The most important component to move the organization in the achievement of the purpose is human resources, so does the Secretariat of the Semarang City local parliament in providing services to members of parliament. In the run tupoksinya, there are complaints on the performance of the Parliament Secretariat of Semarang. Besides, there are mismatches with the occupied areas of competencies owned by employees viewed from educational backgrounds. Employee Income Supplement is still difficult to raise employee motivation because of lack of clarity in the provision of reference and the difference in nominal TPP received by each employee. The purpose of this research was to analyze the relationship between competence and motivation of the employee's performance. Kendalls tau is used to answer the research objectives. This study uses quantitative and respondent types of Semarang Parliament Secretariat. Data collection methods used were interviews, observations, questionnaires, and documentation. Based on the results of this research is that the performance, competence and motivation of employees included in good category. Correlation test showed that there were positive and significant relationship between competence and motivation on employee performance Semarang Parliament Secretariat. It can be concluded that employees who have competence, but not supported by high motivation make the performance not maximal, so increasing motivation and competence development must be done.

Traditional market one of economic growth proponent aspect in Jepara Regency. But, the condition of Bangsri Traditional Market shown the unstable year by year, those are so many lack of the infrastructures for the public (merchants and consumer). The aim of this research is to formulate a strategy that must be done by Department of Cooperation, UMKM and Market Management of Jepara Regency to increase the management in Bangsri Traditional Market. This research used a qualitative descriptive study. The techniques of collecting data is documentation, interview, observation and literature study. This research used purposive sampling and accidental sampling method to determine the informants. The writer identified the internal and external factors of organization by using SWOT analysis, then will be gained strategic issue. Next step is measuring priority scale by using Litmus Test to know the most strategic issue. The result of this research showed that the management strategic in Bangsri Traditional Market has not been optimal yet, thus it needs new strategy to solve them. The recommended strategy is to make the optimum cooperation with stakeholders and private to increase Bangsri Traditional Market management, raise the merchants participation by socialization to manage Bangsri Traditional Market, strive for the infrastructures in Bangsri Traditional Market and coordination between Department, Government, regional legislative assembly, market organizer and merchants to increase the donation for Bangsri Traditional Market.

One of the TNI's bhakti operations that directly touched the community's life needs was the TNI Manunggal Membangun Desa (TMMD), by involving the local government as a work partner. The TNI Manunggal Membangunan Desa (TMMD) program took part in helping the Semarang City Government to help the community to be empowered, thereby improving the welfare of the community through physical and non-physical development. In this study using the theory of Edwards III to consider four factors in implementing public policy: Communication, Resources, Acting Attitudes, Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the TNI Manunggal Bangunan Desa (TMMD) program activities in Semarang City are the implementing communication and disposition. The factor that is considered as an inhibiting factor in the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program activities in Semarang City is the resources and bureaucratic structure. Fuel Oil Control Policy refer to Regulation of the Minister of Energy and Mineral Resources No. 1 2013 regarding control of the use of a particular fuel oil. The fuel oil subsidy control program aims to stabilize the fuel oil consumption, fuel oil subsidies are mainly so that in the future can still be consumed. As we know that all our needs there is no escape from a fuel oil, whether it be of processing or use. So with the fuel oil control is expected to continue to meet the needs now and in the future. The process of implementation of the policy of fuel oil control in achieving the goal of factor supporting and inhibitors factors. Based on the theory of George Edward III, factors that support and hinder form of Resources, Bureaucratic Structure, Communication, and Disposition.The factors supporting the implementation of the fuel oil control include:human resources of the actors implementing sufficient resources to FUEL the build-up would be adequate, there is a consistency of information from the Government, the SOP has been understood by the executor, the coordination is going well, behavior implementer policy is according to the role of each in existing regulations. And inhibiting factors are not sufficient budget resources needs of the users of official vehicles, the lack of readiness of the user service vehicles in implementing existing regulations, the sanctions have not been applied strictly.Â

Performance appraisal is an activity carried out management / supervisors to assess and measure also evaluate the performance of employees for the work they do. Performance appraisal could be used to determine the weaknesses and strengths of employees. The weaknesses and strengths used as foundation to improve the weaknesses and strengthen the advantages in order to improve productivity and employee development. Performance appraisal is intended to determine the level of employee performance. This study was to describe how the level of employee performance at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and What the indicators which are the weak levels of employee performance appraisal at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya with quantitative descriptive. The data analyze is used an average or mean, mode, median and frequency distribution and graphs. Informants in this study are civil servants of Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and data collected through questionnaires, observation, and documentation to provide information about employee performance. The results of this study explains that the level of employee performance Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good and indicators that are weak and need to increase with the lowest average is an indicator of time, teamwork and some sub indicators are indicators of quantity and discipline. Based on these results, the performance level civil servants at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good. There are some suggestions that can be done such as socialization of time management to all employees and also employee need more focus and concentration to their work, more understand the importance of teamwork with superiors, subordinates, colleagues and other organization, so that the work can be done properly and according to expectations of organization.

