Abstract

This study aims to determine the implementation of the Village Funds as an effort to increase rural development in the village Wukirsari Cangkringan Sleman. The research approach used in this research was descriptive qualitative. Techniques of data retrieval were done through observation, interview, and review of documentation. Data analysis technique used interactive analysis techniques adopted from Mills and Huberman. Rnenunjukkan research results that the policy implementation using village funds under Regulation 60 Year 2016 Wukirsari village crushing implemented. The result of the development of the use of village funds was used for infrastruscture development. The success of the policy implementation due to factors of good communication, the resources both human capacity and adequate funding, clear and coordinated bureaucratic structure, and good commitment and integrated bureaucratic disposition to the success of rural development in Wukirsari.Keyword: Village Funds, Rural Development, Policy Implementation

Abstract

This research aims to know and understand about the implementation of the innovation of Universal Health Insurance (Jamkesta) system in an effort to improve health care quality for participants buffer in Yogyakarta. This reseach used descriptive qualitative method. Data collected by interview and observation. Data validity checking is done through a method of triangulation. The process of data analysis include data reduction, data presentation, and conclusion. The results showed that the element of human resources, processes, financing, location, response to suggestions for improvements innovation, law, and social supports the implementation of Universal Health Insurance for participant buffer and newborns. However, there are still some deficiencies that need to be corrected when viewed from the elements of socialization, culture and technology. Meanwhile, elements of the results showed that as many as 45% of the total number of participants for eligibility letter (SEP) printed out by Bapel Jamkesos is for the class buffer without ID cards and newborns. This indicates that the Jamkesta vision and mandate of the Governor of Yogyakarta has been reached.Keywords: Innovation, Universal Health Insurance, and Health Care.

Abstract

The increase of patients suffering Thalassemia especially in Subang district pushed the estabilishment of the organization named POPTI. The objective of this study is to analyse the role of POPTI in implementing handling policy PNPK of Thalassemia patients. The research method used is qualitative with conducting semi structured interview, observation, and documentation research. The result of this research shows that the role of POPTI is significant important in handling Thalassemia patients, yet the role has not fully gone well. There is still lack of coordination and communication between members and related agencies. This is the reason for implementing the handling policy of Thalassemia patients in Subang district, which hasn’t been optimal. Therefore, it is necessary to improve the system and awareness of chairman and members to coordinate and collaborate for handling Thalassemia patients in Subang district.

Abstract

Child-friendly and child-based schools are an effort to fulfill children's rights and provide quality education for children. This study aims to explain the implementation of Child Friendly School Policies established by the Ministry of Women's Empowerment and Child Protection and analyze the supporting and inhibiting factors for the implementation of Child Friendly School Policies in SMP Negeri 6 Depok. This study used a qualitative method that shows the implementation of the Child Friendly School Policy in SMPN 6 Depok been going well, assessed in the context of the process, results (output), impact (outcomes) and causality (causal connection).The factors that support the implementation of the Child Friendly School Policy at SMP Negeri 6 Depok are good and smooth communication, attitudes and commitment of all school people, coordination between the Depok Government and the School and the positive support of all school members, parents, surrounding communities. However, there are still obstacles, namely the limited school budget and the number of teachers, and the density of teacher activities that have caused the implementation of policies to be not optimal.

Abstract

The change paradign in energy demand side and supply side management make goverment should think creatively to increase nergy national mix 23% at 2025 with new and renewable energy development programme. This research aims to describe the open goverment strategy condition in new and renewable energy development programme use kualitatif method through interview and observation. In general pelaksaan open government have on the directorate general ebtke has been implemented in terms of planning, implementation and supervision activities. This reseach find that new and renewable energy programme basically has a good platform, proven from a lot of using information and technology to support the programme.  But unfortunately many platform are not used optimally to increase tranparency, participation and collaboration as a open goverment theory to the new and renenwable energy programme. In the transparency aspect informatio technology has used to broadcast information, in participation aspect, public has no access to policy formulation. While in the collaboration aspect show with many cooperation between goverment, private sector, public, NGO and other institution or country in various new and renewable energy programme.

Abstract

This study aims to determine the role of stakeholders in the regulation and guidance of street vendors in Tlogosari Kulon Village, Pedurungan District, Semarang City and to identify inhibiting factors in the implementation and management of street vendors. This research method uses descriptive qualitative, by collecting observational data, interviews, library research and documentation, interview techniques conducted to several informants including the Semarang City Trade Office, Semarang City Police Satpol, Tlogosari Kulon Urban Village, Street Vendors (PKL) in the Kelurahan Tlogosari Kulon and the Tlogosari Kulon Community. The results showed that the role of the Semarang City Trade Office as a policy creator, coordinating with other agencies and PKL Tlogosari Kulon, as well as building PKL Shelter Suryokusumo Market. The role of the community as an implementator is to provide active input in the regulation or preparation of public policies in the regulation and guidance of street vendors, both directly and indirectly. While the inhibiting factors are lack of effective communication, lack of human resources and a fragmented bureaucratic structure.

Abstract

The reformation of the Government of the Republic of Indonesia system, which was marked by the change from centralized to decentralized system, had an impact on the trend of regional expansion. But, from the end of 2014 the government implemented a moratorium on the formation of new autonomous regions with the reason to focus on resolving the problem of the size of the budget deficit before lifting the moratorium. The purpose of this study is to analyze the driving factors of the formation of new autonomous regions in Indonesia during the reformation era and its impact on state finance. This study is a policy study by collecting data and then analyzing it into a conclusion and recommendation. This type of study is a literature study with the method used is descriptive qualitative method. The results of the study show that since the reform era, the formation of a new autonomous region has been very massive. If calculated on average from 1999 to 2014, each year the new regions increase by 13 regions per year. The formation of the new autonomous regions requires considerable preparation and costs, starting from the initial formation to the implementation. In addition, in general the new autonomous regions show higher fiscal dependencies than the old regions. Thus, it can be stated that the establishment of the new autonomous regions has caused pressure on the state finances due to the large amount of funds that must be transferred to new regions.

Abstract

Children must receive good education, positive parenting, protection and other rights so that they can growth properly. But actually, it did not happen in Kota Serang. It was caused by the increasing number of street children. There were increasing number of street children in 2016, 31 children so until now the total was 181 children. This research was about the prevention of street children based on community development with conflict theme and intervention model. This research used biddle theory with three indicators: explanatory, organizational and discussional.  This research used qualitative with descriptive method. The data from interview and deep discussion as well as observation used interactive model analysis. The results showed that there were some factors behind the number of street children in Kota Serang. Based on the FGD results, an alternative solution was need to reactivation the existing halfway house and form special team to take care the childreen who live there. Thus, the prevention of street childreen based on community development program could be run effectively.
