Abstract

ABSTRAK Permasalahan sumber daya manusia  pada manajemen pengelolaan obyek wisata pandawa agar pekerjaan dapat dilakukan secara maksimal dan optimal merupakan permasalahan yang harus ditangani. Permasalahan tersebut diatasi dengan menerapkan tiga ( 3 ) fungsi manajemen yaitu fungsi strategi, fungsi manajemen komponen internal, dan fungsi manajemen konstituen eksternal. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh penulis dengan melakukan observasi langsung untuk dapat melihat secara nyata  peristiwa yang terjadi di lapangan dan melakukan wawancara mendalam dengan narasumber terkait manajemen pengelolaan obyek wisata pantai pandawa dalam mewujudkan pembangunan pariwisata yang berkelanjutan melalui BUMDA. Kesimpulan yang diperoleh dari penelitian ini adalah pertama manajemen pengelolaan yang diterapkan dalam mengelola obyek wisata pantai pandawa ialah dengan menggunakan tiga ( 3 ) fungsi manajemen pengelolaan. Kedua, sumber daya manusia yang terlibat dalam manajemen pengelolaan obyek wisata pantai pandawa pendidikannya tidak merata dan lebih dominan yang pendidikan tamatan SD dan SMP. Ketiga, untuk dapat meningkatkan kualitas pemahaman pegawai dilakukannya pelatihan dan adanya evaluasi kerja setiap sebulan sekali. Implikasi dari penelitian ini adalah untuk dapat meningkatkan manajemen pengelolaan obyek wisata dalam mewujudkan pembangunan pariwisata yang berkelanjutan pada obyek wisata pantai pandawa sangat perlu adanya sumber daya manusia dengan memiliki standar pendidikan yang diharapkan akan mampu bekerja secara optimal dan maksimal dalam memanajemen pengeloaan obyek wisata pantai pandawa serta akan berdampak pada pembangunan pariwisata yang dihasilkan. Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui secara aktual bagaimana gaya kepemimpinan lurah perempuan di Kelurahan Kesiman. Penelitian ini melihat gaya kepemimpinan dari dua sisi yang berbeda yaitu gaya kepemimpinan secara umum dan gaya kepemimpinan khas perempuan. gaya kepemimpinan secara umum terdiri dari gaya kepemimpinan otoriter, demokratis, dan laissez-faire. Sedangkan gaya kepemimpinan khas perempuan terdiri dari maskulin - feminim dan transformasional - transaksional. Metode yang digunakan dalam penelitian ini adalah jenis penelitian kualitatif deskritif. Adapun hasil penelitian menunjukkan bahwa gaya kepemimpinan yang digunakan oleh lurah perempuan di Kesiman adalah gaya kepemimpinan demokratis jika dilihat dari sisi gaya kepemimpinan secara umum, dan gaya kepemimpinan maskulin-transformasional jika dilihat dari gaya kepemimpinan khas perempuan. Abstract

ABSTRAK Angkutan Umum Massal Trans Sarbagita merupakan wujud nyata program pemerintah dalam mengatasi jumlah kendaraan pribadi di jalan raya. Selama 5 (lima) tahun implementasi, penggunaan Angkutan Umum Massal Trans Sarbagita belum optimal, dapat dilihat dari kemacetan di beberapa ruas jalan, Sarbagita yang merugi, Sarbagita hanya menjangkau beberapa wilayah dan jarak kedatangan bus yang lama. Tujuan penelitian ini adalah untuk mengetahui implementasi Program Trans Sarbagita tahun 2011-2015 dan hambatan dalam implementasi Sarbagita. Studi ini menggunakan metodelogi penelitian kualitatif deskriptif. Dalam memperoleh data, penulis melakukan observasi langsung kelapangan untuk memperoleh data primer yang terkait dan melakukan studi dokumentasi untuk memperoleh data sekunder. Selain itu peneliti menggunakan teknik berupa wawancara langsung dan tidak langsung yang berkaitan dengan penelitian ini. Kesimpulan dari penelitian ini adalah implementasi program Trans Sarbagita sudah mampu mengembangkan transportasi publik, namun implementasi belum sesuai dengan peraturan yang ditetapkan. Hambatan yang harus diatasi adalah ketersediaan jalur khusus, pengembangan sarana bus Trans Sarbagita. Kata Kunci : kebijakan publik, implementasi kebijakan publik, transportasi

Abstract

ABSTRAK The advance of information in communication technology were developed so rapidly in the world, included in Indonesia. These development do not only affects the economics, social and culture but also touched government areas. The government developed the concept based on electronic government or known as e-government. Bali Provincial Government issued a policy of e-office application as part of the implementation of the concept. The implementation of e-office is a tool that can make government effective, efficient, transparent and accountable in providing service so people associated with the administration of correspondence in the General Affair and Protocol Bali Provincial Secretariat. The existence of the e-office is also alternative in creating good governance. This study used descriptive qualitative method. In obtaining the data, author conducted interviews with sources that are directly related to the study topics that author did. In addition, the author also conductedobservations to obtain primary data and did documents study in order to obtain secondary data. The conclusion of the study is the application of e-office showed their progress in the process of service correspondence. But the problems that must be observed is the provision of facility and infrastructure are still lacking resulting delays in administration process, still the implementation of some parts of the administration manually, the readiness of human resources, the existence of networks and servers are often susceptible to interference and lack of dissemination to the public related to the implementation of e-office. Abstract

