Abstract

The Koto Kari Mosque Lake tourist attraction is a new destination opened in 2016 and managed by the village together with tourism awareness groups and the private sector under the Mata Air Berkah Village-Owned Enterprise (BUMDes) since 2020. However, its management still faces limitations, both from the BUMDes and the community, requiring support from the Tourism and Creative Economy Agency (Pordakwis), the village government, and the Tourism Office. Development issues include destination management, marketing, institutions, and the creative economy. The purpose of this study is to describe collaborative governance and the inhibiting factors of the local government and village government in the development of the Koto Kari Mosque Lake tourist attraction in Kuantan Singingi Regency in 2021. This study uses a qualitative approach conducted in Koto Kari Village, Kuantan Tengah District, Kuantan Singingi Regency. The data used consists of primary and secondary data. Data collection techniques were carried out through interviews and documentation to obtain relevant information in the development of the Koto Kari Mosque Lake tourist attraction. The results of the study indicate that the implementation of collaborative governance in the development of the Koto Kari Mosque Lake tourist attraction has been running but is not yet optimal. Collaboration between stakeholders has not been supported by regular dialogue and consistent commitment. Inhibiting factors include the lack of a structured meeting schedule, weak agreements on business relocation, limited institutional capacity, and the absence of an integrated monitoring system. Abstract

Human trafficking is a complex form of human rights violation, particularly in countries with high levels of social inequality like Mexico. One of the groups most vulnerable to this practice is indigenous communities, who are often marginalized both economically and politically. This study aims to analyze the implementation of the Blue Heart Campaign by the United Nations Office on Drugs and Crime (UNODC) in Mexico in 2020–2021 and assess the extent to which the program has reached victims from indigenous communities. By using document analysis method and a constructivist perspective, this study examines UNODC's role as an international actor in shaping norms and discourse on human trafficking. The results show that although the campaign has succeeded in raising public awareness of the issue on human trafficking, several limitations remain, such as a lack of ethnically disaggregated data and a lack of culturally sensitive strategies. Collaborative efforts between international organizations, governments, and local communities are needed to design more inclusive and responsive policies to human trafficking cases. Abstract

Turkey's territorial claims through maritime delimitation with its neighbors are influenced by the national interests of both countries. Turkey views Libya as a neighbor and partner country that has the opportunity to avoid exclusion from its position in the Eastern Mediterranean Sea region. Maritime issues in the region have led Turkey to adopt an assertive stance in the region. The purpose of this study is to analyze the implications of Turkey and Libya's territorial claims through the MoU on maritime delimitation with Libya in the Eastern Mediterranean region. This study uses qualitative methods, with data collection techniques through document analysis sourced from several relevant and credible books, journals, articles, and websites. This study uses the Complex Interdependence Theory by Joseph Nye and Robert O. Keohane. Complex interdependence between actors or countries in achieving national interests in the region through different policies and rules has led to escalating tensions in the Eastern Mediterranean Sea region. The results of this study show several responses of rejection to the maritime delimitation MoU between Turkey and Libya internationally. Several implications of Turkey and Libya's territorial claims have arisen in relation to maritime disputes between the countries concerned and energy projects planned by regional countries without Turkey and Libya in the Eastern Mediterranean Sea, causing ongoing tensions between the countries concerned to this day. Abstract

Plastic waste has become an urgent environmental issue in Indonesia due to its rapid growth and adverse impacts on ecosystems. As one of the major producers of single-use plastic packaging in the fast-moving consumer goods (FMCG) sector, PT Unilever Indonesia contributes significantly to national waste generation. In response to Ministry of Environment and Forestry Regulation (Permen LHK) No. 75 of 2019, as well as external pressures from civil society and global sustainability standards, the company has implemented various initiatives under the Extended Producer Responsibility (EPR) framework. This research employs the Liberalism perspective, group-level analysis (multinational corporations), and Neo-Institutionalism theory using a qualitative case study method. Data were collected through literature studies from corporate reports, government regulations, academic publications, and environmental organization reports. The findings show that PT Unilever Indonesia, during 2022-2023, implemented EPR through three main strategies: reduce, reuse, and recycle. Programs such as packaging redesign, refill stations, and the use of post-consumer recycled plastic demonstrate the company’s commitment to circular economy principles. However, audits by the Ministry of Environment and Forestry (KLHK) indicate lower verified results than corporate claims, revealing a gap between internal reporting and government verification. The effectiveness of EPR implementation remains constrained by limited recycling infrastructure, low public participation, and inconsistent reporting methods. The success of EPR in Indonesia ultimately depends on synergy between producer innovation, regulatory oversight, and consumer engagement to strengthen the transition toward a credible circular economy. Abstract

This study aims to analyze the implementation of the local content learning policy of Riau Malay Culture (BMR) in the curriculum in Pekanbaru City in the 2023-2024 academic year. The study focuses on policy implementation, using the George C. Edward III policy implementation model which includes communication, resources, disposition, and bureaucratic structure. The research method used is qualitative. Data were collected through interviews with relevant parties such as the Education Office, the Riau Malay Traditional Institution (LAMR) of Pekanbaru City, school principals, and teachers. The results of the study indicate that the implementation of the BMR policy faces various obstacles, including lack of socialization and limited human resources, as well as ineffective coordination between the Education Office and LAM Pekanbaru City. The implications of this study are the need to improve communication, provide adequate resources, strengthen teacher capacity, and improve coordination between institutions to ensure the effective and sustainable implementation of the BMR policy. Abstract

