Abstract

As the state of apparatus an employee should have an attitude and behavior which characterized the devotion, and should have high work discipline so that they can give a good service to the society. It can assumed that most of State Employee or Pegawai Negeri Sipil (PNS) in Balai Diklat Keagamaan Semarang or Religion Affairs Training Center Semarang has low quality performance, as we can see from the input performance, system of performance, quality of service for participants and widyaiswara. The research is used explanatory research. Methods of collecting data are observation, questionnaire, interview, and review of literature that has been analyzed quantitatively. To examine the hypothesis is used kendall rank coefficient-correlation, kongkordasi kendall coefficient, F test (simultaneous test), and to find out the relation between variables is used determined coefficient analysis which helped by SPSS program. It found significant relation between capability (X1) with employee performance (Y) and motivation (X2) with employee performance (Y) by using rank kendall correlation. But, there are not significant relation between capability (X1), motivation (X2), and employee performance (Y). With F test technique there are significant relations between capability (X1), motivation (X2), and employee performance (Y). The influence of employee ability (X1) to employee performance (Y) is 43,3%, the influence of motivation (X2) to employee performance is 25,5%, influence of ability (X1) and motivation (X2) to employee performance is 55,9% and the rest 44,1% are other factors which has influence with employee performance such as discipline, appreciation, and type leadership. The result showed that the influence of high ability (X1) and motivation of employee can minimize fault so that employee’s performance can be increased and they can do better in any aspects. The author provides recommendations of ability (X1) through training, softskill training, and technical guidance, whereas recommendations of motivation (X2) through giving a compliment, appraisement, and additional intensive.

Abstract

Semarang’s local government has determined policy about advertisements’s implementation through Spacial Planning department as an implement in advertisement’s implementation policy that head for keeping the beauty of the city that appropiate with spacial planning of Semarang’s city and society’s comfort, but the implementation is still not effective yet. Based on researcher’s invention, known that implementation of the policy isn’t optimum yet and still found some violations. The purpose of this research are for describe and analyze the implementation of advertisement’s implementation policy and for analyze the factors that influence in that implementation. The method used in this research is qualitative-descriptive type. The technique that is used is observation, interview and documentation. Based on research’s result, can be understood that the implementation which has implemented, there is a promoter’s factor, and that factor is communication, but there are some constraint factors which influence the policy. The factors are the resource, bureaucracy’s structure and dispotition which become obstruct of implementation of advertisement’s implementation policy in Semarang City. The reccomendation that writer gives to Spacial Planning Department has a purpose for being better in implementating the advertisement implementation’s policy in Semarang City

Abstract

In order to support the achievement of performance accountability Semarang regency government better by improving the performance of civil servants who are in the local government area in Semarang. The study aims to describe the performance of employees and determine the influence of environmental variables and the ability to work on the performance of employees working in the District Gayamsari Semarang. Employee performance is a process of assessment of the progress of the work against the goals and objectives in the management of human resources in achieving organizational goals. According to Armstrong there are four factors related to the performance of one's work environment, style of leadership, productivity, and interpersonal skills. Whereas performance by Surya Dharma theory is a theory of motivation, the concept of organizational effectiveness, confidence managing performance, work environment. This study has a locus in the District Gayamsari the city, it is because there is an indication of less than optimal performance of employees in the agency. This type of research is explanatory, respondents drawn a number of 33 people by using population. This study uses quantitative data analysis and hypothesis testing using Rank Kendall, Kendall concordance coefficient and the coefficient of determination.The results showed the results of the performance of employees in the district of Semarang Gayamsari high of 15.2% and a high of 84.8%, the magnitude of the effect between the ability of the (X 1) on employee performance (Y) is equal to 27.56%, the level of influence between the work environment (X 2) on employee performance (Y) is equal to 24.21%, and Employee Performance (Y) is affected by the Work Capability (X 1) and Working Environment (X 2) jointly by 52.71%. From these results, the authors provide suggestions for service revenue and financial management in the form of improved employee performance is optimal, then the increase employability through the provision of training / skills training and work environment through improved infrastructure and create intimacy all employees.

