Abstract

This study illustrates the Role of the United Nations Human Rights Council in the settlement of sexual harassment cases in Central African Republic in 2013-2016. The unstable state security of the coup that took place in 2013 has put the UN Peacekeeping Force into the country to stabilize security conditions and protect civilians. In carrying out the mission, the UN Peacekeeping Force conducted sexual harassment against civilians, women and children victims. The focus of the research is sexual harassment conducted by UN peacekeepers.This research theoretically has built with pluralism perspectives on International Relations and supported by the theory of International Organization and Role theory, and also the concept of human security. Formulation of all the arguments, facts and theoretical framework in this research was guided by qualitative descriptive explanation methods. Scope of this research is The Role of United Nations Human Rights Council (UNHRC) in The Settlement of Sexual Harassment Cases in Central African Republic in 2013-2016.This research also proves that UNHRC is considered quite good in carrying out its role by forming an independent panel and investigation team to solve cases Sexual harassment occurring in the Central African Republic. To resolve this issue again in the future, the UN Security Council and the UN General Assembly passed resolution in 2016, namely UN Security Council resolution 2272 and General Assembly resolution 70/286.Keywords: UNHRC, UN Multidimensional Peacekeeping Force, Human Security, Resolution ofSecurity Council 2272, General Assembly Resolution 70/286.

Abstract

This research done to determine the pattern of socialization Tablighi Jamaat in Jelutung. This research focus is how to Tablighi Jamaat strategies undertaken in disseminating the values of Islam? and what obstacles faced in disseminating the values of Islam? while in this study using qualitative research methods, and retrieval of research subjects using purposive technique, which is based on research, specific reasons and according to the needs of research. The results of research carried out showed that the strategy carry out missionary in disseminating the values of Islam can be said is quod good, it is seen from the change in the individual and society are eager and excited to implement the fundamentals of religious teachings such as praying in congregation in the mosque, constantly gatherin, reading the al-qur’an and turn on the practices of other mosques. By using the pattern of socialization shaped jaulah, taklim wa taklum, science masa’il, venture prosper mosques, khidmat, khuruj fi Sabilillah and taklim masturah. And the run of barriers socialization Tablighi Jamaat in Jelutung not get too many constrains from the outside. Barries were a lot of self-arising, such as the the emergence of lazines, boredom, and problems of the time Tablighi Jamaat it self. While the barries from the outside is just a house visited by jamaah jaulah individuals were not at home. Not many obstacles encountered by the society because many are know Jelutung Tablighi Jamaat presence in their village.Key words : Tablighi Jamaat, Socialization pattern, Religious fervor

Abstract

Since Joko Widodo inaugurated as the President of Indonesia, Indonesia made a movement of the policy based on Maritime Axis concept. The concept means to recalling the nature of Indonesia’s paradigm in case of the nation is the archipelagic state. In the process of the implementation of the concept, particularly on 2015 October, Indonesia officially became the chairman of Indian Ocean Rim Association (IORA). The implementation of Maritime Axis had politically aided by these two correlated entities.This research is a descriptive-analytic that aims to explain the strategic values of IORA and theoretically using Regional Security Complex Theory by Barry Buzan that describes the complexity in a region. In realism realm, the RSCT is utilized to as one of substructure and has role in theoretical precisely in international system case.The equilibrium of Maritime Axis Pilar and 6 Priorities of IORA concluded that IORA has strategic values in implementing Maritime Axis concept for Indonesia. The statement hypothetically supports by several reasons such as Indonesia could use IORA for rebuilding the maritime culture, guarding the sea resources, maritime diplomacy, and building the maritime power that accumulated by three realms such as political and security, economy, and socio-cultural.Keywords: IORA, Indian Ocean, Political and Security, International Economy, RSCT

