Abstract

Population issues are fundamental issues that have a direct impact on various aspects of life, from economics, social, politics, to the environment. Population is both the subject and object of development, so the success of national development is largely determined by how the government is able to manage the growth, distribution, and quality of its population. The SiPerindu application was created as an early warning tool for population problems, especially in Riau Province. This study aims to evaluate the Population Control Early Warning System Program (SiPerindu) by the Riau Province BKKBN Representative in 2022–2024 and analyze its impact on population control. This study uses a descriptive qualitative method with data collection techniques through interviews and documentation with related parties, such as the Riau Province BKKBN Representative, DP3AP2KB Riau Province, DPPKB Pekanbaru City, and the Chairperson of the Population Coalition. The theory used is the program evaluation theory by William N. Dunn which includes 6 indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of this study indicate that the implementation of SiPerindu has not been optimal across all evaluation indicators. The main obstacles include limited human resources, lack of budget, missing data and infrastructure, and weak data integration between agencies. Despite this, the SiPerindu application has been used as a basis for the development of the Population Development Grand Design (GDPK) and the Roadmap For Population Development (PJPK). SiPerindu is also considered quite responsive in providing population data and has received positive feedback from the public. Abstract

This study aims to examine the capability of the Civil Service Police Unit (Satpol PP) of Kuantan Singingi Regency in controlling social illnesses in Kuantan Tengah District during 2022–2023. According to Regional Regulation of Kuantan Singingi Regency Number 14 of 2010, which amends Regional Regulation Number 20 of 2002 on Social Illnesses, individuals involved in social illness activities should be subject to criminal sanctions or fines. However, in practice, Satpol PP only applied non-penal measures, such as verbal warnings, the signing of written statements, and the confiscation of evidence. This research is important to evaluate the effectiveness of enforcement actions and to analyze the need for strengthening the capability of Satpol PP in upholding regional regulations. This research was conducted using a qualitative approach and descriptive analysis. The types of data used are primary and secondary data. Primary data were obtained through interviews with informants, while secondary data consisted of supporting information gathered from relevant documents. Data collection techniques included interviews and documentation. The research findings indicate that controlling social illnesses in Kuantan Tengah District, Kuantan Singingi Regency, requires collaboration involving the Civil Service Police Unit (Satpol PP), Traditional Institutions, and the local community. The capability of Satpol PP of Kuantan Singingi Regency needs to be strengthened by understanding local wisdom and social norms. The success of law enforcement heavily depends on social support, inter-agency coordination, and strategies that are humanistic and based on local cultural values. Abstract

The Madani Smart Card innovation is part of the Pekanbaru City Government's efforts to support the implementation of the Electronic-Based Government System (SPBE), in order to meet public demands for easy yet high-quality administrative services. This study aims to analyze the effectiveness of coordination carried out by the Pekanbaru City Communication, Informatics, Statistics and Cryptography Agency in implementing the Madani Smart Card during the 2019–2020 period. The Madani Smart Card was developed as an information technology-based public service innovation in order to support the implementation of smart cities. Four Regional Apparatus Organizations (OPDs) were the primary targets for implementation: the Communication, Informatics, Statistics and Cryptography Agency, the Education Agency, the Health Agency, and the Transportation Agency. The Communication, Informatics, Statistics and Cryptography Agency pioneered the use of this card as an electronic attendance tool for all employees and casual workers. This success earned the Agency Head an award as one of the Top 3 Exemplary Pratama High-Level Officials (PPT) at the 2019 ASN Awards from the Ministry of Administrative and Bureaucratic Reform. The method used was a qualitative descriptive approach, with data collection techniques through interviews, observation, and documentation. The results indicate that coordination has been quite effective, although challenges remain, including cross-OPD integration, varying technical readiness, and limited human resources. This study recommends increasing synergy between OPDs and strengthening digital infrastructure to optimize the sustainable use of the Madani Smart Card. Abstract

Public service is a crucial indicator for achieving effective, efficient, and accountable village governance. However, public service practices at the village level still face various challenges, including limited infrastructure, low information transparency, and public complaints regarding the speed and accuracy of administrative services. This study aims to analyze the quality of public services provided by the Kuapan Village government, Tambang District, Kampar Regency, in 2024. The study employed a quantitative approach with descriptive methods. Primary data were obtained through a Likert-scale questionnaire distributed to 60 community respondents who had received services at the Kuapan Village Office, supported by observation and documentation. Data were analyzed using descriptive statistics using SPSS software to obtain an overview of the frequency distribution and percentage of respondents' responses. The results indicate that the quality of public services in Kuapan Village is categorized as quite good based on five dimensions of service quality: tangibles, reliability, responsiveness, assurance, and empathy. Of the five dimensions of public service quality, the dimensions that most satisfied the Kuapan Village community were responsiveness, assurance, and empathy. However, weaknesses remain in information transparency, limited waiting rooms, and suboptimal utilization of infrastructure. In conclusion, public services in Kuapan Village have met most service quality indicators, but improvements are needed in terms of staff professionalism, facility provision, and service transparency to achieve higher quality public services. .Keywords: Public Services, Village, Quality

