Abstract

In the government structure the unitery state of Indonesian, the subdistrict regions is equipment of regency city. This case accord with uu 2004 no 32 about the regions government in pasal 27 ayat 2 the region equipments or regency city consists of regions secretariat, DPRD secretariat, department of region and it means that subdistrict is one of regency region equipment the implementer of goverment headed by a camat. In here the roles of subdistrict very imforta district. On the other words this subdistrict would have many deficiencies for facility and human resources.One of organization that serve the people is a subdistrict office of batu hampar, regency of rokan hilir. The camat office is one of organization that have a major role in managing and regulating the people. Any five villages in subdistrict of batu hampar. They are bantayan village, bantayan hilir, sungai sialang,sungai sialang hulu, and bantayan baru.the local regulations in regency of rokan hilir about establishment of the organizational structure, employment, main duties and villages regency government of rokan hilir the third shapter in the part 2 about employment and basic duties pasal 5 ayat 1 : subdistricts is the camat duties as regions equipment regency of rokan hilir. Pasal 5 ayat 2 : camat is implementer to does the goverment mission by bupati to take a care partial autonomy and the pasal 5 ayat 4 : camat position and basic duties.Part 2 about employment and basic duties pasal 6 have the basic duties to help bupati in implement develop governments and living development. The people in subdistrict regions with develation of affair giyen by bupati.Key words :analysis Performance,cervicing, capability.

Abstract

Lady Gaga known as eccentric singer and songwriter worldwide. Her career as amusician recorded raise every years. Her fans spread around the world especially in Indonesia.Most of Lady Gaga fans in Indonesia are teenagers. Instability of teenage personality makestheir ability to filtering west culture decrease. A different view of western culture brought byLady Gaga will be the long-term impacts for teens.The purpose of this study is to find out what exactly the meaning of the text contained inthe lyrics of Born This Way song by separating denotation, connotation and myth. This researchused qualitative methods descriptive which the data was obtained through interviews,documentation, and reference materials. As well as using semiotic analysis technique developedby Roland Barthes to know what the meaning of the Born This Way song lyrics that written andpopularized by Lady Gaga. This research presented the subject is a fan of Lady Gaga and somepeople who considered able to provide supporting information. Researchers using purposivesampling technique to determined the informants. While the research object is the text of thelyrics of the song Born This Way is obtained directly from the original CD.The results showed that the meaning of the Born This Way song written by Lady Gaga isabout freedom in many ways, a vindication of social deviation, and support for minoritiesthroughout the world. It can be seen from the mention of the various races in the Born This Waylyrics such as Black, White, Beige, and Chola Descent. This song serves as a support for theadolescent desire to be free and diminish the awareness of the social norms prevailing in thecommunity in accordance with the results of interviews with several informants. Eventually teenstarted to accept the deviation as a matter of course and can be tolerated. Abstract

The many land conflicts in District Tampan making Land Policy for more seriouslyimplemented. Problem of this research is how implementation of policy of Land (Case StudyIn The Land Registration In The District Of The City Tampan Pekanbaru) and factorsinfluencing implementation of the policy. As for becoming intention of this research is toknow implementation of policy of Land (Case Study In The Land Registration In The DistrictOf The City Tampan Pekanbaru) and factors influencing implementation of the policy. Resultof this research indicates that Implementasi implementation of policy of land (Case Study InThe Land Registration In The District Of The City Tampan Pekanbaru) has not, runoptimalfashion. Factors infuencing in implementation of policy this land still lack of socialization togroup of target and lack of knowledge in land registration.Keyword: Policy, Implementation of Policy.

Abstract

This research explain about the effect of local tin market establishment by government to Indonesia’s bargaining position in trading. The market was listed on future market, ICDX (Indonesia Commodity and Derivatives Exchange) with code “INATIN” to set the global price benchmark by requiring the metal be traded on this local exchange before export. The purpose of this regulation to make Indonesia as the largest exporter and the second big producer of tin in the world, the place for international price discovery and lead a fair value of tin in order to give advantadge for Indonesia which before Indonesia followed the London Metal Exchange as a international metal market. ICDX helps Indonesia government perform monitoring to the trading activities, price movement, and all market data. As neo-mercantilsm paradigm, government role is needed to increas income and maximize the benefits through policy as an economic protection. This term expresses Keynes theory about the importance of government intervention controlling market. Keynes states that government role can not be separated in economic of country. According to the theory, in summary this research shows Indonesia has better bargaining position to rise the price and volume on local exchange, as the effect of Indonesia government intevention through regulation of export tin in Permendag 32/M-DAG/PER/6/2013. This result is evidenced in tin price increas and LME tin stock depression. The research illustrates the effect of government protection in trading as a part of economy politic international.Key words: Indonesia Tin Market, tin export policy, London Metal Exchange, protection

