Abstract

This research refers to Law Number 2 of 2011 on Political Parties and Law Number 7 of 2017 on General Elections for the People's Representative Council (DPR), the Regional Representative Council (DPD), and the Regional People's Representative Council (DPRD). However, in practice, the political rights equality between men and women still needs to be improved. This is evident in the Great Indonesia Movement Party (Gerindra) in Pekanbaru, which, despite having many female cadres, has only one female representative in the Pekanbaru City DPRD in 2024, who comes from the Gerindra Party faction. This research method uses a qualitative approach with data collection techniques in the form of interviews, documentation studies, and literature reviews. The data analysis technique used is descriptive analysis. This study uses the theory of the model of recruitment by Pippa Norris and internal and external factors by Drude Dahlerup, to analyze the representation of women in the Great Indonesia Movement Party in the Pekanbaru City DPRD in 2024. The results of the study indicate that, through the analysis of the recruitment model, it is implemented openly and democratically in accordance with the applicable legal system. In addition, by considering internal factors, the Great Indonesia Movement Political Party (Gerindra) has conducted political education and cadre meetings. However, some political activities carried out tend to be general in nature and have not focused enough on increasing women's representation in the Pekanbaru City DPRD. External factors also show that prospective legislative candidates experience obstacles and challenges, especially in terms of forming a successful team. This is a challenge for the Gerindra Party to measure the electoral potential of female candidates who are not yet optimal in showing initiative and ability to build external support in fulfilling women's representation in the Pekanbaru City DPRD. Abstract

Gigades.id is a digital platform developed by PT. Phoenix Kreatif Digital to improve the quality of village services through information technology. This website serves as an online public service medium that facilitates community access to information and document processing. This study aims to describe the evaluation of village services through the Gigades.id website in Pulau Banjar Kari Village in 2023. The study uses a descriptive qualitative approach with data collected through interviews and documentation. The findings show that in the context aspect, the website aligns with the digital service needs, but the readiness of village officials and the community is still low. In the input aspect, the main obstacles include limited human resources, lack of training, and minimal budget allocation. In the process aspect, service implementation is not yet optimal due to limited socialization, insufficient operator training, poor internet access, and underutilized service features. In the product aspect, only a portion of the community has felt direct benefits. Although positive impacts exist, they have not been widely felt. These findings highlight the need for improved human resources, stronger infrastructure, and broader socialization to ensure more effective and equitable village services through Gigades.id. Abstract

The phenomenon of the work culture of the Tualang Village apparatus at the Tualang Village Headman's Office has not been fully implemented. The current work culture still faces various obstacles, especially in the field of government. These obstacles hinder the formation of a disciplined, professional, and service-oriented work culture. As a result, the work culture of the apparatus is not optimal and services to the community are less than optimal. This condition shows that work culture is one of the main factors influencing public services. Therefore, the formation of a good work culture is very important in the work environment, because the community places great hopes and trust in the government in providing public services. This study aims to determine the work culture and factors that influence the work culture in improving public services at the Tualang Village Headman's Office using the work culture theory according to Taliziduhu Ndraha. The research method used is a descriptive qualitative method. The type of research data is primary data obtained from interviews with research informants and secondary data obtained from documents related to the research topic. Data collection techniques through interviews and documentation. The results of the study indicate that the work culture of village officials seen from the habit of carrying out main tasks and functions and discipline is not yet effective because there are still differences between the behavior of village officials in carrying out their responsibilities. Regulations that are not yet consistent and sanctions are still found so that discipline and professionalism have not been optimally formed. Cultural values and organizational values in Tualang Village support each other in creating an ethical, productive, and sustainable government by maintaining a balance between tradition and modernity. Several factors that influence the less than optimal work culture of Tualang Village officials include discipline factors, education and training factors and facilities and infrastructure factors. Abstract

