Abstract

Regional autonomy evolved from efficiency and growth to independence and justice after Indonesia's reformation. Expansion occurs. Social and political elites complicated the legal division of this territory. Regional expansion was a Reformation-era legal phenomenon. West Sulawesi grew regionally. Law 26 of 2004 deconcentrated West Sulawesi. This study evaluates whether West Sulawesi has implemented deconcentration and complied with Law 26 of 2004. In this study, Mamuju Regency, the capital of West Sulawesi province, represents the region's law implementation. This research assesses Mamuju Regency's implementation and law compliance. Mamuju Regency's 141 regional regulations promote government, community, and development services. This is seen in Mamuju Regency's DPMPTSP system and health insurance. Governance, development, and social issues are Mamuju Regency's priorities.

Abstract

The decision of the Constitutional Court Number 55/PUU-XVIII/2020 in its ruling gave special treatment to political parties that passed the Parliamentary Threshold in 2019 not to need to carry out factual verification, but only with administrative verification. However, this requirement does not apply to political parties that do not pass the Perlementary Threshold in 2019. Even though political dynamics occur very dynamically, so that the stages of administrative verification and factual verification are deemed necessary for all parties. The existence of this decision seems discriminatory and injures the sense of justice and democratic principles in general elections.

Abstract

Abstract:One of the important sources of regional income (APBD) to finance the implementation of regional government and development is local taxes. Regional Tax is a mandatory contribution owed by individual or corporate taxpayers to the region without direct compensation in balance. The research method used is a qualitative method with a statutory approach. The results of the study stated that the system of collecting regional taxes and regional retributions in the era of regional autonomy in terms of the Law on Regional Taxes and Levies was to adopt a self-assessment system; not adhere to the Government/Official assessment system. In addition, the system of collecting regional taxes and regional retributions in the era of regional autonomy has a smaller impact than the tax burden borne by the community. Therefore, the solution to this, the central government must continue to make major changes in the PDRD system.
