Abstract

Research about Sustainable Forest Management (SFM) certification is intended to providerecommendation forpolicy implementation in addressingproblems to manage natural forests in Indonesia. Advocacy Coalition Framework (ACF) was employedto understand and explain changes when there are disagreements over the extentof policy regulatory purposes. The objective of this research is to determine the coalition of policy on SFM certification process using ACF by studying the history of related policies, beliefs of the actors and coalition. In addition, the research is alsoto formulate recommendation on the policy direction of SFM certification. This phenomenological research use discourse analysis to ensure the existence of coalition, which in this case areactors, conceptual framework, and the direction ofcoalition based on fixed parameters and external events as indicated in the ACF. The resarch found that in policy decision-making process on SFM certification in Indonesia there are two coalitions that are contradictingininterests. This political research indicates that SFM certification policy assessment tends to comply with applicable government regulations. International timber markets accepted certification of conformity assessment based on the fulfillment of standards and criteria for SFM.

Abstract

Kebijakan revitalisasi sektor kehutanan, adalah salah satu dari 5 kebijakan prioritas Departemen Kehutanan, masih dilaksanakan setengah hati dan cenderung hanya menjadi wacana belaka karena tanpa diikuti dengan reformasi di bidang pelayan/perijinannya sebagai indikator penentu pencapaiannya. Belajar dari sebuah perubahan dan penyempurnaan proses perijinan di kabupaten Sragen merupakan langkah penting dan strategis karena proses perubahan tersebut mempunyai pengaruh yang signifikan terhadap peningkatan jumlah pelayanan, peningkatan investasi dan peningkatan penyerapan tenaga kerja. Ada 5 (lima) langkah operasional yang harus dilakukan oleh instansi-instansi kehutanan dalam upaya penyempurnaan proses perijianannya yang meliputi: (i) penentuan waktu dan biaya pelayanan, (ii) sosialisasi program Kantor PelayananTerpadu (KPT), (iii) perubahan citra pegawai pelayanan, (iv) monitoring dan evaluasi pelayanan, dan (v) tindak lanjut hasil monitoring dan evaluasi. Sedangkan strategi yang perlu diambil dalamupaya operasional SPT di sektor kehutanan meliputi: (i) Membentuk Team Penyusun Rencana SPT, (ii) Membentuk Team Operasional SPT, (iii) Menentukan ruangan loket SPT, (iv) Memasang papan pengumunan terkait dengan SPT, dan (v) Menerapkan sistem pelayanan “online” dalam proses penetapan perijinannya.

Abstract

Formulation of land use system in province area (RTRWP) and in district/city area (RTRWK)is closely related to land-use and presence of forest areas. The RTRWP formulation still have problems related to long and unsolved process of revisi on from several provinci al governments. There fore, the review on RTRWP problems is important and relevant to find its solution. The objectives of the study were to review existing policy on land-use system, to identify its problems, and to formulate strategies to solve the problems. Actually, there are regulations and policies on land-use system and forest land-uses changes, however, it needs further review on harmonization and synchronization from its substantial aspects. Problems on revision of RTRWP are: (i) revision was pushed by political force (extension of new provinces/districts), (ii) revision to save the existing non-forestry businesses, (iii) APL revision is not completed by technical and spatial review related its utilization target and realization, (iv) overlapping licenses for forestry and non-forestry businesses, (v) crop estate and other businesses at forest areas without legal license procedure from Ministry of Forestry, (vi) revision has big risks on living environment, and (vii) solution of revisionis time consuming. Strategies to solve land-use problem in RTRWP revision were: (i) changig of forest uses and function, (ii) speeding up of integrated team on changing of forest uses and function, (iii) implementing of audit for utilization of forest areas, and applying principles and guidances in forest area audit.

Abstract

REDD+ has been developed since 2007, but its implementation has not been run effectively. Synchronizing all related stakeholders' interest, either horizontally or vertically becomes major challenge to support the effectiveness REDD+ implementation. The result of the gap analysis showed that unsynchronized REDD+ national policy with stakeholders' interest in subnational and site level lead to ineffective REDD+ implementation. This is particularly when REDD+ is developed through subnational approach by which provincial government plays as a main actor in its implementation. For instance, ban of carbon market system has caused some REDD+ projects in the site level initiated by private sector to be stagnant. Enabling conditions should be built up to synchronize related stakeholders’ interest in all levels. The aforementioned conditions are including simplified REDD+ regulations so that REDD+ can be adopted, existance of regional REDD+ institutions to bridge communication between central and provincial government, clear domestic funding and incentive mechanism to deal with uncertainty global agreement, as well as increasing outreach of REDD+ strategies and policies in sub-national and site levels.