This research discusses the role of the Food and Agriculture Organization (FAO) in dealing with the food crisis in Afghanistan in 2018-2023. The food crisis in Afghanistan, which reached its peak in 2018, requires the role of international organizations such as FAO. This research aims to analyze FAO's actions in addressing the crisis. FAO runs programs that have had significant results in reducing food insecurity levels, including rebuilding water management systems for agricultural success, accessing roads, strengthening river banks, and implementing river flow management activities. FAO also collaborates with various parties and provides technical and financial assistance to Afghanistan. FAO supports the Afghan government in setting zero hunger as a development priority and enhancing zero hunger policy programs through capacity building, advocacy, public awareness, and the establishment of food security and nutrition committees. The results of this paper indicate that FAO plays an important role in helping to deal with the food crisis in Afghanistan by providing emergency and food security assistance, rehabilitating agricultural infrastructure through the IRDP program, servicing the food and nutrition sector. This has resulted in a significant decrease in the number of Afghans experiencing acute food insecurity, from 23 million in 2022 to 14.2 million in 2024. Abstract

The Convention on the Rights of Persons with Disabilities (UNCRPD) is one of the international conventions that regulates the rights of persons with disabilities and has been adopted by ratifying countries. Indonesia, as one of the ratifying countries, has established national regulations through Law No. 8/2016 related to Persons with Disabilities. As a concrete step of implementation, local governments such as Palu City passed Local Regulation No. 10 of 2023 to affirm the commitment of local governments in ensuring the fulfilment of the rights of persons with disabilities, especially related to employment accessibility. This research analyses the implementation of UNCRPD in the initial policy of Palu City through the regulation during 2023-2024. This research analyzes how the implementation of UNCRPD in the initial policy of Palu City through the Local Regulation during 2023-2024. The analysis was conducted using a qualitative method by collecting primary data through interviews with relevant parties and secondary data through literature and document studies. This research uses constructivism perspective and Martha Finnemore and Kathryn Sikkink's norm internalization theory. The result of this research shows that the implementation of UNCRPD in Palu City has shown a progressive first step, but has not been fully achieved substantively. Abstract

The COVID-19 pandemic has significantly impacted global economies, including Indonesia, causing economic disruptions across various sectors, particularly Micro, Small, and Medium Enterprises (MSMEs). As a response, Indonesia leveraged its presidency at the G20 in 2022 to promote digitalization through the Digital Economy Working Group (DEWG). This research explores Indonesia's efforts in utilizing the DEWG as a platform for economic recovery by focusing on three key priorities: Connectivity and Post-COVID-19 Recovery, Digital Literacy and Skills, and Cross-Border Data Flow and Data Free Flow with Trust. Using a qualitative-descriptive method, this study analyzes Indonesia's strategy in proposing digitalization as a critical recovery pathway and how these efforts align with its national interests and G20 commitments. The research also evaluates the outcomes of the DEWG, particularly the Bali Package, a consensus document encompassing recommendations and strategies for inclusive and sustainable digital transformation. Findings reveal that Indonesia's presidency successfully spotlighted the strategic importance of digital connectivity in addressing economic challenges post-pandemic. Initiatives such as expanding digital infrastructure, promoting digital literacy programs, and advocating for secure cross-border data flow demonstrated Indonesia's proactive diplomacy and leadership within the G20. Furthermore, the DEWG provided a platform for Indonesia to champion the interests of developing countries while facilitating collaborative solutions for global digital transformation. Abstract

