Abstract

Writing about conflict management is based on the presence of waste pollution both air and water in Ngunter District, Sukoharjo Regency. The pollution waste is in indication of PT RUM, which operates in the field of industrial fiber rayon. Based on this, the author aims to determine the model or method conflict management for Sukoharjo residents regarding waste issues with PT RUM. As a conceptual basis, the writer uses conflict theory and conflict management. Whereas for method study author uses qualitative descriptive as well as with the model research the data using the study of literacy. The results of this study indicate that conflicts that occur between PT RUM and citizens sub district Ngunter , District Sukoharjo including conflict of objectives, things have views of the causes of conflict due to social factors. Factor socially the views of the many people who Felt the pollution of waste that is suspected of PT RUM thus causing the quality of water and air decreases and also attacked the health of the people around. In the process of settlement of conflict pollution environment is resident Sukoharjo get the support of the third well of the institution of government in spite of non- governmental. Government agencies such as the Regent, DPRD, KLHK, and Kominfo . While the institution of non-governmental as well as LBH Semarang, Komnas HAM and Ombudsmen. So the management of conflict is expected to Minimize losses with the conflict that. In addition it is also a model of management of conflicts of citizens Sukoharjo can be said integrative since the onset of the conflict on the outside of the will of the citizens.

Abstract

At present, the Covid-19 contagious disease outbreak can spread rapidly throughout the world, including Indonesia. Apart from having a negative impact on the health sector, it also impacts the economic, social, cultural, resilience, tourism and other sectors. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The results of this study indicate that in South Lampung Regency there are already several priority activities in the economic and health sectors, some of these priority activities such as Covid-19 Response Village, Village Cash Intensive Work, Village Fund Direct Cash Assistance (BLT), and other Infrastructure Development. These priority activities are collaborations carried out by the government, society and business

Abstract

National and regional development to improve the economy and people's welfare is carried out with a sustainable concept based on natural resources and with an environmental perspective. To accelerate regional development in Central Java Province, Presidential Regulation number 79 of 2019 has been issued by setting 3 areas in Central Java as a focus, namely Bregasmalang, Kedungsepur and Purwomanggung and 5 other areas as supporting areas. To find out the results of regional development in all cities and districts in Central Java, a regional competitiveness index (RCI) was measured in 2019. From comparing the results of RCI in 3 focus areas and 5 supporting areas, it turns out that the RCI in the focus areas is not higher value than the supporting areas, Bregasmalang 5.86 was lower than Barlingmascakep 6.09; Purwomanggung 4.87 was lower than Subosukowonosraten 5.20, indicating that the policy to determine 3 areas for accelerated development of the region of Central Java Province is not fully evidence- based. The recommendation is that the policy for regional development in Central Java Province in the future is based more on evidence, the results of RCI.

Abstract

The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.

Abstract

The purpose of this article is to analyze and describe the implementation of village financial management policies (ADD, DD and DBH), as well as the supporting and inhibiting factors in the implementation of village community financial management policies (ADD, DD and DBH) intended to improve welfare and good governance. The implimentation of the management of village finances (ADD DD and DBH) creates  negative phenomena or phenomena that is not on target. The research method  is a qualitative descriptive approach. The results of the  analysis, based on the van Meter and van Horn policy implementation model, indicates that  five of the six variables affect the successful implementation of village financial management policies while one variable, namely the external environment, does not affect the successful implementation of village financial policies. The supporting factors are  the existence of regulations, community participation, internal and external cooperation, while the obstacles are the regulations that often change and the delay in distribution to the RKD. Abstract

This study tries to provide a development strategy for kindergarten educational institutions. This strategy can later be used by local governments in developing kindergarten educational institutions in their respective regions. This study uses a combination research type with a survey method and will analyze three aspects including the management and implementation of kindergartens; aspects of the quality of educators and teaching staff; and aspects of the availability of basic equipment, facilities and infrastructure. The research location is the administrative area of ​​Blitar City, East Java Province with data collection time from March to June 2019. Field data were collected using questionnaires, interviews, documentation and focus group discussions. Based on existing conditions, which have been analyzed based on internal and external factors, three strategic recommendations have been produced which include (1) Assistance in budgeting and monitoring the use of BOP funds (Operational Assistance for Early Childhood Education); (2) Increasing the cooperative relationship of kindergarten institutions through sponsorship schemes, (3) Standardization of minimal facilities and infrastructure as an effort to reduce the imbalance in the availability of facilities and infrastructure in kindergarten institutions in Blitar City.

Abstract

This study explores community participation in disaster management in Surakarta. The method used in this research is descriptive qualitative with interactive data analysis. The research data is in the form of primary and secondary data which were extracted through interviews, observation and documentation. The research flow includes literacy studies, field studies, problem identification and problem formulation, data collection, data processing, data analysis, reports and publications. The results showed that community participation in disaster management was evident at the disaster management stage. Communities together carry out rescue, evacuation and provision of emergency posts or evacuation. The community also works together in providing all the needs of the affected residents. Participation is not optimal in the pre-disaster and post-disaster stages. This is due to the lack of public awareness, the absence of firm sanctions and the absence of a forum for the community to work together with the government to plan and evaluate disaster activitie