Abstract

The designation of forest area for the purposes of non-forestry sector has to be done through the mechanism of exchange and lease forest areas. The policies regarding these mechanism changed dinamically. This study examined changes in the policy of the mechanism, factors driving these changes and their implications. The results showed that the changes of forest areas used by expanding to the commercial interests, the criteria exchanged forest areas, lease license validity period, the criteria of replacement land / land compensation, the ratio of replacement land, and monitoring-evaluating activities. The factors driving these changes include economic factors, political and social. The effective monitoring and evaluation activities become one of the keys to overcoming the problem of policy implementation in the exchange or lease of forest areas.

Abstract

Pada awalnya Ijin Usaha Pemanfaatan Hasil Hutan Kayu (IUPHHK) dapat diberikan melalui mekanisme penawaran dalam pelelangan (PP No. 34/2002) dan kini telah diubah proses pemberian ijinmya melalui pengajuan permohonan kepada Menteri Kehutanan (PP No.06/2007). Perubahan prosedur perijinan ini diduga akan membawa dampak sosial dan ekonomi terhadap perilaku pemilik usaha. Oleh karena itu kajian analisis stakeholder dalam sistem pemberian ijin dan implementasi IUPHHK sangat diperlukan untuk mengklarifikasi dugaan atau hipotesis tersebut. Adapun tujuan kajian ini adalah untuk: (a) mengindentifikasi semua pemangku kepentingan (stakeholders) terkait dengan sistem perijinan IUPHHK, (b) menganalisa peran, fungsi, dan kontribusi masing-masing stakeholders dalam sistem perijinan IUPHHK, dan (c) menyusun strategi penguatan dan peningkatan peran dan fungsi masing-masing stakeholders. Hasil analisis stakeholder menunjukan bahwa dari sepuluh stakeholder yang terlibat dalam proses perijinan IUPHHK,tiga stakeholder yang memiliki peran, kontribusi, pengaruh dan dampak yang cukup signifikan, yaitu Bupati, Dinas Kehutanan Provinsi, dan BPKH. Untuk stakeholder yang memiliki peran dan kontribusi yang kurang signifikan dapat ditinjau kembali keberadaannya (dihilangkan) di antaranya: (1) Biro Umum Provinsi, (2) Biro Ekonomi Kabupaten, dan (3) Sekda Kabupaten. Penghilangan peran dari ketiga institusi tersebut tentunya akan berdampak signifikan terhadap percepatan proses perijinan IUPHHK.

Abstract

Economic growth and development in urban area tend to reduce green open space that has impact on the disruption of ecosystem balance, such as temperature increase, air and waterpollution, soil surface decrease and flood risk. Efforts to eliminate those negative impact can be conducted by the development of urban forest by using potential tree species. This study was aimed to investigate, how far the PP No.63/2002 on urban forest has been accommodated by local gaverment. Location for this study was the City of Bandung, that has issued local regulation (Perda) No.25/2009 on urban forest that identifies nine urban forests in Bandung namely. Taman Tegalega, Taman Pramuka, Taman Lantas, Taman Cilaki, Taman Maluku, TPA Pasir Impun, Kebun Binatang Tamansari, and PT Pindad urban Forest. Census method was applied in this study in order to identify urban forest coverage, tree structure,tree population,tree dimension (diameter,total height, branch-free height, canopy height and width) and tree identification (genus, species, and family). This study indicatedthatall urban forests, except PT Pindad urban Forest, were utilized as sport and recreation facilites. PT Pindad urban forest was restricted as it is located inside the army industry. The highest tree diversity was at the Kebun Binatang Tamansari while the lowest was at TPA Pasir Impun. Largest tree population was found at PT Pindad forest, while the lowest one was found at TPA Pasir Impun. Almost all of tree population composing urban forests in Bandung wereexotic species. Results of this study were used to program tree species suitability matrix based on tree description (characteristics and functions) of all suitable tree species for urban forest. This potential tree matrix is, there fore recommended be used by stakeholders as a reference to determine particular tree species for urban forest development. However, selection of tree species should consider the balance with endemic, rare and endanger species.