The Rokan Hulu Regency Branch Leadership Council (DPC) of the Gerindra Party was the party with the highest number of votes in the 2019 election. However, in the 2024 election, the Gerindra Party experienced a significant decline in votes, falling to fourth place. This research discusses the vote acquisition of the Gerindra Party in the election for the Regional House of Representatives (DPRD) of Rokan Hulu Regency in 2024. It explains the factors behind the decline in Gerindra’s vote share, which dropped from 17.26% in the 2019 election to 12.01% in the 2024 election. This study uses a qualitative method through descriptive analysis to illustrate the distribution and factors contributing to the decline in Gerindra Party’s vote acquisition in Rokan Hulu Regency in 2024. Data collection techniques included interviews as primary data, and mass media and documentation as secondary data. The theoretical framework used includes leadership theory by Vietzal Rivai and party institutionalization theory by Basedau and Stroh. Based on the research findings, the decline in Gerindra’s vote share occurred across five out of the six electoral districts (dapils) in Rokan Hulu Regency, meaning that only one dapil managed to increase its vote share compared to the previous election. The factors causing the decline include issues related to party institutionalization, which can be broken down into four elements: the party's weak grassroots presence in society, its inability to operate autonomously and resist external influences, disruption in the party’s organizational strength due to two leadership changes within the DPC Gerindra, and a lack of internal coherence caused by internal divisions resulting from the dual leadership changes. Abstract

This study aims to analyze the influence of organizational culture and work motivation on employee loyalty at PT. Permodalan Ekonomi Rakyat Pekanbaru. The method used is quantitative with a descriptive approach and multiple linear regression analysis, with data obtained from questionnaires distributed to 80 employees. The independent variables in this study are organizational culture (X1) and work motivation (X2), while the dependent variable is employee loyalty (Y). Abstract

January 5, 2024, Agam Regency will begin to carry out free Motor Vehicle Testing, which is in accordance with the issuance of Government Regulation Number 35 of 2023 concerning General Provisions for Regional Taxes and Regional Levies. The regulation no longer orders the levy to be levied on Motor Vehicle Testing/KIR. With the removal of the levy on Motor Vehicle Testing, it will affect many aspects including service aspects. Therefore, a study was conducted to see how the implementation of Government Regulation Number 35 of 2023 affects motor vehicle testing services in Agam Regency in 2024. This study aims to understand the influence of the implementation of the elimination of the motor vehicle testing levy on its services at the Agam Regency Transportation Office. This research was conducted with a qualitative descriptive approach. By using the main theory, namely the theory of policy implementation by Charles O Jones with 3 indicators, namely Organization, Interpretation and Application of policies. The results of this study show that the implementation of Government Regulation number 35 of 2023 for motor vehicle testing servers does not have a major effect. The implementation of the regulation only reduces the stages in motor vehicle testing which were initially 3 stages, namely the administrative registration stage, the payment stage, and the testing stage and the acceptance of test results then to 2 stages, namely the administrative registration stage and the testing stage and the acceptance of test results. Another influence is on the original regional income which is no longer obtained from the motor vehicle testing levy revenue post. From these results, it is hoped that the implementation of the policy will not reduce service performance at the Agam Regency Transportation Office. Abstract

Service activities are the process of fulfilling service needs in accordance with the Law. Public services can be categorized as effective if the public gets easy service with short, fast, and precise satisfying procedures. The succes public of services is determined by the government's ability to improve the work discipline of service officers. In the Regulation of the Chief the Republic of Indonesia National Police Number 9 of 2012 Article 52 Paragraph 2 Concerning Driving Licenses, it is stated that the authority to issue SIM to the public is the Chief of Police in each respective region and is delegated to the Head of the Traffic Unit. The large number of people who not have a driving license when the Tualang District Police conducted a raid makes this matter need more attention from the Tualang District Satpas, are there any things in the service that make people not have a license when riding a motorbike. This study uses a Descriptive research method with a qualitative approach. This study use the theory of the principles of public service according to Dr.Drs.Ratminto,m.pol.admin, where there are principles that must be considered in the implementation of government services and licensing, namely: 1) Empathy, 2) procedural limitations, 3) clarity of service procedures, 4) minimizing requirements, 5) clarity of authority, 6) transparency of costs, 7) certainty of schedule, 8) validity period of permits, 9) clarity of rights and authorities and 10) complaint handling, according to the author's analysis based on the results of the study, the implementation of public services at the Tualang District Satpas has been fairly good, all of these points have been running quite well according to the theory of the principles of public service, but there are still several aspects that will be a reference for making changes to improve.