Abstract

Instagram is one of type socia media that is not only effective for communicating, but also effective when used as a online information providers either general information or special information. One of the users who use instagram as an online special information is @sumbar_rancak Account @sumbar_rancak is an instagram account that provides special information about tourism in West Sumatra. The theory used in this research is communication effectiveness theory as the main theory and new media theory as its supporting theory. The purpose of this research is to investigate how big the effectiveness of account instagram @sumbar_rancak as a tourism information online West Sumatra.This research uses quantitative research methods, with data collection techniques that is through the spread of online questionnaires using google docs to followers @sumbar_rancak account with 400 sample counts that are determined through random sampling technique. The analysis techniques data in this research using descriptive statistical techniques.The results of this research indicate that the level of Account Instagram Effectivity @sumbar_rancak As Tourism Online Information Media West Sumatra classified as very effective. This has been proven by the result of collected data that have been measured by six indicator, each indicator reaches a scale of 3.30 on the receiver or user indicator, scale of 3.29 on the content indicator, 3.40 scale on the channel indicator ( Media), 3.30 on the format indicator, 3.22 scale on the source indicator, and 3.06 on the timing indicator. The conclusion obtained by using the average formula of all indicators is 3.26 which is included in a very effective scale range. This indicates that Instagram Account @sumbar_rancak is a very effective as a tourism online information media in West Sumatra.Keyword : Communication Effectivity, Information, Instagram, Tourism

Abstract

Mutations in general ia an activity of employees from one agency to another agency with the objective to improve the efficient and effectiveness of the organization concerned. Basic foundation has been listed in the mutation process Peraturan Pemerintah Nomor 63 Tahun 2009 about Wewenang Pengangkatan, Pemindahan, dan Pemberhentian Pegawai Negeri Sipil. And in the decision Badan Kepegawaian Daerah Nomor 70/KEP/2003 about Pendelegasian Wewenang Kepala Kantor Regional Badan Kepegawaian Negara for Menetapkan Surat Keputusan and Persetujuan about Mutasi Kepegawaian Negeri Sipil. Activities aimed mutation as a form of refreshment functions and duties. There are 4 systems on which to base the implementation of personnel transfers that: (1) Merit System, (2) Seniority System, (3) Spoil System, (4) Nepotism System.Thus study was conducted in order to determine the politicization of the bureaucracy over the lot and routine tansfer of civil servants of local government environment Kabupaten Indragiri Hulu. Location of this research is conducted in Badan Kepegawaian Daerah and Regent’s office Kabupaten Indragiri Hulu. This type of research is qualitative research with descriptive methods. Abstract

Political developments brought a number of theologian involved directly or indirectly in the political scene. theologian political aspirations exploited the political parties at national and local level in each general election. As a result, theologian faced with the world of politics, as happened on the legislative elections in Bengkalis District Bantan 2014, the scholars who contribute to winning one of the first candidate in the electoral district on behalf of the District Bantan Sofyan.The formulation of the problem in this research is how the role of the theologian against Sofyan winning candidate in the electoral district I Bengkalis District Bantan and what are the factors that influence the theologian involved to winning Sofyan. The purpose of this study to know how the role played by theologian in determining victory Sofyan, as well as for know what are the factors that influence the involvement of theologian against the winning Sofyan. This type of research is descriptive with qualitative approach. Informants in this study is, legislators Bengkalis, chairman of the foundation, chairman, director of KMI, Nurul Hidayah alumni of the boarding school, and the community Bantan. Data collection techniques with interviews to know how the role of the theologian against winning Sofyan. Qualitative data analysis technique that is performed on the data, in this case in the form of qualitative data is then associated with the data information other to gain clarity on the truth.The results of this study, the involvement of theologian against the winning Sofyan done by direct and indirect, As well as for factors that affect theologian support sofyan namely becaused by sofyan is alumni of pesantren Nurul Hidayah, so that if elected will sofyan education at boarding school always gets the full attention of the government.Keywords: Elite Determinants, Theologian, Local Politics