Abstract

The problem in this research is have not optimum performance of employees at the Inspektorat Provinsi Jawa Tengah. The purpose of this study is to determine how much influence the ability of employees , work interests, leadership, organizational climate, motivation and job satisfaction. Quantitative research methods with explanatory research design. The results of this study indicate that there is a relationship and a positive influence on the ability to work with a correlation coefficient ( r = 0.229 ; KD = 5.24 % ) working interest ( r = 0.217 ; KD = 4.4 % ) , leadership ( r = 0.298 ; KD=8.88% ), organizational climate ( r = 0.385 ; KD = 14.85 % ), motivation ( r = 0.216 ; KD = 4.6 % ) and job satisfaction ( r = 0.243;KD = 5,9 % ) on employee performance. It means if capability more high, the corresponding interests, the better the behavior of its leadership, the more conducive organizational climate, motivation is getting high and job satisfaction is getting high, it make the performance of employees more high than before. Because the factors that affect the performance of employees is the ability, interests of employees, leadership, organizational climate, motivation and job satisfaction then, to improve employee performance can be done by improving the ability, to adjust interest in his work, improve the behavior of the leadership, make organizational climate condusif, improve motivation and maintain employee satisfaction and provide functional training to employees and PIM training on leadership, leaders also need to create a conducive organizational climate by providing specific direction and giving a clear time limit on each job so that it can improve employee performance.

Abstract

Health is an important thing in life to make a better life standard of human life. Many things can be done to increase people health, one of them is by health service implementation. Srondol district health center is an organizaation who give health service for people society. According to the study of health service quality, service quality is a level of superiority which wanted and controlling of those superiority level to fulfill patient’s desires. The result of this research indicates that Srondol district health center has been giving good health service to people, even there are still some of deficiency in some parts, Srondol district health center should increase the indicators of public service quality, especially in the comfort of buildings, parking area, and manner value and also the hospitality of the health officer in Srondol District health center Banyumanik Sub District Semarang City.

Abstract

The development of e-Government is one of the efforts undertaken by the government in improving the quality of service and relationships between the citizen, business, and government. E-Government is intended to support good governance through the use of technology that will facilitate the public in accessing information. The method used in this research is descriptive qualitative method. The purpose of this study is to describe and analyze the development of e-Government in Salatiga City and to know the obstacles in the development of e-Government in Salatiga City. The results show that the development of e-Government in Salatiga City has not been in accordance with what is expected. This can be proved from the three elements, two of the elements are the support and capacity elements have not supported in the development of e-Government, while one element that is the value already supports. Constraints faced in the development of e-Government is the absence of local regulations and the decisions of the mayor governing of e-Government in the Salatiga City, the lack of socialization conducted directly bring together the Salatiga City government and the citizen, and lack of budget, infrastructure and human resources in the implementation of e-Government in Salatiga City. Recommendation for this research is required of law product in the form of local regulation and also mayor decision as base in applying of e-Government in Salatiga City, need of socialization about utilization of IT in government environment and for society, need existence of improvement of facility and infrastructure of e-Government and the addition of human resources.

Abstract

Public participation is an important aspect in the success of the government's development program. Family planning is one government program that aims to control the number of residents with a way to control birth spacing and limiting births. Another goal of family planning is to improve the quality of future generations. In the family planning programs in Sub-district Pedurungan, public participation is a form of public awareness to share the support of one of the national government's programs in an effort to control the population and improving the quality of human resources. Technical Implementation Unit of Bapermasper and KB (UPTB) Sub-district Pedurungan which is representative of bapermasper and KB Semarang acts as a supervisor, executive and government officials who deal with matters of family planning in Sub Pedurungan. The purpose of this research is to see the form of community participation in family planning programs, the level of community participation in family planning programs and the factors that influence community participation in planning programs in Sub-district Pedurungan. The results of this research are the form of community participation in family planning programs in Sub Pedurungan is pseudo participation. Levels of community participation is at the level of tokenism and there are three factors that affect the participation of the six factors studied . Factors affecting the society is education background , gender and external factors comes from the government

