Abstract

Meranti district has a current Marine transport and ports are quite dense Karenamerupakan archipelago and adjacent to the neighboring countries, namely Malaysia and Singapore, where trade flows both countries is also high. Particularly in the Strait long as the capital city has a harbor district in addition to the official in many aquatic activities from ship berthing activities, Decrease Passenger and unloading is done at the port of unauthorized or illegal. So that illegal goods into the Selatpanjang suspected due to a number of ports in the region to be a place of loading and unloading the goods illegally. During this activity illegal port was rarely manifest monitoring of related parties.The problem in this research is; how to coordinate policing illegal port in the city district Selatpanjang Meranti?. What is inhibiting coordination of policing illegal port in Selatpanjang City Meranti district?The method used in this research is qualitative research methods. Data collection techniques in research, interview, search documentation, observation. Source of data in this study are primary data and secondary data.Based on the results of research conducted that guidance by the Department of Transportation, Communications and Informatics through empowerment conducted by the Department of Transportation, Communications and Informatics through awareness by holding seminars by inviting all district head, entrepreneurs sea transport, as the city of Selatpanjang Monitoring conducted by the Department of Transportation, Communications and Informatics in monitoring by involving municipal civil service police Unit directly against illegal port. Factors hindering the Department of Transportation, Communications and Informatics in fostering human resources are inadequate in fostering and monitoring, as the Department of Transportation, Communications and Information only have 14 people who served in fostering and supervision. Lowpublic awareness of government regulation on the importance of using the ports that have been authorized.Keywords: Coordination, Control, Port Illegal

Abstract

This reseach describes the role of the World Health organization in haldling the spread of the HIV / AIDS outbreak in Indonesia. the rapid rise of HIV/AIDS cases in Indonesia, until 2013. The World Health Organization has declared an emergency on the international health situasion HIV / AIDS outbreak in Indonesia with the implementation of the program of the World Health Organization Global Programme on AIDS. Based on these issues, the problem is formulated as follows: "What is the role of WHO in efforts to address HIV / AIDS in Indonesia in 2010-2013?". World Health Organization asked all authorities to Participate The Necessary taking action to Prevent HIV/AIDS. This study Applies qualitative research method with library research. The sources of data are from the Journals, Books and the internet. this study uses the role of international organizations theory and non-state level of analysisThe research shows that the World Health organization has an important role in handling outbreaks with HIV/ AIDS in Indonesia, Especially in Indonesia. Through policy and strategy shape the draft strategy plan to eradicate an outbreak of HIV / AIDS, the World Health Organization urgent international cooperation to improve health facilities and treatment of diseases in countries affected with HIV / AIDS.Key words, the world health organizatin, shape strategy, foreign policy.

Abstract

This research aims to determine how the facility management of Kasang Kulim Zoo Kubang Jaya Riau Province..This research was used descriptive quantitatif method to describe the issues. Where researchers tried to describe the actual condition or state by collecting data and information in the field and explain in narrative form without test hypotheses or make predictions before. Abstract

This study is an article that will explain the importance to be achieved by Indonesia in its involvement as a partner country in the world maritime forum titled Global Ocean Action Summit 2014 organized by the Dutch Government in collaboration with FAO and the World Bank. Maritime conference is to discuss the action to be taken by the international communi-ty in addressing environmental issues, especially the environment and marine ecosystems. The vast oceans of the world is currently experiencing a serious threat which is one of the impacts of climate change. In addition, the conference also discussed how to implement the economic model oriented development environment such as that carried by Indonesia in this forum is the economic model blue.This study is a literature study. This study uses perspectives and theories of liberalism and the concept of national interest expressed by Jack C. Plano and Olton Roy.Results from this study indicate that Indonesia is actively involved in the marine world forum organized by the Netherlands in 2014 as a partner country aims to introduce and invite the international community to apply economic models of development oriented to the preservation of the marine environment as implemented by Indonesia that the economic model blue. This objective is to be achieved by Indonesia that Indonesian marine fisheries sector and become better with the cooperation with the international community.Keywords: Global Ocean Action Summit, Blue Economy, Cooperation, National Interest

Abstract

This thesis describes the policy changes that occurred in the two leadership,in three periods of the reign of president rebuplik Indonesia 6th and 7th Susilo Bambang Yudhoyono (2004-2014) until Joko Widodo (2014-present). Where this cooperation include cooperation between the Republic of Indonesia and the Republic of China. In this case cooperation between the two countries that are in economic, political, trade, industry, tourism, culture etc.Those changes that occur that can impact in inside and outside the country. In the reign of Susilo Bambang Yudhoyono, Indonesia and China is a partner of a close cooperation relationship, but China is not yet a trading partner key to Indonesia, while during the reign of Joko Widodo, the state China has become the country's most influential and Indonesia is now highly dependent on this bamboo curtain country, so that today China is a major trading partner for Indonesia.Keywords: policy change, cooperation, Tiongkok

