Abstract

Poor Rice Program (Raskin) is a program of assistance in the form of subsidized rice to poor households in order to reduce the burden of household expenditure in meeting the basic needs of life. Village of Kota Lama is one of the villages receiver Poor Rice Program (Raskin) which still found the poor families who have not got a poor rice. Other Fenomena, data collection process Target Households (RTS) recipients Raskin who are not current or Central Statistics Agency (BPS) invalid without coordinating with the village government, Price redeem Raskin (HTR) paid by Household Target-Beneficiaries (RTS-PM) Raskin above the normative price (Rp. 2,500 / kg) and a delay in Raskin distribution.In this study the theoretical concept used is based upon the theory of policy implementation put forward by Tangkilisa which explains that the implementation is a series of activities after a policy is formulated. Implementation of Poor Rice Program (Raskin) at the village in its Implementation activities include the establishment Capping Raskin / Allocation Raskin, renewal List of Beneficiaries (DPM) Raskin, Raskin distribution from the distribution point to point to or to Target Households Beneficiaries (RTS-PM), and payment Price Translucent Raskin (HTR).Research results of Poor Rice Program (Raskin) in the village of Kota Lama indicate that the maximum benefits of Raskin has not felt by Household Target-Beneficiaries (RTS-PM) Raskin or poor people, where there are poor people who have not received rice for the poor, Price redeem Raskin (HTR) paid by RTS-PM Raskin above the normative price (at Rp. 2,500 / kg) as well as a delay in the implementation of the distribution / distribution Raskin to RTS -PM.Key word: Poor Rice Program, Capping Raskin, Target Households (RTS), the Poor People.

Abstract

Internet as a new media, nowadays, has function in providing the information without limit. Internet usage in education especially use in the college can support the academicians to gather the information from a website that specially designed by the University. In this research the writer use a quantitative descriptive approach that aims to search the influence of the usability, the information quality and the service interaction quality of Riau University library’s website regarding to the user satisfaction using a questionnaire as a tool in collecting data that the queries formed by instrument of method named WebQual 4.0. Population in this research is all of students of Riau University totally sample to 100 correspondents which are selected by using a combination between cluster sampling and accidental sampling technique. The writer uses a multiple linear regression in analyzing data and a statistical product and service solutions (SPSS) software version 20 for Windows in processing data. The result shows there is a simultaneously positive effect between the usability, the information quality and the service interaction variables to user satisfaction. Parsially, the usability and the information quality variables shows the positive effect but insignificantly against to user satisfaction and the service interaction quality variable of Riau University library’s website shows the positive effect and significantly influence the user. Counting the satisfactory of Riau University students to this research instrument shows that the dominant answer are satisfied, but the time accuracy of updating information and fulfillment for services shows unsatisfied.Keywords: Information Quality, Library’s Website, New Media, Service Interaction Quality, Usability, User Satisfaction, WebQual 4.0

Abstract

Today the development of television throughout Indonesia very rapidly, causing the creativity and competition among broadcasters higher. So the quality of the broadcast program a barometer of success make a profit. Due to the increasing levels of competition between broadcasters, then the potential for broadcasters to bring up the broadcast program that is incompatible with thee values professed and believed by the public. It can be seen from the spectacle that does not educate and impact of the broadcast to the public, especially in the province of Riau. This study was conducted to determine Television Broadcast Program based on Standard Broadcasting Program conducted by KPID Riau. The research was conducted using qualitative methods, with descriptive research. This research use Handoko Theory with Determination Standards, Determination of Implementation Activities Measurement, Benchmarking Implementation of Standards and analysis of irregularities, taking corrective action. The method used in this research is the method of observation, interviews and documentation by using descriptive and qualitative analysis techniques. Things that have been found in this research is first, the supervision by the Indonesian Broadcasting Commission of Riau is quite optimal. Second, the television broadcasters are still many who are not guided by the Standard of the broadcast program. Third, there is still a lack of socialization to standards and media literacy programs broadcast by KPID Riu. Fourth, there is still a lack of public understanding of the broadcast was good to watch and not good.Keywords : Control, Television Broadcast Program, Standard Broadcasting Program

