Abstract

Construction of the printed media which tends to dramatize and blow up the reporting of rape cases has in fact discredited the rape victim, resulting in gender bias. This is due to the fact that media present the news content concerning on the victim and the perpetrator in imbalanced reporting, in that the victims are scrutinized from diverse facets. This paper analyze the coverage of printed media in rape cases by means of framing analysis. The result shows that printed media coverage generally goes beyond the rape case itself as the victim’s identity and images of the incident are also revealed. The using of visual image(victim’s image) is probably aimed to present an overview on the fact or the truth from the media viewpoint. This presentation, however, obscures the differences between factual and fictional reality and this might lead to different interpretation on the readers’ side.  Furthermore, inappropriate reporting might become the society’s reference concerning on the modus operandi, in that the society learn or imitate the aspects they once did not know of. Visual image will create a second rape by the media toward the victim, in addition to the stereotyping developed in public, which often brings out psychological impact to the victim and the family. This is called the third rape.

Abstract

This paper describes the bottom up-Shariah formalization in the Indonesian na- tion-state. The Islamic movement has been fighting for the Islamic Sharia in the provinces of South Sulawesi, West Java, and Aceh. The Islamic Sharia in these areas also had fundamental Islamic political powers such as Syarikat Islam and Masyumi in the past. Based on the facts pre- viously mentioned, this study is carried out by focusing on such three areas. This study used a sociology perspective on religious movements focusing on the study of human social life, groups, and societies. By using the sociology perspective, the aspects may be analyzed interpretatively given that according to Weber, so- ciology is the knowledge that sticks on the interpretative of social actions. The analysis above clearly shows the different dynamics of South Sulawesi, Aceh, and West Java. Aceh has more chance to implement Islamic Sharia through the legislation of the Law, Local Regulation (Perda), and Governor Decree since it leans more in the form of political “present” from the Central Government as the compensation of a prolonged conflict resolution. In South Sulawesi, the move- ment of Islamic Sharia implementation was born naturally through the efforts of various Muslim components which almost entirely and excitedly appeared from its capital province, Makassar (Ujung Pandang). While in the West Java, precise Islamic movement doesn’t move in Bandung, but it grows and develops through the Muslims aspiration and the Regents in some rural area such as Cianjur, Tasikmalaya, Garut, and Indramayu.

Abstract

In line with the new public management (NPM), a public service agency (PSA) isconsidered as an alternative to replace the government-led public service delivery in a more efficient and effective way. At the same time, a PSA mechanism can deliver public service with better quality. To meet these ends, a PSA is granted with operational flexibility and autonomy particularly in managing finance and personnel. However, the PSA system has not yielded the expected benefits in Indonesia. On the contrary, PSAs have been regarded to cause financial burdens to the Government of Indonesia. This paper explores the current conditions of three key institutional bases of PSAs in Indonesia including PSA governance, financial management and performance management. The notable challenges related to the three dimensions in the Indonesia’s PSAs include the weak PSA governance structure, and an inappropriate balance between flexibility and autonomy on the one hand and accountability and performance on the other in managing a PSA. Focusing on these challenges, this paper draws the following policy suggestions for Indonesia to improve the efficient operation of the PSA system: rebuild the PSA governance on a firm and clear legal base, absorb diverse stakeholders and outside experts in the PSA governance decision-making; monitor and evaluate the PSA’s financial flexibility and autonomy through vigilant internal and external monitoring mechanisms; redesign performance appraisal to set up right appraisal structure, process, and performance criteria; and link the results of performance appraisal to relevant rewards and punishment. Keywords: New Public Management, public service agency, autonomy, flexibility
