Abstract

Development Strategy of turism at Bukittinggi City. Bukittinggi City Tourism Development is an area of the city and one of the main tourist destination in West Sumatra with the introduction of Bukittinggi as a "City Tour" starting since March 11, 1984. Field of tourism in the regions designated as potential Bukittinggi based on natural and geographical conditions of Bukittinggi, its strategic position is a triangle crossing to the north, east and south of Sumatra that eases access tourists or people who want to visit a small city with myriads of this story. Besides having the natural beauty of the city of Bukittinggi is also a struggle that many stores the value of history and cultures in it.Under these conditions, formulated the problem of how the development of tourism in the city of Bukittinggi and the factors that influence the development of tourism in the city of Bukittinggi. This study uses the theory Elittan to determine strategies used in the development of tourism in the city of Bukittinggi, qualitative research with descriptive method. Researchers are trying to reveal the facts in accordance with the reality. This study did not look for or explain ties, not test hypotheses or make predictions. Data will be explained with apaa danya to obtain an understanding. From the results of this study concluded that the strategy of development of tourism in the city of Bukittinggi to involve the whole among the noble of the Stakeholde, community stempat and the nomads with the concept of Tourism-based community that creates a sense of tourism awareness and stepping to the strategy undertaken in the development of tourism can run well , but still a bit constrained in the implementation on the ground in the form of regional financial, qualified human resources, limited investment in tourism, the lack of development of tourism products as well as coordination across sectors that have not been together but slowly but surely constraints faced in the development of tourism in the city of Bukittinggi will be minimized so that tourism in the town Bukttinggi can provide maximum service and bestKey word : Strategy ,Turism Development, Tour City

Abstract

Siak as a growing area, and has always been in the campaigning slogan by Siak Regent Drs. H. Syamsuar, M.Si namely "Siak The Truly Malay" or Siak indeed wither area. Siak has a myriad of attractions that can be enjoyed by the community, both domestically and abroad, namely historical tourism, cultural tourism, culinary tourism, nature tourism and agrotourism. In realizing the slogan "Siak The Truly Malay" Siak Regency presents various panoramic underlying siak district as an area known as the Malay region. One of them is the number of heritage - historical remains a silent witness and proof that the district is indeed melayu area.Under these conditions, formulated the problem of how the Object Management History Siak Kingdom as well as the factors that meghambat in the management of historical attractions in Siak. This study uses the theory of Natural Luther Gulick in 2004 to find out how the planning, organization, coordination, budgeting, and oversight in the management of attraction Siak royal history. Qualitative research with descriptive method. Researchers are trying to reveal the facts in accordance with the reality. This study did not look for or explain the relationship, not test hypotheses or make predictions. Data will be explained by what so we get an understanding.Based on the results of research and discussion, it can be concluded that the management of historical attractions in the category Kingdom of Siak still not optimal. Lack of good planning, organization, coordination, budgeting and supervision make the management has not run optimally. The lack of knowledge and curiosity of employees regarding the management of historical attractions and other aspects related to the management of historical attractions making them incapable in preparing and planning for management of historical attractions. Lack of supervision and evaluation conducted by the Office of the performance and duties of the employees that make the employees do not feel responsible for the management of historical attractions.Keyword: Management, History

Abstract

The purpose of this research is to understand why Russia granted political asylum to ousted Ukrainian President Viktor Yanukovych on February 2014. In fact, from the perspective of international law on political asylum, Viktor Yanukovych shouldn’t be able to get asylum everywhere because he is an international political criminals and fugitives on chages of mass murder during the crisis that occured in Ukraine after he rejected cooperation agreement with Europe Union (EU). Viktor Yanukovych was supposed to guaranteed the punishment that has been alleged.This research has built by using neorealism perspective of international relations and supported by securitization theories and international law about legalitation theories. This research also using international system as the level of analyze which on Russia granted asylum to Viktor Yanukovych. Formulation of all argument, facts, and theoretical framework in this research is guided by qualitative explanation methods. Technique in this research is through by the study of library. Data which is gotten and collected through the jounals, books, research paper, news article, official publication, conference papers, and then from internet pages that has related in this case research.This research has formulated answer-hypothesis that reason Russia granted political asylum to Viktor Yanukovych because Viktor Yanukovych has a closenees with Russia and any gaps on international law governing political asylum.Keywords: Viktor Yanukovych, Ukraine crisis, political asylum, Russian response