Abstract

remaja terlantar atau remaja putus sekolah di Negara ini. Kementerian Sosial membuat program yang bernama Panti Sosial Bina Remaja untuk menangani fenomena tersebut, program ini dilakukan dengan bertujuan untuk memajukan kelangsungan hidup remaja terlantar atau putus sekolah agar dapat mandiri serta menjalani kehidupan sosialnya dengan normal. Permasalahan internal yang dihadapi yaitu konsistensi pemerintah itu sendiri seperti sumber daya manusia, non-manusia dan komunikasi. Salah satu Panti Sosial Bina Remaja yang langsung dinaungi oleh kementerian sosial yaitu ada di daerah Bambu Apus, Jakarta Timur. Tujuan penelitian ini adalah untuk mengetahui bagaimana proses implementasi program Panti Sosial Bina Remaja (PSBR) Bambu Apus, serta mencari tau apakah faktor sumber daya dan faktor komunikasi mempengaruhi proses implementasi tersebut. Dalam mencapai tujuan tersebut dilakukan penyebaran kuesioner terhadap 30 responden yang merupakan pegawai panti, yang sebelumnya kuesioner tersebut telah di uji validitas dan reliabilitas. Pengujian hipotesis menggunakan analisis Korelasi Kendal Tau (Ï„), Koefisian Konkordansi Kendall (W), dan Koefisien Determinasi. Hasil penelitian yang dibantu program SPSS 16 for Windows menunjukkan bahwa Implementasi Panti Sosial Bina Remaja (PSBR) Bambu Apus masuk ke dalam kategori baik kemudian terbukti adanya pengaruh sumber daya (X1) terhadap implementasi (Y) sebesar 43,1649%, pengaruh komunikasi (X2) terhadap implementasi (Y) sebesar 9,3636% dan kedua variabel tersebut secara bersama-sama memiliki pengaruh terhadap variabel implementasi sebesar 13,5%.

Abstract

Subscription parking retribution are payments for parking fees that must be paid by the owner of a motorized vehicle registered at the SAMSAT Office in Mojokerto City for a period of 1 (one) year in which payment is made in conjunction with the tax payment of the vehicle concerned. The purpose of the subscription parking retribution policy is contained in the Mojokerto Mayor Regulation No. 7 of 2010 is to increase PAD from the regional retribution sector and to improve parking services to the public. However, in its implementation despite being able to increase PAD in Mojokerto City significantly the parking fee retribution policy has not been able to provide maximum parking services. The purpose of this study was to determine the process of implementing a subscription parking retribution policy and to find the factor of implementing a subscription parking retribution policy did not run optimally. This type of research is descriptive research using qualitative methods. The results showed that the input indicators, process indicators and supervisory indicators that were evaluated were factors for the implementation of the subscription parking retribution policy not running optimally. Among them are aspects of human resources, retribution collection methods, effectiveness and efficiency, supervisory resources, intensity of supervision, and aspects of the method of taking corrective actions. Recommendations that can be given are increasing the standard of recruitment of parking officers, giving freedom to the public to choose whether to use retribution or not, increasing the number of supervisory resources, increasing the intensity of supervision, and improving supervision methods by increasing coordination with parking officers in the field.

Abstract

This study was conducted at the Overseas Technical Cooperation Bureau, Ministry of State Secretariat. The purpose of this study is to describe and analyze workload, motivation and employee performance, to test the influence of workload towards employee performance, to test the influence of motivation towards employee performance, and to test the influence of workload and motivation towards employee performance at the Overseas Technical Cooperation Bureau, Ministry of State Secretariat. The research method was qualitative research method. The data in this study were gained through questioner and interview. In analyzing the data, the writer used Kendall Correlation Coefficient, Kendall Concordance Coefficient, and Determination Coefficient. The result of this study showed that the employee performance of the Overseas Technical Cooperation Bureau, Ministry of State Secretariat was not good. The result of this study showed that the workload of the Overseas Technical Cooperation Bureau was not good. The result of this study showed that motivation of the Overseas Technical Cooperation Bureau was not good. The influence of workload towards employee performance was 14,28%. The influence of motivation towards employee performance was 19,80%. The influence of workload and motivation towards employee performance was 1,02 and the other 98,98% was effected by other factors. The result showed that there was positive and significant correlation between workload and motivation towards employee performance. Conclusions in this research third variable that is the employee performance, workload and motivation are still said to be less good. It is viewed from the work of nonconformity with a standard, less mampunya employees in understanding a task, of the division of work because of limited human resources, and the absence of the awards for employees who work with both, diligent and discipline. From this research and the author gives advice of the need of training the operation of database input for employees because of the system change, the need of additional employees to workload no weight and need to increase the motivation through the award.
