Abstract

This paper aims to examine marine tourism as an empirical phenomenon. To gain insight into the systemic conditions of the collaboration process, it is observed from the point of view of the principles of the collaboration process from Roberts, Van Wyk & Dhanpat. The authors identify the principles implemented in the collaborative process between the Community, Village-Owned Enterprises, and the Government in a collaborative network towards sustainable marine ecotourism. This analytical descriptive study used case survey methods in the partnership networks. The data is obtained through a qualitative approach, observation, semi-structured interviews, and documentation. The findings reveal that stakeholders involved in the collaboration contribute to realizing a common purpose and providing mutual benefits, but the quality of collaboration is not optimal because it is still informal. Lessons learned from the application of collaboration principles on marine tourism in the Lusi Mud Island, Sidoarjo Regency, Indonesia are: the importance of trust and enabling environmental factors that collaboration to be realized; the importance of the characteristics of community leaders who have a deep concern as leaders, and ensure the participation of local communities in the development and management stages of marine tourism towards marine ecotourism.

Abstract

This community service aims to assist the village government of Ambeng-ambeng Watangrejo in Duduksampeyan Sub-District, Gresik Regency in registering and monitoring immigrants and conducting independent home isolation as a result of implementing the Widespread Social Restrictions Policy (PSBB) during the COVID-19 pandemic. The village government and the 19th level COVID task force are facing hurdles in collecting data and monitoring the isolated population. So there is a need for an online village information system that can record and monitor the population. The community is served through socialization methods and by assisting village officials and the Covid-19 task force in implementing the village information system. A community service outcome is a village information system that the village government can use to provide services to the community.

Abstract

The quality of services at the Primary Health Center (Puskesmas) and the level of utilization of Puskesmas services are closely related to the competency of human resources providing services to the community. Quality health services can provide satisfaction to patients in accordance with the average level of satisfaction of the population as well as procedures for conducting them according to established professional and ethical standards.The purpose of this study to map the competency of knowledge of health workers at Surabaya Coastal Area Primary Health Center. The location of this research is at Puskesmas located in the North Coast of Surabaya, namely Sidotopo Primary Health Center and Sawah Pulo Primary Health Center. This research uses a qualitative approach with a case study research strategy. Then the technique for determining the informant was done using purposive sampling and snowball sampling. This study analyzed the competency of health workers' knowledge with 3 indicators, namely general knowledge, special knowledge and typical knowledge.The results in this study are knowledge competency of health workers at Surabaya coastal area health center is still not good. The majority of health workers do not have special knowledge or specialization. Human resource development is needed by the relevant agencies.Keywords: Competence, Community Satisfaction

Abstract

IPAL is the development program of wastewater management installation. It is a community-based communal and presumed to prioritize physical development without paying attention to the readiness of human resources at the local level so that some cases in the facilities construction have failed or they are unsustainable. This is a qualitative research by using a case study approach that aims to discuss the community’s participation in supporting the implementation of sustainability in communal management of IPAL in RT 01 RW 01, Simokerto sub-district, Surabaya. The data collection technique is conducted through the interview, direct observation, and documentation. The findings are obtained by using sustainable analysis in three aspects, namely economic, environmental, and socio-cultural aspects. The result indicates that in terms of the socio-cultural aspect, communal IPAL is unsustainable. The cause is the component condition of communal IPAL which has less advantage due to non-routine maintenance activities. Keywords: Sustainability, Sanitation facilities, Communal IPAL

Abstract

This article discusses national health insurance-based medical services for the community in patient surgery for Social Security Administrator Board (BPJS) non army at the Naval Hospital Dr. Ramelan in Surabaya. The main problem is whether Tangibles factors; Reliability; Responsiveness; Assurance; Empathy; Expertise; Outcome contributed to the surgical treatment of “BPJS” non army patients at the Naval Hospital Dr. Ramelan. The main focus of this analysis is the use of SERVPERF's Services Quality Model to analyze the factors that support and hinder the service of surgery for “BPJS” non army patients at the Naval Hospital Dr. Ramelan. The research was carried out in a descriptive case-based quantitative study with in-depth interview, documentation and questionnaire techniques, to assess service quality class intervals based is used on the mean and standard deviation. The results of the study show that surgical treatment services in 2015-2016 found a tendency of the increasing number of surgery mainly on major surgery and special surgery, because hospitals can respond to public trust in the sense that medical service employees are able to implement excellent services for “BPJS” non army patients so that patients are satisfied with services provided. The findings that still need to be improved are the Assurance factor in line with the development of science and technology as an effort to increase the competitiveness of human resources and the availability of facilities equivalent to international hospitals. Abstract

Research on the implementation of the Port Implementation policy at Pelindo III Tanjung Perak Surabaya (Case study of the Implementation of the Minister of Transportation's Regulation Number: PM 146 of 2016 concerning changes to the Minister of Transportation's regulation PM Number 51 of 2015 concerning the Implementation of Seaports) aims to analyze the implementation of Port Operational Policies at Pelindo III Tanjung Perak Surabaya. In addition, to analyze the factors that support and hinder the successful implementation of the Port Management in Pelindo III Tanjung Perak Surabaya. This research uses a qualitative method with a case study approach. Data collection is done through interviews, observations and documentation and then analyzed through data reduction, data presentation and conclusions. The results show that Port Management Policy in Pelindo III has been implemented between Pelindo III, Syahbandar, and other stakeholders, even though there are some inhibiting factors, such as the lack of human resource quality, the complexity of the bureaucracy in handling export and import documents and ship waiting time at port. Abstract