Reformasi sektor publik yang disertai adanya tuntutan demokratisasi menjadi suatu fenomena global termasuk di Indonesia. Salah satu output dari reformasi sektor publik khususnya dalam bidang pengelolaan keuangan daerah adalah alokasi anggaran pendapatan dan belanja daerah. Dengan adanya reformasi ini daerah diberi kebebasan untuk mengelola kekayaan daerahnya seoptimal mungkin untuk membiayai penyelenggaraan pemerintahan daerah, sehingga muncullah kebijakan otonomi daerah. Salah satu tujuan otonomi daerah adalah untuk mempercepat pertumbuhan ekonomi dan pembangunan daerah. Masalah yang muncul adalah terjadi ketimpangan yang cukup signifikan dalam pengalokasian anggaran pendapatan daerah terhadap anggaran belanja pegawai dan anggaran belanja pembangunan. Tujuan penelitian yaitu untuk mengkaji seberapa besar alokasi anggaran pendapatan dan belanja daerah terkait dengan ekonomi makro dalam hal ini pertumbuhan ekonomi dan terkait dengan pembangunan daerah. Upaya menjawab permasalahan ini dengan menggunakan teori evaluasi oleh Dunn yang digunakan untuk menarik kesimpulan. Dengan desain penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa terjadi hubungan yang positif antara alokasi anggaran pendapatan dan belanja daerah dengan ekonomi makro, khususnya pertumbuhan ekonomi. Dimana pertumbuhan ekonomi dapat dilihat dari pembangunan daerah, dalam hal ini pembangunan manusianya yang dapat dilihat dari kemampuan daya beli masyarakat yang dapat diukur dengan Indeks Harga Konsumen (IHK) dan Laju Inflasi. Disarankan perlu adanya keseimbangan dalam penyusunan proporsi alokasi anggaran untuk belanja pegawai dan belanja pembangunan.

A good performance must have many criteria such as responsibility, quality, honestly, need for supervisional, productivity, and good sense of time. Based on Undang-undang number 5 year 2014 about Aparatur Sipil Negara Human resources especially on this case is state civil apparatus are being requested to do giving prime services. Prime services for society mean state civil apparatus are giving their best services. Including in this research is Bappeda Semarang City. The purpose from this research to knowing and analyzes employee performance, influence of ability to employee performance, influence of enivironment to employee performance, and than relationship of ability and environment to employee performance in Bappeda Semarang City. This research using quantity eksplanatif methodology. Amount of sample is 59 employee. Taking data using questioner. The research result is, employee performance in Bappeda Semarang City is good. There is positive strong enough correlation between ability to employee performance, enivironment to employee performance, and then ability and environment to employee performance in Bappeda Semarang City, proven with correlation kendall calculation and konkordansi kendall correlation. Employee performance needs to be improve with improving ability and environment.

In this kind of era that full of challenges and chances, Local Government should be able to do some innovation to improve the quality of public services, so that the impression of government bureaucracy that is slow, complicated, and unfriendly can be eliminated. Therefore a policy was made to solve the problems that are exist in the public. The Implementation of One Stop Services have done to overcome the problems, especially in the licensing and non-licensing areas. The purpose of this policy is to facilitate the public in the making of business license. This policy was expected to have an impact to society beyond the aim of this policy itself. The purpose of this study was to find out what the impact of PPTSP, both expected and unexpected aspects of individuals, organizations, institutions and social systems. This research is a descriptive study using a qualitative approach. Based on result of research, PPTSP policy was still not touched all aspects of the society in which people are still not fully feel the positive impact of this policy. The recommendations that can be given to BPPT is this implementation of PPTSP can pay more attention to the impact resulting from the ease of licensing is not only for entrepreneurs, but also for the people are not entrepreneurs. The coordination of BPPT and related agencies should be improved, and in the policy making stakeholders must take an anticipatory action to tide over the impacts that are out of the expectation.

Implementation of Tourism Promotion Policy in Semarang City is a policy applied in Semarang City based on Local Regulation Number 3 Year 2010, Article 33 paragraph 3 About Tourism. This policy aims to improve the image of tourism and increase the number of tourist visits in the city of Semarang. One way that is done is to form a regional promotion agency regulated in the Mayor of Semarang Regulation No. 2 of 2012 on Tourism Promotion Board of Semarang City. This study aims to determine the implementation of tourism promotion policy in the city of Semarang. The results showed that in the implementation of tourism promotion policy in Semarang City through image enhancement activities such as organizing events such as exhibitions. However, there are still some obstacles in the implementation of tourism policy, especially in the case of Human Resources for the promotional participants and the Fund, especially in the limited access to Grant Fund. It can cause the implementation of tourism promotion policy in Semarang city can be hampered. Based on these obstacles, then made efforts in tackling these constraints by the Department of Culture and Tourism Semarang city in an effort to promote tourism. Things to consider in the promotion of tourism in the city of Semarang is funding support and improvement of human resources by training the executors to make the implementers as actors in the tourism promotion activities are competent.

The problem admission process in SMP 3 Semarang was always about the achievement scores of the prospective students that applied to SMP 3 Semarang. This problem is getting worst and more complex by years, so SMP 3 Semarang is trying to prevent it by making a policy that oblige all prospective students that want to apply to SMP 3 Semarang by using the achievement scores to undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores as well. This research aims to identify and analyze the policy impact of school admission policy made by SMP 3 Semarang and to find out all the supporting and impeding aspects during the policy implementation/practice. The research uses descriptive qualitative. In conclusion The research showed that this policy that have been made by SMP 3 Semarang have both internal and external effects, in the form of positive responds giving by public and the Education Board itself already fully support as well the policy that oblige all prospective students that want to apply by using the achievement scores must undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores. This policy is having effect on SMP 3 Semarang as well in the form of the descent rate of fraud in the school admission process in SMP 3 Semarang, so the school quality is maintained
