Abstract

Abstract This study discusses Indonesia's interest in establishing the Indonesia–Peru Comprehensive Economic Partnership Agreement (IP-CEPA) to expand cross-regional economic cooperation. The background of this study stems from the growing trend of globalization and economic interdependence between countries, which has prompted Indonesia to expand its export markets and forge strategic partnerships with non-traditional partners such as developing countries in South America. This study employs a qualitative descriptive method with a literature review. The findings indicate that although the IP-CEPA is essentially an instrument of economic and trade cooperation, this agreement also encompasses two other important pillars, namely institutional strengthening and diplomatic ties between countries (the bonding pillar) and the development of community-to-community relations through collaboration in the fields of education, culture, and business (the people pillar). These three pillars demonstrate that Indonesia's interests are not merely economic but also strategic, as it seeks to expand its social and political networks across the region. Despite Indonesia’s interest in the agreement, the IP-CEPA faces various challenges, including the considerable geographical distance, which will inevitably affect logistics costs, as well as intense competition from other Southeast Asian countries, such as Thailand and Vietnam, in exporting to Peru. Despite the various challenges, the IP-CEPA agreement offers significant economic benefits, including diversification into new export markets and increased access for flagship products, particularly in South America, with Peru serving as the primary gateway. Keywords: Economic, Indonesia’s Interest, IP-CEPA Abstrak Penelitian ini membahas kepentingan Indonesia dalam penghadiran Indonesia–Peru Comprehensive Economic Partnership Agreement (IP-CEPA) sebagai upaya memperluas kerja sama ekonomi lintas kawasan. Latar belakang penelitian ini berangkat dari meningkatnya arus globalisasi dan interdependensi ekonomi antarnegara, yang mendorong Indonesia untuk memperluas pasar ekspor serta menjalin kemitraan strategis dengan mitra nontradisional seperti kelompok negara berkembang di Amerika Selatan. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi pustaka. Temuan menunjukkan bahwa meskipun IP-CEPA pada dasarnya merupakan instrumen kerja sama ekonomi dan perdagangan, perjanjian ini juga mencakup dua pilar penting lainnya, yaitu penguatan institusional dan diplomasi antar negara (bonding pillar) serta pengembangan hubungan antar komunitas melalui kolaborasi di bidang pendidikan, budaya, dan bisnis (people pillar). Ketiga pilar ini menunjukkan bahwa kepentingan Indonesia tidak hanya bersifat ekonomi, tetapi juga strategis dalam memperluas jaringan sosial dan politiknya di kawasan. Terlepas daripada ketertarikan Indonesia di dalamnya, IP-CEPA ini sebenarnya juga menghadapi berbagai tantangan seperti kondisi geografi yang terbilang jauh yang tentunya akan berdampak terhadap biaya logistik hingga tingginya angka kompetisi ekspor negara Asia Tenggara lainnya seperti Tailan dan Vietnam ke Peru. Meskipun hadir berbagai bentuk tantangan yang ada, perjanjian IP-CEPA ini sendiri juga menawarkan keuntungan ekonomi yang terbilang besar yaitu sebagai upaya diversifikasi pasar ekspor baru dan peningkatan akses produk unggulan terutama di kawasan Amerika Selatan dengan Peru sebagai gerbang utamanya. Dengan demikian, IP-CEPA bukan hanya instrumen ekonomi, tetapi juga sarana strategis untuk memperkuat posisi Indonesia sebagai eksportir barang dan produk di kawasan Amerika Selatan secara berkelanjutan. Abstract