Abstract

This research will explain about involvement The United Nations as the organization of world peace has a great responsibility and duty in recovering and managing the condition of Kosovo as usual. Directly, as the result this conflict ended with the ethnics conflict between Albanian and Serbian. The ethnic’s conflict can be existed in Kosovo generally is because of the ethnic cleansing of Albanian in the era of Slobodan Milosevic by nasionalist of Serbian. The UN Secretary-General submits to the Security Council in accordance of Security Council Resolution 1244 to establishing the United Nations Interim Administration Mission in Kosovo (UNMIK) as a mandate. UNMIK is a civil administrative institution under the authority of United Nation was built on June 10, 1999. The Mission is mandated to help ensure conditions for a peaceful and normal life for all inhabitants of Kosovo and advance regional stability in the Western Balkans.The method used is library research where obtained through literature review from journals, books, mini thesis, reports, and internet to explain UNMIK’s planned programs. The writer used the theories in this research are international organization theory and resolution conflict theory.This results of this research indicates that The General Secretary of the United Nations, Boutros Boutros Ghali’s term of the Agenda for Peace which covered peacemaking, peacekeeping, and peacebuilding will be the basis for policy of UNMIK. This agendas are calls upon UNMIK to perform basic civilian administrative functions, promote the establishment of substantial autonomy and self-government in Kosovo, facilitate a political process to determine Kosovo's future status, coordinate humanitarian and disaster relief of all international agencies, support the reconstruction of key infrastructure, maintain civil law and order, promote human rights and assure the safe and unimpeded return of all refugees and displaced persons to their homes in Kosovo.Keywords: Ethnical Conflict, Kosovo, Policy, UNMIK, Agenda for Peace

Abstract

Accountability is a must for each public service department, Department of Spatial Planning and Building is a government agency that provide Building Permit License. People have to be satisfied of the service that given by this department. That is the reason why accountability is a must to accomplish this goal.This study aimed to describe Accountability Services Building Permit License (IMB) in Pekanbaru. The author uses indicators such as Reference Services, Solution Services and Priority Services to look at the accountability of public services. This study uses data collection techniques interview, observation and documentation.Results of this research is the accountability of service delivery Building Permit conducted by the Department of Spatial Planning and Building in Pekanbaru yet fully accountable, guides the work has not been completely oriented to service users, solution services provided to service users not provide facilities, and kepetingan service users yet fully prioritized.Keywords: Accountability, Building Permit

Abstract

This research aims to discover blind parent’s parenting toward normal children in Pekanbaru. Blind parent’s parenting toward normal children in Pekanbaru was analyzed through qualitative analysis. In collecting the data, the researcher used interview method to three respondents. This research is also equipped with photo. Instrument used in this research are interview guidance and is equipped with a video recorder as well as field notes.The results showed that the tendency of blind parent’s parenting toward normal children is a democratic parenting, which is developing the openness of expression, freedom of responsible choices and decisions and do not use punishment to a fault, but the advice. Limitations in the parenting process are in the protection and surveillance functions overcome by teaching self-reliance, responsibility and communication attitude and giving confidence to the child, including the modification of the environment around. While limitations in support of learning activities for children is overcome by giving encouragement to children to be independent and by having of private teachers.The key words: Parenting, Blind Parent, Normal Children

Abstract

This research aimed about employee’s motivation at Grand Tjokro Hotel Pekanbaru. This research aims to: (1) to know about employee’s motivation. (2) to know the multi way to increase employee’s motivation at Grand Tjokro Hotel Pekanbaru.This research was used descriptive quantitatif method to describe the issues. The sample used in this research was 44 people.The results of this research indicate that based on the research results obtained on the employee motivation at Grand Tjokro Hotel Pekanbaru good enough. This is evidenced by the acquisition of the overall total score of internal factor and eksternal factor, which is 1.296 points.Keywords: Motivation, employee, internal factor, eksternal factor.

Abstract

This research explains about how the efforts Jamaica Forum for Lesbians, All-Sexuals, and Gays in against homophobia in Jamaica.J-FLAG is the foremost organisation in Jamaica advocating for the rights of lesbian, gay, bisexual and transgender (LGBT) people.Jamaica has a rich history of human rights advocacyfor the LGBT community. The movement began in the 1970s with the Gay Freedom Movement, spearheaded by Larry Chang who also later cofounded J-FLAG with several others. In those days, more pockets of tolerance and gay social spaces existed.Jamaica’s anti-sodomy or “buggery” laws that prohibit same-sex conduct betweenconsenting adult males date to 1864 when Jamaica was a British colony. Sections 76, 77 and 79 of the Offences Against the Person Act make the abominable crime of buggery.Prosecutions under these laws are rarely pursued. Nevertheless the laws have a real and negative impact. Criminalizing sexual intimacy between men offers legal sanction todiscrimination against sexual and gender minorities, and in a context of widespreadhomophobia, gives social sanction to prejudice and helps to create a context in whichhostility and violence is directed against LGBT people.Key Words: J-FLAG, Homophobia, LGBT, Buggery
