Abstract

The first one that established in Riau province is Lembaga Amil Zakat (LAZ) Swadaya Ummah. Due to big potential of zakat in Indonesia, especially in Pekanbaru made growth of Zakat Institution in Pekanbaru increased. It can be seen the number of branches National Zakat Institutionopened in Pekanbaru like Dompet Duafa, Rumah Zakat (RZ) and Program Keadilan Peduli Umat (PKPU). As increasing ofZakat Institution National,Lembaga Amil Zakat (LAZ) Swadaya Ummah should further enhance communication strategy in order to remain trusted by society in Pekanbaru. The purpose of this study is to examine the introduction of targeted strategy, media selection strategy, assessment strategy objectives and strategies message communicator role which is used by Lembaga Amil Zakat (LAZ) Swadaya Ummah in Pekanbaru.This research receipts qualitative methods, namely the collection of data obtained based on the fact data in the field through observations, interviews, and documentation. Subjects of this study consisted of 10 persons namely 1 deputy director, 4 fundraiser , 1 customer service, and 4 muzakki Lembaga Amil Zakat (LAZ) Swadaya Ummah that are selected by using purposive technique. To analyze the results of this study use interactive data analysis techniques, while data validity checking techniques through extension of participation and triangulation.The results showed that the communication strategyof Lembaga Amil Zakat (LAZ) Swadaya Ummah in terms of the introduction of goals of the entire Muslim society in Pekanbaru, the placement target is divided into three strategic segments, namely employment, education, and region. For further, the election of media is divided into mass media, face-to-face media and internet media, in order to reach all levels of society. The contents of the message delivered by Lembaga Amil Zakat (LAZ) Swadaya Ummah Pekanbaru is persuasive, educative and informativemessage. After the contents of the message was conveyed, then muzakki will see the role of communicators in the communication that includes the appeal of the source and credibility of the source. Based on the communication strategy that was undertaken by communicator, it was quite effective that can be seens from tending the growing number of muzakki every year.Keywords: Communication Strategy, Organization Ummah, Improved Muzakki

Abstract

Program improve people's economy is one of the pillars of the five pillars of development designed by Kampar Kampar regent governed by Kampar District Regulation No. 12 of 2012 on the Medium Term Development Plan (RPJMD ) Kampar . Improve people's economic pillar aims to create a society that is developing the potential of natural resources and community resources to build a solid democratic economy . However, the implementation of the pillars of improving people's economy has not done well and have not been able to change the economy of the community in its implementation in the district of Kampar Regency Tapung 2012-2013 .This study was conducted to determine the causal factors and constraints why pillars improve people's economic program can not alter the economy of the community in its implementation in the district of Kampar subdistrictTapung 2012-2013 . The location study was conducted in the District Tapung Kampar regency . Penlitian type is qualitative research with descriptive method.The results showed that the implementation of the pillars of economic improvement of the people in the district of Kampar Regency Tapung years 2012-2013 has not done well and have not been able to change the community's economy . Some contributing factor is the factor of communication , resource factors , factors disposition , and factor structure of the bureaucracy . Some obstacles are programs , program implementers and program beneficiaries.Keywords : Policy Implementation , Economic Improvement of the People

Abstract

This research was conducted at the Departement of Trasportation in Pekanbaru is The Implementation Local Regulation Number 2 of 2009 About Trafficand Road Transport In The City of Pekanbaru (Case Study Have A Tonnage). The purpose of this study was to determine and analyze the Implementation Local Regulation Number 2 of 2009 About Trafficand Road Transport In The City of Pekanbaru (Case Study Have A Tonnage) And the factors that affect The Implementation Local Regulation Number 2 of 2009 About Trafficand Road Transport In The City of Pekanbaru (Case Study Have A Tonnage ).The concept of the theory of implementation by Merilee S. Grindle (Agustino:2012) : 1. Type of benefit, 2. Site of decision making, 3. Resources committed, 4. Institution and regime characteristic, 5. Compliance and responsiveness. This research uses qualitative research methods to the studi of descriptive data. In data collection, the author uses interview technique of triangulation as a source in the validaty of the data.The result of this research indicate that Implementation Local Regulation Number 2 Of 2009 About Trafficand Road Transport In The City of Pekanbaru (Case Study Have A Tonnage) yet feels maximum. Looked at violation prohibition of traffic sign by have a tonnage in Pekanbaru every years cause of society awareness. Not consistent in decision making, human resources make control of implementation be not maximum, not compliance and responsive by society.The factors that affect the Implementation Local Regulation Number 2 of 2009 About Trafficand Road Transport In The City of Pekanbaru (Case Study A Have Tonnage) is spread less socialization and sanction enforcement is not explicit.Keywords : Implementation. Abstract

The implementation function of correctional in a correctional institution class IIA Pekanbaru is based on act No. 12 year 1999 about correctional. But the practice it is not running optimal yet because the condition of the correctional institutioan that over capacity and the number of officers who do not fit with the standards. This research aims to know the implementation function of correctional in a correctional institution class IIA Pekanbaru. The concept of the theory used in this research adopted actuating theory from some experts.This research using qualitative descriptive method with data collection techniques observation, interview and documentation. Researcher tried to express the fact according to the reality without intervention the real condition.From the data analysis in qualitative descriptive can be seen that the implementation function of correctional in a correctional institution class IIA Pekanbaru has not done well. Activities that will stand have not been able to touch the convict to be better. In this research known factors that affect the implementation is human resources, budget, infrastructure, cooperation and the convict.Key word : actuating, correctional institution, guidance