Abstract

The purpose of this research is to know the difference of motive and satisfaction to communicate user of Line and Blackberry Messenger (BBM) chat application on Student of Riau University. Population in this research is student of Riau university which use application of chatting Line and BBM which counted active in year 2017 that is 37001 students. However, it is not known exactly the number of application population Line and BBM on students of the of Riau University. Because the population is large and the number is not known exactly, then in determining the sample using the formula Unknown Populations who get the sample of 135 students. And for the selection of respondents conducted degan use Incidental Sampling sampling method. To answer the hypothesis then use the Independent Samples T Test with the help of SPSS 21 program. Based on comparison of mean GS application score line with mean score of GS application of fuel, it is obtained that mean application score of 4,047 is superior compared to mean score of application of BBM of 4.036 GS Line> GS Bbm comparison of mean score of GO application line with mean score GO of BBM application, obtained that the mean of the Line application score of 4,085 is superior to the mean score of the BBM application of 4,036 GO Line> GO Bbm. Then based on the value of t arithmetic and significance of motive variables and satisfaction of the use of BBM chat application and Line Motif. Obtained t value (0,230) <t table (1,969) or significance (0,818)> 0,05. This means that there is no difference in the motive of using BBM chat application with Line. Satisfaction. Obtained value t count (3.290)> t table (1,969) or significance (0.001) <0.05. Abstract

Environmental policy is a manifestation of sustainable management and utilization of natural resource and environment. In Batang Kuantan River Pasir Keranji Village there are many mining activities that cause river pollution. Based of research showed Environmental Impact Assessment Program by environmental Agency is not optimally yet. Based on this, researcher are interested to studying how the Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village). Theoretical concept used is implementation in Van Meter and Van Horn (2008) who said that there was several variables that affected the performanced of the public policy implementation. This research used qualitative method by using snowball as information and the data analys thecnique by using triangulation technique. Result of the research showed that Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village) is not optimally yet. This is caused lack of resources, infrastructure, insufficient funds. Social and economic factors of society become obstacle in Implementation of Environmental Management Program especially Environmental Impact Assessment Program in Batang Kuantan River. Abstract

This study aims to determine the effect of Promotion And Brand Image Toward Consumer Interest in Alpha Hotel Pekanbaru. Where two independent variables and one dependent variable are promotional mix and brand image as independent variable and consumer interest act as dependent variable. The population in this research is Alpha Hotel Pekanbaru visitors with sampling amounted to 100 people which calculated by using Slovin formula. The sampling technique was done by purposive sampling method. The research data collected in the form of primary data by using kusioner as research instrument, data analysis used is by using linear regression analysis along with the help of SPSS program. From the results of tests conducted show that the promotion mix and brand image have a positive and significant impact on consumer interest. where the value of coefficient of determination (R2) shows that the variable of promotion mix and brand image contributes to consumer interest variable of 34.5 while the rest of 65,5 is influenced by other variable not included in this research.Keywords: marketing mix, promotion mix, brand image, consumer interest

Abstract

The term of gonggong sounds foreign or strange impression for people outside the Kepulauan Riau. But for people in the Kepulauan Riau, is no stranger to this one sea slug. Gonggong (Strombus Turturella) is one of the many sea slug that are found around the Kepri waters. Batik Gonggong is new textile design in Indonesia. In 2010 open Selaras Shop as a manufacturer of batik gonggong with the brand "Lawana". In building brand awareness can be done through marketing communications. But in reality brand awareness is not present in the minds of consumers. Therefore, companies need to first know the marketing communication strategy that needs to be done for effective marketing.The type of research is qualitative with the presentation of descriptive analysis. The technique of collecting data through observation, interviews and documentation. Research subjects are Owner, Batik Designer, Employee and Constumer with purposive technique.The results of this study indicate that the segmentation of Batik Gonggong "Lawana" Tanjungpinang is from adults until children, Targeting, is for all circles, especially consumers who are interested in batik, and Positioning which has a unique style, limited edition motifs, and many options. Marketing communication strategy is done through advertising that is using electronic media and print media. Personal selling is done by direct presentation to consumers who come to the outlet, and also in events held by government agencies,private organizations and so on. Public Relations,opened mini workshop and build relationship with some government agencies.