Abstract

The using of Art Anjung Idrus Tintin Hall looked worst because the condition became worse day by day so, the Departement of Tourism and Economic Creative the Province of Riau continues to consider the need for a management agency to manage the Anjung of Idrus Tintin and they formed UPT. Bandar Serai under the direct supervision of the Departement of Tourism and Economic Creative the Province of Riau. The issues discussed in the thesis is described on the optimalitation of using Art Anjung Idrus Tintin in developing tourism sport in Pekanbaru. The purpose of this research is tu figure out how to optimalitation of using Art Anjung Idrus Tintin hall and the factors that effect the optimalitation of using Art Anjung Idrus Tintin hall in Developing tourism sport in Pekanbaru. The researcher used asset optimalitation theory by Siregar (2004) assumed it was the study process of management asset that divided by five levels like asset investation, legal audit, asset evaluation, asset optimalitation, at last audit and control. And the conclusion from the statements about that asset optimalitation was the optimalitation using from an asset that had more useful. Or increased income effectively. Because of that, the researcher applied descriptive qualitative method and collected the data by observation and interview the audience in this part. The result of this research showed that in optimalitation of Art Anjung Idrus Tintin Hall needed increasing asset from inside or outside part of this hall. Beside that increasing of human’s quality and copability needed to create master of plan that formed this hall became the most luxurious hall in Indonesia as international level and also can be icon of Pekanbaru.Keywords : Optimalitation, Management Asset, ASIT Hall in Pekanbaru

Abstract

Based on interviews and observations at the resort, there is found a phenomenon that occurs : (a) The main duties of UPTD in resort areaa of Muara Takus Tempel at XIII Koto Kampar has not been done entirely properly, (b) Many programs that have been created by UPTD inresort areas of Muara Takus Tempel was not implemented, (c) The employees in the UPTD is stiil lacking so it is affecting the main duties to be carried out properly. The aim of this study was to determine how the performance of UPTD in resort areas of Muara Takus Tempel at XIII Koto Kampar on this resort management and what are the factors that affect the performance.The locatin method of this study performed in the UPTD office in resort areas of Muara Takus Tempel XIII Koto Kampar ditrict. The primary date source that is stated by Stephen P. Robbins (2001:266), that is (ability), (motivation) and (chance). While secondary data is the data obtained from the UPTD office in resort area of Muara Takus Tempel at XIII Koto Kampar district that is employment data, the data of observation, documentation, review and interviews that conducted and analyzed qualitatively.The results showed that the employee performance of UPTD in resort areas of Muara Takus Temple seen from the ability, motivation, and opportunity, in value is not maximal yet, because there are stiil the man duties that have not been implemetated in conducting employee performance achievement, there are several factors that effect performance include the lack of employees, lack of facilities and infrastucture of its employee, as well as the problem of law levels of education possessed employees.Keywords : Employee performance, Ability, Motivation, Opportunity

Abstract

This research is the study of diplomacy and strategy analyzes about motivation Philippines conduct defense and security cooperation with the United States in the Enhanced Defense Cooperation Agreement (EDCA) in 2014. This research used qualitative methods which is done by explaining the case based on existing facts. The techniques used to collects data to study the case to library research in the form of journals, books, report and website. The theoretical framework applied in this research are neorealism perspective, national interest concept from Hans J. Morgenthau, nation-state analysis level and decision making theory from Richard C. Snyder. This research is motivated Philippines conduct defense and security cooperation with the United States in the Enhanced Defense Cooperation Agreement (EDCA) on 28th April 2014 because internal and external conditions of the Philippines confront of disputes South China Sea. The dispute dealing with one of the great strength in Asia namely Tiongkok. The Philippines considers Tiongkok military strength from year to year has increased and Tiongkok strengthening its military presence to occupy more islands the disputed Spratly Island in the Philippines. Forms of this cooperation is the Philippines offered military bases to the United States, joint military exercises, maritime patrol by the United States and modernizing the armed forces of the Philippines.Keywords: Enhanced Defense Cooperation Agreement (EDCA), Philippines, United States.

Abstract

The background of this research was from writer’s observation of the occupational mobility of fishing to non fishing in Bagan Hulu, Bangko district, Rokan Hilir regency. The formulations of problems are what factors influence the mobility and what are the forms of its mobility. The population of this research was people who used to work as a traditional fisherman and of course they have experienced the mobility themselves. By using census technique, the samples were obtained by taking the entire population in Bagan Hulu of 20 people (as correspondents). While the data was collected through observations, interviews and literature reviews. Analysis of the data used is descriptive and quantitative methods.The result of the research shows that among these 20 correspondents , they changed their occupation as a seller in the market, a farmer for rental paddy field or their own field, a contactor for builds many things and odd jobs (whatever jobs they could handle). This kind of mobility happened because of many things, one of them is economic factors. Not all of them experienced the progress in a good way except for 80 % of them. The progresses are the changing of their daily life in the form of income, family welfare, infrastructure and etc. In other word, it could be said that this 80% correspondents are having vertical mobility upward. For the rest could be said that they are having vertical mobility downward and horizontal mobility.Keywords: Occupational Mobility, Bagan Hulu’s Traditional Fishing.

