The revision of Act Number 1 of 1974 entered into discussion in the National Legislation Program (prolegnas) 2015-2019. The revision should be done because the values in the formulation of the Marriage Act is not in accordance with social protection measures and there are many shows non-compliance with the rules of article. Besides the purpose of the Marriage Act is regulating the marital life to be controlled by marriage administratively and can affect citizen identification. Indecision of Marriage Law, especially against the minimum age of marriage causes many losses, especially in women and children. The practice shows there are still many parents who marry off their children under the age of set for marriage, Based on that background the author proposes two fundamental issues: how the limit of age for marriage according to the religion, customs and laws. And why we are need for revision the Marriage Act regarding the minimum age limit of marriage. The result of this research and discussion made a conclusion that are differences of the determination for the age of the child at each legislations, but basically the set of 18 years old as a child can be held the responsibility, but on the Marriage Act for the woman's age, is 16 years old. Then the revision of Marriage Act can avoid the occurence of early marriage.

Judge is one of the elements of law enforcement, therefore the judge is very important role in law enforcement, that is checking, hearing and ultimately decide the case submitted to him freely and independently without any influence from anywhere. In legal development in Indonesia there is still a lot of colonial laws that are applied, whose values a re not rooted in Indonesian society. National Legal Seminar VI in 1994 in Jakarta said that the law of a nation must be "nation-centric" which should reflect the values o f the nation. To realize that there is trouble for being too pluralistic of Indonesian society values. Prismatic concept that emphasizes the values o f balance and the values-based philosophy of the state, the fundamental norms (Staatsfundamentalnorm), and national identity that differentiates it from other nations can be used as the attempt to balance the social value of community and individualism in Indonesia's pluralistic society.

Childcare Institutions as the vanguard of the state in carrying out state duties as instructed dalamn Constitution of the Republic of Indonesia Year 1945 section 34 subsection (1) "The poor and neglected children maintained the State". Childcare Institutions have the task of guiding children abandoned in order to realize the right of the child or the child's needs are survival growth and development, protection and participation, so that children develop naturally. Lack of Childcare Institutions in capacity and funding appears to have the impression that there were not maintained waifstate. Population 4.5 million children displaced Indonesian Ministry of Social Affairs in data collection in 2012 is expected to continue to increase in line with social changes that occur continuously present. This study describe the handling problems of street children through PSAA is always expected but can not accommodate the number of children displaced existing reality. The method used in this study is empirical juridical using secondary data. Abandoned children is the duty and responsibility of the state , the provision of child care social institutions bin should be increased both capacity and quality, so that neglected children can be accommodated in the PSAA overall , not handed over to NGOs or thrown to the public.

Dengan dibentuknya PTUN berdasarkan Undang-Undang Nomor 5 Tahun 1966 yang kemudian dilakukan perubahan dengan Undang-Undang Nomor 9 Tahun 2004, maka terdapat suatu peradilan yang mempunyai lingkup kewenangan khusus untuk memeriksa, memutus dan menyelesaikan perkara Tata Usaha Negara, yaitu yang timbul dari sengketa Tata Usaha Negara. Dengan demikian fungsi PTUN adalah merupakan sarana control on the administration. Adanya keengganan dari masyarakat pencari keadilan yang mencari perlindungan hukum melalui pengadilan (PTUN) karena masyarakat berpendapat tidak mungkin menang melawan pemerintah. Pencari keadilan adalah setiap orang warga negara Indonesia atau bukan, dan badan hukum perdata yang mencari keadilan pada Peradilan Tata Usaha Negara. Perlindungan hukum terhadap pencari keadilan adalah adanya peran aktif dari pemerintah dalam kehidupan masyarakat yaitu dalam mempersiapkan langkah untuk menghadapi kemungkinan timbulnya benturan kepentngan , perselisihan atau sengketa badan atau pejabat TUN dengan masyarakat pencari keadilan.

The service of electricity consumer has no optimal get according toUUNo. 20 / 2002 (Electricity Act). The Local Regulation in City / Regency at Central Java has just regulated general lighting tax taken and managed by Department of Income Affair. The aspect of electricity service has no mentioned from the aragement of duty and right of electricity commodity contract and there is no mechanism of supervision for electricity consumer. For those needs maximization of PLN sheet lighting consumer service model.

Arrangements and policies in the field of investment in Indonesia have been experiencing various barriers and developments. Various factors that greatly affect were not merely internal domestic interests, but also the interests of the investor's origin country as well as other international interests. Foreign investment is important because of the limitations imposed by Indonesia in the areas of capital, technology and quality of human resources.Arrangement in the field of investment is very influential for foreign investment. It can be seen from the fluctuation development of foreign investment in Indonesia. Enactment of Law Number 25 Year 2007 concerning Capital Investment is an embodiment to better accommodate the various interests of both domestic and foreign interests. Demands of equal treatment, both in the field of certainty and legal protection for investors (investors), both foreign and domestic investors, have been regulated in the Investment Law. But one thing is for sure, the state shall have the authority and obligation to regulate investment, both foreign and domestic investment to realize the welfare of the people, as mandated by the 1945 Constitution.

The use of criminal sanctions concerning policy issues and is a necessity for use in managing and controlling crime. Thus irrational if efforts to eliminate crime that is based on the grounds that the criminal was in retaliation, because the purpose of a criminal one prevention to achieve the welfare of society. As one means of law enforcement policy in order to control crime, the use of sanctions (law) criminal is not an absolute. If used, then the problem is the policy should be rational use with due regard to the approach of humanistic and social interests that contain certain values which need to be protected. As a criminal policy that extreme attitude to abolish sanctions (law) does not constitute a criminal policy measures. For what needs to be done in the policy to make efforts to control and crime prevention is an integrated approach between penal policy and nonpenal.

Conditions of government officers at this show is not a good image and performance of government administration so that the performance of duties of public administration and development both at central and regional levels have not been implemented based on the principles of good governance (good governance). Faced with this situation needed improvement of public services, transparency and accountability of government performance to the public, as well as the presence of an oversight or control over the government's performance both by formal oversight institutions and the supervision carried out by the public as part of community participation towards the implementation of development.

Discrimination against persons with disabilities has major implications on their difficulty to obtain amenity, such as finding a job, get health insurance and social, educational guarantees, political rights and much more. The discriminatory treatment is a violation of the human rights of persons with disabilities, both vertically (by agents of the State against citizens or otherwise) or horizontally (between citizens themselves). The Indonesian Constitution recognizes the equality of every person to get a job and a way of life, regardless of social status and legal status attached to each individual, as expressed in Article 28 A through Article 28 A of the Constitution of 1945.
