Abstract

Penyalahgunaan narkoba saat ini telah menunjukan titik yang mengkhawatirkan, tidak saja di konsumsi oleh golongan masyarkat mampu saja melainkan golongan masyarakat tidak mampu juga telah banyak mengkonsumsi narkoba, bahkan sampai ke pelosok pedesaan dapat dengan mudah mendapatkan narkoba dan kebanyakan pengguna narkoba adalah kalangan remaja yang merupakan generasi penerus dan pengemban masa depan bangsa.penanggulangan penyalahgunaan dan peredaran gelap narkotika, dan psikotropika di lakukan oleh Badan Narkotika Nasional (BNN). BNN tersebut didasarkan pada Peraturan Presiden Nomor 83 Tahun 2007 tentang Badan Narkotika Nasional, Badan  Narkotika Provinsi, dan Badan Narkotika Kabupaten/Kota, selain BNNP pemerintah Provinsi Jawa Tengah khususnya Dinas Sosial pada tahun 1986 telah mendirikan Panti Pamardi Putra "Mandiri" Semarang. Panti Pamardi Putra "Mandiri" dimana Tugas Pokok dan Fungsi Dinas kesejahteraan Sosial dalam merehabilitasi korban Narkotika.Faktor - faktor yang mempengaruhi pelaksanaan rehabilitasi yaitu masih adanya keterbatasan sarana dan prasarana yaitu antara lain; Fasilitas yang belum memadai dan belum memenuhi persyaratan yang baik, Kurang tersedianya tenaga yang cukup terampil, baik kualitas maupun kuantitas, belum lancarnya hubungan kerjasama dan rujukan lintas sektoral termasuk organisasi non pemerintah, Belum adanya sistem pencatatan dan pelaporan yang terpaduUntuk mencapai program terapi dan rehabilitasi dengan baik diperlukan pengembangan strategi dan modal terapi atau rehabilitasi yang tepat serta pemilihan prioritas dan penyusunan program yang tepat didukung oleh pengembangan dan pengadaan tenaga yang dibutuhkan. Serta perlu dibina kerjasama dengan luar negeri

Abstract

Conditions of government officers at this show is not a good image and performance of government administration so that the performance of duties of public administration and development both at central and regional levels have not been implemented based on the principles of good governance (good governance). Faced with this situation needed improvement of public services, transparency and accountability of government performance to the public, as well as the presence of an oversight or control over the government's performance both by formal oversight institutions and the supervision carried out by the public as part of community participation towards the implementation of development.

Abstract

Interpreting a legal rule is an effort to find the meaning of the legal rule, which means distilling or drawing out and displaying it to the surface of the rule of law or the meaning of law that is contained or hidden in the legal rule concerned. Regarding the method or method to find the rule of law, in legal studies various interpretation methods have been developed, including grammatical, historical, systematical, teleological and sociological methods. Regarding the methods there is no stipulation on hierarchical order. Yet it is not impossible that these methods produce different interpretations. However, hermeneutic studies show that all methods need to be involved proportionally in relation to one another whenever interpreting a rule of law.

Abstract

Dengan berlakunya Undang – undang Nomor 23 Tahun 2006 tentang Administasi Kependudukan dengan tujuan untuk mewujudnya tertib administrasi kependudukan dalam sekala Nasional dan menjamin kepastian hukum hak sipil penduduk, juga untuk kepentingan program – program pembangunan Nasional, sehingga diperlukan pemutakhiran data kependudukan, penerbitan Nomor Induk Kependudukan (NIK) dan penerapan e-KTP.KTP Elektronik  adalah dokumen kependudukan yang memuat sistem keamanan / pengendalian baik dari sisi administrasi ataupun teknologi informasi dengan berbasis pada database kependudukan nasional. Dengan tujuan untuk mewujudkan kepemilikan satu identitas (KTP) untuk satu penduduk yang memiliki kode keamanan dan rekaman elektronik data kependudukan berbasis NIK secara Nasional. (biodata,foto,sidik jari, iris mata dan tanda tangan) yang tersimpan dalam fisik KTP Elektronik (KTP Elektronik).Kendala-kendala yang timbul pada pelaksanaan Program e-KTP  yaitu datangnya alat perekam data yang tidak bisa tepat waktu karena alatnya yang datang tidak bisa serentak dan alatnya juga ada yang tidak lengkap serta tidak bisa dioperasionalkan juga belum dapat diserahkannya e-KTP kepada penduduk tepat waktu karena belum seluruhnya e-KTP selesai dicetak karena pencetakannya dilaksanakan oleh konsursium yang berada di Jakatra sehingga perlu adanya perbaikan-perbaikan pelayanan yang diberikan oleh pemerintah, agar masyarakat mendapatkan pelayanan yang maksimal dalam pembuatan e-KTPKata Kunci: UU no 23 Tahun 2006, e-KTP