This research aims to describe the implementation of the promotion and identify the obstacles faced by Queen Star Waterpark as the only largest water recreation attraction in Siak Regency, Riau. Queen Star Waterpark has great potential as a superior tourist destination because it offers modern facilities, strategic location, and family attraction. However, in an effort to attract more visitors, promotion becomes a very important element. The research method used is qualitative with a descriptive approach. Data is obtained through observation, interviews with eight informants (managers, employees, local communities, and visitors), as well as documentation. Research results show that the promotion of Queen Star Waterpark is carried out through print media (brochure), electronic media (Instagram and Facebook), as well as public relations strategies through bundling packages. This effort is considered quite effective in reaching the local community, but still has limitations in reaching a wider audience. The main obstacles found include the limited use of modern digital media, lack of variety of promotional content, and competition with other tourist destinations in the surrounding area. The research suggests that the management should expand the use of video-based social media such as TikTok, increase the creativity of digital content, and establish collaboration with the local tourist community. With a more innovative and adaptive promotion strategy, Queen Star Waterpark has the potential to become a family tourism icon as well as increase its contribution to the Siak Regency tourism sector. Abstract

The South China Sea is a strategic area with a high potential for conflict due to overlapping sovereignty claims, particularly China’s unilateral nine-dash line claim, which conflicts with the interests of ASEAN member states. This region holds strategic value not only economically but also geopolitically, as it involves major powers such as the United States. In this context, ASEAN is understood as a Regional Security Complex that seeks to maintain regional stability through a consensus-based mechanism known as the ASEAN Way, emphasizing cooperation, dialogue, and preventive diplomacy. This study employs a qualitative method with a literature review approach and is grounded in the Regional Security Complex Theory (RSCT), which highlights the interconnectedness among states in addressing regional security issues. Through this framework, the ASEAN Regional Forum (ARF) is analyzed based on four key elements territorial boundaries, anarchic structure, security interaction patterns, and power polarization to understand the security dynamics in Southeast Asia, particularly in the South China Sea. ARF serves to build trust, facilitate preventive diplomacy, and promote regional consensus, although its implementation remains constrained by the principle of non-interference and differing national interests. The findings show that ARF functions as an inclusive dialogue platform through initiatives such as confidence-building measures, maritime meetings, and discussions on the Code of Conduct (CoC). However, concrete results in dispute resolution remain limited due to differing positions among ASEAN members and the influence of strategic rivalry between China and the United States. Thus, ARF’s primary role lies in maintaining diplomatic communication and preventing open conflict escalation, even though it has yet to produce substantive solutions. Abstract

Problems in community empowerment are evident in the low level of community participation in programs, limited budget availability, and suboptimal coordination between institutions, resulting in sub-optimal results. Based on these conditions, this study aims to analyze the role of the sub-district head in community empowerment in Kubu Babussalam District, Rokan Hilir Regency in 2021. According to Gani et al., the focus of the study includes the sub-district head's role as an innovator, motivator, and facilitator, as well as the factors influencing its implementation. This study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. Data analysis techniques include data reduction, data presentation, and conclusions. The research results show that the sub-district head's role as an innovator is beginning to be seen through the development of programs based on local potential. However, implementation is hampered by budget constraints, minimal technical training, and low community participation. In terms of motivation, efforts to encourage participation through deliberations and social activities are evident, although this has not been implemented evenly. Furthermore, in his role as a facilitator, the sub-district head has attempted to coordinate communication between the community and government agencies, ensuring a more targeted empowerment program. Abstract

The humanitarian crisis in Rakhine State, Myanmar, stems from long-standing structural discrimination, military violence, and mass displacement of the Rohingya ethnic group. In the absence of adequate state protection, the International Committee of the Red Cross (ICRC) emerges as a key non-state actor providing essential humanitarian assistance and protection. Using pluralist perspectives and Humanitarian Diplomacy Theory, this study examines how the ICRC fulfills its mandate through negotiation, neutrality, and direct engagement in conflict-affected areas. The findings demonstrate that the ICRC contributes through various programs under the Protection and Assistance Programs, including Water and Habitat, Emergency Relief, Health Assistance, civilian protection, and detention visits. Despite restricted access and unstable security conditions, the ICRC consistently upholds its humanitarian principles. Although it does not resolve the root causes of the conflict, the organization effectively mitigates humanitarian suffering and improves access to basic rights for the remaining Rohingya population in Myanmar. Abstract

Customary forests constitute a strategic element for the social, cultural, spiritual, and economic sustainability of Indigenous communities. In Kepau Jaya Village, Kampar Regency, the conversion of 781.44 hectares of customary forest into private oil palm plantations triggered prolonged conflict. Although the Bangkinang District Court Decision No. 28/Pdt.G/2013/PN.Bkn ruled in favor of the Indigenous community, the implementation of forest restitution has not been optimally realized. This study analyzes the process of collaborative governance in restoring the status and function of the customary forest by employing the Ansell and Gash framework through a qualitative case study approach. Data were collected through interviews and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that collaboration among the government, Indigenous community, and the company has begun to develop through mediation, public hearings, and field inspections. However, the effectiveness of collaboration remains constrained by low levels of inter-actor trust, regulatory ambiguities, and the absence of a final agreement. Overall, the implementation of collaborative governance shows positive progress in opening spaces for dialogue and participation, yet requires stronger governmental commitment and alignment of interests among all stakeholders to ensure the full restoration of the customary forest.
