Publisia: Jurnal Ilmu Administrasi Publik, with registered numbers ISSN 2541-2515 (print) and 2541-2035 (online) is a multidisciplinary journal published by the Public Administration Department - Faculty of Social and Political Sciences, University of Merdeka Malang. Abstract

The prevalence of stunting is still a serious health problem that requires special handling. Participate in accelerating the reduction of stunting in children under five, which is a priority program for the Government of Indonesia as stated in the National Medium-Term Development Plan (RPJMN) 2020–2024, the Bantul Regency Government with more than 45,000 children under five and stunting cases of around 3,056 children calculated per quarter of 2022 to develop a program called Bantul Sehat Ekonomi Karo Jamu (Bantul Seroja) to reduce stunting prevalence in Bantul Regency. This study aims to see how the implementation of the concept of Best Practice in public service innovations in Bantul Seroja through five stages of analysis, consisting of impact, partnership, sustainability, leadership, and transferability. Data collection uses secondary data techniques obtained indirectly through information available in the mass media, websites, articles, social media, and online news. This study shows that the public service innovations of Bantul Seroja get a good response from the community because they have an impact that can be felt directly under the urgency of the community's needs in the health sector.

Abstract

This article examines the practice of political articulation of power carried out by a Village Head during their leadership. The practice of articulating power is ethical but also political because the public understands that what is done is a sign of power politics that can be said to be "unique" and anti-mainstream. In the current political tradition, community improvement actions are often carried out because of disappointment or dissatisfaction with someone's leadership. On the contrary, in Malang, there was mass action, but they forced the incumbent to be willing to advance again in the political contestation in the second period of the election. This study aims to reveal the meaning of the practice of power articulation that becomes a political practice. This study uses a qualitative method with a purposive sampling technique on four informants whom the researchers chose based on data validity. Therefore, several research results were found using qualitative research analysis, data collection, data reduction, data presentation, and conclusions, including 1) blusukan and absorbing aspirations, 2) light-hearted leaders, and 3) leaders of the people. From here, the markers of charismatic leadership were articulated by Gaguk during his tenure as the village head of Kaliarsi Villa.

Abstract

This research aims to analyze the quality of service from the Pandawa Service (Pelayanan Administrasi Melalui Whatsapp) at the Sukabumi Branch of the Health Social Security Agency in 2020-2023. The Pandawa service is an innovative strategy developed by BPJS Health that aims to reduce the number of participants who come to the BPJS office to prevent the spread of COVID-19. However, the transfer services have yet to be able to reduce the number of visits to the BPJS Health Sukabumi City Branch office. The method used is a qualitative method with a descriptive approach. Determination of informant’s technique snowball sampling. This research uses the theory of Parasuraman et al. (1988). Data collection techniques include observation, interviews, documentation and audio-visual material. The research results show that the quality of Pandawa services is running quite well. However, this is not yet optimal due to a lack of understanding and response from the community and participants regarding the socialization that has been carried out; some services are not accommodated through Pandawa and require the community and participants to come directly to the BPJS Health Sukabumi Branch office.

Abstract

In the era of globalisation, the Indonesian government has promoted digital transformation through the Electronic-Based Government System (SPBE), as outlined in Presidential Regulation No. 95 of 2018. This study aims to evaluate the implementation of SPBE in Sukabumi Regency using a qualitative case study method. The evaluation is conducted using the maturity level model based on the Ministry of PAN-RB Regulation No. 59 of 2020, which includes four key domains: internal SPBE policies, SPBE governance, SPBE management, and SPBE services. The results of this study show a notable improvement in the SPBE index of Sukabumi Regency, which increased from 1.56 in 2021 to 3.08 in 2023. This indicates substantial progress in the local government's efforts to implement digital governance. The evaluation highlights various strengths and weaknesses in each of the four domains, showing which aspects have improved and which still require development. Furthermore, this study incorporates feedback from multiple stakeholders, including local government officials, SPBE managers, and service users, to gain a more comprehensive understanding of the implementation process. These insights are used to formulate recommendations aimed at enhancing the effectiveness, efficiency, and quality of public services through SPBE. The findings are expected to support Sukabumi Regency in achieving a higher SPBE index rating and contribute to broader national e-government goals.

Abstract

The adoption of technology in public services is currently one of the efforts to increase public service satisfaction. One of the supporting factors for the public to have a high level of satisfaction is the speed of the government website. However, the implementation of digital transformation in public services in Semarang City is still not optimal. The purpose of writing this article is to measure the functionality of the website using the Pagespeed analysis method and the readiness of the government to utilise technology in its public services. This measurement considers website performance, website accessibility, data updates, and website optimisation. From the results of Pagespeed analysis, it is found that the overall performance of digital-based public services needs to be developed in general to reach better, and the readiness of the government in running digital-based public services, especially in each sub-district in serving the community, is not optimal. There is a need for a comprehensive evaluation of public services policy on the sub-district website in Semarang City, and this research can be used as a reference for further research in evaluating the performance of e-government in the government.

