Abstract

Village funds are funds sourced from the APBN which are transferred through the Regency/City APBD which are prioritized to finance government administration. These large funds require that their management must be carried out well and accountably. So the research focuses more on applying the principle of effectiveness in the use of Village Funds with the aim of describing the effectiveness of the use of village funds. This research was carried out in West Tandun Village, Tandun District, Rokan Hulu Regency. West Tandun Village is a village located in Tandun District, Rokan Hulu Regency. This research aims to determine the effectiveness of using village funds for development and community empowerment and also the inhibiting factors in their management. This research uses prosperity theory regarding the effectiveness of institutional supervisory policies. This research uses a qualitative method with a descriptive approach. The research location is in West Tandun Village, Tandun District, Rokan Hulu Regency. Data collection techniques were carried out through in-depth interviews, field observations, and documentation studies, using data analysis, namely data reduction, data presentation, and drawing con-clusions. The results of this research explain the effectiveness of the use of village funds used by the West Tandun Village Government for community development and empowerment in four ways, including; Accuracy in determining time, accuracy in calculating costs, accuracy in determining goals, accuracy in targets. The performance of the West Tandun Village Government in 2022 is quite good in terms of using village funds for development, while the use of village funds for empowerment is still not optimal. This is because Human Resources (HR) are not yet fully capable of managing village funds each year, and the facilities and infrastructure owned are still not optimal for managing village funds. Abstract

Air Bangis Beach, a tourist destination in West Pasaman Regency, has significant potential to attract visitors; however, the development of its tourism facilities remains inadequate. This study aims to identify existing tourism facilities, evaluate tourist feedback, and provide recommendations for facility improvement. A mixed-method approach was employed, combining data collection through observations, questionnaires, and in-depth interviews. The findings indicate that facilities such as gazebos, prayer rooms, and toilets need improvements to enhance comfort and cleanliness. Tourists also highlighted the need for additional amenities, including water recreation areas and better-organized local culinary offerings. Recommendations focus on upgrading basic infrastructure, introducing new tourist attractions, and enhancing promotional activities to increase visitor numbers. With proper facility development, Air Bangis Beach is expected to become a premier destination in West Sumatra, contributing to the local economy and strengthening the region's tourism competitiveness. Abstract

The development of global tourism has shown rapid changes, marked by the emergence of new destinations, increasingly comprehensive facilities, and safe and comfortable transportation. One growing trend is culinary tourism, which utilizes a region's unique food or beverages as a diplomatic tool to introduce the area. Nasi Samin, a traditional dish from Indragiri Hilir Regency, stands out as a major attraction in the culinary tourism sector of Tembilahan. Nasi Samin is more than just a dish; it represents cultural heritage that reflects the long history of cultural interactions in Indonesia. By retaining traditional elements from Palembang and adapting them to local tastes, Nasi Samin has become a significant dish in the culinary traditions of Tembilahan's community. This research aims to describe Nasi Samin as a culinary tourism attraction in Indragiri Hilir Regency and illustrate its role in local economic development. A qualitative research method with a descriptive approach was employed to observe and explain the phenomenon by gathering data and information in the field. The study findings reveal that Nasi Samin is presented in four variations, including the types of food, preparation and cooking methods, and the tools used in the processing and serving. Furthermore, the research highlights the significant role of Nasi Samin as a culinary tourism attraction in Indragiri Hilir Regency. Keywords: Nasi Samin, Tourism Attraction, Culinary Tourism