Abstract

Penyimpanan karbon adalah salah satu pilihan yang dapat digunakan untuk mengurangi karbon di atmosfir, tetapi penggunaannya dalam mengimbangi sebuah pasar disulitkan oleh penyimpanan karbon alami yang sementara dan resiko digabung dengan harga emisi karbon. Sektor kehutanan mempunyai kemampuan untuk mengurangi konsentrasi gas rumah kaca di atmosfir yaitu dengan mengurangi aktivitas-aktivitas, seperti: afforestrasi, reklamasi lahan pertambangan, perbaikan hutan, agroforestri, manajemen hutan termasuk memilih jenis yang rotasi pendek, perlindungan hutan, produksi kayu, dan hutan kota. Untuk memenuhi syarat pendaftaran, laporan pengurangan karbon harus menggunakan cara dan menemukan standar sebagai sebuah pedoman. Sekarang kehutanan mempunyai tantangan dan peluang yang khas disebabkan oleh keanekaragaman sumber daya dan aktivitas, keanekaragaman praktek yang dapat mempengaruhi gas rumah kaca, tahun ke tahun berubah dalam emisi dan penyimpanan carbon, pengaruh aktivitas pada sekumpulan karbon hutan berbeda, dan perhitungan pengaruh-pengaruh gangguan alam. Untuk membuat data dasar kredibel dan perubahan-perubahan jalan dalam penyimpanan karbon perlu mengetahui indikator-indikator untuk menghitung dan mengontrol keseimbangan karbon. Indikator-indikator perhitungan karbon yang berdasarkan penyimpanan karbon dalam ekosistem hutan digunakan sebagai dasar untuk perhitungan karbon bumi, yaitu atmosfir (top-down) dan lahan (bottom-up) yang menyeluruh dan terpadu.

Abstract

Dalam kaitannya dengan perubahan iklim, sektor kehutanan dapat berfungsi sebagai pengemisi karbon (emitter ) dan penjerap karbon (sequester ). Sampai saat ini, sektor kehutanan merupakan emitter terbesar di Indonesia dengan kontribusi emisi sebesar 48 %dari total emisi. Oleh sebab itu Indonesia terus berupaya untuk menurunkan emisinya, dengan target 26% pada tahun 2020. Metode penghitungan emisi yang dikeluarkan oleh IPCC (International Panel on Climate Change ) adalah metode yang digunakan oleh seluruh negara yang meratifikasi UNFCCC. Penelitian ini dilakukan untuk mengetahui aplikasi penggunaan IPCC Guideline 2006 dalam perhitungan emisi di Indonesia, termasuk kebutuhan data dan informasi serta berbagai kendala yang ditemui dalam inventarisasi GRK. Hal ini dilakukan agar pelaksanaan inventarisasi Gas Rumah Kaca (GRK) atau perhitungan emisi dapat dipahami dan diterapkan guna mendukung berbagai kegiatan penurunan emisi. Lokasi penelitian yang dipilih adalah wilayah di Sumatera Selatan. Hasil penelitian menunjukkan pada tahun 2000-2010 Provinsi Sumatera Selatan masih menjadi emiter karena emisi yang lebih besar dibandingkan dengan serapan. Emisi rata-rata per tahun adalah 27.377.876 ton CO2-e. Sumber emisi terbesar adalah emisi dari lahan gambut dan pemanenan biomassa hutan yang terjadi akibat konversi dan degradasi. Kendala dalam aplikasi perhitungan emisi menggunakan IPCC GL2006 adalah keterbatasan data lokal.

Abstract

Green open space (GOS) is a space that is dominated by the natural environment, both outside as well as inside the city, in the form of a garden, courtyard, city recreation areas and green belt. The provision of green open space is a challenge in spatial planning, especially in terms of land acquisition. This study aims to assess regulatory policies on development and utilization of GOS issued by the relevant technical ministries. The analytical method used in this study was qualitatif descriptive, based on desk studiy and assessments from the field in the Banten Province. The result of the study indicated that regulatory policy was done through the process of zoning regulation with the intent that the guideline of land use in line with spatial plans. Funding source of this GOS came from Regional Budget Planning and other resources where the activities were monitored by the respective Governor in coordination with Regent/ Mayor.  It needs a strong commitment between Central Government and Local Goverment in developing GOS. Control and utilization of urban space were organized by the governmentand involving community's participation