Abstract

Today, in globalization era, service quality is one of important factors in service institution. Good service is a service that can give and adjust consumer needs and also give good value to the consumers. Riau University is one of public education institutions that give education services. Education service in university divide into two kinds, they are; teaching service and administration service. UPT TIK UR (Technical And Operational Units And Information Communication Technology Of Riau University) is one of units operational technical that is specifically as supporting teaching and learning process and also helping the implementation of university tridharma that give service to academician in using online medias they are; academic portal, this is one of facilities that can be used anytime and wherever that provide for students college. The objectives of the research were to find out the service quality and factors that influence of academic portal. This research used E-SERVQUAL theory ( Electronic Service Quality). This research used descriptive research with qualitative method based on the data that is taken in UPT TIK UR. In collecting the data the researcher used observation, interview, and library study and technique of snowball sampling. This research was conducted in UPT TIK ( Technical And Operational Units And Information Communication Technology Of Riau University) Riau University at H. R Soebrantas street simpang baru Pekanbaru city. After doing the research, the writer found that the service quality of academic portal was good. There were factors that influenced service of academic portal like system, network, inadequate capacity portal, lack of infrastructure, fund, nature ( rain, hurricane, thunderclap, and natural resources).Keywords : service quality, academic portal.

Abstract

Smog occurred in Riau every year. The smog in 2015 became the longest event and very severe compared with previous years. This is the media attention, especially Riau Pos which is the largest newspaper in Riau. Atan Sengat’s cartoon the mascot of Riau Pos which has been criticized about haze associated with his trademark use of the Malay language and say what it is. Therefore, this study aims to determine the meaning contained in the criticism of Malay Language in the Pojok Atan Sengat and ideologies of the Riau Pos associated haze in Riau during June to September 2015.Method of this research is qualitative research method with semiotic approach. Data collection techniques that interview and documentation. Data were analyzed using analysis of Roland Barthes Semiotics. The unit of data analysis in this research consist of Pojok Atan Sengat of the criticism about the news of smog that contained the main page of Riau Pos from June to September 2015.The results show: first, at the time of the occurrence of smog, Atan Sengat is positioning itself as the people of Riau are also feeling the effects of smog. No matter that it attracted Atan Sengat of the measures that have been taken by the government while suffering because of the haze is still felt as the people of Riau. So Atan Sengat can easily attract the attention of the public and are considered to represent the feeling of the people of Riau during the occurrence of haze in Riau. Second, ideology of Riau Pos is capable to providing the information required by the about haze to the reader. For Riau Pos, news of smog is considered something very important, related to the latest weather conditions and information from the parties that handle (Government, BMKG, BNPB). Pojok Atan Sengat, comments written by Riau Pos relating to the headlines. However, Atan Sengat is not entirely pro to the headline news. Atan Sengat is precisely to comment in accordance with people's perceived reality Riau. Riau Pos give responsible freedom in the character of the Atan Sengat.

Abstract

Local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towards the karaoke venues that is not following the local regulation and causing violations that occors. The venues are allowed to operate from 8 a.m. unti 10 p.m. at night. But in fact, these karaoke venies are operating until dawn. Operation requirement and permits are also have been violated. Karaoke venues that is being located nearby the house of worship and disturb the tranquility of residences is the other kind of violations that happens. Most karaoke venues serve liquors and also functionalized for drug user and a prostitution’s facilities. This conclude that the local regulation that has been approved doesn’t function as effectively, effetively and has failed to achieve the goals that has been given. The objective of this research is to evaluate and discover certain factors that are effecting the evaluation of local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towards the karaoke venues itself. Researcher use William N Dunn’s theory that explain the criteria of an evaluation of a policy includes effectivity, efficiency, sufficiency, responsivity and regularity. This research used qualitative descriptive methods, data collecting technic througt observation and interview where the stakeholders in this case are considered as an informant. The outcome of this research shows that the evaluation of local regulation implementation No. 3 Year 2002 concerning Pekanbaru City publik entertaiment towords the karaoke venues has not been implemented very well. This is causing this regulation is becoming very ineffective. The ineffective of the regulation is becoming the cause of this situation. The equlizzation of these public entertaiment venues operational hour has not been evaluted properly and causing the regularity of the regulation implementation No. 3 Year 2002 concerning Pekanbaru City public entertaiment has not been applied thoroughly. This situation is also causing the regulation has lack of responsivity from stakeholders towards this local regulation. The factors that is effecting the local regulation implementation No. 3 Year 2002 concerning Pekanbaru City public entertaiment towards the karaoke venues is human resources and time limitation.Keyword : Evaluations, Local Regulations and Karaoke