Abstract

The journal identifies the role of UNICEF in tackling hunger and violence in children in Yemen in 2011-2013.data technic collection in this study through a multi-case study research library and documents analysis. The writer use theory of the role of International Organizations to describe the role of UNICEF as an International organization dealing with violence and hunger in children Yemen. The writer also makes use of the theory of conflict resolution in view of the root causes of problem conflict which always occurs in Yemen.In an effort to overcome violence and hunger among children in Yemen UNICEF conduct programs as follows, a program of The Peacebuilding, Education and Advocacy in Conflict-Affected Contexts (PBEA), Program kepeduliaan of the right child (Evidence for children's rights), and Program Empowerment children's rights (Empowerment for children's rights). Abstract

The research is to find out what are the motives and the motivators that influenced tourist to visit Aek Martua waterfall.This research is uses descriptive quantitative methods to analyze problem which is going to conducted. The sample of this research was 100 people were taken by using accidental sampling. Then the data collection techniques in this is reseach the writer used observation, interview and quisionnaires. The writer using the likers scale as an instrument to measuring the lenght of intervals that can be used to find quantitative data.Based on the result of the research are the influence of motivator is more motivate tourists to visit Aek Martua waterfall than the motives. And, according to responden the motivation of tourists to visiting Aek Martua waterfall is good.Keyword: Motivation, motif and motivator, tourist

Abstract

Political and economic rerform in Myanmar during the regimeof President U Thein Sein year 2011-2013. The research aims to determine why the government of U Thein Sein do the political and economic reform in Myanmar, and to know the efforts to realize it. The hypothesis of the research that the reform conducted because of the authoritarian government, the lack of enforcement in human right, the weak and unstable economy, and the lack of labor freedom and press. This research used qualitative research methods with explanation analysis methods. Data collection techniques used are library research techniques. Based on the data obtained by the researchers that the government of President U Thein Sein have big influence in doing the political and economic reform in Myanmar and creating more democratic country. The things that have been realized in the field of politics are enforcement of human right, cabinet reshuffle, abolition of media cencorship, freedom of speech and association for labor, and release of political prisoners. In the economy field, there are economic liberalization and legal guarantees for foreign investors.Key Word: Myanmar, Reform, Democracy, Economy, Political

Abstract

Planning and supervision in an effort Guidelines Telecommunication Tower in the city of Pekanbaru. This study aims to determine how supervision and guidance in the arrangement of a telecommunications tower in the City Pekanbaru.Penelitian which is descriptive qualitative data collection was done by using snowball. The results show the arrangement and supervision guidelines in Pekanbaru city is still not performing well.This is evidenced by the many telecommunications tower that is not in accordance with the standards that have been set in regulations on guidelines for structuring shared telecom towers in the city of Pekanbaru.Keywords : Supervision, Structuring of telecom tower, Pedoman Menara

Abstract

Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport regulates the minimum service standards that should be applied in the implementation of a mass public transport system based on the way each region . Standard services may include security , safety , comfort , affordability , equality and regularity . The purpose of this study was to determine the factors that affect the implementation process of the Minister of Transport of the Republic of Indonesia Regulation No. 10 Year 2012 on Minimum Standards of Road Transport Based on Mass Trans Metro Pekanbaru program 2012-2013 . Location of the study was conducted in the Department of Communication and Information Pekanbaru . This research is descriptive qualitative research method . The nature of this research is a case study . The results showed that the implementation of the Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport can not run optimally . Abstract

Subdistrict Koto Kampar Hulu by the Regional Regulation No. 2 of 2010, this district is a division of the District XIII Koto Kampar, the purpose of this division course to accelerate development in the region. Special Desa Tanjung, which is the Capital District 's construction Hulu Koto Kampar more because of the facilities are located in rural districts such as, Head Office, Health Center, and the Grand Mosque . However, after 3 years of the status of the district, sub-district capital city is still a village, and based on observations while writer, infrastructure development in the Desa Tanjung as the Capital District is still lagging behind when compared to other districts with the capital.The purpose of this study was to determine the development of infrastructure in the Desa Tanjung after splitting districts Koto Kampar Hulu years 2010-2013 and to know Factors Affecting the Development of infrastructure in the village of Koto Kampar District of the Upper Cape 2010-2013. Theory (approach ) is used as an analytical tool in this study is the theory of Development and Proliferation. While the methods used in this research is descriptive qualitative research that is intended to provide a systematic overview of the observed phenomena.Based on these results , the District Redistricting no significant impact for Infrastructure Development in the Desa Tanjung, especially road infrastructure development has not changed (still broken since pre-expansion), yet the addition of clean water infrastructure to offset the increase in the consumption of the population, the absence of additional power lines entrance to the village since before the expansion, as well as the people who abandoned the market in the wake of the destruction of the access road to the site . Meanwhile, factors affecting the unavailability of infrastructure in the village of Tanjung after splitting districts, in other words, the expansion does not affect the development of infrastructure, among others, lack of government initiative in managing the affairs of the village households, lack Revenue Village ( PADes ), and Redistricting which tend to be forced.Keywords: Impact, Expansion, District, Desa Tanjung.