Abstract

This research describes about the interests of Brazil in 2014 FIFA World Cup event. World Cup is one of the sporting events that is highly anticipated by many people because football itself is a very popular sport. 2014 FIFA World Cup hosted by Brazil raised many pros and cons about the ability of Brazil to host the mega sport event. Many brazilians even protest against the world cup because they think that is just waste of money.The research was conducted using library research methods where the data and information obtained from sources which are relevant to the problem of this research. The study would be analyzed with mercantilism perspective, rational choice theory by Stephen M. Walt and the concept of national interest by Donald E. Nuechterlein.The result of the research shows that Brazil have national interest to achieve by hosting 2014 FIFA world cup. Economically, the government of Brazil hopes Brasil will get great income from tourist visits during the world cup and make Brasil become a tourist destination country. Politically, the government want to increase the prestige of the country by organizing the event successfully. This chance is also used by President of Brazil, Dilma Rousseff to win the presidential election in Brazil.Keywords : National Interest, World Cup, FIFA

Abstract

Political parties have a position and a very important role in the democratic system. Political parties play a role as a strategic link between the processes of government to citizens. Every political party has a different recruitment pattern, where the pattern of recruitment of party members adapted to the political system that was followed. In recruiting candidates for legislative in 2014, DPC Hanura Pekanbaru city does not provide equal opportunities to all citizens melain to Hanura own cadres and cadres of the Party coalition to compete in the process of selecting candidates for legislative. The theory used is the mechanism for recruitment of Czudnowski (in Fadillah Son, 2003) which has two properties, namely: open and closed. By using three indicators, namely: the provision of recruitment, criteria and control candidates for legislative. The type of approach used is qualitative by using the case study method to describe and analyze patterns of recruitment DPC HANURA Party. Subject is Hanura give freedom or the same opportunity to the party cadres coalition to Hanura to become candidates for legislative. Abstract

Development terminal inaugurated since year 2010 until today still minimum utilization and difficulty arrange to owners of public transport services to invited to operate in terminal similarly with public transport users. The aim of this research is to know effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan city and other factors that influence effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan cityThe concept theory that used is the concept effectiveness of Krishnomo (1998). This research is a qualitative in showed by using descriptive data. In this research, the wrier used interview techniques, observation, and documentation. By used of key informan as a source of informationThe result showed that the know effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan city ineffective this is because level of service terminal not yet qualify standards of the passenger terminal, low service levels, as well as facilities provided for ease in reaching terminal (accessibility) which is not yet available. Ineffectiveness implies that terminal bandar laksamana indragiri at tembilahan city has not been able to provide satisfactory service for service users public transport drivers. Abstract

This study aimed to determine and analyze the functions of local government district in the downstream rokan overcome the scarcity of LPG 3 kg in 2013. in Law No. 22 Year 2001 on Oil and Gas that LPG is an abbreviation of Liquefied Petroleum Gas, which means liquefied gas at a certain pressure derived from petroleum that has been fractionated. So the main source of producing LPG actually petroleum, natural gas instead. The research behind this is to see the number of people is increasing from year to year, causing greater levels of consumer needs and quotas khusunnya LPG LPG 3 kg was not able to meet the needs of society as a consumer.This study included into the qualitative research study using in-depth interview data collection techniques to several respondents (key informants) that have been assigned or puposive techniques .... the researchers selected a sample of informants criteria that truly understands the expected goal of researchers in research This as well as having an important position in the agency concerned.These results indicate that efforts by the local governments, especially the Department of Industry and Trade Rokan Hilir not perform its function optimally. Indicated by the scarcity of LPG 3 kg which occurred in Rokan downstream of this, due to the number of mafia / elements that playing field and there are many bases and retailers who do not comply with the rules set by the department of trade and industry. By selling price does not match the Rokan Hilir Regency Decree No. 291 of 2012 on the highest retail price (HET). In addition, there are several factors that led to the scarcity of LPG 3 kg of factors cause is the first ever increasing population which does not comply with the quota. Second, the movement of LPG LPG Gas 12 kg to 3 kg of LPG. Third, keberaaan SPBE as a supply point has not functioned optimally. Abstract