Abstract

Position Simplification or Position Transformation in government bureaucracy is a bureaucracy that is dynamic, agile and flexible, and responsive to change, and will be able to become a catalyst for development in a disruptive era. The performing and professional State Civil Apparatus (ASN) is also the main element in the field of Human Resources (HR) in realizing the achievement of national development goals. This research aims to determine the application of Agile Governance after job transformation to improve work culture in the Denpasar City Government and to determine the supporting and inhibiting factors of Agile Governance after job transformation to improve work culture in the Denpasar City Government. This research uses a qualitative descriptive approach using observation, interview, and documentation data collection techniques.  The research conclusions show that the Denpasar City Government has implemented job transformation. Governance, business processes, aspects of community participation and involvement, encouragement of rapid success, rapid and systematic change, rapid increase in results, self-motivated work culture, and moral work culture are indicators that support the Denpasar City Regional Secretariat in realizing Agile Governance. Insufficient infrastructure, human resource capabilities in using ICT, and unstable internet connections are obstacles to realizing Agile governance. Post-job transformation to improve work culture in the Denpasar City Government.

Abstract

This research aims to identify factors that influence the level of vulnerability and risk of hydrometeorological disasters in Sinjai Regency and formulate policies that can be implemented through an adaptive governance approach. This research uses qualitative data collection techniques, including interviews, documentation and field observations. The collected data was then analyzed using Nvivo 12 Plus analysis software. The findings of this study succeeded in mapping the factors that influence the level of vulnerability and risk to hydrometeorological disasters in Sinjai Regency. The topography includes lowlands at high risk of flooding and hills and mountains susceptible to landslides, coupled with climate change, which causes extreme rainfall intensity, increasing the risk of disasters in this region. Poor community preparedness and inadequate disaster management infrastructure exacerbate the impact of disasters, highlighting the need for improvements in early warning systems, drainage networks, and preparedness training. The application of adaptive governance principles, including multi-stakeholder involvement, continuous monitoring and evaluation, capacity development, and responsive spatial planning, is expected to increase the effectiveness of disaster risk mitigation, adapt strategies to local needs and changing environmental conditions, and strengthen collaboration to reduce vulnerability and increasing community resilience to the impacts of disasters in Sinjai Regency.

Abstract

The increasing waste problem in Indonesia, especially in Yogyakarta, has encouraged the implementation of collaborative waste management efforts. This research examines the driving factors behind the collaborative governance of the “Mbah Dirjo” program in Yogyakarta City, using Emerson's Collaborative Governance Regimes framework: Leadership, Consequential Incentives, Interdependence, and Uncertainty. Qualitative research methods were used, with data collection through interviews, participatory observation, and document analysis. The research findings revealed that leadership plays an important role in mobilising collaborative efforts among stakeholders, including the Environment Department, Forum Bank Sampah, surrounding communities, and Teak Plastic Enterprises. Consequential incentives, such as funding and resource sharing, encourage participation from each party involved in the waste management collaboration. Interdependence among stakeholders ensures effective coordination in the implementation of Mbah Dirjo, while uncertainty presents challenges, such as the difficulty of changing people's behavior in waste management. Despite these challenges, the Mbah Dirjo program has significantly improved waste reduction efforts. This research contributes to the understanding of collaborative governance in environmental management and highlights the importance of stakeholder synergy in addressing urban waste issues.

Abstract

The lack of studies on post-pandemic in Indonesia, especially at the local level, has prompted this study to fill the gap. The purpose of this study is to analyze the recovery and resilience strategies implemented by the Palembang City government in facing post-pandemic challenges, with a focus on strengthening cross-sector coordination to increase the effectiveness of public policies. This research method uses a descriptive approach, with data collection through interviews, field notes, and official documents. NVivo 12 was chosen as the analysis tool to assist data mapping. The main findings of this study indicate that the Palembang City government has implemented various post-pandemic recovery and resilience strategies, including improving health services, economic support for SMEs, and implementing health protocols. In addition, strengthening cross-sector coordination is key to supporting the implementation of these policies. However, challenges such as the lack of data integration and coordination between sectors still need to be addressed to increase the effectiveness of public policies in the post-pandemic era. This could help the government to be better prepared for future crises.

Abstract

The development of sustainable tourism villages necessitates the implementation of effective spatial planning policies, which are instrumental in ensuring the harmonious management of economic, social, and environmental dimensions. Kalanganyar Village, located within the Sedati Sub-district, is one of the coastal village areas in Sidoarjo Regency that has the potential to become a tourist village. The objective of this research is to analyse the spatial planning policies applied in Kalanganyar Village, Sedati Subdistrict, Sidoarjo Regency, to create a sustainable tourist village. The present research employed a qualitative methodology, utilizing a case study approach. The data collection techniques employed in this study included in-depth interviews, observational studies, and detailed documentation. The analysis techniques employed in this study are interactive, encompassing data collection, condensation, presentation, and conclusion drawing.  The results indicate that the implementation of spatial planning policies in Kalanganyar Village has not contributed to the development of tourism villages. This is since these policies are not aligned with the Regional Spatial Plan (RTRW) and the Regional Medium-Term Development Plan (RPJMD) of Sidoarjo Regency. Consequently, the Village Medium-Term Development Plan (RPJMDes) and Village Government Work Plan (RKPDes) lack a clear and sustainable direction, resulting in conflicts of interest between villages and environmental damage. This research underscores the necessity of integrating spatial planning policies with local development policies to ensure targeted and sustainable development.