The coastal region is a potential resource in Indonesia, which is a transitional region between land and sea. Surabaya as a seaside town is one example of how local governments should respond to the adverse impacts of coastal ecosystem destruction that will worsen the carrying capacity of coastal areas that are naturally highly susceptible to damage due to environmental changes and natural disasters. Especially the east coast of Surabaya which has become a special attention in nature conservation which aims to minimize the impact of environmental changes and natural disasters. One of nature conservation in east coast of Surabaya is conservation of mangrove forest. The condition of Mangrove Forest in Pamurbaya from year to year continues to be degraded. Illegal logging for the opening of ponds, settlements, recreation or timber is the cause of destruction of mangrove forests in Pamurbaya. Monitoring policy and control of mangrove area is a policy made to protect and conserve mangrove area. Surabaya City Government has issued Perwali number 65 of 2011 which contains policy of monitoring and controlling procedures of mangrove area in Surabaya City area. The scope of this Perwali is socialization, community empowerment, monitoring and evaluation, investigation and reporting. Implementation of this research has a purpose to know and analyze the impact of Mayor of Surabaya Regulation No. 65 of 2011 on procedures for monitoring and controlling mangrove area in the area of Surabaya. This research use desciptive qualitative approach. Some methods used in order to determine and collect data in this study are Observation, Interview (Interview), and Documentation. The stages of data analysis in this study is Data collection (Data collecting), Presentation of data (Data display), and Conclusion. This research uses qualitative approach with phenomenology research type, where in phenomenology research emphasize on phenomenon to be explored based on single concept or idea point of view (Creswell, 2013) Impact of Mayor of Surabaya Regulation No. 65 of 2011 on procedures for monitoring and controlling mangrove areas in the area of Surabaya city is running well but the city government surabaya should always increase supervision and supervise the successful implementation of the mayoral regulations. Socialization of affected communities must be sustainable and continuously done until the creation of a sense of ownership and preservation of the community around the mangrove forest independently.

Abstract

Surabaya Language House Program is established by the Mayor of Surabaya Tri Rismaharini in 2014 aimed at improving the quality of human resources by learning foreign languages for free. The Covid-19 pandemic that hit the world in early 2020 made the Language House Program temporarily suspended and began to be held again using online media. This study aims to determine the form of community participation in the Language House Program during Covid-19. This study uses the theory of Keith Davis in Sastropoetro (1988). The method uses qualitative case study approach. Data collection techniques uses documentation, online interviews, online observations. The results indicate that the form of mind participation is in online classes so that Language House Program does not completely stop. The form of energy participation carried out is by tutors in teaching language through online media. The form of mind and energy participation is done by making syllabus which will be taught in each class through discussions. The form of skill participation is to develop the language skills by taking language certification and teaching practices.

Abstract

Food and Agriculture Security Service in Surabaya City is developing Mangrove Ecotourism in Wonorejo Surabaya which aims to find out the ecotourism development conducted by Surabaya City Food and Agriculture Security Service based on nature reserves. This study uses qualitative method with a case study approach and applies the theory from Gamal Suwantoro Tourism Development (2004) with the five indicators, namely: tourist objects and attractions, tourist infrastructure, tourist facilities, management/infrastructure, community and environment. The data collection is obtained through observation, interviews and documentation. The data analysis techniques use data collection, data condensation, data presentation and drawing conclusion. The results of this study indicates that the development of Mangrove Ecotourism in Wonorejo Surabaya has been applied well, but there are several inhibiting factors such as the lack of affordable public transportation, lack of coordination between agencies on tourist facilities on location signs, limited supply of souvenirs typical of mangroves, and the undeveloped environment.

Abstract

Kampung Tangguh Semeru is a program initiated by East Java Regional Police (POLDA) which is adapted in each area to reduce the spread of covid-19 pandemic in East Java. The program is known as Wani Jogo Suroboyo and written in the Mayor of Surabaya Regulation No. 67 Year 2020. The community has an active role in forming Kampung Wani in Rukun Warga and Rukun Tetangga areas. The study uses qualitative research method by applying case study approach in order to describe the implementation of Kampung Tangguh Semeru policy-Wani Jogo Suroboyo in East Surabaya. Furthermore, the purpose of the study identifies the inhibiting and supporting factors for the implementation of this policy that has four tasks, namely Wani Sehat, Wani Ngandani, Wani Jogo, and Wani Sejahtera. The result indicates the implementation of Kampung Tangguh Semeru-Wani Jogo Suroboyo is in accordance with the Regulation of the Mayor of Surabaya No. 67 Year 2020. It also points out the reduction on the number of covid-19 spread in Surabaya, especially in east districts. However, the funding sources are not implemented properly, which can be seen from the lack of financial assistance from the Surabaya government. In addition, the access of Lawan covid is closed for head of the task force in Rukun Warga area.