This research is aimed to see how Najib Razak uses his foreign policy attacking Sabah as his winning strategy on Malaysia Election “Pemilihan Raya” in 2013. Najib Razak and his party, UMNO (United Malay National Organization) is not in good condition where it has lost many votes in 2008 election. Toward this situation, Najib Razak also faced Sulu’s Attack that is commited by MNLF.This research uses pluralism perspective and idiosincratic theory where stuffs related to personal life of the actor will influence the policy taken. The research methods is descriptive with library reasearch technique which used collect and elaborate the data and information from text book, journals, thesis and internet website.The result of this research shows that Najib Razak strategy has shown the result. “1Malaysia” strategy that had benn used on fixing Najib’s image has increase the people supports and votes. Najib Razak has also gotten the advantages from Sulu that contraining MNLF and Sabah conflict. Najib Razak use “Serangan Fajar” attack in order to defend sovereigntyand figthing terrorism. Abstract

This research was conducted in the village of Kampung Long Merangin Kuok District of Kampar regency. how socio-economic conditions of the working population as a mountain rock-breaking and self-employed in the village of Kampung Long Merangin Kuok District of Kampar regency. This study entitled "Children in Family Learning Achievement Marginal In the village of Kuok Merangin District of Kampar regency". Topics focus of this research is how the learning achievement of children in the family stone-crushing mountain in the village of Kuok Merangin District of Kampar regency. Samples from this study is that people are classified into families breaking stones Mountains. Pengambikan samples was done by simple random sampling technique. Samples are numbered 10 family heads mountain rock breaker. The author uses qualitative descriptive method and the data was analyzed qualitatively. Data instrument is observation, interviews, questionnaires and documentation. The results showed that the socio-economic life of the respondents rely on the natural, economic respondents rooted in the rocks of the mountain. Due to insufficient income to meet the needs of their families reponden cause children's education respondents tend terbangkalai family. However, some respondents prioritize education for their families. They finance their children's education although they had owed to neighbors, friends and relatives. Children's achievement in marginal families in the village Merangin very satisfactory in the majority of respondents. Abstract

Mangongkal holi is digging up bones deceased, which is the cultural heritage of the batak toba. In the caremony there mangongkal holi aspects rich symbolic meaning. The study aims to determine the meaning of inferensial, meaning significance, and meaning intensional.This study used a qualitative descriptive method of data collection techniques of observation, interviews, and dokumentansi. The data obtained are then processed to be reduced, resulting conclusions are presented to the public. Informants in this study were four based on purposive sampling method that researchers use. As for the examination of the validity of the data the researcher used the extension of participation and triangulation techniques.The results showed that the inferensial meaning for the people Batak Toba tin the village Simanindo Subditrict Simanindo District of North Sumatera Province consists of Martonggoraja, The event includes mangongkal holi ulos panampin, mangombak, lime water, and turmeria, with colth, ampang, and After the went of grave. Meaning of significance at a caremony in the form of mangongkal holi meaning of Relegious values can not be separeted from th symbois used include worship and ulos,Social values wich include martonggoraja, lime water, with cloth, stone na pir, and siaughter a buffalo, Interpreted from the chairman of the village cutomary Simanindo. Mangongkal holi caremony intensional meaning in the form of motivation and feeling.