Abstract

The World Food Programme is the largest humanitarian organization helping to combat the world's food crisis by providing food aid in emergencies, and working with communities to eliminate malnutrition and build resilience. Madagascar, a low-income country with more than 1.3 million people, faces severe hunger in 2021. In this case, WFP is here to help address the food crisis in Madagascar through the Madagascar Country Strategic Plan (2019-2024). This research uses the International Organization theory and the Group Analysis level. This theory explains how the role of international organizations, which not only makes policies, but must carry out every activity that becomes a policy in fulfilling its responsibilities as an international organization. The research method used is a qualitative method with data collection techniques obtained from literature studies. The results show that the World Food Programme has played an active role in dealing with the problem of the food crisis in Madagascar. Based on the theory of International Organizations put forward by Teuku May Rudi, there are three roles, namely as a forum for cooperation, as a means of negotiation, and as an institution that carries out its work program. First, as a forum, where WFP cooperates with the Government of Madagascar to deal with the food crisis that occurred. Second, WFP as a facilitator of negotiations between the government of Madagascar and the government of Madagascar.

Abstract

One of the tourism in Kuantan Singingi Regency that is still preserved and maintained to this day is the pacu Jalur culture. The Department of Culture and Tourism is an element that implements government affairs that are the authority of the region in the field of culture and tourism according to Regent Regulation Number 8 of 2022. Government service efforts in developing tourism are essentially efforts to utilize objects. This study raises the theme of pacu Jalur culture because it is interested in what development will be carried out by the local government to increase the extensibility of pacuan athletes in Kuantan Singingi. This study aims to find out what developments the Kuantan Singingi Regency government has provided to foster the pacu Jalur culture and the stages of development carried out by the Kuantan Singingi Regency government to foster Jalur. The research method used is a qualitative method. This type of research is descriptive research. The location of the research is at the Tourism Office of Kuantan Singingi Regency. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. This study found that the Kuantan Singingi Regency Government, Riau Province, has several special programs to maintain and preserve the Pacu Jalur culture. The development and development of Pacu Jalur in Kuantan Singingi Regency involves the active role of the village, sub-district, and regency governments, which are supported by the Village Budget to budget funds for youth and sports development and community mutual cooperation. The government provides permits and facilities for the creation of tracks and athlete training, and promotes the Pacu Jalur culture through various events and media. In addition, the regency, provincial, and national governments support with APBD and APBN funds, build training centers, give awards to outstanding athletes, and invite international participants to participate. Abstract

The emergence of conflict that occurred on April 15 2023 in Sudan caused many Sudanese people to become victims. The increasing violence coupled with the collapse of the health system in Sudan has resulted in many victims injured due to conflict as well as patients with complaints of other illnesses experiencing a health crisis to recover their condition. Medecins Sans Frontieres (MSF), which is an international non-governmental organization, is present in Sudan to help overcome the health crisis that is occurring in that country. This research analyzes the role of MSF in helping overcome the health crisis in Sudan amidst the current conflict situation. This research is qualitative research with secondary data collection methods through journals, news, official websites and MSF's official social media. In analyzing the role of MSF, this research uses the theory of the role of NGOs (Non Governmental Organization) put forward by David Lewis and Nazneen Kanji. The results of this research show that MSF as an international NGO has two roles in Sudan during the 2023-2024 conflict period, namely as implementer and partner. As an implementer, MSF plays a role in distributing goods and services to Sudanese citizens who are experiencing a health crisis. MSF's role as a partner is to collaborate, especially with the Sudanese Ministry of Health, to help overcome the current crisis conditions. Abstract

