Abstract

In carrying out governance, the village government has the authority to regulate the use of village finances, prioritizing them to fund village development, community empowerment, and community development. Village financial management is defined as the entirety of activities encompassing planning, budgeting, implementation, administration, reporting, accountability, and financial guidance and supervision. However, community participation in planning in Sidulang Village remains low. This study aims to determine the financial governance of Sidulang Village in 2023. This study employed a qualitative approach with descriptive methods. Data collection techniques included interviews and documentation. The informants included the village government, the Head of the Village Government Division of the Toba Regency PMDPPA Service, the inspectorate, and the Sidulang Village community. This study utilized the village financial governance theory of Muhamad Mu'iz Raharjo (2020). Research on Sidulang Village's financial governance in 2023 indicates that financial management in Sidulang Village has not been optimal. This is evident in the low level of community participation in planning. Village officials' ability to operate the SISKEUDES application and prepare reports remains inadequate. Abstract

The giant panda (Ailuropoda melanoleuca) is a protected wildlife species endemic to China. In 2017, a pair of giant pandas, Hu Chun and Cai Tao, were brought to Indonesia from China. The same year, a giant panda conservation cooperation project was launched. This marked a significant milestone in the friendly relationship between the two countries. As a partner country in the giant panda conservation cooperation project initiated by China, Indonesia also considered factors that ultimately motivated the project. This study employs a qualitative method using, primary and secondary data obtained from books, academic journals, Indonesian and Chinese government publications, and Taman Safari Indonesia publications. The research adopts a constructivist perspective, with the theory of Foreign Policy Analysis and a Foreign Policy Decision-Making approach. Indonesia's motivation for collaborating on giant panda conservation is to strengthen cooperation in wildlife conservation and other areas, particularly economics, investment, and infrastructure, as well as to strengthen its friendly relations with China. As diplomatic relations with China have long been established since 1950, maintaining good relations between the two countries is no simple matter. Abstract

Jaran Kepang, a traditional Javanese art still thriving in Tapung Jaya Village, Tandun District, combines dance, traditional music, and spiritual elements often associated with trance phenomena. Over time, this performance has shifted in meaning from a sacred ritual to cultural entertainment, raising the question of how the local community interprets its significance. This study specifically addresses the problem of how Jaran Kepang is culturally interpreted by the people of Tapung Jaya. Using a qualitative ethnographic approach and symbolic interactionism theory developed by Mead and Blumer, data were collected through participatory observation, in-depth interviews, and documentation. The findings reveal that Jaran Kepang holds multiple meanings: for the performers, it represents identity expression and a spiritual medium believed to bring blessings, while for the wider community, it is regarded as cultural heritage that must be preserved despite evolving interpretations. Interactions between performers, shamans, sinden singers, and audiences shape the symbolic dynamics of the performance, demonstrating its role as a living cultural practice. This research is relevant for advancing cultural communication studies and provides practical contributions to sustaining traditional arts amid modernization and globalization. Abstract

The rivalry between China and the United States has become a fixture of international politics in the 21st century. China's ambition to become a new superpower clashed with the United States' interest in maintaining its status as the hegemon in the Indo-Pacific region. To that end, the United States formulated the Indo-Pacific strategy, with one of the goal is to contain China's influence in the region. In response, China has adopted a hedging strategy in order to respond to the United States strategy. The research uses qualitative research approach, with data collection techniques using literature study techniques sourced from several journal articles, books, documents, and official websites. This research uses hedging theory to help explain China’s behavior when responding to the Indo-Pacific Strategy of the United States. The results showed that the Chinese government has shown various policies that could be categorized as hedging behavior when responding to the United States’ Indo-Pacific Strategy, through strategies such as indirect balancing, economic diversification, and limited bandwagoning. Through hedging, China can adopt a more flexible policies when interacting with the United States. Keywords: Indo-Pacific, China, United States, Hedging

Abstract

This study analyzes how the implementation of Government Regulation Number 34 of 2021, Article 30, concerning the Use of Foreign Workers from China in Riau Province. There has been an increase in the number of foreign workers working in Indonesia, with foreign workers from China in the first place. Therefore, the Indonesian Government often tries to make changes to government regulations related to foreign workers to adjust to existing conditions. Government Regulation Number 34 of 2021, Article 30, is one of the results of changes to regulations regarding the obligation of foreign worker employers to provide Indonesian language training to foreign workers. This study uses a qualitative method, with data collection techniques through interviews and literature studies sourced from several books, journals, articles, and websites. This study uses the Neorealism perspective and Public Policy theory. The results of this study indicate that the implementation of Government Regulation Number 34 of 2021, Article 30, still requires further regulations so that guidance and supervision by related agencies can run. Abstract