Abstract Deforestation in Laos presents a critical environmental challenge with significant implications for biodiversity, climate change, and the socio-economic well-being of local communities. The main drivers of deforestation include shifting agriculture, illegal logging, and the conversion of forests into agricultural plantations, particularly for cassava and rubber. Despite Laos' efforts to address this issue through initiatives such as the REDD+ program and sustainable forest management strategies, challenges persist due to weak governance, limited local capacity, and economic dependence on forest resources. This paper explores the multifaceted causes of deforestation in Laos and evaluates the effectiveness of current measures to mitigate its impacts. Drawing on Green Political Theory, the study emphasizes the moral imperative of prioritizing ecological conservation over short-term economic gains. It also highlights the socio-economic consequences of deforestation, including habitat loss, decreased biodiversity, and conflicts over land rights. The findings suggest that while programs like REDD+ have potential, their success requires stronger enforcement mechanisms, inclusive policy frameworks, and active community involvement. By addressing these gaps, Laos can advance sustainable forest management and contribute to global efforts to preserve the environment. This study recommends improving policy implementation and fostering international collaboration to effectively tackle deforestation. Keywords: Deforestation in Laos, Green Political Theory, REDD+ Implementation Abstrak Deforestasi di Laos merupakan tantangan lingkungan yang kritis dengan implikasi signifikan bagi keanekaragaman hayati, perubahan iklim, dan kesejahteraan sosial-ekonomi komunitas lokal. Faktor utama penyebab deforestasi meliputi pertanian berpindah, penebangan liar, dan konversi hutan menjadi perkebunan pertanian, terutama untuk singkong dan karet. Meskipun Laos telah berusaha mengatasi masalah ini melalui inisiatif seperti Program REDD+ dan strategi pengelolaan hutan berkelanjutan, tantangan tetap ada akibat tata kelola yang lemah, kapasitas lokal yang terbatas, dan ketergantungan ekonomi pada sumber daya hutan. Artikel ini mengeksplorasi penyebab multifaset deforestasi di Laos dan mengevaluasi efektivitas langkah-langkah saat ini untuk mengurangi dampaknya. Dengan mengacu pada Teori Politik Hijau, studi ini menekankan kewajiban moral untuk memprioritaskan konservasi ekologi daripada keuntungan ekonomi jangka pendek. Studi ini juga menyoroti konsekuensi sosial-ekonomi deforestasi, termasuk hilangnya habitat, penurunan keanekaragaman hayati, dan konflik hak atas tanah. Temuan menunjukkan bahwa meskipun program seperti REDD+ memiliki potensi, keberhasilannya memerlukan mekanisme penegakan hukum yang lebih kuat, kerangka kebijakan yang inklusif, dan partisipasi aktif komunitas. Dengan mengatasi celah-celah ini, Laos dapat maju menuju pengelolaan hutan berkelanjutan dan berkontribusi pada upaya pelestarian lingkungan global. Studi ini merekomendasikan perbaikan implementasi kebijakan dan peningkatan kolaborasi internasional untuk mengatasi deforestasi secara efektif. Abstract

The U.S. CHIPS and Science Act, enacted in 2022, represents a pivotal intervention in global semiconductor politics, designed to reshape the distribution of technological capabilities and constrain China's strategic trajectory. While existing studies have examined this rivalry primarily through the lenses of industrial policy or bilateral trade competition, few have analysed China's responses as deliberate attempts to contest structural power within the global political economy. This article addresses two questions: What are China's strategic responses to the CHIPS and Science Act, and what are the broader implications for the global political economy? Drawing on an integrated framework that synthesizes Robert Gilpin's International Political Economy approach and Susan Strange's concept of structural power, the study employs qualitative case study methodology. Gilpin explains why states treat semiconductor access as a matter of strategic priority, while Strange's four structures, namely security, production, finance, and knowledge, explain how power is exercised through the frameworks governing technological exchange and governance. Findings reveal that China has mobilized state-backed semiconductor funding, expanded research and development capacity, imposed critical mineral export restrictions, deepened BRICS partnerships, and extended the Digital Silk Road, accelerating supply chain disruption, technology standard fragmentation, and the formation of competing technological blocs. The article contributes to the literature by integrating Gilpin's concept of relative gains with Strange's notion of structural power to explain China's responses to the CHIPS and Science Act and their implications for the global political economy.

Abstract

In the field of international relations, gender integration and security have become increasingly important as global and national dynamics evolve. Women are often viewed as more vulnerable to gender-based violence in conflict settings, yet they also contribute significantly to reconciliation and community healing through their sensitivity and empathy. Globally, the Women, Peace, and Security (WPS) agenda was institutionalized through UN Security Council Resolution 1325 in 2000, emphasizing women’s roles in conflict prevention, peacebuilding, protection, and post-conflict recovery. At the regional level, ASEAN localized this agenda through the 2023 Regional Plan of Action (RPA), which outlines priorities, opportunities, and challenges for member states, involving authorities, women leaders, youth, traditional leaders, and civil society. Indonesia, as a key ASEAN member, has shown strong commitment to gender equality. A concrete initiative is the Peace Village program launched in 2017 through the partnership between UN Women and the Wahid Foundation. This research examines how ASEAN’s RPA is translated into local contexts and identifies challenges and enablers of effective WPS implementation.
