Abstract

The purpose of this study was to find out how much the level of community satisfaction with public services in urban public sector organizations, namely Cipare Serang Urban Village. The research method used is a quantitative approach. The population in this study amounted to 80 people with an error rate of 1% and obtained results of 44 people as a sample. Data collection techniques use observation (observation), interviews (interviews) and questionnaires (questionnaires). The research instrument as stated in the Minister of Administrative Reform and Bureaucratic Reform Regulation Number 14 of 2017 concerning Guidelines for Preparing the Community Satisfaction Survey. The results of the study, it can be concluded that the Community Satisfaction Index in Cipare Village has gone well. This can be seen from 9 (nine) appropriate indicators (Permenpan-RB) Number 14 of 2017 with the average service quality in the Good category with the IKM conversion value of = 77,650. However, there are still shortcomings in the completion time indicator and indicators for handling complaints, suggestions and inputs in the unfavorable category.

Abstract

This study’s objectives are to describe and analyze the transparency and the factors affecting transparency in the Electronic Procurement of Goods and Services at the Department of Communication and Information in Maros Regency. The research used qualitative approach. Based on the analysis, it is found that the aspect of transparency indicators in general has shown that LPSE service system transparent enough. There are some influential factors, including communication (miscommunication and misunderstanding between the committee and the company), technology (unstable internet connection), human resources (lack of good character or mental attitude among the people giving LPSE services), LPSE bureaucratic staffs who still have double positions at the Office of Communication and Information in Maros regency, the opinion among business community that the policy of transparency is still less effective and efficient in the process of procurement of goods and services, and the users of LPSE who still have limitation in using e-procurement of goods and services, and the users of LPSE who still have limitation in using e-procurement system.Keywords: Transparency, e-Procurement, Electronic Procurement of Goods and Services

Abstract

Communities in the District of Malaka periodically are hit by floods and droughts caused by climate change. Lack of food makes people have to adjust for the sake of survival. Roles, social relationships, responsibilities and division of labor between men and women also can change when trying to meet the needs of such food as a result of climate change. Matriaki culture is embraced by the people of Malacca and geographical environment often affected influential in the division of labor between men and women every day. Harvard Gender Analysis techniques used in this study to look at the impact of climate change and gender relations are formed in three patterns of food production (production, distribution and consumption) that occurs in the three affected areas in the district of Malaka.Keywords: Disaster, Culture Matriarchy, Gender Analysis Technique Harvard.

Abstract

Freeport-McMoran has explored valuable natural resources in Indonesia by digging gold and copper in Papua since 1967. This essay analyzed the impacts of this new agreement toward the future of the US-Indonesia bilateral relationship as well as reveal Jokowi’s diplomatic approach to gain this agreement. The analysis in this article uses a qualitative approach based on secondary data. The data collected from the official reports of Freport-Mcmoran and other relevant sources. Indonesian government always try to lobby US government through soft diplomacy in order to maintain bilateral relationship. The renegotiation allows the contract extension of the company (until 2041) which will be expired in 2021. Indonesian government still need the US as bilateral partner since this super power country has already played significant roles by contributing economic growth, democratic development, and national security in Indonesia. Hence, Indonesia is carefully approaching the US government to avoid negative effects of Indonesia-Freeport’s renegotiation.

Abstract

The purpose of this study is to develop a policy strategy in strengthening the role and function of the East Java Provincial Coordination Board in the context of the effectiveness of the coordination of the implementation of Government and development in East Java. The research method used is a mixed research approach, with the main analysis technique being the Analytical Hierarchy Process (AHP) method. 40 respondents were selected purposively from all partners related to the implementation of Government and Development in East Java carried out by the Bakorwil. The research was carried out for 6 months, namely between March and August 2018. The research sites were selected from the regencies / cities which were the work areas of the East Java Province Bakorwil which were used as research objects, namely the Pamekasan Bakorwil and Bakjonwil Bojonegoro. The results showed that the chosen policy priority based on the level of interest of the respondents or the most important priority was the information system (0.391), then the second was planning and budgeting (0.320), then the third and fourth priorities were organizational structures (0.144), and supervision function control (0.144), which according to respondents has the same level of importance.

Abstract

This study aimed to unwrap the dynamic in policy making of food import, focusing in political elitess’ interest during the period of 1999-2009. Every period was analized emphasizing the main characters of nepotism and rent seeking: (a) the general character of food policy, (b) regulation in prolonging its activity, and (c) policy actors/elites and the political party dominating the policy sector. Result of this reseach were mainly the difference of focus and characters on policy in 3 periods. Explanation of research finally answered as followed: (1) government elites are the main actors and they are mostly the policy makers from food institution, (2) the actors came from different political party and bring about the different agenda to be supported with regulation, and (3) food institution determined the rent-seeking activity through the same actors that also dominate the import area. The important evidence of this point was the “three pairs of name” that affiliated with (the same) political party, executed importing processes, and also influenced the regulation in very the same time.Keywords: political economy, food import policy, policy elites, incremental policy.

Abstract

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.

Abstract

The purpose of this research is to examine the activity of women scavengers community in TPSP Piyungan and the role of community for member of women scavengers community in TPSP Piyungan. Data analysis technique on this research was descriptive analyzis Primary data retrieval techniques used in-depth interviews. The result of this research revealed there are about 210 (two hundred and ten) female scavengers on TPSP Piyungan who came from Bantul Regency, Gunungkidul Regency, Yogyakarta Municipality, Grobogan Regency and Pati Regency and all of them are married. Community helds regular meetings once a week and conducts savings and loan activities for members of the community. For every loan about Rp 1,000,000, the member should pay loan service of Rp 25,000 / week. Moreover they have to pay 50 % fines of total savings if the borrower does not pay for four consecutive installments. The distribution of residual income is divided into members proportionally after deducting the services of the management amounting to 0.5% of the total loan services. Savings and loan management in paguyuban is traditional, based on trust.Keywords: Community, Female Scavenger, and Savings and Loan

Abstract

The development of e-commerce in Indonesia is very rapid, it is seen from the number of internet users has reached 93.4 million people in 2015, making Indonesia the potential to develop e-commerce. Based on Kemkominfo’s information, at the end of 2015 the business value of e-commerce homeland was predicted to be around USD 18 billion. In 2020, the volume of e-commerce business in Indonesia is predicted to reach USD 130 billion with a growth rate of approximately 50 percent per year. More advanced e-commerce affects the pattern of buying and selling what was once conventional slowly turning to online trading. Online Business people in carrying out trading activities will not be separated from understanding symbols done in building trust. Building this trust can be reached through steps as follows: the testimony of satisfied buyers with the sold goods, both in terms of quality, price and size. There is also endorsed intervene to improve the online rating shop that is considered as an online shop that has been known and promote the product by advertisement. Buying and selling online is very closely on the exchange of symbols used to build trust.Keywords: E-commerce, trust, economy