The purpose of this study is to determine the effect of Brand Image and Service Quality on Purchase Decision of Toyota Avanza at PT. Agung Toyota Sutomo. This study is a quantitative study with a sample of 73 respondents. The data sources were obtained from secondary data and primary data. This study used a questionnaire as a data collection technique using a purposive sampling method, namely a technique for determining samples with certain considerations or characteristics. The analysis methods used in this study are validity testing, reliability testing, classical heteroscedasticity assumption testing, multiple linear analysis, t-test, F-test and coefficient of determination analysis (R2). The results of this study are Brand Image (X1) has a positive and significant effect on Purchase Decision (Y), Service Quality (X2) doesnt have a positive and significant effect on Purchase Decision (Y), and Brand Image and Service Quality have a positive and significant effect on Purchase Decision. Abstract

This study aims to determine the effect of village fund distribution on village infrastructure development. The research method used is a quantitative approach with a simple regression analysis technique. Primary data were obtained through documentation of village fund realization and infrastructure development, while secondary data were sourced from village reports. The results of the study show that the distribution of village funds has a significant effect on infrastructure development. This is evidenced by a positive regression coefficient and a significant t-test result. Thus, the greater the amount of village funds distributed, the higher the level of infrastructure development. Abstract

The trade dispute between Australia and China, arising from China’s imposition of anti-dumping duties of 73.6% and countervailing duties of 6.9%, escalated tensions and prompted Australia to file a complaint with the World Trade Organization (WTO). This research is analyzed using the international regime theory developed by Robert O. Keohane, with the level of analysis focused on nation-states. The research adopts a qualitative approach with a case study method. Data were collected through primary sources from official websites and secondary sources from various literature as supporting materials. The findings show that the WTO's trade dispute settlement mechanism through the Dispute Settlement Body (DSB) consists of several stages consultation request, panel establishment, panel report, appeal to the Appellate Body, and implementation. In August 2023, China revoked the anti-dumping duties on Australian barley, followed by Australia's decision to withdraw its complaint. Both countries officially informed the DSB that the dispute had been resolved amicably, and the Panel declared its task completed. Abstract

Congestion is a traffic problem that remains unresolved. Congestion is caused by heavy traffic, increasing vehicle volumes, and public disregard for traffic regulations. Pekanbaru City is one of the cities with high levels of congestion, necessitating traffic supervision to ensure safe, secure, fast, smooth, orderly, and secure traffic flow. The theory used in this study is Griffin's supervision theory, which has four stages of supervision. The research method used in this study is a descriptive qualitative approach, with data sources through interviews with members of the Pekanbaru City Transportation Agency. The results of this study are: 1) The traffic supervision standards that serve as a reference in all aspects of the Pekanbaru City Transportation Agency's performance are based on Law No. 22 of 2009. 2) The performance of Pekanbaru City Transportation Agency employees will be measured through written and verbal reports, which can include photo documentation in the field. 3) Comparing employee performance results with existing standards, an evaluation meeting will be held regarding employee discipline in carrying out supervisory duties through the reports received. 4) The corrective actions taken by the Pekanbaru City Transportation Agency against its employees include issuing warning letters to several employees who lack discipline and conducting raids on third-party traffic controllers (Pak Ogah). Factors hindering the traffic monitoring process include external factors originating from third-party traffic controllers (Pak Ogah) and internal factors originating from the Transportation Agency's own human resources. Traffic monitoring conducted by the Transportation Agency has been quite effective, but several obstacles have been encountered during its implementation. Keywords: Supervision, Congestion, Traffic.

Abstract

The Peace Corps is a United States instrument in Indonesia that focuses on English language teaching programs in rural areas of Indonesia, not only as a means of educational assistance but also as a tool of US foreign diplomacy. Through the concept of non-military, the United States seeks to build a positive image, strengthen bilateral relations, and spread values in partner countries such as Indonesia. This study analyzes the interests of the United States in Indonesia through the Peace Corps in 2021. This analysis uses a qualitative method with the Offensive Realism theory by John J. Mearsheimer, namely that a country will continue to strive to increase its power in strategic areas with military or non-military forces. This study also uses the concept of national interest from Donald E. Nuechterlain. The result of the study show that the United States utilizes the Peace Corps as a strategic instrument to achieve its interests, particularly ideological ones through the dissemination of individualistic and open values, as well as world order interests through strengthening its influence in Southeast Asia. The Peace Corps is also part of the United States' nation-branding strategy on the global stage. Thus, the Peace Corps program is not merely a form of humanitarian cooperation, but rather reflects the United States' foreign policy interests, implemented through a long-term social and cultural approach.
