benefits of making KIA.
