Abstract

The determination of Grand Design of Bureaucratic Reform is the first measure for local government to reform local bureaucracy. There are eight areas of change that become the priority agenda in implementing bureaucratic reform. One of them is organizational restructuring. This study aims to determine the form of organizational restructuring carried out by the Government of Denpasar to achieve bureaucratic reform in Denpasar. The method applied in this research is qualitative descriptive method. The data collection is carried out through interview, observation, and literature study. The analysis applies qualitative descriptive analysis. The findings show that the Government of Denpasar has carried out bureaucratic reform in accordance with the Presidential Regulation No. 81 of 2010 on the Grand Design of Bureaucratic Reform with priority agenda of eight areas of change. The implementation of organizational restructuring in the Government of Denpasar is in accordance with applicable laws and regulations. The measures of restructuring carried out by the government of Denpasar are delayering, reorganizing and competency measurement. The supporting factors for the implementation of the restructuring in the Government of Denpasar are regulations and human resources, while the inhibiting factors are the issuance time of the regulation and the placement of human resources.

Abstract

This study aims to determine the political phenomena of women in a patriarchal culture in Gianyar Regency, Bali and to find out the perception of the community in Gianyar Regency, Bali on women's representation in the 2019 legislative elections. This study uses a descriptive qualitative approach. The sampling technique in determining informants used the purposive sampling method. Data collection is done through observation. Interview and documentation study. The results showed that the phenomenon of patriarchal culture influenced the political participation of women in Gianyar Regency, Bali. The low representation of women legislative members is due to the patriarchal culture which is still thick in Bali, especially the people in Gianyar Regency. Patriarchal culture is a major obstacle that hinders the political participation of Balinese women. Also, there are besides several other factors such as education and public understanding of the use of political rights for each community, the limitations of information media, human resources, and financial resources, cause the low participation of women in politics.

Abstract

The public's need for health services such as hospitals or clinics continues to increase day by day. This is due to the maturity factor of people's thinking which is currently thinking critically about health services in general. This study aims to examine and develop the variables that underlie patient trust that comes from the quality of service and caring behavior of medical personnel by mediating patient satisfaction in the health services of the Klungkung Regency Government, Bali Province. This location was chosen because Klungkung Regency has a more innovative service unit program called PSC Kris which is in charge of picking up patients to be referred to government health service centers such as hospitals or health centers. This research design uses a descriptive quantitative approach using four main variables, namely Caring Behavior; Service Quality, Patient Satisfaction and Patient Trust. The research instrument used an open questionnaire with an interval scale of 1-10. The sample used in this study used a stratified random sampling technique with a total of 148 respondents. Data analysis in this study used the SEM method assisted by the Smart PLS 3.2 program. The results showed that the quality of service gave a positive and significant influence partially on patient trust, and had a positive and significant influence indirectly through patient satisfaction variables. While the rejection of the influence of caring behavior both passively and mediated by patient satisfaction. This is caused by medical personnel who still lack care in providing health services. The results of the study can be used by the Klungkung District Health Office to be able to evaluate and improve the caring behavior of medical personnel in providing health services to the community.

Abstract

The transformation of local leadership in Bali has implications for the emergence of various phenomena of the relationship of desa dinas (the official administrative village) and desa adat (the customary village) which both have autonomous rights. The authority of desa adat and desa dinas coincides with each other. With these conditions, various potential conflicts, poor communication patterns, and overlapping authority are very likely to occur at the local level. In this study, several issues will be discussed, namely: What is the model and process of transformation in local leadership especially in desa adat in Bali? What is the process and form of negaranisasi in local leadership especially in desa adat in Bali? What are the competencies and roles of local leaders in the local leadership process in Bali? What are the roots, the causes and solutions in handling horizontal conflicts in local leadership in Bali? Data were collected by interview, documentation and focus group discussion method to obtain sufficient data variance and validity. Furthermore, the data were analyzed qualitatively using interactive models from Miles and Huberman. The results of the study can be described, that the synergy of two (2) types of local leadership is needed. The capacity and competence of village officials and prajuru adat (customary officials) are obliged to be enhanced, strengthened and empowered, so that they are able to adapt in handling various problems that arise in rural communities in the era of modernization and globalization. For this reason, it is needed to build a synergic relationship model and leadership coordination system between desa dinas and desa adat, a model for developing the capacity and competency of village officials and prajuru adat, and developing a model for handling conflicts that have increasingly intense.