This study aims to evaluate the performance of the Kampar Regency Inspectorate in supervising the management of Village Revenue and Expenditure Budget (APBDesa) funds in Tanjung Karang Village, Kampar Regency, Riau Province, during 2018-2019. The Inspectorate plays a crucial role in ensuring transparency, accountability and efficiency in the management of APBDesa funds, which are important resources for development and public services at the village level. The research method uses a descriptive approach and a qualitative type of research by analyzing various related documents, financial reports, and the results of audits conducted by the Inspectorate. An interview is communication carried out in two directions, either directly or indirectly in the form of questions and answers in order to obtain information from the informant through question points that have been prepared by the author so that the information obtained is in accordance with the problem being researched. According to Kvale and Brinkmann in Creswell (2014: 241), interviews should be more collaborative, where the researcher and participant tend to be balanced in the process of questioning, interpreting and reportin. The findings show several critical aspects in the management of APBDesa funds in Tanjung Karang Village, including indications of irregularities, administrative negligence, and deficiencies in financial reporting. The resulting recommendations include improving the internal monitoring system at the village level, increasing the capacity of village financial managers, and strengthening coordination between the Inspectorate and the village government and district government. Follow-up actions taken include restructuring village financial management procedures, training for village officers, and tighter supervision of financial reporting. Follow-up supervision by the Inspectorate refers to steps taken after carrying out monitoring or audit activities to ensure that findings, recommendations , or problems identified in the supervision report are followed up properly by the party being supervised. The following are several supervisory follow-up steps that are usually carried out by the Inspectorate, such as: submission of findings reports, follow-up meetings, follow-up action plans, monitoring and evaluation, preparation of final reports, disciplinary action, reporting to higher parties. Abstract

This study aims to find out the Role of Community Institutions in the Management of Dayun Tourism Village, Dayun District, Siak Regency, Dayun Tourism Village is one of the community-based tourist destinations that focuses on cultural preservation and the utilization of local potential. The institutional role of the community in this village is vital in supporting sustainable tourism development. Village institutions, such as tourism awareness groups (Pokdarwis), associations, art studios, customary institutions, fire care communities, waste management institutions, Bumkam, farmer groups, UMKM, livestock groups, Customary Institutions, Bapekam, function as the main driving force in preserving cultural values, environmental management, and improving the community's economy. Through collaboration between the community, government, and the private sector that is participatory and innovative. In this study, the data collection techniques used are observation, interviews, and documentation.based on the results of the research, it can be concluded that the challenges faced include limited human resources, funding, and infrastructure. However, synergy between various stakeholders is the key in realizing a dayun tourism village as a resilient and sustainable community-based tourism model. Abstract

This study aims to analyze the relationship and influence of promotional mix variables and discounts on purchasing decisions for Vario motorcycles at PT. Indako Trading Coy Honda Labuhanbatu Utara. The research method used in this study is quantitative. The data source in the study uses primary data and secondary data. The method of collecting sample data for this study was by distributing questionnaires and interviews by interviewing 99 respondents from 131 populations who purchased Vario motorcycles at PT. Indako Trading Coy Honda Labuhanbatu Utara. Based on the results of partial testing, it shows the influence of promotional mix variables on purchasing decisions. In the F test, it shows a simultaneous relationship between variables X and Y because Fcount> Ftable. The R Square result is 0.753. At this value, it can be seen that 75.3% of promotional mix variables and discounts have a positive influence on purchasing decision variables, 24.7% are influenced by other variables. Promotional mix helps consumers in searching for information and fulfilling product expectations. Discounts can provide benefits and relief for consumers who want to buy motorbikes to increase purchasing decisions at PT. Indako Trading Coy Honda North Labuhanbatu. Abstract

This research delineates Indonesia's cultural diplomacy through Pencak Silat towards Kazakhstan from 2019 to 2023. Pencak Silat, an indigenous martial art, represents a cultural heritage of Indonesia. Pencak Silat has undergone rapid development and dissemination to foreign countries, including Kazakhstan. Kazakhstani society has adopted Pencak Silat as a fundamental martial art and has achieved success in various Pencak Silat competitions. This phenomenon is a result of Indonesia's efforts to promote Pencak Silat to Kazakhstan as a form of cultural diplomacy. This qualitative descriptive study employs literature review as the primary method of data collection, drawing from books, journals, websites, and relevant documents. The research framework incorporates the perspectives of Liberalism, Cultural Diplomacy theory, and the concept of National Interest. The findings of this study elucidate how Pencak Silat, as an Indonesian cultural heritage, serves as a medium for cultural diplomacy between Indonesia and Kazakhstan, strengthening bilateral relations and advancing Indonesia's national interests.
