Abstract

Abstract   This article explores about national interest of China in conflict of South China Sea. The South China Sea is rich in potencial natural resources especially  hydrocarbons – oil and natural gas and fishery resources. It’s also strategic international sea. But this is semi enclosed sea that surrounded ten coast countries and six of them are included in overlapping claims and territorial disputes. China, Vietnam, Malaysia, Philippines, Brunei Darussalam, and Taiwan all have made claims teritorial sovereignty to various rights in that body of water. So The South China Sea is important to China not only for its strategic location but also because of its natural resources. For China, claim about The South China Sea is a core interest and to protect its core interest with military means because it was believed as a Chinese Lake. From economic, the national interest of China is that The South China Sea is used to enhance the economic reforms and promoting its economic development. As consequence of economic reforms make China to refind  the new natural resources. The China successful of claim in The South China Sea can show the big power for another countries not only in Southeast Asia or East Asia (regional) and international.   Keywords: power, national interest, conflict, natural source

Abstract

Abstract   The purpose of this study is to examine and learn Teacher Certification Policy Implementation. In this study sample was chosen purposive sample. The authors chose informants executive officers and staff of teacher certification activities in Dinas Pendidikan, Pemuda dan Olahraga Kabupaten Boyolali. After a descriptive analysis, interviews, observation, and study the documentation can be concluded that: The government policy on teacher certification is an effort in order to improve the quality, capability, and welfare of teachers who are expected to have an impact on education quality improvement, implementation of the certification of teachers in Kabupaten Boyolali achieve the desired objectives with effective when supported by several factors, including: factors a positive attitude implementing policies, support of adequate resources both human resources, funds and adequate physical facilities in terms of quantity and quality, factors that accurate communication and participation of teachers as a participant certification.   Kata Kunci:     Komunikasi; Pertisipasi Sertifikasi

Abstract

Abstract Pisang merupakan komoditas buah yang memiliki peminat di seluruh penjuru dunia. Pasokan pisang dunia berasal dari negara-negara tropis, yang sebagian besar bukan negara maju. Petani-petani pisang di negara-negara ini sangat tergantung pada harga pisang di pasaran dunia sebagai mata pencaharian utama mereka. Ada perdagangan bebas ternyata membawa imbas negatif bagi para petani pisang. Alih-alih menyejahterakan petani pisang ini, perdagangan bebas membawa pesaing global dalam bentuk perusahaan besar yang memiliki perkebunan pisang luas. Para petani pun terancam mata pencahariannya. Usaha untuk menciptakan perdagangan yang lebih adil pun perlu dilakukan agar nasib para petani pisang di dunia ketiga tidak tersia-siakan.   Keywords : global trade, fair trade, banana trade

Abstract

Abstract   One of the important issues that develop on the sidelines of a revolving future issue of democratization reforms is a matter of the ability of local governments in providing services to people in the region. Issues - issues concerning the need to increase the ability of the organizers of the local government, both  personal and organizational capabilities, such as in a programming problem, preparation of work plans an integral part of efforts to improve government management to good governance. Public Service is any service activity conducted by the organizers of the Public Service as an effort to fulfill the needs of the service recipient or the implementing provisions of the legislation. The nature of public services is the provision of Quality Service with improved quality of service to the community which embodies the Government Apparatus obligations as Abdi society. Government through the bureaucracy in carrying out public services to the community should also be adhered to the principle - the principle of service publk namely: Transparency, Accountability, Conditional, Participatory, Equality & balance of rights and obligations. Local governments through public service agencies must be able to perform public service professionals. Development Strategy by the Local Government Public Service must be performed continuously to meet the needs and increase public satisfaction through 7 Simple Strategic for Success. Local governments in carrying out public service should always make corrections on - constantly including the renewal of Organizational Performance of public services based on changes in organizational culture, organizational structure, resource development and leadership bureaucrats who have the vision and mission development, increase the capacity of local government policy in public service .   Key word :  Development, Public service, Government

Abstract

This research uses a qualitative descriptive method. The informants of this research were gathered from the purposive sampling followed by snowball sampling the source of data used in this research is in form of primary and secondary data. The techniques of collecting data are by interview, documentation, and literature study. The data analysis tecnique used in this research is an interactive analysis which consists of data reduction, data presentation, and conclusion.The result of the research of KPU Surakarta’s performance in executing the general election of President and vice President in increasing political participation in 2014 is considered good, in terms of : (1) it is conformed with the applicable laws and regulations; law number 15 of 2011, law number 42 of 2008, law number 14 of 2008, and the regulation of electoral commision that regulates the technical issues. (2) The KPU of Surakarta used strategy and partnership based-approach (office Channeling), like structural approach, Status Classification approach, and cultural approach. (3) The budget for the implementation of the Presidental and vice Presidental election in Surakarta is fully financed by APBN (national budget) in its implementation, it had been effective and efficient, with the presence of DIPA (the checklist of the budget use), from the accountability aspect of the budget use, KPU of Surakarta had been good administration. Moreover, the administration had been reported regulary in accordance with the applicable regulations. (4) The human resources of KPU of Surakarta was very adequate in implementing the 2014 Presidential election as many 11.654 people. (5) The approach used was administrative, consultative, and also supported with the existence of KPU of Surakarta website. (6) the factors that influenced the level of political participation in the Presidental election held in Surakarta were: Personage, Leadership, the effectiveness of the socialization of KPU of Surakarta, The same hope, The quality of the Voters, vision-mission and programs offered by the candidates of President and vice President. (7) The KPU of Surakarta had served all citizens of Surakarta fairly. (8) The research’s result indicate that there is 81,23 % of correlation between the KPU of Surakarta’s performance and the political participation in presidential election of 2014 in Surakarta.Key Words: Performance, KPU of Surakarta, Political Participation.

Abstract

This study is a describtive qualitative tried to describe effectiveness permit service on BPMPT city of Surakarta. Data collecting with observation technique, interview, and documentation study. Election informan with purposive sampling. While to analysis researcher data by using technique interactive analysis. The result showed that effectiveness permit service BPMPT city of Surakarta have earned to implementation as according service standard based and mission of BPMPT city of Surakarta. According to service implementation with service standard which have been executed by BPMPT city of Surakarta can effectively suported by service officer claimed to can serve customer batter.Key word: effectiveness, permit service