Abstract

This study aims to analyze Singapore’s interests in investing in the tourism sector of Bintan Island and to identify the actors, policies, and programs involved in the process. Bintan Island, which is geographically close and historically linked to Singapore, holds a strategic position in promoting regional cooperation in investment and tourism. This research employs a qualitative approach with a descriptive-analytical method. The theoretical framework includes the Theory of National Interest, State Investment Theory, Foreign Direct Investment (FDI) Theory, and Economic Liberalism Theory. These theories are used to explain how Singapore’s national policies and economic strategies drive its outward investment expansion, particularly to Bintan Island, as well as how Indonesia’s policies—through the Special Economic Zone (SEZ)—support such investment collaboration. The findings reveal that Singapore’s investment interests in Bintan Island are not solely economic, such as market expansion and tourism development, but also encompass political, geopolitical, and economic diplomacy aspects. This investment strengthens Singapore’s position as a regional economic hub while reinforcing bilateral relations with Indonesia. Moreover, the involvement of various actors—including government bodies, private sectors, and financial institutions—demonstrates that the investment is a synergy of shared policies and mutual interests. Nevertheless, challenges such as local economic disparity, potential foreign dominance, and environmental sustainability issues remain crucial considerations in maintaining the balance of benefits from this cross-border investment. Abstract

ABSTRACT Waste management has become a crucial environmental issue. Pekanbaru City records the highest waste generation in Riau Province, reaching 1,011.01 tons per day. This increase is driven by population growth and the low level of public awareness and participation. The Pekanbaru City Government has responded by issuing Regional Regulation No. 08 of 2014 on Waste Management. This study aims to evaluate the implementation of the waste management policy, covering the stages of collection, transportation, processing, and final disposal. The findings indicate that policy implementation remains suboptimal due to limited budgets, inadequate infrastructure, and low community participation, highlighting the need for policy evaluation. It is concluded that waste management in Pekanbaru still faces structural and technical barriers; therefore, policy review, enforcement of sanctions, and enhanced cross-sector collaboration are required to achieve effective and sustainable waste management. Abstract

This study aims to examine the influence of gamification marketing and influencer marketing on customer loyalty toward the Shopee marketplace platform, focusing on students from the University of Riau as respondents. The research adopts a quantitative approach, involving 384 Shopee users selected through a non-probability sampling technique using purposive sampling. Data were collected through a questionnaire that had been tested for validity and reliability. The data analysis was performed using both simple and multiple linear regression methods with SPSS version 25. The statistical tests conducted in this study include validity and reliability tests, multicollinearity and heteroscedasticity tests, simple linear regression, t-test, multiple linear regression, F-test, and coefficient of determination (R²). The results indicate that both gamification marketing (X1) and influencer marketing (X2) have a positive and significant effect on customer loyalty (Y). These findings indicate that marketing strategies integrating gamification elements—such as social interaction features, reward systems, and interactive challenges, combined with the strategic implementation of influencer marketing, play a vital role in enhancing customer loyalty on the Shopee platform. Therefore, companies are encouraged to continue innovating and strengthening collaborations with influencers to maintain customer loyalty and competitiveness. Abstract

This study examines the role of the United Nations Population Fund (UNFPA) in addressing reproductive health issues among adolescent girls in Indonesia, including risks of early pregnancy, limited access to health services, gender-based violence, and inadequate socialization. Using qualitative descriptive methods and secondary data collection through literature review of annual reports, documents, and official publications from WHO, UNFPA, the Indonesian Ministry of Health, and academic articles related to the BERANI Program (2018-2023), the research applies Clive Archer's theory of International Organizations' Roles. The research findings indicate that UNFPA Indonesia has contributed to the improvement of adolescent reproductive health indicators, such as the decline in child marriage rates from 11.2% in 2018 to approximately 10% in 2022, as well as increased participation of adolescent girls in education and health. The analysis results explain that UNFPA Indonesia serves as an effective instrument providing technical and financial resources, with the BERANI Program advocating for child marriage policies, strengthening sexuality education in schools, and supporting the establishment of youth-friendly clinics (UNALA). This study recommends strengthening cross-sector collaborations to expand the program's impact and reduce challenges in reproductive health interventions. Abstract

The problem of waste transportation in Pekanbaru City in 2023 remains a pressing environmental issue due to the suboptimal performance of the local government. This study aims to analyze the implementation of the Pekanbaru City Regional Representative Council (DPRD)'s oversight function regarding waste transportation. The approach used was descriptive qualitative, with data collection techniques through interviews and documentation, involving informants from the DPRD, the Environment and Sanitation Agency (DLHK), and the community. The research analysis utilized Siagian's oversight theory in Ardansyah (2014), which distinguishes between direct and indirect supervision. The results indicate that DPRD supervision is implemented through Commission IV in coordination with the DLHK. Direct supervision is conducted through field visits and unannounced inspections to follow up on findings of delays in waste transportation, which cause backlogs at several locations. Meanwhile, indirect supervision is carried out through working meetings and discussions of the DLHK's Government Agency Performance Report (LKjIP) to request explanations and ensure follow-up on field issues. This study concludes that the DPRD's oversight function has been implemented but has not been optimal in ensuring the effectiveness of waste transportation in Pekanbaru City. Abstract

Abstract: This study aims to determine the effect of online customer reviews and price consciousness on purchase intention in the Shopee marketplace among students at the University of Riau. The research method used is quantitative. The sample consisted of 384 respondents who are students of the University of Riau, selected using a non-probability sampling technique, specifically purposive sampling. Data were collected through questionnaires that had been tested for validity and reliability. Data analysis was conducted using simple and multiple linear regression with the SPSS version 25 software. The tests performed in this study included validity, reliability, multicollinearity, heteroscedasticity, simple linear regression, t-test, multiple linear regression, F-test, and coefficient of determination (R²). The results show that online customer reviews (X1) and price consciousness (X3) have a positive and significant influence on purchase intention (Y).