ABSTRACT Civil servant which required placement effectively . Employee placement must be applied selectively according to the right position to be able to bring the agency on the expected performance result . But the organization structure in the Departement Of Transportation Denpasar did not correspond to current needs. This type of research is a quantitative research. Population studied are the civil servant in the Department Of Transportation Denpasar with the amount to 154 people . The sample in this study was 61 people by using simple random sampling technique. The results showed that employee placement positive and significant impact on performance, with the regression equation Y = 23.037 + 0.540 X. Result of R Square meaning that of 46.7% performance variation effected by variations in employee placement, while the remaining 53.3% explained by other factors. Abstract

ABSTRACT The Influence of Teacher’s Certification Program towards Teacher’s Performance at SMA N 1 Gianyar Education is an important aspect for a nation to developing their Human Resources and National Character Building. The dignity of a nation is depends on their education quality. The role of a teacher is very important, therefore The Government of Indonesia implementing a certification program to maintain the quality and the professionalism of teachers.In this research, SMAN 1 Gianyar became a research object where SMAN 1 Gianyar is considered as one of the best school in Gianyar Regency, which is hoped could become a prototype for another school in Gianyar Regency.The purpose of this research is to find an emphirical evidence about the influence of Teacher’s Certification toward teacher’s performance. This research is using Taro Yamane technique. The Collection of the research data is by giving an open questionnaire to 42 State Teacher at SMAN 1 Gianyar. The indicator in this research is tested with validity and reliability test. The test on the hypothesis is using double linear regression analysis. The result including Pedagogical Competence, Professionalism Competence, Social Competence and Behavioral Competence are related with Learning Activities Planning, Implementation and Appraisal with the correlation coefficient number marked with correlation coefficient(RSquare) with R symbol is 0,483. The number of (RSquare) is a sign that showing the Influence of Teacher’s Certification toward Teacher’s Performance at SMAN 1 Gianyar. Keywords : Certification, Teacher’s Performance

Abstract

ABSTRACT Giving motivation to employees has an important role to increase their productivity. One of the examples can be found on Government Employees with Labor Agreement (PPPK)at Land Office in Denpasar. The aim of this study was to find out the impacts of motivation towards working productivity. The method used in this study was quantitative method. The primary data was obtained by 55 questionnaires. The analysis showed that motivation had a positive and significant impact towards working productivity. Furthermore, the result of determination of R2 (R-square) was 58.0% and the remaining 42.0 % was influenced by other factors. Based on a simple linear regression analysis, it was seen that if the motivation was constant then productivity amounted to 5.728. However, if the motivation was increased 1 %, then the productivity would increase by 0.921. Moreover, based on significance test, it was obtained that tvalue (8,559) wasgreater than ttable (1,673).   Keyword: Motivation, Working Productivity, PPPK

Abstract

ABSTRACT Civil Servants Cooperatives (KPN) Bina Sejahtera in supporting and operating their business needed of employee performance with the participation of computer-based management information system. This study has a purpose, that is to analyze the influence of computer-based management information system on the performance of employees at KPN Bina Sejahtera Badung regency. This research was conducted in KPN Bina Sejahtera using census method (total sampling) of 50 respondents through a simple linear regression analysis. This analysis has a result, that is to prove that computer-based management information system of positive and significant effect on employee performance at KPN Bina Sejahtera Badung regency which is indicated by the value of determination total of 0.189 which means 18.9% influenced by the performance management information system remaining 81.1% influenced by other factors. The advice that can be given is the need for the involvement of managerial in increase the application field of computer-based management information system, so that the employees do not feel complicated in completing the task and responsibility of the individual concerned. Abstract

Abstract PT Indonesia Power, unit of generation and  generation service Bali is a government company which engage in electricity supply. The company is located in District of South Denpasar, Denpasar City. The work productivity of employees plays an important role to the company goal, however in 2014 the productivity of the employees was decreased in term of attendance rate, so that it not contributes optimum achievement to the company. According to this case, the objective of this study is aimed to investigate factors that influence to the work productivity of employees in PT Indonesia Power, unit of generation and generation service Bali in 2014. This study was using descriptive qualitative method. Data were collected through observation and interview. The conclusions are obtained including: Attendance system in 2014 was done with good enough, however there was a reducing attendance rate of the employee significantly than the previous year, so that it causes decreasing the work productivity of the employee as well. The company solved this problem with finger print attendance system application in order to improve the attendance rate of the employee. Sanction has been given to the employee which already rule in the company decree. The company effort to improve the productivity of employee seems to be not successfully. This is because there are decreasing of work productivity rate which was indicated by the employee attendance in year of 2014. Abstract

ABSTRACT Village Consultative Body (BPD) is a village-level institutions which carry out the functions of government. The Law No. 6 of 2014 on the village at this time strengthens the function of Village Consultative Body (BPD) is the supervisory function mainly supervisory function BPD conducted on the absorption Budget Village (APBDes). The purpose of this study is to determine the supervisory function of BPD in the absorption APBDes by referring to the Law No. 6 of 2014 by using the steps in the regulatory process, namely (1) the establishment of standards, (2) the determination of the measurement of the activities, (3) measurement of the activities, (4) comparing the implementation of standards and analysis of deviations and (5) taking corrective action when needed as well as the principles of good governance: accountability, transparency and participation. This type of research used is descriptive qualitative. Data collection techniques used in this study is the technique of interview, observation and documentation study. The results of this study indicate that the monitoring function BPD based on stages in the regulatory process has been implemented, but could not be implemented to the fullest by BPD Riang Gede because BPD could not be close to the village community. When viewed from the principles of good governance in the absorption APBDes in Desa Riang Gede could not be implemented to the maximal by the village government for accountability, transparency and participation have not been able to reach all the village community. Other obstacles that cause BPD Riang Gede has not been able to implement good performance due to the busy activities of BPD members who have other jobs besides carrying out oversight functions APBDes. Besides the lack of operational funds for BPD members in carrying out its performance also affects the performance of BPD.