Abstract

Hospital is society service that organize individual health service that prepare outpatient. Inpatient and ICU service. Jamkesda is social aid program to health service for poor society and incapable. Bangkinang „s RSUD is one of hospital that get referral from government yo give service to Jamkesda‟s member at Kampar regency.This research is doing at bangkinang‟s RSUD, Bangkinang city district,Kampar regency. The purpose of this research is done with using cualitative method, from result of deep interview and observation. As for the subject of this research is six people of Bangkinang‟s RSUD setvicers are administration, doctor and nurse. The technic of data collection uses purposive sampling.The summary that gotten from how the service and service problem at Bangkinang‟s RSUD to Jamkesda‟s members are very good. The cause of some problems caused hospital‟s party and Jamkesda‟s patient. Party of hospital who see Jamkesda‟s patient is from low economy will get simple service and caused Jamkesda‟s patient who not discipline. As for the solution that done for Bangkinang‟s RSUD hoped it can maintain and improve the quality of service for Jamkesda‟s members.Keyword: Service, Hospital, Jamkesda

Abstract

The health center is the institution of health services that hold individual health services in plenary that provides out patient services, in patient, and emergency. As the public community health center is expected to provide quality health services to the public. The importance of a services the latest in any agencies have to give priority to the quality of treatment it self both in the private and government. The importance of quality services taht own many carrying an impact with good services agencies in agencies can advance it self and the achievement of the quality of services it self. The main task is to provide health services treatment, care, and health services. In providing health services, health earn income from services and facilites given.This research analyzing about the quality of services to community health centers Simpang Tiga Pekanbaru. The concept of the theory Parasuraman (2000:19) there are 5 indicators to see the quality of services : 1.Tangibles 2. Reability 3. Responsiveness 4. Empaty 5. Assurance. The riset descriptive analysis is use a qualitative analysis of data and fact about the whole describes out. The purpose of research is to analyze the public service on out patient services and to analyse the factors that affect the quality of public service on out patient services in health center Simpang Tiga Pekanbaru.This research and discussion be done about the quality of service analysis for health center Simpang Tiga Pekanbaru, it can be conclude thet the out patients in health center Simpang Tiga pekanbaru is considered to be have a maximum. It is seen from some indicators that has been achieved with good, although not be in service there are some drawbacks that could be the experience for the parties concerned.Keyword : Out patient services, Public services, Community Health Center

Abstract

Occupational health and safety program is one of an important part that should be introduced in project implementation in the field of well service and the warehouse. The risk of an accident and occupational disease often occurred because of human resources who do not implement the occupational helath and safety program well. However this can impact on decreasing productivity level of workers and losses to Company.This research aims to known about the implementation of occupational health and safety program and the factors that affect the implementation OHS program in PT. Bias Nusatama Pekanbaru. This research using methods descriptive qualitative with data collecting technique in the form of an interview, observation and a study literature.Research of the results is the implementation of occupational health and safety program in PT. Bias Nusatama Pekanbaru not run well this is because the disobedience of employees against the rules given and not running of routine procedures and not the achievement of the goal of the program which is zero accident. Factors that affect the implementation of OHS is the minimum of quantity a human resources which owned by the Company and Department of Labor and bureaucratic structure that does not run efficiently by employees in carrying out standart operating procedure (SOP).Keywords : Occupational Health and Safety, Program, Routine Procedure

Abstract

Bagansiapiapi had so many coffee shops scattered roads in every town of bagansiapiapi. Coffee shops scattered roads in every town and every day is filled with visitors references mainly male. Sat in the shops coffee is a become a habit for the local community. People who were in the coffee shop of the join of various elements among the public. Problems in the research is that citizens who become visitors coffee shop in the town of bagansiapiapi, whatever the motivation of the community sat in the shops coffee and what are the functions of the coffee shops for people in bagansiapiapi.The purpose of this research is to find out who the citizens become visitors coffee shop in bagansiapiapi, would like to know the motivation and learning what the community sit in the shops coffee in bagansiapiapi, and want to discover and learn what are the `functions of the coffee shops for people in bagansiapiapi. This research uses Functional theory by Robert K Merton, This research method is descriptive qualitative informant selection techniques used in this study was accidental sampling, sampling technique using purposive sampling. Who become informants in this study were people who visit and sit diwarung coffee.Based on the results of the research community who visit there in coffee maker in shops bagansiapiapi as influenced by friends and neighbors, on the other hand also the price is affordable. Visitors coffee shop that exists in bagansiapiapi is dominated by men who made their living as entrepreneur. Of the many visitors on average aged 24-45 years and above. The main purpose of the community visit in the shops coffee is as a source of actual information, coffee shops a place to socialize, as a source of income, and on the other hand coffee shops also serve as a meeting place for visitors and business lobby coffee shop especially for people in the town of bagansiapiapi.Key words: Functional, folkways, coffee shop

Abstract

This research was conducted at PT. Tunggal Yunus Estate Kampar district. This study aimed to determine the effect of incentives on employee morale in the production of PT. Tunggal Yunus Estate Kampar district. Incentives as an independent variable ( X ) and morale as the dependent variable (Y) . This study took a number of respondents as many as 63 people . Data obtained through questionnaires were then tested further processed through a statistical analysis as a simple linear regression analysis, t test, correlation analysis and determination with the help of SPSS .The results of this study indicate that the results of hypothesis testing t test , t (8,479) > t table (1,670). This suggests that the incentive effect on employee morale. The amount of the incentive effect on the morale of the production employees of PT. Tunggal Yunus Estate amounted to 54.1 % .Keywords : Human Resource Management , Incentive , Morale .
