Abstract

This article explores the transformation of China’s foreign policy under Xi Jinping following the 20th National Congress of the Chinese Communist Party (CCP), emphasizing the link between domestic power consolidation and international strategic behavior. Theb problem addressed is how Xi’s strengthened political control has influenced the formulation and implementation of foreign policy in the context of a more centralized and ideologically driven governance model. Using a qualitative research method and literature review approach, this study integrates foreign policy theories—particularly the Rational Actor Model and Role Theory—with public policy frameworks such as the Multiple Streams Framework (MSF) and the Advocacy Coalition Framework (ACF). The findings reveal that Xi’s consolidation of power has led to a foreign policy that is more assertive, nationalistic, and closely aligned with the party’s domestic priorities, including national security and technological self-reliance. Foreign policy formulation and implementation have become increasingly centralized, enabling strategic agility with minimal internal resistance. The study concludes that China’s foreign policy is not only shaped by external geopolitical pressures but also by internal political dynamics and ideological narratives, making it essential to analyze it through both international and domestic policy lenses.

Abstract

This research assesses integrated public service innovation by comparing the governance of Public Service Malls (MPPs) in Pati Regency, Jayapura City, and Singkawang City.Utilizing a qualitative approach based on literature analysis, the study employs the Public Service Innovation Theory to assess innovation's contribution across process, organizational, technology, and policy dimensions in enhancing public value and service quality. The findings reveal varied innovation patterns, dependent on the institutional capacity and digital readiness of the respective regions. The Pati Regency MPP faces hurdles like limited digital infrastructure, reliance on unstable central government websites, and a location that hinders inter-agency collaboration. The Jayapura City MPP shows better effectiveness but requires strengthening in human resources, supporting infrastructure, and cross-agency coordination. Conversely, the Singkawang City MPP's main challenge is low service socialization via digital media and minimal public participation, with citizens opting for direct office access. The study concludes that optimal public service innovation requires robust organizational capacity, adequate integration of information technology, and adaptive regulation. This research affirms the relevance of the Public Service Innovation Theory in understanding public sector innovation dynamics, offering a conceptual contribution to developing a more holistic, responsive, and public-value-oriented MPP governance model.

Abstract

The management of shrimp farms in coastal areas often leads to conflicts of interest involving local governments, shrimp farm operators and communities. Social stability is also disrupted because the management of shrimp ponds has an impact on environmental pollution, damage to marine ecosystems resulting in loss of livelihoods of coastal communities, and environmental disturbances due to aerators that are lit continuously. This study aims to formulate a deliberative policy strategy in resolving conflicts of interest and social instability in the management of shrimp ponds. The method used is descriptive qualitative with a case study approach. This study involved 9 institutions with 11 informants with data collection through observation, interviews, and documentation. Data were categorized through the Nvivo Pro 12 application. To deepen the data, questionnaires were distributed to 100 samples, which were analyzed by simple regression to test the impact. The results explain that shrimp pond management involves many actors and has a significant impact on the environment, social, and economy. The local government's deliberation policy as a solution-oriented and progressive strategy in preventing conflict and aligning actors' interests. The research findings are deepened by interpreting the problems and strengthening interests, shrimp pond management practices, and deliberations involved by local governments to harmonize interests. However, public involvement in planning needs to be optimized for more effective resolution and conflict resolution.

Abstract

Sustainable tourism has emerged as a global strategy for promoting economic growth and poverty alleviation. This study aims to analyze the implementation of existing policies, identify the supporting and inhibiting factors affecting policy implementation, and assess the impacts of sustainable tourism development. A qualitative research method was employed, with data collected through interviews and observations, in an effort to understand the implementation of community empowerment policies through sustainable tourism as a solution for local economic development in Pangkep Regency. The data collected both through direct sources and online platforms—were analyzed using the “Concept Map” feature in the NVivo 12 Plus application. The findings indicate that the implementation of community empowerment policies through sustainable tourism in Pangkep Regency has made notable progress, although certain challenges persist, such as budget limitations and unequal access to training. Key supporting factors include effective promotional efforts, adequate infrastructure, simplified business licensing procedures, and human resource development programs. On the other hand, the main obstacles consist of limited financial resources, low public awareness, and bureaucratic inefficiencies. The policy has shown a positive impact on the tourism sector and the overall well-being of the local population by promoting cultural preservation, generating employment opportunities, and strengthening micro, small, and medium enterprises (MSMEs). The primary recommendations emphasize the importance of adequate funding, capacity-building programs, and strong collaboration among government entities, local communities, and relevant sectors to ensure the long-term sustainability of tourism development

Abstract

Changes in policy related to the term of office of village heads, such as term extensions, have the potential to cause various negative impacts. On the one hand, this policy can be a step toward strengthening the stability of village administration. The term of office of local leaders and socio-political resilience seeks to explore research trends regarding local leadership and socio-political resilience. This analysis provides a comprehensive overview of the intellectual structure, key contributors, influential publications, and collaborative networks that shape this field. The study adopts bibliometric analysis to conduct a comprehensive and systematic search of the formal characteristics of the scientific domain, using quantitative and qualitative data from previous publications. This study found that the keywords “study” and “governance” play an important role in the tenure of local leaders and socio-political resilience. In-depth governance studies play an important role in the tenure of local leaders and socio-political resilience. This is because governance studies emphasize the importance of social and political studies of governance. Current trends show that the tenure of local leaders and social-political resilience are most frequently written about in social research topics (44%), followed by art and humanities topics (24%), and environmental topics in third place (7%).

Abstract

This study aims to analyze the implementation of the Fresh Food of Plant Origin (PSAT) certification service policy at the Technical Implementation Unit (UPTD) of the Food Quality and Safety Certification Center (BSMKP) in Bali Province. The data reveals a significant paradox: a large potential for PSAT production contrasts sharply with a very low and declining realization of certification issuance. Using a qualitative case study approach, data was collected through in-depth interviews with seven key informants (UPTD BSMKP officials, Agricultural Office officials, and business actors) and document studies. Data analysis employed Edward III's policy implementation model, focusing on four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that policy implementation has procedurally taken place but remains ineffective. Key internal constraints include limited budgetary and facility resources, a partially integrated administrative system, and procedural complexities that hinder efficiency. More crucially, external constraints stem from business actors' perception that certification provides no economic added value, as certified products receive no price premium or special placement in modern retail markets. This study recommends an integrative approach that combines institutional capacity strengthening (through service digitalization and sustained technical assistance) with active market development strategies (through regulations mandating the absorption of certified products, collaboration with retailers, and collective brand building). Consequently, certification can shift from an administrative burden to a strategic instrument for enhancing the competitiveness of Bali's agricultural products