Abstract

The community has an important role in enforcing environmental law; therefore, the community needs to be invited to continue to monitor and report various forms of violations of the environment and existing natural resources. The community has rights and obligations in the enforcement and management of the domain. This is because a party is affected in the development process, which often involves environmental sustainability. Related to this, problems arise, what is the role of the community in enforcing environmental law, as well as the obstacles faced in enforcing environmental law. It is necessary to have consistency from various parties related to environmental law enforcement, starting from laws and regulations, implementing officials, and community participation to answer these problems. The normative juridical research approach, descriptive-analytical research specifications, data collection through secondary data in the form of library research and documentation studies, and qualitative analysis methods. One of the emphases made by the community in enforcing environmental law is through environmental organizations, namely through lawsuits in court and with the right to sue, that in the context of implementing ecological management responsibilities by the pattern of partnerships, environmental organizations, the filing of the lawsuit is in the interest of function and preservation. Environment. It should be realized that enforcing the environmental law is not easy, so there are often obstacles, for example, rules that have not been maximally implemented, law enforcement officers who have not been able to have good insight and understanding to solve environmental problems, as well as from public awareness that is still lacking to care about the environment itself and is indifferent, when violations occur.

Abstract

Forest and land fires are hot topics discussed in both the mass media and electronic media. Forest and land fires have a huge impact on the economy and public health. Another impact of forest fires is the loss of various ecosystem benefits contained in the forest, flora and fauna, as well as other potentials contained therein, including biodiversity. The purposes of this paper are: (1) to identify and describe the strategies implemented by the government in an effort to reduce the occurrence of forest and land fires; (2) to know and describe the law enforcement carried out in dealing with forest fires. The results that can be obtained are the strategies that can be used to overcome forest and land fires carried out by the government are: by providing education to the public about the impacts that can be caused by forest and land fires, as well as providing infrastructure assistance in overcoming forest and land fires. Meanwhile, law enforcement against companies or corporations that carry out forest and land fires is still considered very weak and has not run optimally in accordance with the wishes of the law itself. The conclusion is that although the government has taken steps to deal with forest fires, if no action is taken to give sanctions to the perpetrators of forest and land burning, then everything will not work, especially for forest and land burning carried out by companies or corporations.

Abstract

This study aims to determine the role of the government in providing legal protection to workers who have been laid off due to the COVID-19 pandemic. The impact of Covid 19 has shaken the Indonesian economy and of course the biggest impact is felt in industrial relations, both macro and micro. Many companies are threatened with the continuity of their production, which has an impact on the survival of our workers. Many have been laid off with wages not paid in full. To support the welfare and continuity of work for workers as well as to support workers who have been laid off due to Covid-19, the Government has issued variousincentives for employers and workers, namely in the form of cash assistance in the form of Wage Subsidy Assistance (BSU) and issuing pre-employment cards thataims to provide training, namely to provide skills that can be used for industrial and entrepreneurship needs.

Abstract

Writing this journal aims to determine legal protection for workers who experience work accidents and are not registered in the BPJS program. In national development the role of manpower is very important, so that protection of manpower is very much needed to guarantee the basic rights of workers/laborers and guarantee equality of opportunity and treatment without discrimination on any basis to realize the welfare of workers/laborers. Guarantee of personal protection and safety and interests during the work relationship.This writing uses a normative juridical approach. The specifications for this writing are "discritical analysis", because it will analyze the main issues under study based on statutory regulations.Workforce protection in the form of compensation in the form of money as a substitute for part of the reduced income as a result of events or circumstances experienced by workers in the form of work accidents, illness, pregnancy, old age and death. If a worker experiences a work accident, he is entitled to receive compensation in the form of money and medical expenses from the BPJS or from the employer if he has not registered as a BPJS participant. for freelance or contract daily workers if there is a work accident which results in him being unable to work, the company provides a policy of bearing hospital costs and not deducting wages on that day and the company is required to register with BPJS for health and employment in accordance with government regulations

Abstract
