Abstract

This paper analyzes the implementation of the Rumah Sehat Lansia (RUSELA), a public service innovation for the high elderly population in Yogyakarta City. The high elderly population and Usia Harapan Hidup (UHH) in Yogyakarta City requires the government intervention due to elder's health record improvement to optimize public service for elderly related to their health. Qualitative descriptive approach was used to explain the research in an objective, detailed, and deep way. Observation, interview, and documentation were applied by the researcher to collect the data. The result shows that the implementation of RUSELA, seen from communication aspect, has been already good. Seen from the resource aspect, especially financial resource, RUSELA should be collaborated with others institutions, private sector, and public community to improve the service and facilities so that the program can be implemented successfully. Looked from disposition and structure bureaucracy aspect have been running well.Keywords: Implementation program, Health Care, RUSELA, and Yogyakarta City

Abstract

This study aims to look at the human resource capacity of the Ministry of Religion especially in  madrasah education. This study wants to explain how the Ministry of Religion in carrying out its duties and responsibilities in the field of madrasah education includes service, guidance, guidance, management of information systems. This study uses a quantitative approach which is analyzed using analysis (Structural Equation Modeling, SEM). Data was collected by informant interviews and questionnaires. As a result, this study shows that currently the human resource capacity of the Ministry of Religion e in the madrasah education section is quite good. This can be seen from the six indicators that researchers use based on the theory of Hall, et al. (2003), which consists of quantity of employees, employee competency standards, employee motivation, reward and punnishment, skill development, and compensation. The results of the study show that in human resource capacity is strongly influenced by the dimensions of employee competency standards and compensation.

Abstract

The purpose of this research is to evaluate and examine government Padang City efforts in improving the preparedness of community as a form of disaster risk reduction efforts the earthquake and tsunami. This research was conducted with descriptive method with the qualitative approach. The results of this research shows that there are 2 categories of the efforts made by Government of Padang city in enhancing preparedness community. First: increasing the Community Capacity by providing the knowledge and understanding of disaster that spelled out into action disaster preparedness curriculum integration into the formal education curriculum, disasters, simulated socializing and community empowerment through the formation of disaster preparedness in every village. Second: provision support facilities preparedness communities, by setting policy, the creation of operational Guidelines in case of an emergency and evacuation facilities development, as well as early warning facilities. However the majority of the program made still are incidental and not in a sustainable way. The existence of restructuring and its frequent mutations in the BPBDPK body, the lack of availability of budget related preparedness, as well as the presence of apathy from the community is the bearer of three factors in an attempt to increase preparedness conducted the government of Padang City.Keyword: Evaluation, Preparedness, the Role of Local Government

Abstract

This thesis discusses black campaign discourse analysis (smear campaign) in the 2014 presidential election in the three media such as Kompas, Jawa Pos, and Sovereignty of the People. Discourse analysis in three media smear campaign by using the theory of critical discourse analysis (CDA) of Norman Fairclough. Research method in this research was discourse analysis. The study concluded that the practice of black campaign in the 2014 presidential election occurred in very high intensity, especially mediated-media both print and electronic media. It can be seen from the following indicators: first, the unhealthy campaign or unproductive as to demonize the other candidates. Second, the advertisement certainly has a tendency to attack (political attacks). Third, these ads do not have a clear source. Thus it can be said that these advertisement were problematic from any perspective. The messages in these ads were very provoking and does not give a good political education for the public.Keywords: Black Campain and Media.

Abstract

The objective of this research is to determine the forms and causes of discrimination in the services delivery provision of North Lampung population and civil registration agency. The research was a descriptive qualitative. Research results showed the prevalence of discriminatory practices in the delivery of services in the Population and Civil Registration agency in North Lampung Regency. Dissemination took forms of time required, and cost incurred to obtain services, attitude of service providers, and procedures that differed between those that applied to ordinary citizens (long and tedious) and for others (short and quick) that included the rich, officials, community leaders and relatives or acquaintances of population and civil registration agency. However, there was no evidence of discrimination in service delivery that was based on race and religion. Culture, as manifested in paternalistic form and bureaucratic hierarchy was the main cause of discrimination in the services delivery in population and civil registration agency. Thus, paternalism and bureaucracy culture underlie favoritism accorded to officials and rulers, individuals in key positions of government and society, and relatives and acquaintances of employees in the agency as opposed to other members of society.

Abstract

As an element of local government organizers, the DPRD is demanded to play an active role in carrying out its functions. One of the important functions of the DPRD is the formation of regional regulations together with the Regional Head. For the implementation of this function, the DPRD was given the right of initiative to submit a draft Regional Regulation. From the results of the study, the implementation of the DPRD Kutai Kartanegara initiative rights for the period 2014-2018 has been implemented well, but it is not optimal because on average only 14.63% has been passed into a Regional Regulation. In theory, the factors that influence the implementation of the DPRD initiative rights are education, experience and data / information factors, but this has been overcome by the existence of an Expert Team / Expert Group, workshops or training to increase the capacity of the DPRD and the Academic Script in each Design Regional Regulation submitted to the DPRD, so that it is no longer a limiting factor. The obstacles to the implementation of the DPRD's role are more due to political factors, budget support and consistency of regulations.

Abstract

Women are seen as second class citizens. The role of women in development is often questionable as being unfit and incapable. This paper attempts to analyze the gender is not only limited to the role and activities of men and women, but also their relationship. It also examines women in development, the role, position, and also increase its role in development. This paper emphasizes the empowerment of women in development, especially the development of social welfare. Enterprises group considered suitable for women, although potentially reducing the self-power. This paper is literature review through search of data and information from books, scientific articles, journal, gender-related laws, and policies that tie. It’s required gender mainstreaming policies and involved women in development. Abstract

The implementation of special autonomy in West Papua province aims to increase the development. Centralized development has brought the people of West Papua in a slump multidimensional. The purpose of this article describes the governance performance that the implementation of special autonomy in failure. This article used a qualitative approach. Source of data used comes from RKPD West Papua Province, Public Welfare Indicators (BPS), IGI (parnership), and TKED (The Asia Foundation). The main findings in this article was not prosperous West Papua still has even though the special autonomy fund and the exploitation of natural high. The main indicators are still at the education and welfare of the lowest rankings in Indonesia. Performance Governance and the worst is in the government bureaucracy. This led to the existing resources can not be the welfare of society as stalled in bureaucracy and government.Keywords: Special Autonomy Funds, Governance Performance, and West Papua

Abstract

This study has two main objectives. The first is to explain the condition of early marriage that occurred in Sleman District. Second, is to explain the agenda of population policy in the future to overcome the problems of early marriage that occurred. The data used is the marriage data of children in Sleman District in 2012-2015. The data is sourced from the Department of Population and Civil Registry and the Office of Religious Affairs of Sleman Regency. Data analysis was done by descriptive analysis. The results showed the number of early marriages is high. Every year, in 2013-2015, more than 100 cases of early marriage occur in Sleman. Early marriage also spread evenly across districts in Sleman District. Of all the existing sub-districts, Mlati and Ngaglik sub-districts are subdistricts that naturally or absolute have marriage cases in Sleman District. That's why some policy agenda is prepared to address the problem of early marriage. Some of these policy agendas include raising the median age of women's first marriage, lowering ASFR 15-19 and increasing enrollment rates at senior high scholl by 91.63% in 2019.Keyword: Early Marriage, Population Policy, and Sleman District