Abstract

Masyarakat Bali saat ini sedang mengalami perubahan sosial budaya yang sangat signifikan. Perubahan dan kemajuan informasi dan globalisasi membuat perubahan baru untuk masyarakat Bali, baik pada tatanan surface structure (sikap dan pola-pola perilaku) dan deep structure (sistem nilai, pandangan dalam hidup, filsafat serta keyakinan). Pada saat ini, Bali mengalami musibah dengan penularan pandemi COVID-19. Berdasarkan data Peta Penyebaran Covid-19 dari Tim SPBE Provinsi Bali. Untuk mencegah penularan Covid-19 lebih luas di Bali. Pemerintah Provinsi Bali mengeluarkan Pergub No.15 Tahun 2020 mengenai Paket Kebijakan Percepatan Penanganan Corona Virus Disease 2019 (Covid-19) di Provinsi Bali. Pihak Gugus Tugas Percepatan dalam Penanganan Covid-19 pada Provinsi Bali menerapkan beberapa syarat medis seperti surat keterangan negatif rapid tes Covid-19 untuk memasuki wilayah Provinsi Bali. Pemeriksaan para pelaku perjalanan juga dibantu oleh Satgas Gotong Royong yang ada di masing – masing desa adat yang dibantu aplikasi Cek Diri yang berbasis Desa Adat. Sosialisasi dari aplikasi Cek Diri ini sangat diperlukan oleh masyarakat dan pemerintah. Dimana aplikasi ini dapat membantu pemerintah untuk mendata para pelaku perjalanan di wilayah Bali. Hasil penelitian menunjukan strategi komunikasi yang dilaksanakan dalam sosialisasi aplikasi Cek Diri dilakukan dengan sosialisasi di lapangan bertempat di Bandara Internasional I Gusti Ngurah Rai dan Pelabuhan Gilimanuk atau Padang Bay. Serta menyebarkan pesan dalam berbagai bentuk yang disesuaikan dengan media yang digunakan.

Abstract

Backgroud: Public services perfomed by government officials in various sectors at this time are still found weaknesses. Weaknesses that occur when providing public services certainly have an impact on the quality of services received by the community. One of the public services performed by professional organizations is carried out by the branch manager of the Indonesian Midwives Association (IBI), Buleleng Regency. As for the form of public service provided is the management and extension of the midwife registration certificate (STRB) for the midwife. Purpose: The purpose of this study is to measure the midwife satisfaction index of public services conducted by the branch manager of the Indonesian midwives’ branch of the Buleleng branch. Method: The research design used is descriptive research. The population in this study were all members of STRB. The sampling technique used is probability sampling technique with simple random sampling. Data collection techniques using a questionnaire with 14 closed questions. The questionnaire was distributed through WhatsApp IBI Buleleng group by providing a link for filling out the questionnaire on google form. Result: The results of this study of the 14 elements are almost entirely namely 13 elements that are in the good category and only one element that is in the category of not good enough category in the speed of service. Conclusion: Thus, it can be concluded that the portrait of the midwife satisfaction index of public services in the Buleleng Regency is in the good category, so it can be said that the quality of the services of the IBI PC on the Buleleng Regency is also in the good category.Keywords: Administration; Midwife; Society Satisfaction Index; Public Services

Abstract

This study aims to raise the phenomenon of traditional village conflicts based on conflicts over graves. Graves become meaningful for the Balinese people. Balinese people have to be buried in the traditional village of the community because it is recorded as the village manner where they are and wherever they migrate. This study uses a qualitative method that took place in Gianyar Regency. This research produces several significant results. First, the social investment model of the Balinese community in its existence as an indigenous community consists of two forms: the investment model for village institutions, in this case, the  Pakraman or traditional village, and the investment model. Second, death has a profound meaning for the Balinese people, not only seen as the loss of one of the families in this world but also interpreted as the emergence of a new obligation in the form of an ancestral obligation that must be paid when someone dies. The person concerned is considered an ancestor, and when someone dies, he/she is considered an ancestor. Thus the obligation of the ancestors (Pitra Rna) shall be carried out by the relatives left behind. Third, in the context of Balinese society, graves are not only seen as a place to bury corpses but are also interpreted as a religious cosmic related to a series of ceremonies at one of the temples, which in the context of Balinese society is called Kayangan Tiga. This research finds new investment concepts and conflict-based social constructions that differ from the concepts of investment and social construction issued by Peter Berger.

Abstract

Kota Denpasar menjadi penyumbang sampah terbanyak di provinsi Bali, Peningkatan volume sampah di Denpasar disebabkan oleh rendahnya kesadaran masyarakat menjaga kebersihan lingkungan dan tingginya jumlah penduduk di daerah tersebut. Smart city saat ini menjadi trend di Indonesia dan sedang di terapkan di Denpasar. Menyadari smart environment merupakan komponen keberhasilan smart city, maka implemntasi smart environment diwujudkan dalam bentuk perumusan Perwali No 36 tahun 2018 tentang pengurangan penggunaan kantong plastik yang di sinergikan dengan aplikasi Sidarling. Sosialiasasi implementasi aplikasi ini menggunakan strategi komunikasi formula lasswell. Penelitian ini bertujuan untuk menganalisa strategi komunikasi Pemkot Denpasar dalam mengimplemantasikan aplikasi sidarling kepada masyarakat menuju Denpasar smart city. Objek penelitian ini adalah pemkot Denpasar dengan jenis penelitian deskriptif kualitatif. Teknik pengumpulan data berupa wawancara, observasi, dan studi dokumen disesuaikan dengan era new normal. Penentuan informan dilakukan dengan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukan strategi komunikasi yang dilakukan pemkot Denpasar dalam sosialisasi apliaksi sidarling dilakukan dengan memberi monitoring secara rutin ke instansi maupun sekolah di Denpasar dan menyebarkan pesan dalam berbagai bentuk yang di sesuaikan dengan media yang digunakan.

Abstract

Tingkat persaingan yang terjadi pada industri penyiaran radio cukup meningkat beberapa waktu terakhir akibat munculnya radio – radio swasta dan perkembangan media baru dalam konteks komunikasi dengan menghadirkan kecanggihannya. RRI Denpasar sebagai lembaga penyiaran publik milik pemerintah tetap terbuka pada realita dan perubahan sosial yang terjadi agar mampu mendapatkan keunggulan yang kompetitif untuk tetap mempertahankan eksistensinya sebagai lembaga penyiaran publik. Tujuan dari penelitian ini yakni untuk mengetahui ekologi media oleh RRI Denpasar dalam mempertahankan eksistensi di era digitalisasi, dengan menggunakan metode deskripsi dan dan pendekatan kualitatif. Teknik pengumpulan data dilangsungkan melalui wawancara bersama informan terpilih secara purposive sampling, observasi, dan dokumentasi. Penelitian ini menggunakan teori ekologi media oleh Dimmick dan Rothenbuhler yang berasumsi bahwa media dapat bertahan dengan tiga sumber pendukung. Hasil penelitian ini menunjukan berdasarkan jenis modal, RRI Denpasar memiliki modal awal berasal dari APBN, dan modal fasilitas untuk kegiatan siaran konvensional dan media baru. Berdasarkan jenis isi media, RRI Denpasar mengembangkan program acara siarannya dan membuka ruang media online. Berdasarkan jenis isi audiens, RRI Denpasar memiliki segmentasi geografis di wilayah Denpasar dan sekitarnya serta memperluas jangkauan siaran dengan memanfaatkan media digital, secara demografis RRI Denpasar membagi jenis pendengar menjadi kelompok usia, jenis kelamin, dan Sosial Ekonomi Status (SES).

Abstract

Public service is one of the strategic issues in Indonesia because it involves basic needs that must be obtained by society and in its implementation there is interaction between public service providers and the society. Public service can be the benchmark for the success of the performance of the governments, and good governance can be implemented. This research aims to observe and provide solutions in the implementation of public service on Investment and Integrated One Stop Service of (IIOSS) Bali Province to realize good governance. Qualitative descriptive research methods with inductive approaches are used. The data was obtained through interviews, the data was then processed using triangulation methods such as  data reduction, data presentation then drawn conclusions. Based on the research results, The quantity and quality of output of IIOSS Bali Province met the 2022 Indonesian Public Service Standards, IIOSS Bali Province  Using the online system saves time, simplifies the service process and provides more transparency of information flow  to public service recipient, IIOSS Bali Province able to adapt well in response to internal and external changes, by developing a website-based digital service called PRESTISE (Electronically Integrated Licensing), IIOSS Bali Province providing  training to the  employees the use of technology also  Community Satisfaction Survey with service recipients selected as respondents showing score of  93,680 (A-level Quality Service). In conclusion, the effectiveness of Public Services at the Bali Provincial Investment and One-Stop Services Office in realizing good governance has been going well and in line with good governance principles.
